BACKGROUND
FoodAllergyKidsofAtlantaisdedicatedtoeducatingthegeneralpublic, schools, andrestaurantsinGeorgiacommunitiesaboutlifethreateningallergicreactions, riskmanagementproceduresandhowtoenactanemergencyactionplan.
Foodallergiesareincreasinginprevalenceandaffectapproximately15millionAmericans, includingsixmillionchildrenundertheageof18yearsold. Thereisnocureforfoodallergies. Strictavoidanceistheonlywaytopreventafoodallergyreaction. FoodAllergyKidsofAtlanta, Inc. encouragesallcitizenstobecomeawareofthedangersoffoodallergiesandtomanagerfoodallergiestopromoteasafer, healthiercommunity.

BACKGROUND
TheGeorgiaDepartmentofTransportationhasenteredintoacontractwithC. W. MatthewsContractingCo., Inc. forbridgereplacementprojectsoverI-285atAtlantaRoadandOrchardRoad. Inordertomaintainwaterserviceinthearea, thereplacementofanexisting18-inchsteelwatermainandexisting6-inchductileironpipe (DIP) watermainwithapproximately700linearfeetof16-inchDIPand400linearfeetof8-inchDIPwatermainisrequired, alongwiththerelocationofwatermetersandfirehydrants. Becauseofthenatureoftheutilityworkanditsrelationtotheroadwayconstruction, itisproposedthattheworkontheWaterSystemfacilitiesbecompletedbytheroadwaycontractor.
Inanefforttoeliminatedelaystotheroadworkandimprovethecoordinationbetweentheroadcontractorandtheutilitycontractor, C. W. MatthewsContractingCo., Inc. solicitedsubcontractorbidsfortheutilityworkfromfivewaterandsewerlinecontractorsthatarecurrentlyprequalifiedbytheCobbCountyWaterSystem. Thelowestbidforthissubcontract

Twopropertiesintheimmediateareahavepreviouslybeenacquiredthroughfloodhazardmitigationgrants.
TheacquisitionofthisfloodplainpropertyisconsistentwiththeWaterSystem'sstrategytoacquirefloodplainpropertiesalongmajorwaterways. AnAutomaticVehicleLocation (AVL) Systemcalculatesthereal-timelocationofanyvehicleequippedwithaGlobalPositioningSatellite (GPS) receiver. Dataisthentransmittedtoacentrallocationthroughcellularcommunicationsandcanbeaccessedimmediatelyorarchivedforfurtheranalysis.
OnSeptember27, 2011, theBoardofCommissionersapprovedacontractwithDigitalRecorders, Inc., forthepurchaseandinstallationofanAVLSystemforCobbCommunityTransit (CCT). TheAVLSystemforCCTincludeshardwareandsoftwareforautomaticvehiclelocation, automaticpassengercounters, Webbasedpassengerinformation, andpassengerinformationdisplays. TheAVLsareinstalledsystemwideontransitbusesandsupervisorvehicles. OneofthecomponentsoftheAVLprojectwasdevelopmentofanaccurateroute, stopandscheduledatabasefortheentireCCTsystem.

Additionally, theGPSmaputilizedforParatransitserviceandFlexRouteservicewillbeupdatedtothelatestversion.
TheDepartmentrecommendsproceedingwithanupgradeoftheon-boardtechnologyforthecurrentAVLSystem, theVoiceAnnunciationSystem, andtheAutomaticPassengerCounterAPC) Systemfor42CCTbusesthathavenotyetmettheirusefullife. Anagendaitemto
procurereplacementvehiclesinFY15fortheremainingbusesinourfleetthathavemetorexceededtheirusefullifeisbeingpresentedtotheBoardconcurrentwiththisagendaitem. ThesereplacementbuseswillincludeupgradedAVLon-boardtechnology.
Toprovidethebestcustomerservicepossible, theupgradewillbecoordinatedsystemwidetoensurethatCCTsuccessfullymigratesfromthecurrentsystemtotheenhancedsysteminatimelymanner, minimizingdowntimeinprovidingreal-timeinformationtoCCTcustomers.
Underaninteragencyagreement, CCTcurrentlyoperates26busesonfiveexpressroutesfortheGeorgiaRegionalTransportationAuthority (GRTA). Thesebusesareutilizingtheexistingon- boardAVLSystemtechnology. GRTAdoesnothaveacurrentcontractinplacetoupgradetheAVLequipmentontheirbuses. Itisessentialtomaintainsystemwidestandardsregardingrealtimeinformationprovidedtocustomersandusedfordispatching, datacollection, andperformancereporting; therefore, theDepartmentrecommendsproceedingwiththeAVLSystemtechnologyupgradeonthe26GRTAbusesatthistime. IftheexistingAVLequipmentontheGRTAbusesisnotupgradedatthesametimeastheotherCCTbuses, theintegrityoftheoverallAVLSystemwillbelost. ItisanticipatedthatGRTAwillreimburseCCTforthecostassociatedwiththeAVLSystemupgradeontheir26buses. CCTwillpursuereimbursementfromGRTA, inanamountnottoexceed $630,562.00.

Weekdayoperationsoftheselocalroutesrequireatotalof7,228.5revenuemilesperday, whileSaturdayoperationsrequiresatotalof3,880.2revenuemilesperday. Theageofthisfleetrangesfrommodelyear2002to2010. Replacementofthesebuseswillbephasedoverafouryearperiod.
OnMarch11, 2014, theBoardofCommissionersauthorizedtheimplementationofthenewRoute25transitservice. ThisroutewillservemultipleareasofCobbbyconnectingCumberlandTransferCenterpassengerstotheMARTAH.E. HolmesStationviaCobbHospital. Route25willrequiretheadditionoffourtransitbusestoprovidethislocalfixedrouteservice.
OnApril21, 2014, Athens-ClarkeCountyGovernmentissuedtheHeavyDutyTransitBusConsortiumRequestforProposals #00680, whichincludedCCTasanamedProcurementMemberontheproject. OnOctober29, 2014, theAthens-ClarkeCountyMayorandCommissionenteredintoacontractualagreementwithGillig, LLCforprocurementoftransitbuses. AsanamedagencyProcurementMember, CCThasassignedrightstoprocureupto74busestotalunderthiscontract, overafiveyearperiod. Thevehicleswillincludeaoneyearbumpertobumperwarrantyandanextendedthreeyearenginewarranty. Allvehicleswillbedeliveredreadytogointoservicewithnewfareboxes, radios, andAutomaticVehicleLocatorsystemsinstalled.

Replacementofthesevehicleswillenhancethereliabilityofdailyoperations, servicedelivery, customerservice, safety, andmanagementofCCT, aswellasreduceongoingmaintenancecostsassociatedwiththeolderbuses. BACKGROUND
TheWaddellStreetParkingDeckhasnumerousareaswherethemetalonthecanopieshasrustedorbeendamagedbyharshweatherconditions. Anassessmentdeterminedthatthereisloosemetalonthecanopiesoverbothstairwellsandrustedareasthatneedtobereplacedand/orre-coatedtopreventfurthercorrosiontotheexistingmetal.
Weproposeremovalandreplacementoftheexistingdamagedareasaswellasrestorationtotherustedareas. Thescopeofworkalsoincludescleaningandrestoringthemetalaroundtheelevatorwindows.
Wereceivedapriceof $35,540.00fromGarland/DesignBuildSolutions, Inc., utilizingtheU.S. CommunitiesPurchasingAgreement, ofwhichGarland/DesignBuildSolutions, Inc., isanauthorizedvendor. Thisactionapprovedtheimplementationofthepolicyandtherelatedfundingtoadjustthesalaryofincumbentsbasedonpolicyrequirements. Ithasrecentlycometoourattentiontherewasanerrorinimplementationandfundingrequestedaffectingoneoftheemployees.

OnApril15, 2015theFamilyLawWorkshopCommitteevotedtomakea $3,000.00donationtotheCobbJusticeFoundation. WHEREAS EmergencyMedicalServicesisavitalpublicservice. ThemembersofEmergencyMedicalServices (EMS) communityarecommittedtoprovidinglifesavingcaretothoseinneed24hoursaday, sevendaysaweek; and
WHEREAS Dr. RobertGisnesshasservedwithdedicationanddistinctionastheVolunteerMedicalDirectorforCobbCountyEMSsinceJuly1993; and
WHEREAS Dr. RobertGisnesshasdemonstratedtheutmostleadershipandhighlycompetentmedicaldirectiontoCobbCountyFireandEmergencyServicesintheareasofemergencypatientcareandEMSservicedelivery; and
WHEREAS Dr. RobertGisnesshasdedicatedhiscareertoprovidingthehighestlevelofproficiencyintheEMSfieldthroughhisactiveinvolvementinservicetothecommunityandhealthcare; and
WHEREAS Dr. RobertGisnesshasbeentheliaisonbetweenEMSfieldservicedeliveryandthelocalhospitals, reviewingandevaluatingallpatientcareprotocols, policiesandproceduresaspracticedbyCobbCountyFire & EmergencyServicesforover21years; now
