    Agency Creation for Top Secret / S.I.

    Top Secret S.I. offers a good system to role play an espionage setting in themodern world. The system offers also a good way to create an evil or bad NPC tochallenge your players. But, what happens when you want to create an agency like Orion

    or Web? When it comes to creating an agency the system doesn't offer a practicalsolution. The following guidelines are intended to help you design an agency for thegood or the bad guys.

    The following system is designed to help you in creating your own agency for thegood or the bad guys. To use the system you can roll a d6, use 225 points, or choose thefeatures you like to design the agency. This system can be used to create a realistic orextremely unrealistic spy agency.

    A - Type: this is an indication of the primary goals of the agency or the type of work the

    agency performs. There is no cost involved in choosing the type of organization youwant to create. Choose or roll from the following table.

    Roll of d6:1- Anti Crime Organization - the agency is concerned mainly with fighting criminalactivities of local, national or international nature (Interpol, FBI, SWAT, etc.). If you arecreating the bad guys this would a criminal group.2 - Anti Terrorism - the agency is dedicated to stop terrorist acts and organizations oflocal, national or international nature (Delta Force, A.T.A.C., etc.). If these are the badguys then the organization is devoted to acts of terrorism.3- Corporate Espionage - the agency deals with cases that involve the interests of small

    or large corporations (stolen secret formulas or prototypes, etc.), and how to preventthem. The bad guys are dedicated to spying, and stealing the secrets from thecorporation.4 - Military Intelligence - the agency is part of the military force of the nation and dealswith intelligence, and counter-intelligence threats to the security of the nation (NIA, AIAetc.). If these are the bad guys they are involved in military espionage.5 - International Espionage - the agency works all over the world (KGB, CIA, Orion,Web etc). The goals and purpose depend on the Administrator. The good guys areinvolved in any type of covert operations to preserve the world as we know it, and to stopthe bad guys. The bad guys are involved in any type of illegal activities.6- Cinematic Spy Agency - this agency has agents and enemies all over the world. The

    agents are usually heroic and resourceful, and the bad guys are powerful and dangerous.

    B - Agency size: this reflects the number of agents that the agency has available at anytime. It doesn't include any other type of personnel needed to run the agency.

    Roll of d6:1- Very Small - 1 to 100 agents, roll a 2d10 to determine the exact number (Mack

    Bolan, the Mission Impossible team, etc). Cost - none.2- Small - 100 to 1000 agents. Roll 2d10 and multiply by 10 to determine exact number.If the first d10 is a 0, roll again. Cost - 5 points.3- Average - 1000 to 5000 agents. Roll 1d6 and multiply by 1000 to determine exactnumber, ignore a roll of 6. Cost - 10 points.4- Large - 5000 to 10000 agents. Roll 4d10 and add 5000. If the first d10 is higher than5, roll again. Cost - 15 points.5 - Very Large - 10000 to 15000 agents. Roll 4d10 and add 10000. If the first d10 ishigher than 5, roll again. Cost - 20 points6 - Extremely large - this type of agency has more than 15000 agents, and it is a seriousforce to be dealt with (i.e. KGB, CIA etc.). Unlimited agents to complete or backup any

    operation at any given time. Cost - 25 points.

    C - Gadgets and Equipment: this is the type and quality of equipment available to theagents on the field.

    Roll of d6:1 - None - the agency doesn't provide any gadgets or equipment. The agents have toprovide their own gadgets and equipment. Cost - none.2- Very Limited - the agency provides each agent with one piece of equipment orgadget. The quality is usually poor or the equipment is usually second hand. Cost - 5points.3 - Limited - the agency provides each agent with one or two pieces of equipment orgadgets. The quality is usually better, and there is a chance that some of the equipmentor gadgets are brand new. Cost - 10 points.4 - Moderate - the agency supplies the agents with some standard equipment, and one ortwo gadgets. The equipment and the gadgets are usually new, and of good quality.Gadgets or equipment can't be replaced if lost in the field. Cost - 15 points.5 - High Tech - the agency supplies the agents with the most advanced equipment, andgadgets available in the market or developed in the research centers. Each agent receivesa standard set of tools, and two or more gadgets to complete the mission. Cost - 20points.6 - Unlimited - the agency supplies agents with a standard set of tools and equipment. Inaddition each agent is given two or more gadgets to use in the field. The equipment andthe gadgets are of the highest quality available, and they can be replaced if lost in thefield. Cost - 25 points.

    D - Weapons: this is a measure of the type of weapons issued by the agency.

    Roll of d6:1 - None - the agency has no armory of it's own, each agent is responsible for his or herown personal weapon. Cost - none

    2 - Very Limited - agents are allowed one weapon from a limited inventory. Weaponsare not the latest models, but work in good conditions. Cost - 5 points.3 - Limited - agents are given one weapon from a larger but limited inventory. Weaponsare more advanced, but not high tech. The weapons are not specialized or customized.Cost - 10 points.4 - Moderate - agents are given one or two weapons from a wide inventory. Availableweapons are latest models, and may include some high tech. Some specialized weaponsare available, and some can be requested in a reasonable amount of time (a few days, or aweek). Cost - 15 points.5 - High Tech - agents can chose any type of weapon that is out on the market. All thelatest models are available or can be requested. Specialized weapons are available or can

    be requested in a limited time (within 24 hours). High tech weapons are developed inhouse or at special research centers. Cost - 20 points.6 - Unlimited - agents can choose two or more weapons from an unlimited inventory.All the latest weapons in the market are stocked by the agency. High tech weapons areavailable, or developed. Customized weapons are available or can be requested withincertain limits (i.e. gold bullets). Cost - 25 points.

    E - Training: what type of training is available to the agents, and what is provided by theagency at any given time.

    Roll of d6:1 - None - the agency does not provide any training. The agents are responsible for theirown training or they are specialists in their own fields. Cost - none.2 - Very Limited - the agency provides some standard training, but the agents have tosupply the rest. Special training is not available, and can't be requested. Cost - 5 points.3 - Limited - the agency provides the minimum standard training available. Training islonger, and of better quality. Special training is difficult to request. Cost - 10 points.4 - Moderate - the agency provides standard training for all their agents. This training isdone by qualified instructors, and the agency supports a training center for all it's agents.Special training is limited but available, and it has to be requested. Cost - 15 points.5 - Advanced - the agency provides standard training to all their agents. Training is donein one or more training centers, and by qualified instructors. Special training isavailable, and provided by qualified specialists on the field. The agency also provides alimited form of computerized training. Cost - 20 points.6 - Specialized - agents of this organization receive a standard training that is of thehighest quality available. All the instructors working for the agency are specialists intheir fields. The agency has several training centers in the world. Special training isavailable and provided by the best specialists in the field. Computerized education isavailable to all agents at any time. Cost - 25 points.

    F - Transportation: what type of cars, and vehicles are available to the agents on thefield, and on their private life.

    Roll of d6:1 - None - the agency has no vehicles of it's own. Each agent has to get his or her own

    car. Each agent is also responsible for his or her own transportation. Cost - none.2 - Very limited - the agency can only provide agents with second hand cars that areusually in bad conditions. Transportation is provided by public transport (i.e. buses,subway, train, or public airlines), and the seats are usually third class or lower. Cost - 5points.3 - Limited - the agency can provide it's agents with small vehicles that are either new orused. Used vehicles are of higher quality. The agents can use any means of publictransportation available. Cost - 10 points.4 - Moderate - the agency can supply each agent with its own car, and it's usually new.Second hand cars are available and they are in excellent conditions (low mileage, oneowner etc.) The agency also has access to private transportation to be used in

    emergencies only. Public transportation is available, and better. Cost - 15 points.5 - High - each agent can be supplied with any car that is available in the market, as longas the car is not a collectors edition or an antique. Vehicles come equipped with onespecial gadget and can have one or two more if they are requested. The agency also has aprivate fleet of vehicles that can be used by the agents. When public transportation isused is always first class or better. Cost - 20 points.6 - Unlimited - the agency can supply each agent with any car that is available in themarket (collectors editions, and antiques excluded). The vehicle is equipped with twospecial gadgets, and a secret compartment for weapons. Other gadgets can be requestedand included in the car within 24 hours. The agency has an extensive fleet of privatevehicles all over the world. Agents can use any vehicle owned by the agency by makinga phone call. Public transportation is rarely used, and when used is always first class.Cost - 25 points.

    G - Communications - the type of equipment used by the agency to stay in touch withit's agents, and vice versa.1 -None - the agency has no communications network. Agents stay in touch by usingpublic or private phones, and each agent is responsible for his/her phone calls. Theagency has a private line that is available during normal business hours. After businesshours there is an answering machine. The line is not secured or scrambled. Cost - none2 - Limited - the agency has a private phone line, limited and used equipment, and theyuse regular mail services. The phone has an operator available within normal businesshours, and an answering machine. The phone line it's secured or scrambled. Cost - 5points.3 - Moderate - the agency has several phone lines available, with security andscrambling devices in place. Private couriers are used to handle all mail. One phone lineis available around the clock. Modern two way radios and communications equipmentare available by request. Cost - 10 points.4 - Advanced - the agency has a sophisticated communications network linking all itsoffices. Several phone lines are available around the clock, and they are secured and

    scrambled at all times. Each agent has a private channel or line available at all times,with special scrambling and security. Special equipment is issued to each agent in thefield. Mail is handled by private couriers. Cost - 15 points.5 - High Tech - the agency has an extensive communications network around the world.This network is linked by computers, and satellites to each location of the agency. The

    lines are available 24 hours a day. Each agent has a private channel or line available atall times. Equipment issued to agents on the field is of the highest quality available, andscrambled for security. Mail is done by e-mail, or by a private courier. Cost -20 points.6 - Unlimited - the agency has a satellite network around the world. This network isprivately owned by the agency. Each agent has a private channel available 24 hours aday, with built in security and scrambling. The agency has a giant computerized database available to agents in the field. Each agent has a laptop computer or other type ofcommunication device. Equipment issued is always of the highest quality or a prototype.Cost - 25 points

    H - Security - how protected is the agency from outside infiltration and attacks.

    1 - None - there are no security measures in the agency. Employees are not screened, andno background check is done on them. People can come and go as they please. Cost -none.2 - Limited - the agency has minimum security. Agents are issued photographed cardid's, and they are signed. Entrances to the building are monitored by a security guard,who checks id's. Limited background checks are done on every employee. Cost - 5points.3 - Moderate - the agency is protected by electronic alarms on all entrances. Agents areissued picture id's with encoded magnetic strips. Security guards at each entrance checkvisitors in and out. Extensive background check and screening is done on everyemployee. Cost - 10 points.4 - Tight - the agency is very well protected. Each entrance is under video surveillanceat all times. Agents are issued picture IDs, and are subject to fingerprint signature whenentering the building. Security guards at each entrance check visitors through metaldetectors, and all bags are subject to x-ray inspection. A very extensive backgroundcheck is done of each and every employee. Cost - 15 points.5 - Heavy - the agency is more secured than normal. All entrances are under videosurveillance at all times. Visitors have to go through several checkpoints before enteringthe building. Agents are issued picture ID's with encoded magnetic strips. Agents aresubject to retina scan, and fingerprint signature. Access to certain areas is restricted.Cost - 20 pints.6 - Extreme - the agency has an incredible amount of security. All entrances are undervideo surveillance at all times. Visitors are required to go through several checkpoints,they are checked through metal detectors, and all bags are x-rayed. Access to certainareas is restricted, and limited. Restricted areas can be accessed by using an electronicID, a unique personal ID code, and either retina scan or fingerprint signature or both.Voice recognition is also used on several areas. Cost - 25 points.

    I - Resources - How much money is available for any special operation at a givenmoment.1 - None - the agency has no extra money for special operations. Agents are responsiblefor supplying the money needed for such operations. Cost - none.2 - Limited - the agency can afford to use less than $10,000 dollars on a special

    operation. This type of funding must be requested and authorized in advance. Cost - 5points.3 - Moderate - the agency can afford to use up to $25,000 dollars on a special operation.Funding must be requested, and authorized. Authorization is done usually within 24hours or less. Cost - 10 points.4 - High - the agency can put up to $50,000 dollars in any special operation.Authorization for usage of the funds can be done in a few hours. Cost- 15 points.5 - Very High - the agency can put up to $1,000,000 dollars into any special operation.Authorization for using the funds is done within an hour. Cost - 20 points.6 - Unlimited - the agency can use any amount up to a $100 million dollars to supportany special operation. Authorization for using the funds is done within minutes. Cost -
