Gulf Civil Engineering, LLC (GCE) is a woman-owned, professional civil engineering firm located in Pensacola,
Florida. We are certified as a Disadvantaged Business Enterprise (DBE) by the State of Florida, a Women Business
Enterprise (WBE) by the Office of Supplier Diversity and designated as an Economically Disadvantaged Woman-
Owned Small Business (EDWOSB) by the Small Business Administration. Although we are a small business, we strive
to provide affordable, high quality engineering and design with personal service.
Our professionals at GCE have over 17 years of experience
in the engineering field with a design background that
includes site investigation and planning, site design and
permitting, stormwater management design, utility design
and coordination, as well as, transportation and military
infrastructure design. We have extensive experience with
the development requirements for most regional
municipalities and other local, state and federal permitting
agencies.
In addition to the credentials of GCE, our team is comprised of accomplished, local professionals that provide services
such as Surveying and Mapping, Geotechnical and Environmental services.
ABOUT GCE
GCE was founded by Erica Floyd, P.E. in 2012. Erica is a
registered professional engineer in the State of Florida and
Alabama with over 17 years of experience in the engineering
field. Her experience includes commercial, municipal and
residential site development, site permitting, stormwater
design and military infrastructure for runways and other
facilities.

RESIDENTIAL
Vintage Creek Subdivision – Pensacola, FL: This project involved the rezoning and design of a 161
residential lot subdivision. Site improvements included roadway, stormwater conveyance, stormwater ponds
(wet detention), water main extension, sanitary sewer collection and lift station design.
Hawk’s Landing Subdivision – Pace, FL: This project involved the construction of a new 177 residential lot
subdivision. Additional site improvements included utility services, stormwater management systems, and
new driveway connections, County Road widening and turn-lane design.

MUNICIPAL
Redwood Circle Culvert Replacement – Escambia County, FL: Project involved the design of a stormwater
culvert system to replace an existing system that was damaged as a result of the April 29, 2014 storm event
in Pensacola, Florida. Proposed improvements were designed in accordance with Florida Department of
Transportation, Escambia County, FDEP, ACOE, FEMA and ADA requirements.

Air Makeup Unit #1 (AMU1) Repair at Building 440 – Eglin Air Force Base, FL: The project involved
improvements to the AMU1 at the McKinley Climatic Lab, Building 440. Improvements included the re-routing
of the berm drain line to avoid contamination from Calcium Chloride and Methylene Chloride in the event of a
chemical spill.

Holiday Harbor – Perdido Key, FL: This project involved the expansion and construction of a dry boat storage
facility and parking areas. Additional improvements included above ground fuel tank relocation, stormwater
treatment facility, and realignment of an existing gravel access.
New Plant for Cape Horn – Milton, FL: Project included the design and construction of a new boat
manufacturing facility (Cape Horn) with vehicle access to accommodate large trucks and boat trailers.
Additional improvements to the property included construction of potable and fire water service connections,
sanitary sewer collection systems, stormwater management systems, parking areas, and two driveway
connections.
Olive Road Food Mart – Pensacola, FL: Project included the installation of fuel pumps and an underground
fuel storage tank at an existing convenience store.

TRANSPORTATION – Advanced MOT
Destin Marathon – Mary Esther, Fort Walton Beach, Destin, and Okaloosa County, FL: Project included the MOT design and permitting of a 26.2 mile race which involved lane closures along four (4) State Roads and a Detour Plan.
CSX Railroad – Century, FL: Project included the closure of State Road 4 and FDOT permitting with corresponding MOT and detour plan.
MOT Plans – Various Events: Road closure and Detour plans have been provided and permitted for several events in the region including the Color Run, Run Pink for Pensacola, American Heart Association 5K, Ho-Ho-Hustle, DeLuna Duathlon and the City of Pensacola’s New Year’s Pelican Drop.
