MILITARY ORGANISATION AND ESTABLISHMENTS SECTION i

1. Organisation

Statements of Ructions for the Commanders in the Central European Command were revised and brought up to date* (1 & 2)

2. The Joint Inter-Service Secretariat (ISSEC) was reactivated in AFCENT. This activity deals with matters arising from joint committees and meetings in the four FONTAINEBLEAU Headquarters. (3)

3* A comprehensive study was made with a view to a possible integration Of the staffs of the four FONTAINEBLEAU Headquarters* The proposal was submitted to SHAPE but was rejected as not being feasible at the present time* (4)

4* The functions of the Joint Air Photographic Interpretation Centre were deleted from AFCENT Peace Establishment*

5* During 1957, SHAPE directed that proposals be submitted for the inter-nationalisation of staffs of all subordinate commands in Central Europe* NORTHA0. 2 ATAT, and NAVNORCENT proposals have been approved* Still outstanding is the proposal for CENTA8* The'latter was returned to CENTAG and is to be re-submitted* (5,6 & 7)

6. Tn July 1958, 4 ATAF Headquarters moved from TRIER to RAMSTEIH. (8) As a result of this move a saving of approximately 100 Other Ranks was effected*

7* GERMAN Integration

The plan for integration of GERMAN personnel into the staff and support elements of the FONTAINEBLEAU Headquarters and 4 ATAP was approved by SHAPE and the nations concerned* The integration was planned so as to be carried out over a period of three years (1958-60) and is being put into effect with no major problem arising* (9)

8. NATO Civilian Posts

Work was carried out to finally implement the report of the Civilian Personnel Management Survey Team apointed by the Standing Group.-

9* Civilian Personnel on Mobilisation

a* As concerns FRENCH personnel - after due consideration of the cases, aotlon was taken with MOD PARIS to determine whether the grenoh incumbent of the post will be earmarked for assignment or requisitioned* *••••• deoisiens are subject te yearly rerisiea*

b* As concerns Allied Civilian personnel - work is progressing in liaison with SHAPE to study the particular nationality matters*

10. War Headquarters

As a consequence of works undertaken by Plans Division, action was taken with HOD { PARIS, in conjunction with Plans Division, to earmark for requisition on mobilisation, properties required by the Headquarters* Many difficulties have been encountered; the work will continue in 1959.

11* GERMAN Support Units

Agreement was obtained from all concerned over re-allocation of facilities in order to provide accomodation for German Support Units*

12* War Headquarters - General

a* Policy : To provide a firm basis for planning a policy paper on War Headquarters was drafted and submitted through the CPQG for approval by the Chiefs of Staff Committee. The approved paper was issued by the Chiefs of Staff as Policy Paper

No. 3. ; o b* Status of Peace and Var Headquarters t Resulting from a request by SHAPE a study

was raade into the status and readiness of eace and Var Headquarters in Central Europe. The results of the study were submitted to SHAPE in September 1958. (2)

13* Project 102

a. Studies were made, in conjunction with other branches, of the absolute essential work required to make Project 102 operational* Requests were submitted to SHAPE for anroval of this work, (3), but SHAPE refused to release the required funds-Further representations were made to SHAPE for these funds*

Some progress has been made on plans for the deployment of the HQ to Projeot 102* Reconnaissances have been made in the area and Exercise SALAMANDER AZUR, which took place in November, vas designed to test operational and administrative facilities at the site* However, the CPQG ruled that other projects ware to be accorded a higher priority for work and the deployment plan has not yet been com­pleted*

14. Pro.lect 200

a« The recommendations of the Working Party set up to consider the composition of Project 200 were approved by the Chiefs of Staff, (l)

b* The primary and alternate wartime sites have been chosen and requisition action will be taken* Studies are in progress into the organisation required to support Project 200,

15. Crash Plan

a. The Administrative Plan in support of the Crash Plan was issued in January 1958* (2) MZ6X~CJ ses SALAMANDER BLEU was designed to test recall and transportation arrangements but certain other weaknesses in the plan were revealed during this exercise and as a result the whole plan is being revised*

b* MOD PARIS were requested -o take pro-requisition action with regard to the sites required on deployment*

SACESJR issued revised Alert Measures during the year and studies have been made to decide what action the C.E. Headquarters must take should any of the Alert Measures be plemented* A plan covering all action required will be issued early in 1959*

During the year representatives of the Division have attended conferences at SHAPE and with MOD BONN on Civil Affairs and liaison problems*

18« Representatives were also present at two exercises held in the Central Army Group region to observe how civil affairs problems were tackled*

A preliminary meeting was held with representatives from KODB to discuss 0-1 part­icipation in Exercise SIDE STEP. Following this meeting an exercise instruction (ANNEXE •B1) was issued*

Standardization of Weai.ons arid Ammunition for Land Forces

27. On 3 January, in letter ref* 2t6o/jLA/2/5fl, CINCENT informed SACEUR that he considers that a much higher degree of standardisation in the equipment of the armies of Central Europe than exists at present must be regarded as an essential allied operational requirement* In particular, CINCENT stressed the importance of logistic flexibility when redeploying major formations in war, especially in the case of the Strategic Reserves*

10° Slice of NATO Infrastructure programme

38. In March AFCENT proposals for the 10th Slice NATO Infrastructure programmes vera forwarded to SHAPE. In a preparatory conference between representatives of the 4 Head­quarters a priority list of projects was fixed. It contained first those items which had been started in former slices and had to be completed.

In the oourse of the year new projects dealing with the Advanced Weapon System were ^added by SHAPE.

39. The Chief of the Infrastructure Division had to organise and to Chair Working Group No. 2. The mission was to examine the build up of a depot East of the RHINE-IJSSEL line. After two meetings the Working Croup came to the conclusion that they should recommend the construction of 3,000 and 10,000 ton depots by the nations concerned in the following stepsJ-

a. stocks for 15 days of supply as a first stage, starting as soon as possible in order to support the EDP 2/50

b. at the same tine planning for the build up of stocks for 30 days.

CEPO Meetings

56. During 1958 ten meetings were held of the Central Europe Pipeline Office (CEPO) which is composed of national representatives of the eight nations of Central Europe, CINCENT. LANDCENT and AIRCENT, under a chairman designated by CINCENT. These meetings were also attended by representatives of the Central Europe Operating Agency (CEOA) (see paragraph 5B below)o tta^er matters discussed included \2ne filling of lines, allocation of storstge and emergency plan for the operation *f the system, staffing and accomodation of Head-qnart«»ra CEOA and of Pipeline Divisions, spare parta for maintenance and war danaga, communications, security, defence against nuclear attack, the transition of the system tt"em

peace to war footing, the first annual budget of the CEOA and a number of operating problems*

During 1958 three of these meetings were held in the capitals of host nations i.e* BONN, THE HAGUE, and BRUSSELS. Ohese meetings were followed by vioits to the pipeline installations of GERMANY, THE NETHERLANDS and BELGIUM respectively.

CEPO Secretariat

57. Vith the object of obtaining closer co-ordination with other staff divisions, in December 1958, CINCENT decided to place the Secretariat directly under ACOS Logistics, who was designated Vice Chairman CEPOj DCOS Logistic* regaining as Chairman CEPO. This arrangement has verked satisfactorily to dateo

The Secretariat has maintained close liaison with the Central Europe Pipeline Policy Committee (CEPPC) at the Palais dc CHAILLOTp PARIS, including attendance by secretary CEPO at all ceetings of this committee* The Secretariat has also maintained very close contaot with the Central Europe Operating Agency (CE0A)o Visits have been paid to MOD's and the ocretariat jarticipatedin a number of AFCENT's official inspections of pipeline installations.

CEOA

58. During 1958, the Central Eurepe Operating Agency expanded to about 40 personnel* A permanent Headquarters for the Agency was purchased consisting of a large house near VERSAILLES. However, because of legal negotiations and structural alterations, the Agency was housed through­out the year in temporary accomodations in the Palais de CHAILLOT. The Agency, which is responsible for the Technical Operation of the system, started to coordinate the work of pipe­line divisions and isoued a number ef plans, manuals, and instructions. However, the Agency will not be able to assume full control of the system until the necessary tele-cemcmnicatiens are constructed between its Headquarters and those of Pipeline Divisions.

Organisation and Responsibilities of the Division

U The responsibilities of the Budget and Finance Division were slightly increased in 195P.

In 1c;57, the Division was nade responsible for the control of international properly and the audit of equipment accounts as the result of new S'l/JE reflations• These responsibilities were assuTed gradually* In addition, the 2nd AVAF budget becare entirely financed by international funds at the end of 1951', whereas, previously, it had only been partly fianced by such funds* Finally, as regards the internal organisation of the Headquarters, the Travel Bureau, previously under another Division, was tranferred to the Budget and Finrjioo Division on 15 Dcconbor 1(J5 , in order to facilitate work*

5« The review of the proposed AFCENT Budget for 1950 continued until late February* The Budget was approved by the North Atlantic Council on 2 April 195^. Three provisional allocations were therefore necessary to provide for routine exienditure during the first three months of 1958.

The funds granted under the 1958 Budget amounted to 2,482,326,000 francs, of which 1,514,286,000 francs, authorised for Telecommunications were included as an annexe to the SHAPE Budget• The sum total of the 1958 Budget was slightly more than that authorised far 1957, which amounted to 2,437,645,000 francs.

o* In the case of Central Army Group, the 1958 Budget was prepared, as in the post* on the basis of port International financial support* The Approved budget amounted* 60,969 DM (plus 35 million franos for telecommunications as an annexe to the SHAPE budget)*

d* For the Northorn Army Group and 2 ATAF, the 1958 Budget, prepared on the basis of part international financial support, was approved for an amount of 626.080 DM (plus 161 million francs for telecommunications as an annexe to the SHAPE Budget)* The sums of 508,060 DM and 684,200 DM were also approved to oover expenditure inourred in 1956 and 1957 respectively.

9* finally, in the course of the second half of 1958, the various subordinate agencies prepared their own draft budgets for 1959 but the examination of these draft budgets by the NATO Military Budget Committee had not been fully completed by 31st December.

Administrative Section

10» As in 1957, the Administrative Section carried out routine administrative work as well as other tasks, e.g. supervision of civilian staff situation, check of non-budget services and use of international funds allotted to the International School*

11 * The issue of duty-free petrol coupon books to entitled personnel was supervised by the Administrative Section as in 1957. The number of ioaues as at 31st December 1958, was roughly 1,100. viz: an increase of 200 in relation to 1957*

12. In March 1958, Mr. FONDREVERT (Grade B4 civilian), Assistant to the Chief of the Administrative Section was appointed Chief of the Section in lieu of Capitaint C.F. LAMBRECHT, who had been transferred to the Budget Section (this post previously provided for an Officer of grade OF 3)*

13* Finally, the Administrative Section, which had assumed the title of Administrative and Control Section on 1st August 1957, returned to its former title in 1958, since reaponsibilitj for the control of international property and the audit of equipnent accounts had been trans­ferred to the Assistant Comptroller*

International Travel Bureau

14. The Travel Bureau deals with all formalities connected with the movements of personnel at the FONTAINEBELAU Headquarters, in accordance with the temporary duty orders issued by the competent authorities* This bureau selects itineraries, obtains tickets and checks or assesses refund rates for travel expenses.

In the course of 1958, 1,562 movements were dealt with by the Bureau (i.e. 528 by I rail or sea, 445 by air and 589 by road)*

b« The Joint Signal Board (JSB) was set up* It consists of the C30s (or ACOs/Conms) of the four Central Europe Headquarters, under the chairmanship of the CSO AFCENT*

Its mission is to determine inter service policy on all signal matters of common interest to the four Central Region Headquarters, to develop plans for the im­plementation of such policy and in particular to direct and control the establish-' ment, organisation and policy for operation of joint Communications Centres and joint repair and maintenance workshops in the Central Region*

It is assisted by a "Joint Operations Group" seoretariat, which prepares the work to be done, issues instructions and directives of the JSB, prepares plans, carries out studies which may be needed by the JSB, formulates and studies current and future problems with a view to submitting recommendations to the JSB*

2. The S1LAPE personnel requirement programme includes the setting up of a frequencies Planning Group and an Electronic War section, to be added to the staff of the Chief Signal Officer, AFCENT. ,
