Support Staff’s motion to deny PMPA
PMPA is inconsistent with the Coastal Act:
Does not ensure protection/creation of lower cost visitor serving facilities
Does not ensure creation of access-creating public benefits
Does not address sea level rise Does not adequately address burden on emergency
services

Public trust land should provide real public benefits
The Coastal Commission should deny this Port Amendment because the Port should do more to ensure that access and low cost visitor serving accommodations are provided on this public trust land.
If facilitating access and low cost visitor serving accommodations on this public trust land is a priority—and it is supposed to be under the Coastal Act—then this should be done more concretely at the outset, in this Amendment, and not forestalled until the other private developments are completed.
This Commission is rightfully looking into how to address the affordable accommodations issue, and Staff’s recommendation to provide on site accommodation in this instance of public trust land is an effective solution .
Promenade, even as amended, still seems to be an illusory benefit.

Support Staff’s recommendation and deny this Amendment in order to send a clear message to municipalities about what policies they should be adopting to provide access and affordable accommodations.
If you believe that this PMPA is inconsistent with the Coastal Act and poor coastal planning, then put a stop to it today.
A delay will not send an adequate message to coastal municipalities.
