This purpose of this newsletter is to alert readers to new research being undertaken onAfghanistan and to help disseminate the results of research. It is AREU's goal to producethis newsletter regularly. Copies of most published research cited here is available onthe Internet; in other instances copies are available by contacting [email protected].

Solidarités is assisting researcher Gaylord Robin(MSc student) to undertake agrarian studies inthe district of Roy Doab, Samangan Province ofNothern Hazarajat to analyse:

• Agrarian evolution of three valleys withdifferent agro-ecological conditions;

• The social rules of natural resourcemanagement;

• Farmers’ indigenous technicalknowledge; and

• The economic situation of a sample ofhouseholds.

This study began in April and will finish inSeptember 2004. An English paper, withmethodological details (c. 20-25 p.), isanticipated to be ready in October.

Researcher Stanislas Morau (MSc student) isconducting an evaluation of the impact of a foodsecurity program on beneficiaries in the samelocation in order to:

• Study the impact of and changes in theactivities carried out by technical staff(crops, animal husbandry and veterinarycare) on farmers’ agricultural practicesand knowledge; and

• Study the social local “game” in threevillages: how people “catch” help andstaff? How is the internal selection ofbeneficiaries negotiated (or not)? Whatis the “gap” between our own criteria ofbeneficiary selection and the ones thatoccur inside a community?

This study will start in June and will finishin November 2004. An English paper, withmethodological details (c. 20-25 p.), isanticipated to be ready in December 2004.

National Consultations on Afghan Human Rights Violations, 1978-2001The Afghan Independent Human RightsCommission was mandated to conduct a nationalconsultation on transitional justice. Its purposeis to seek the views of the public on how theymay wish to deal with violations of human rightsand international humanitarian law connected withthe internal conflict in Afghanistan from 1978-2001, and to recommend a mechanism fordealing with these violations to the TransitionalGovernment, the people of Afghanistan and theinternational community.

Recently, the Commission undertook adocumentation exercise of past human rightsviolations with the goals of collecting evidenceand reports as well as establishing a secure andreliable resource of information. Team memberswere trained on transitional justice, and differentmethodologies of national consultation.Thesenational consultations are aimed at givingAfghans in all communities a voice in determining

how abuses of the past will be addressed.National consultations were conducted in theform of questionnaires and focus groups.Questionnaires and community focus groupsprovided individual and group opinions regardinghuman rights violations in Afghanistan and thebest way to deal with them. This understandingof what Afghan people consider important iscritical in making a decision of how to respondto human rights violations. The transitionaljustice team used random selection and tried toensure that the participants were from as diversebackgrounds as possible, in regards to gender,age, level of education, religion, and ethnicity,and anonymity was strictly assured. Analysesof the focus group discussions are currentlyunderway.



ODI Study on Cash and VouchersThe Humanitarian Policy Group at ODI is startinga project entitled "Cash and vouchers: lessonsfrom recent experience." This project willexamine recent cash and voucher-basedresponses in emergencies (but will not beconfined to just Afghanistan). Direct relief cashpayments, cash-for-work and voucher schemeswill be included.

The main topics that the study will analyse andexamine are:

• The impact of cash and voucher basedresponses both in terms of their directimpact on livelihoods, on the economyand on the political and social contextof crises and on the dignity of recipientsof aid;

• The practical programming issues aroundthe implementation of cash and voucherbased responses and how issues suchas security and corruption have beendealt with in previous interventions; and

• The appropriateness and costeffectiveness of cash and voucher basedresponses and how appropriateness isassessed. Linked to this will be ananalysis of the institutional andorganisational barriers to cash andvoucher based responses.

At this stage, one of the objectives is to gatherdocumentation and analysis of any recentexperiences with cash or voucher basedprogrammes as forms of relief. ODI wouldtherefore be very grateful for any availabledocumentation about recent programmeexperiences. These might take the form of projectproposals, assessments, project reports,evaluations or policy documents. Anything thatseems relevant would be very helpful.

National Micronutrient Survey for AfghanistanA national cross-sectional survey on micronutrientstatus is urgently needed to provide baseline dataon the extent and severity of the key micronutrientdeficiences. The primary purpose of the surveyis to estimate the overall national prevalence ofspecific micronutrient deficiency diseases inAfghanistan. Iodine, iron and vitamin A will beassessed using standardized biochemicalindicators. In addition, anthropometric data willbe collected on children and women to provide anational baseline of the nutritional status of thepopulation. A qualitative investigation onknowledge, attitudes and practices regardingrelevant dietary and health practices andperceptions will also be conducted.

Data collection started on 1st June and willcontinue until 1st July 2004 (security permitting).The full results of the survey will only be outsometime in October or November 2004.

JICA Programme for Teacher EducationIn November 2003, the Japan InternationalCooperation Agency (JICA) conducted a pilotbaseline study focusing on student performancein arithmetic. In the study Kabul female studentsscored significantly higher than other groups(Kabul boys, Bamyan boys and girls) inmathematics. Girls’ schools in Kabul alsoperformed better than boys’ schools in Kabul.

Following this study, JICA has formulated theStrengthening Teacher Education Programme(STEP) in order to improve teacher education inAfghanistan.



Libraries and legal collections have been largelydepleted or destroyed in Afghanistan during theyears of war, erasing traces of a rich and elabo-rate legal tradition. No comprehensive collectionor official record of laws has survived, while insti-tutions and lawyers have little or no access tomost texts. The compilation and indexing of theexisting body of legislation is therefore essen-tial to re-establishing the rule of law.

In late 2001, the International Development LawOrganization (IDLO) (based in Rome) started tocollect Afghan laws and legal documents, aspreparation for an assistance program in Afghani-stan. This research resulted in the collection ofmore than 2400 texts in Dari and Pashtu and100 in English, dating from 1921 to the presentday. The law collection has been scanned andmade available on six CDs. A detailed chrono-logical index of the collection has been com-piled in English and Dari. IDLO hopes that thecollection will contribute to restoring the Afghanlegal heritage and support the reform process.The texts of this collection are being progres-sively included in the web site cited below.

Norwegian Refugee Council Legal ProjectsThe Norwegian Refugee Council is planning aseries of reports on various legal problems inAfghanistan. The first will be on land disputes ineastern Afghanistan; the second on thefunctioning of the Special Court. Each report isbased on case-work and aims to provide a moredetailed picture of some of the legal problems

that are arising. The reports are intended to beused for research and advocacy purposes andare mainly aimed at influencing discussionsamongst donors and the international community.

Compilation of Market Information by Mercy Corps/AKDNIn April 2004, Mercy Corps (MC) and the AgaKhan Development Network (AKDN) begancompiling a monthly market survey of prices inKandahar, Kunduz, Kabul and Faizabad. Itemscovered include basic foodstuffs, livestock, fuel,fertiliser and day labour rates. Issues for Apriland May have been released.

This supplements the regular survey “Prices ofessential commodities in the market place”compiled by the World Food Programme and

printed in the fortnightly publication of UNHCR“Return: information update” (published in Dari,English and Pashtu). This survey covers wheat,flour, bread, diesel, live sheep, casual labour, theexchange rate and wheat per labour day. Ongoing and New Research at AREUThe Afghanistan Research and Evaluation Unit(AREU) is conducting ongoing research on thefollowing topics (also featured in the last editionof this newsletter): rural livelihoods in Afghanistan,transnational networks and sustaining socialsupport for returnees, gender and local-leveldecision-making, urban vulnerability, and lessonslearned from the National Solidarity Programmerelated to elections.

Additionally, new research is being undertakenon the topic of urban governance andmanagement. The purpose of this research is toexamine key aspects of urban governance thatwill specifically affect the management of townsand cities, the delivery of key services and urbanvulnerability. Research will be conducted in foururban areas across Afghanistan, and may look

at the following: land management andassociated insecurity, the backlog in servicedelivery in urban settings and the confusion overfunctional responsibilities, the internal functioningof municipalities, and relationships betweencommunities and municipalities. An issues paperon these subjects will be published later this year.

Malaria Risk in AfghanistanThe World Health Organisation estimates that atotal of three million cases of malaria occur inAfghanistan each year, with large areas endemicfor malaria, placing an estimated 14-16 millionpeople at risk of disease. This study, imple-mented by HealthNet International (HNI) in col-laboration with the Ministry of Health, Afghani-stan; AIMS; The London School of Hygiene andTropical Medicine; and IMPD, will analyse datacollected in previous prevalence surveys by HNIand the WHO. Values for land surface tempera-ture, altitude, land cover and a proxy for rainfallwill be extrapolated from satellite imagery. Theprevalence data and the environmental data willbe correlated to create preliminary models ofmalaria risk.


Research on Gender-Focused International AidLina Abirafeh is in Kabul preparing to conductPhD research on the relationship between gen-der-focused international aid in the aftermath ofconflict and transformation of the gender order inAfghanistan. Over two years into the reconstruc-tion of Afghanistan is an opportune time to as-sess gender-focused aid for both women andmen in the country, and to examine the imple-mentation of policies in the light of outcomes.Lina spent over one year in Afghanistan as Coun-try Director of Women for Women International.


This preliminary model will be verified this yearby two targeting prevalence surveys, one in thepeak vivax malaria season (June-July) and onein the peak falciparum season (October-Novem-ber). The outcome of these activities will be arobust map of malaria activities nationwide. Themap will help to ensure that the currently avail-able post-conflict funding for Afghanistan is tar-geting the most vulnerable groups.

Feature: Water Points in Afghanistan:A New Database Released by DACAAR

The Danish Committee for Aid to Afghan Refugees (DACAAR)

Kabul, Afghanistan

Over the past two decades, the Danish Committee for Aid to Afghan Refugees (DACAAR) has installedmore than 30,000 water points to enable the supply of 750,000 families with safe drinking water. In theprocess, all relevant data—general and technical information for water points—have been collected. Up to18 months ago, this was performed using a standard database. The purpose of this was (and is) to enablethe analysis of the status of safe drinking water supplies at any time, and to provide a tool for the planningof future projects. In addition, the technical data provide a detailed understanding of existing, and future,projects and their execution.

Nevertheless, the traditional type of database has proved insufficient in Afghanistan. Why? Firstly, thereis no generally accepted system for the transliteration of names in either of the two main national languagesinto Roman script. Our experience has taught us that this makes it impossible to describe the location ofwater points with absolute precision. Because of the various names given to the same village, the numberof wells listed in the database has been multiplied, thus eroding its usefulness as a planning tool. Thenumber and demarcation of provinces, districts and villages is in a state of constant flux. Borders shift,and villages are suddenly located in a different, or even an entirely new, district.

This state of affairs demands a different planning and recording tool, both for the future and to increase thevalue of the existing data. By using GIS (Geographic Information Systems) technology, which collates theGlobal Positioning System (GPS) coordinates of each well, the position of every water point can beclearly defined. By making the position of every well visible, the particular difficulties encountered inAfghanistan no longer make the collected data useless. On the contrary, using GIS can make it possibleto correct data about a given well that has been obscured by variant spelling of village names, and toassign it to the right official district. Another advantage is that the database can be linked to others, forinstance those showing population distribution. This produces an extremely useful planning tool. Comparingthe density of wells with the density of population quickly shows which areas urgently need to be includedin future projects.

Obviously, it makes sense to open up what was initially an internal DACAAR project to as many partnersas possible. Producing a compact disc with the latest information from the database should encourageorganisations involved in water supply to send in their data and become a part of the database from whichthey too will benefit.

This great improvement in the coordination of work in water and sanitation is founded on that of AIMS(www.aims.org.af), which provides basic data and maps in electronic form. Working with AIMS in thefuture can allow both sides to keep their information up-to-date.

Finally, it must be said that the national database and its analysis and statistics do not provide definitiveanswers to all problems. The results it produces should always be viewed and evaluated critically andwith the input of experienced engineers.

Afghanistan’s first radio frequency signal mapestimates that 71 percent of the population iswithin listening range of the state broadcasterRadio Kabul. Using 1400 data points collectedduring February and March, GPS readings andGeographic Information Systems software,Internews has created a national survey includ-ing maps and statistics showing the estimatedcoverage of major international, state and pri-vate sector broadcasters across Afghanistan.This is the first report in a series of national ra-dio surveys. As more data are gathered, revisedsurveys will be compiled and published, with thenext report scheduled for July 2004.

Trading in Power: The Politics of “Free”Markets in Afghanistan. This briefing paper isbased on the findings from a World-Bank fundedstudy of markets related to three industries:construction materials, raisins, and carpets. Thestudy found that a small group of businessmen,with close links to political and military elites, isincreasingly dominating major trading activitiesin the country and squeezing out smallercompetitors, and challenges policy makers notto focus solely on the economic benefits ofmarket growth in Afghanistan, but to considerthe political implications of growth that is neitherfree nor equitable.

Rethinking Rural Livelihoods in Afghanistan.This synthesis report presents the findings ofthe first 18 months of research from AREU’s RuralLivelihoods Monitoring Research Programme.

The project gathered village and householdinformation from 390 households across sevenprovinces with an aim to improve theunderstanding of rural livelihoods in Afghanistanand the monitoring and evaluation capacity ofNGOs. The report offers conclusions andrecommendations regarding: livelihoods diversity,non-farm labour, labour migration, indebtedness,gender, health, agriculture and social protection.

Minimal Investments, Minimal Results: TheFailure of Security Policy in Afghanistan. ThisAREU briefing paper challenges policy makersto reconsider the current flawed plans andinadequate resources for addressing a fragile anddeteriorating security situation in Afghanistan ata critical juncture in the country's politicaldevelopment. The paper focuses on sources ofinsecurity, available security resources, and theprocesses of coordination between securitysectors.


Out of Step? Agricultural Policy and AfghanLivelihoods. Much of Afghanistan’s agriculturalassistance efforts in the past two years haveassumed the country is in a “crisis” and that it isnecessary to start from a blank slate to helpfarmers improve their livelihoods. Author IanChristoplos argues that policies and programmeswould instead benefit from stepping back andexamining how rural Afghans have supportedthemselves for the last two decades. Farmersweigh a number of risks and are impacted byinternational and regional markets, andagricultural policies and programmes mustbecome more in tune with these to maximisetheir support of rural livelihoods.

Urban Vulnerability in Afghanistan: CaseStudies from Three Cities. This working paperby Stefan Schutte offers an initial examination ofthe “asset vulnerability” of the urban poor in Kabul,Jalalabad and Herat. Focus group discussionswith residents in these cities revealed fourintertwined risks common to all social groups:loss of income and indebtedness, food insecurity,deteriorating health, and social exclusion anddisempowerment. The study also examines howvulnerability is not confined to specific locations,and includes specific recommendations for howto tackle urban vulnerability that goes beyondprogramming solely targeted to “vulnerablegroups.”

The Shiwa Pastures, 1978 - 2003: Land TenureChanges and Conflict in NortheasternBadakhshan. AREU’s new publication on landrelations in Badakhshan Province by MervynPatterson provides an overview of changes in landtenure in the Shiwa area since 1978. It examinesthe nature and extent of land tenure change andthe way in which this has occurred. A descriptionis provided of ownership of ailoqs (uplandpastures), conflicts over ailoqs, with a focus onKuchi-Shiwachi relations, and Shiwachiexpansion of agriculture and settlement. Thepaper highlights different responses that haveemerged to deal with disputes over ailoqs, andconcludes with a series of recommendations todeal with ailoq conflict in the future.

Land Relations in Faryab Province. Thesecond of three rapid reconnaissance studies ofland relations across Afghanistan, this report byLiz Alden Wily examines the tensions related to

land in three districts of Faryab Province. AldenWily found that pastures are often at the centreof land conflicts, and that historical tensions,disorder, and poor policy create an environmentripe for tension. The report promotes the adoptionof localised and community-based pilotapproaches rooted in reconciliation as the wayto move forward on these issues.
