OBJECTIVES & REQUIREMENTS

The transition to net zero-carbon by 2030 mustbegin with providing genuinely affordable homes. Allnew buildings are therefore expected to adopt afabric- first approach (i.e. Passivhaus Standards),with the expectation that as our grid systemdecarbonises, and, we build more energy efficienthomes, emphasis will be placed on the embodiedenergy involvedin constructing new buildings.

Currently (2017 figures), all 3 district councilscontribute 558CO2kt from the domestic sectoronly (electricity, gas and other contributions). Thisaccounts for almost a third (27%) of all CO2contributions in the districts and represents asignificant opportunity reduce our carbon impact.

With the decarbonising of the National Grid,achieving net zero-carbon will mean strategic sitesmust respond to the two key components of whole-

life carbon; embodied carbon and operational

energy. Achieving net zero operational energymeans the building does not burn fossil fuels and is100% powered by renewables.A Whole Life Carbon (WLC) Assessment should beundertaken at pre-application, planning application,and after practical completion, as new homes areexpected to last 60+years, with carbon emissionreduction in line with the targets in the Checklist.Appendix 2a highlights the sequence of activities tocomplete an assessment.Embodied Carbon Reduction Strategy:

1. Using circular economy principles of reuse andrefurbish, and designing for disassembly at end oflife with processes including using offsiteconstruction.

2. Building low-energy homes, using fossil fuel-freetechnology to supply heating and power tothem.

3. Using renewable energy where necessaryOperational carbon Reduction Strategy:

1. Not burning fossil fuels for supply to homes2. 100% poweredbyrenewableenergy i.e.heat

pumps3. Achieving energy performance in line with

Leeds Pipes District Heating project• Leeds City Council have ambitions to improve air quality in Leeds and

reduce the City’s carbon emissions, whilst also providing their tenants with a low carbon and resilient energy supply for their most vulnerable tenants.

• The council have invested £35m into connecting 1,983 properties and numerous businesses to an efficient district heating network.

• An energy centre harnesses steam from the Veolia operated Recycling and Energy Recovery Facility (RERF), converting it into low temperature hot water and feeding it through a 16.5km district heating network to supply heat and hot water for 26 apartment blocks and businesses.

• Phase 1 is complete, with Phase 2 in construction and Phase 3 in development

District Heating - Leeds

A District Heating Network (DHN) is a system of underground pipes that deliver heat via hot water to buildings connected to the network. The network consists of two parallel insulated pipes; one carrying hot water to the homes and the other returning the water.
