Welcome to April’s Update! On March 26th

, I

gave my second State of the City Address at the

Dayton’s Bluff Recreation Center. I was proud to

outline the most important parts of my strategic

vision for Saint Paul. As I stated at the Address,

I'm proud to report that Saint Paul is a strong city,

made stronger by our shared values of

cooperation, responsibility and respect. At the

heart of our efforts is investing in our

communities.

Invest Saint Paul

When I ran for Mayor, I said that all of Saint Paul

must prosper; that every one of our

neighborhoods matter; and that our greatest

strength lies within our neighborhoods. But,

some of our neighborhoods have prospered while

others have fallen behind. To truly be a city of

neighborhoods, all of our neighborhoods must

matter - equally.

Frequently, urban redevelopment strategies start

with the goal of re-attracting the middle-class to

the city. Too often, the strategy ends there. You

cannot rebuild your city by displacing those who

currently call it home. You cannot create an

economically vital community unless all prosper. That

is why we have launched Invest Saint Paul.

Invest Saint Paul was shaped by stakeholders from

across the city, many of whom have the wisdom that

comes from years of experience. Invest Saint Paul will

help us invest not just in bricks and mortar; but also the

people who will live and work in those buildings.

Through better cooperation between organizations,

whether City departments, non-profits or private

business, we will bring an unprecedented number of

resources to these targeted neighborhoods.

Invest Saint Paul will serve three key functions. First,

we will work to galvanize resources: time, talent, and

money into four neighborhoods poised to prosper after

prolonged periods of disinvestment. Second, we will

support residents as key customers capable of

contributing to decisions about their neighborhood’s

future. Finally, we will illustrate that today’s

investments will yield positive returns for the entire

portfolio of neighborhoods that make up the City of

Saint Paul.

Pledge at the State of the City.

This year, the City will issue $25 million in bondsto jumpstart key development projects in targetedneighborhoods. These are our early actionprojects, focusing resources on the North End,Frogtown, Thomas-Dale and Dayton’s Bluffneighborhoods.

We will rebuild our neighborhoods, not byattracting the middle class but by building it—bygiving every child in Saint Paul the tools andresources she needs to succeed.

Second Shift Goes On Spring BreakThis month we announced that the City will expandthe Second Shift No School Day program to sixadditional locations during this week’s Spring Break.As I outlined in my State of the City Address, theSecond Shift No School Day program gives childrenlearning and recreational opportunities during non-school days.

Having accessible, affordable and academically richopportunities for our youth during out-of-school timeis the primary goal of the Second Shift. Our childrenwill succeed as long as we give them the resources andopportunities they need. The Second Shift No SchoolDay program will give kids a positive, safe place tospend time, and it will make a real difference in theirlives.
