Consider matters referred to it by Officers of the Council, the

Council, including reports relating to the provision of Council

services within the Board’s area, and make submissions or

recommendations in response to those matters as

appropriate. This will include:

a) monitoring and keeping the Council informed of

community aspirations and the level of satisfaction with

services provided;

b) providing input to the Council’s long-term plan and

annual plan;

c) providing input to proposed District Plan changes;

d) providing input to strategies, policies and plans that

impact on the Board’s area; and

e) Providing input to bylaw changes that impact on the

Board’s area.

Council shall consult with the Board on issues that impact on

the Rotorua Rural Community Board’s area and allow

sufficient time for the Board’s comments to be considered

before a decision is made.

1. Chair, Shirley Trumper welcomed everyone and opened the meeting. 2. PRESENTATIONS

a) Emergency Planning Linda Johnston and Bruce Horne spoke to a power point presentation – Attachment 1. The following points were discussed:

The 29 April 2018 flooding event raised awareness and enabled more people becoming involved and trained.

There is volunteer work development with the Red Cross.

The aim is to create resilience plans in the rural areas.

b) Devolved Funding

Mrs Trumper said she would recommend to the Board to continue supporting the installation of security cameras in the rural district. With council committing to support the speed limit review and safety improvements for rural schools, a concern will be cost. Mrs Trumper asked if the Board would consider using part of the devolved funding to support this project over the next 3 years. The scope of works associated with this project would need to be analysed.

Mr Kingi thanked the Board for the opportunity to speak. He said he and Ms Turner were at the meeting to endorse the Rerewhakaaitu community speed review. Mr Kingi said they were from Okere Falls, Lake Rotoiti and were supporting speed reviews in all rural areas including schools.

Mr Gaston said if the Board provided some of the funding there could be an opportunity to

approach Infrastructure or Sports, Recreation and Environment departments if they had funding available to support the project.

After further discussion the Board unanimously carried the following motion:

Resolved: That the Rural Community Board commits the remainder of the 2018/19 and 20149/20 devolved funding to support speed limit or safety improvements for the rural schools. Mr Heard/Mr Sutton

C) PC3 Significant Natural Areas (SNAs) update Kim Smith presented a memorandum – Attachment 2.The following points were discussed:

A District Plan review will need to be undertaken within the next 10 years. There may be another examination of aerial photography. However if an SNA had not been identified this time it would be unlikely that another set is found.

Areas already protected by QE2 covenants or other legal protection are not included in this process. Landowners can negotiate directly with QE2, therefore having control over the process and conditions.

Mrs Trumper said that the Board will continue to work on this matter. Once Council have made their recommendation to notify the plan change for public submission, the Board will consider what inputs they can have to the submission process.

5. Public Forum Mamaku

a) PC14 update Rob Griffiths provided an update:

BOPRC has tested a number of properties and public reserves.

Mr Griffiths said he would let BOPRC know that some of the survey form ere not collected.. The survey will gauge household occupancy and the level of septic maintenance. While this information is not a scientific analysis it will help inform investigations around existing waste water systems and it there is any risk to public health.

BOPRC are hoping to report back mid to late 2019. This will inform the PC14 and potential longer term solution for wastewater at Mamaku. RLC will also be part of this process.

Mrs Trumper said information is still been gathered and in due course the community will be updated.

Subject: Memo for Rural Community Board meeting 15 July 2019 Rural Schools Road Safety update

At the Strategy, Policy & Finance Meeting on Thursday 14th June 2019 the committee passed the following recommendation:

The Committee recommends to Council that officers undertake a comprehensive road safety review including posted speed limits assessment around all rural schools and report back to council with its findings and recommendations.

The Rural Schools Road Safety Assessment will be a systematic approach towards reviewing all rural schools road safety risks will provide the benefits of fully understanding all the issues related to traffic around the various schools and provides the ability to work with NZTA on a possible standardised approach in regard to any subsequent recommendations for speed limit changes around all of Rotorua’s rural schools. Council is currently working with OPUS to draft up a contract to perform the work required for the ‘Rural School Road Safety Assessment’ Included in this piece of work will be the following:

All rural schools (Schools outside the recognised urban area of Rotorua) on RLC roading network to be included (including those within a 50 km/h posted speed limit: Kaingaroa Forest School, Mamaku School, Reporoa School & Reporoa College).

For the rural schools on State Highways – we will be liaising with NZTA (Te Kura Kaupapa Māori o Rotoiti, Te Kura Kaupapa Māori o Ruamata, Upper Atiamuri School & Whangamarino School) and hope than any research and associated data can be shared so as not duplicate process. It is hoped that NZTA will support the recommendations from the assessments.

Some engagement with NZTA has already been done by RLC, NZTA have advised they have the following schools included in the SafeRoads project: Whangamarino, Ruamata Kura & Rotokawa. SafeRoads has indicated that their main focus will be on speed management rather than infrastructure. RLC appreciates that the Rural Community Board has already made contact via a letter to schools within the Rural Community Board area (sent by Shirley Trumper) and the feedback received to date. Subject: Memo For Rural Community Board meeting 15 July 2019 Rural Roads update

As reported at the Operations and Monitoring meeting 4 July 2019 the following table presents an update on the roading (rural) capital works programmes:

Programme Background Project Progress (1) Transport Road Rehabilitation (road foundation rebuilds)

Road rehabilitation is required when the underlying pavement structural layers are failing and the resultant maintenance costs are increasing. On average some 0.2% of our network requires foundation strengthening per year.

Nicholson Road Waikite Valley Road

Nicholson Road work to be completed by the end of 2018/19 financial year. Waikite Valley Road is now completed.

(2) Annual Road Re-Seals Programme Council reseals about 8% of sealed roads per annum.

Re-surfacing of roads is a very important component of Asset Management that ensures road surfaces provide a suitable running surface and foundation waterproofing for underlying structural layers that protect them from failure, due to water penetration.

Road Re-seals

All chip seal and asphaltic concrete sites have been completed. 67km of the local roading network have been addressed as per the annual business plan.

Programme Background Project Progress (3) Roading Minor Improvements Programme

These are small scale upgrades which do not require a detailed business case and generally target safety objectives but also can include resilience, efficiency or mode share projects.

Realignment of Campbell/Thomas intersection to prevent large vehicles hitting the adjacent bridge.

Preventative maintenance projects in Paradise Valley and Parsons Road where gradual erosion is threatening the road.

The design phase of the Campbell/Thomas intersection will be completed this year and the construction work it is proposed for next year.

To be completed by the end of 2018/19 financial year. These include sites in Paradise Valley Road and Parsons Road.

(4) Emergency Roading Works

Emergency works are subject to an additional funding by NZTA where the transport corridor has been compromised by some event. The funding application has been approved by NZTA.

Paradise Valley Road under-slip

A number of other sites around the district e.g. Waiotapu Loop Road and others.

Paradise Valley Road site is structurally complete with final road seal depending on weather. This work to be completed 2018/19 financial year.

(5) Rural Road Seal Extensions

The programme involves sealing of currently unsealed roads in rural areas. Projects include consideration for safety improvements and general drainage renewals where appropriate as well as other ancillary work.

Te Kopia Road

Te Kopia Road is now complete.

(6) Structural Renewals

The programme involves replacing structures or components of, where the remaining useful life is zero or structure is no longer able to provide the required level of service.

Two bridges in Forest Road have decks unable to take the load under the new mass road limit rule. These will now be renewed with updated loading designs.

Design is progressing, with the project planned to progress to physical execution in the 2019/20 financial year.
