Introduction

AMMA-NETThe launching of the International Project, AfricanMonsoon Multidisciplinary Analyses (AMMA), in2002 at Niamey Niger led more than 200 scientists2002 at Niamey, Niger led more than 200 scientistsfrom African institutions to create AMMA-NET atthat meeting to support and actively participate inthat meeting to support and actively participate inthe activities of this project.

AMMA-NET is a NETWORK of Africanscientists, from different countries and varioussc e t sts, o d e e t cou t es a d a ousdisciplines, national or regional operationalservices, universities and research institutes who

i t t d t t ib t t k l d dare interested to contribute to knowledge andwilling to participate in AMMA InternationalProgrammeProgramme.

IntroductionThe main objectives of this network are in line with the two overarching aims of AMMA International, viz:

• To improve our understanding of the West African Monsoon and its influence on the physical, chemical

d bi l i l i i ll d l b lland biological environment regionally and globally

• To provide the underpinning science that relates• To provide the underpinning science that relates variability of the WAM to issues of health, water resources, food security and demography for West Af i ti d d fi i d i l tiAfrican nations and defining and implementing relevant monitoring and prediction strategies.

The some specific objectives of AMMA-NET relatedto science include:

• to consolidate their already existing collaborations

Introduction

• to propose and present research projects in theto propose and present research projects in theframework of AMMA

• to integrate initiatives and support individualproposals for more effective and efficientimplementationimplementation

• to source for new collaborations between Africanto source for new collaborations between Africanresearchers and other researchers all over the world,

Introduction

• to respond to calls for projects in order to financeto respond to calls for projects in order to financeresearch projects

• to develop research teams that can work effectivelyand in an autonomous manner and

• to exchange information, data and tools that may beavailableavailable

LandmarksOn February 2002 at Niamey, AMMA-NET was created during

the first AMMA-International meeting.

On November 2003 in Cotonou, African scientists weremandated to prepare the African Scientific Plan Thismandated to prepare the African Scientific Plan. Thisinitiative, one year after the creation of AMMA-NET wasmotivated by a real need of the different members of thenetwork to get involved actively in the implementation ofnetwork to get involved actively in the implementation ofthe AMMA in Africa and to appear as a full component, working in close collaboration with the other parts of the

(F E UK USA)program (France, Europe, UK, USA).

On November 2004 at Niamey with the financial support of IRDOn November 2004 at Niamey, with the financial support of IRDand the logistical support of ACMAD, the CSAM held itsfirst meeting with the objectives to produce in one week a

i t t t f 5 l b d th i t f thconsistent set of 5 volumes based on the inputs from thethematic leaders and produced the first version of theAFrican Involvement Plan (PIAF). By this time, AMMA-NET( ) y ,became AMMA-Africa.

PIAF INITIATIVEThe PIAF was based on more than one hundred detailed inputs

received from African universities, research institutions and NMHSs The difference between this plan and otherNMHSs. The difference between this plan and other European and American components of AMMA are:

Emphasis was on (1) impacts and applications, (2) demonstration projects and (3)T i i d C it B ildi th t i l d bl(3)Training and Capacity Building that include problems

and needs of African universities and NMHSs.By 2005 the PIAF has involved 36 African institutions with 89By 2005, the PIAF has involved 36 African institutions with 89

research projects of duration going from 3 to 5 years at local and regional scales. In terms of human resources, near 200 researchers 40 scientists and technicians and 72 studentsresearchers, 40 scientists and technicians and 72 students (Master and PhD) have benefited from this initiative. Also, By the end of 2005, 5 centres (ACMAD, AGHRYMET, ASECNA, 2IE(EIER) CERMES) f d d i th f f `th2IE(EIER), CERMES) were funded in the frame of `the consortium of the AMMA European project (Consortium AMMA-EU) for the implementation of AMMA-EU contract.) p

Financial AssistanceFrom 2007, initiatives to financial support for the implementation

of the PIAF came to light.of the PIAF came to light.

(i) European Comm. (AMMA-EU / AMMA-TTC): 1.2 millions Euros (2007-2009) for research on impact of climate changes on the agriculture, water resources and health. This initiative supported an important part of the «Impact and Applications pp p p p pp» studies of the PIAF and help to consolidate the AMMA-EU science plan.

(ii) The « Fonds de Solidarité Prioritaire »RIPIECSA : 3.5 millions Euros (2007-2010) to support interdisciplinary research on ( ) pp p yinteractions between climate, ecosystems and societies over West Africa. RIPIECSA is a project of the French Ministry of Foreign and European Affairs managed by the Inter-Foreign and European Affairs managed by the InterInstitutional Agency on Research for Development (AIRD).

(a) Participation of AMMA-Africa to the field campaign. The « Field Schools »

Achievements( ) p p g

over the research observatories (ORE) in Mali, Niger, and Benin and during the SOP, in Burkina Faso, Guinea Conakry and Senegal has involved around 20 engineers, technicians from the NMHSs

(b) Europe/AMMA-TTC: Support to 17 African national research institutions and operational services for the period 2007-2009 and for impact studies.p p p

(c) FSP RIPIECSA: 56 African institutions involved in interdisciplinary researches on interactions between climate, ecosystems and societies;researches on interactions between climate, ecosystems and societies;

25 projects funded by RIPIECSA, 17 are led by the AMMA-Africa community.

(d) Training: 37 African students are on PhD studies13 students have defended Rest are nearing completion

( ) I d i tifi i t ti NMHS U i iti d R h(e) Increased scientific integration among NMHSs, Universities and Research Centres in the subregion

(f) Increased network of observing stations and better predictability of the West African Systems

AMMA-Africa beyond 2010

Ouagadougou Action Plan25 - 27 February 2009y

Burkina FasoAbout 90 scientists and Administrators attended the meeting from Africa and EuropeAfrica and Europe.

Resolutions• That AMMA Africa continues and builds on what has been

achieved from Phase 1• That society and environment based issues should be addressed,

particularly on adaptation and mitigation of climate variability and h ichange impacts.

• To transfer knowledge, methodology, tools to researchers working on other regions in Africa

• That capacity building for African scientists should continue, to meet the challenges of climate variability and change

• That there should be strong institutional endorsementg

Fundamental IssuesSociety: What are social questions from issues of climate,
