Mass Regional Conferences of all people and Organi­sations throughout the Union of South Africa to be held under the aus­pices of the A .N .C . , at which Conferences the union-wide campaign will be set in motion.

(b) SUNDAY, FEBRUARY 6th, 1955 :

Local Mass Conferences or Meetings of all people and Organisations to be held in each area, when local " SAVE OUR CHILDREN " committees will be elected.

( c ) SlifriJAx, toAriCH bx.ii, 1 ^ 0 6 :

Provincial or Jnint Regional Conferences of all people and Organisations to be held throughout the Union cf South Africa, when reports will be received of the progress of the campaign in the various areas.

(d) SUNDAY, rARCH £7th, 1555 :

Local Mass Conferences or ft;eetings of all people and Organisations to be held throughout the Union as a prelude to the withdrawal of children on April 1st,1955.

It is essential that prompt reports on all Conferences and Meetings held during the course of th i3 campaign should be forwarded Immediately by the Local, Regional and Provincial Secretaries to the appropriate Head-quarters. 'iESTgRN AR^AS REMOVAL SCHEME : Reports have beer. received that an attempt will be'trade on the 5i"st karch, 1955 to remove the people of the Vrestern Areas of Johannesburg In terms of the Natives Resettlement Act,I f Dr.Verwoerd does succeed in this scheme he will., no doubt,proceed to apply the Act to other areas such as Charlestown in Natal; Ntsolamar.ii (Alice) Cape; Korsten ( F .E . ) Cape; New Pietersburg in the Northern Trans­vaal; Lady Selborne and Rantule in Pretoria, all of which have already

been threatened.

It is essential, therefore, that the people in every Province should be kept on the alert and in readiness for such action as it might become necessary to take in defence of our homes and property.

3 , CONGRESS OF THE PEOPLE : We would refer you to paragraph 5 of our Supplementary Report on the Congress of the People^ which is concPxr.e . in the Annual Report of the National Executive Committee to the 42nd Annuel Conference of the A .N .C . , which paragraph sets out a programme to be followed in conducting the campaign for the Congress of the People. Supplementary instructions in this connection will be forwarded to you

from time to time.

We further wish to direct your attention to Three other matters

relating to our tasks for the current year.

(a) SPECIAL NATIONAL LEVY : You will recollect that the National Conference in Durban decided to impose a Special Levy of 2/- on each member of the A .N .C . for the purpose of establishing a Fund which will provide necessary financial assistance for our banned and banished leaders.

As this is a .matter o f consid roble urgency, Provinces are called upon to collect the National Levy immediately and forward the monies so collected to the Acting Treasurer - General before the 31st

March, 1955.

(b) SUBSCRIPTIONS : The campaigns to which we have referred above and the volume of Kfininistrative Work which they necessarily involve will impose a severe financial strain on the Head - Quarters. v0ur Provi­nce is therefore required to direct all its members to pay their annual subscriptions immediately and the quota payable to the National Treasury must be forwarded to the Acting Treasurer - General before the 31st l!c>rch,

1955.

(c ) annual REPORT OF THS NATIONAL EXECUTIVE COtel-'ITTSE : L o c p I Branches of Congress ere expected to make a thorough study of tr.e Annual Report of tne N .E .C . for the year 1954>which will serve as a useful gu.Je to all memebrs of Congress in matters affecting the political situ^tien in this country and in the world generally, and which will help to focus their attention on the organisational problems of the A .N .C . which, wit- their conscious co-operation can be resolved easily and immediately. "y attention has been i^awn to a report concerning the African

Nat! onal Congress published In the t,.all of the 25th February,1955*

As Actinp Secr»tary-Oeneral of the Congress,! have in my possession and

custody the o ffic iM reeordr from which most of the information upon

which the said report Is based can be clearly ascertained.In this cana-

M t y I am the official channel through which all matters relating to

my organisation must go.As there h*s been no discussion whatsoever

between you an-, ire concerning the organisational features detailed in

,,r;o report,! am reluctantly compelled to dismiss it in its entirety

not or y as unfounded and misleading but as mischievous ana somewhat

maliicious. In view however of its publication it now becomes necessary

to reply to some of the points raised.

It is alleged that Congress has non of the organisational

features of similar kinds of movements in the world}there are no ge­

nuine membership figures and that there is little cohesion between

branches and regions; m m * that organisers are few and far between and

tneir methods of collecting funds are almost completely haphazard and,

finally ,that many Africans have become disillusioned in Congress.

These wi ’d and fantastic allegations have deeply shocked all

those fair-minded and impartial observers who have closely studied the

history of Congress and its struggle to emancipate the African people

from the shades of racial oppression.lt is a well known fact that

Congress is a democratic organisation governed by a Constitution in

terms of which all committees whether national,provincial or local

are directly and freely elected by members who have an effective voice

in the formulation of policies and the taking of decisions. To refute

the a "negation that Congress has no genuine membership f i b r e s we need

only refer to the position of a few local branches in different parts

of the country daring December last year. Ladybrand had 200 members;

Utenhage 2 ,095 and K o s t e * 3,000.These figures can be t r i f l e d by

The Head Office in Johannesburg is In direct contact with Its

branches and regions throughout the country. In all the provinces

there are periodic meetings of brarch officials organised by the pro­

vincial committees and the record attendance of detonates fr m all over

the country at the Annual National Conference held ’ n Durban in Decem­

ber last year is yet another emphatic refutation of the legation that

there is no cohesion between bra nches and regions.

The revenue of Congress is derived from membership foes, spccial

levies and miscellaneous sources. The membership fee is 2 /6 and is

divided in e-iual prop^rtfons between the ‘'ocal and provincial branches

the National Executive. The sam* applies to the special levy of 2/-

per -nembor.

It i« admitted that the Industrial Action conteaplated for th I2tn

February did n«t. come off due to the anticipation of the reaoval date ii ■ ' *

by the Government. But we in no way regard t M ? as a failure . In fact

despite d ifficu 1ties and obstacle*> the campaign against removal accom­

plished its main object, namely, to foster an attitude of opposition

to the scheme so much so that the Government was compelled to secure

the people’ s removal by mobilising 2,000 fully armed storm-troopers.

the final point made in your report that many Africans are

d i sillusiDned in the Congress is , with all respect, absurd and rid i­

culous in view of the well attended meeting held in Sophiatown on Sunday

the 20th February when- the entire Congress line in regard to removal

was thoroughly discussed and unanimously endorsed.

The Congress is one of the few organisations in 6outh Africa which

has openly and fearlessly fought and resisted removal without compromi­

sing with or yielding to the Nationalist Government. It has considerably

raised its power and inflaence and is undoubtedly the only eff^ctiv®

opposition in the country to the Government and its oppressive policies

of racial discrimination. T.he correctness of our ’ ine, the justice of

our cause, the increasing number of loyal supporters and adherents bUck

and white who are ral’ yinr :Ulty aroudd the banner of the African National

Congress guarantees the invincibility of our position and the certainty

of our final v ic t o r ,.
