    MEMORANDUM FOR ALL DEPARTMENT OF JUSTICE EMPLOYEESFROM: THE ATTORNEY E N E ~ ~ ..l,l...!..:SUBJECT: Potential for Government Shutdown ~ ..

    I want to update you on the ongoing planning regarding the potential for a lapse of annualappropriations at midnight on September 30, 2013. The Administration continues to stronglybelieve that a lapse in funding should not occur and is committed to working with Congress tofind a solution. However, prudent management requires that we continue to prepare for allcontingencies, including the possibility that funding will lapse.

    A funding lapse would mean that a number ofDepartment of Justice activities wouldcease due to a lack of appropriated funding and many employees would be placed on furlough.

    .We have updated our contingency plans for executing an orderly shutdown of certain activities.We have worked to determine which employees would continue to report to work in the event ofa lapse in funding and which employees would be placed on furlough. Should a lapse occur,these determinations may change over time as circumstances evolve. However, pleaseunderstand that whether or not you are furloughed is not a reflection of the quality of your work,nor of your importance to the Department of Justice and our important mission. Our plan reflectsthe legal requirements we must work under should a lapse occur. The Department 's plan, likethose of all other government agencies, will be posted on the Internet.

    I understand the difficulties that these times impose on each of you as employees, onyour families, and on your ability to do your jobs effectively on behalf of the American people. Ithank you for your patience in what continues to be a fiscally stressful time and want you toknow how much I appreciate your commitment to the highest ideals of public service, and theresults you've been able to achieve, despite difficult circumstances. The Department's seniorleaders will continue to share more information with you as we learn more about our fundingcondition. In addition, the Office of Personnel Management has created a document to addresssome ofthe questions you may have related to the lapse (http://opm.gov/policy-dataoversight/pay -leave/furlough-guidance).
