GOAL:

To increase the recruitment and retention rates of umpires

throughout Victoria to ensure that all matches are officiated by

appropriately accredited umpires.

Through this, we will be able to deliver a higher standard of

umpiring.

This should be achieved providing the following

levels via the National Umpire Accreditation Scheme.

ensure umpire numbers, appointments and trends are identified and monitored.

Objective 1 Umpiring is Everyone’s Business (Environment & Respect) – To develop and implement education programs and policies that encourage a safe, welcoming, respectful and inclusive environment for all umpires.

1.1 Build on existing “Umpiring is Everyone’s Business” campaign.

State and local Umpiring Groups to develop localised campaigns in line with the National Campaign.

1.2 Increase female participation.

Create a female umpiring network including regular teleconferences involving female umpires of all disciplines.

Monthly teleconferences with maximum participation.

1.3 Increase the pool of ‘participation umpires.’

Develop a resource containing initiatives that highlight strategies that promote recruitment and the retention of umpires. Develop a State policy on participation umpires considering: diversity / cultural beliefs flexibility training commitment match availability.

2.1 Improve the promotional benefit of the existing AFL Umpire Appearance Program and the AFL Umpire Road-shows.

Maximise the benefits of the AFL Umpire Appearance Program. Utilise the existing AFL Umpiring Road-show Program.

2.2 Establish an online and social media footprint for umpiring within Victoria.

Maintain and update existing Umpiring pages of the AFL Victoria website. Create a Facebook / Twitter site.

Increase awareness of the website by utilising its capabilities. Attract a number of followers on Facebook / Twitter

2.3 Recognise umpiring volunteers and umpiring milestones.

Maintain existing practices to Reward and Recognise Volunteers Umpires’ milestones Community Service.

Annual Awards. State / National Umpiring Departments to acknowledge milestones that meet agreed criteria.

2.4 Attract current players of all levels to umpiring.

Promote the National Marketing Campaign based on South Australia’s “Play One Day, Umpire The Next!” campaign.

Increase recruitment of players / past players to umpiring.

3.1 Mandatory accreditation for all umpires of Australian Football.

Continue to support and promote the NUAS Training Program.

Increase the % of umpires accredited or participating in accreditation courses.

3.2 Increase online learning and accreditation.

Communicate with umpiring groups the requirements / expectations of the Level 1 Online Course. Support groups with regard to the delivery of the Level 1 Online Course. Support / Contribute to the development of a Level 2 Online Course.

Improve the awareness / expectations of the Level 1 Online Course. Increase the % of umpires who complete the Online Course/s.

3.3 Improve the simplicity in accessing umpiring resources.

Promote, support and provide resources to community umpiring groups in an effective manner.

Objective 4 Umpire-Coach Accreditation & Resources - To provide resources that support the development and performance of umpires at all levels via the National Umpire Accreditation Scheme.

4.1 Maximise accreditation for all Umpire-Coaches of Australian Football.

Develop a revised Program to consider the following: Umpire-Coach Accreditation link to the National Umpire Accreditation Scheme Umpire-Coach pathway linked with Umpire pathway Participation in the AFL National Coaching Conference.

Increase the number of Umpire-Coaches accredited and actively involved in the AFL Umpire-Coach Professional Development Program.

4.2 Increase online learning as part of Umpire-Coach accreditation.

Consider introducing the Australian Sports Commission Online Coach Accreditation training program.

Introduce a new online component of the Level 1 Umpire-Coach Accreditation Program.

4.3 Create stronger links between AFL, VFL, AFL Victoria and Community umpiring coaches.

Maintain and further develop Victorian-based Umpire-Coaches’ Conference/s to include: AFL Umpires’ Coach to attend and contribute to the agenda Delivery of decisional Laws of the Game DVD Establish suitable date/s to maximise attendances.

Increase the number of Umpire-Coaches attending and facilitating at the Victorian Umpire-Coaches’ Conference.

4.4 Provide peer-support for Umpire-Coaches.

Arrange coaching networks for Community Umpire-Coaches at both a metropolitan and regional level.

Increase the number of Umpire-Coaches actively engaged in the Umpire-Coaches’ networking program.

4.5 Increase cultural and diversity awareness for Umpire-Coaches.

Establish a learning pathway to ensure Umpire-Coaches are suitably educated to provide support / inclusion for umpires of diverse backgrounds. Engage with the AFL Multicultural Programs and AFL / AFL Victoria Multi-Cultural Development officers.

Increase the recruitment and retention rates of umpires from diverse backgrounds.

4.6 Standardise assessment / observation feedback procedures for community Umpire-Coaches.

Implement and promote standard assessment / observation resources. Include resources on AFL Victoria website. Identify opportunities to offer paperless assessment / observation resources to Umpiring Groups to purchase.

Increase the frequency of observations / feedback provided for umpires.

5.1 Standardise coaching curricula across all levels of umpiring.

Contribute and support the development of a National Umpiring Coaching Curriculum. Develop standard essential learning competencies for all umpiring disciplines. Once designed, implement the National Coaching Curriculum and promote its use at community level. Identify and establish access to required resources for the implementation of the National Coaching Curriculum.

To ensure umpires of all disciplines are coached in a manner that is: consistent standardised achievable accessible appropriate to the level of football that includes State League, Community Senior and Junior.

5.2 Standardise fitness testing procedures for Talent Pathway umpires across all levels of umpiring.

Contribute and support the development of a working party to develop agreed national fitness testing procedures for Talent Pathway Umpires across all levels of umpiring.

To ensure VFL Umpires are being tested in a manner that is consistent standardised & appropriate

5.3 More uniform application of the Laws of the Game and interpretations across State League and AFL.

AFL Umpire-Coaches to be engaged in the planning and presenting of content at the pre-season State Umpiring Coaches’ Conference. State Umpiring Managers to attend AFL pre-season seminar.

To ensure State League umpiring in a manner that is consistent & standardised.

5.4 Initiate the development of a ‘community umpire’ prototype

Engage the State Umpiring Department to identify the traits of an outstanding community umpire across all disciplines.

The AFL Victoria community umpire prototype is promoted to develop an understanding and appreciation of the ingredients to be a successful community umpire.

Objective 6 Talent Pathway - To develop processes and structures that ensure the most talented umpires are able to reach the AFL level.

6.1 Improve talent identification and development of community umpires across all disciplines.

Use the AFL Victoria Transition Program and AFL Victoria Country Academy Program to identify umpires who demonstrate the applicable competencies and ambition to progress with their umpiring. Expand the AFL Victoria Transition Program to include Goal and Boundary Umpires.

Increase successful transitions from community umpiring to State League Development Squads.

6.2 Better prepare Talent Pathway umpires for a successful entry to State League football.

Consolidate the learning and umpiring opportunities to better prepare umpires within the Talent Pathway Program that may assist their successful progression to the VFL Development Squad by introducing a Metropolitan Umpiring Academy.

Umpires are more advanced when they are nominated / invited for trial for the VFL Development Squad.

6.3 Include the AFL National Women’s Championships and AFL Youth Girls’ Championships in the National Talent Pathway.

Promote the involvement of community umpires within the National Talent Pathway into female football programs.

State Umpiring Development Managers to nominate applicable umpires for inclusion to these female National Championships.

7.1 Increase the accuracy of umpiring participation data.

Determine an annual date by which all umpire registrations should be registered on FootyWeb. Support the possibility of the enhancement of FootyWeb’s functionality so it matches / betters other like databases / appointment systems. Demonstrate the need / benefits of the use of FootyWeb to all local umpiring groups that allows the collection of accurate data and information. Support the review of the registration form to identify if changes are required.

100% use of FootyWeb by local umpiring groups.

7.2 Obtain more accurate information as to why umpires leave umpiring.

Support / Utilise the development of a FootyWeb survey for umpires who fail to re-register from year to year.

Identify accurate and current trends that illustrate why umpires leave umpiring.

7.3 Understand current umpiring participation levels.

AFL Victoria Development Managers to conduct a census of their community umpiring groups that will include: number of active umpires in each Season total weekly appointment requirements.

Provide a current snapshot of umpiring data to utilise for reporting and monitoring progress of the National Umpiring Plan.

7.4 Support and better understand the positive and negative areas in umpiring and monitor the progress of key National Umpiring Plan initiatives.

Undertake an annual Umpiring Perspective survey.

Provide the AFL Umpiring Department with specific information that may help drive better recruitment and retention outcomes.

7.5 Understand which AFL Umpire promotional appearances deliver the most successful outcomes.

Promote and support the development of an AFL Umpire Appearances survey that will provide feedback for AFL Umpires’ appearances.

Identify which appearances are most successful in meeting the needs of the community umpiring groups. (e.g. recruitment / retention strategy development).
