INTENT AND USE

The intent of this document is to aid all stakeholders, whether Contractor, Government, Title II Quality Assurance Representatives, or end-users associated with the construction project in determining the specificiations to be used and which standards and codes are applicable for each phase of construction.

Due to the unique nature of reconstruction in Iraq, which included at the outset varying levels of skilled tradesmen and widely-ranging qualities of construction materials, as well as the continuing lack of a uniformly enacted and enforced Iraqi National Building Code, AFCEE contracts have previously specified that the International Building Code (IBC) was to be utlized whererever feasible. With nearly three years experience providing construction in Iraq for AFCEE, AFCEE now recognizes there has been significant development in contractor capabilities and expects our WERC, HERC, and Iraqi subcontractors to build to the International Buidling Code standards as the norm. Recognizing that the Iraq reconstruction program continues amidst hostilities, shortages in skilled manpower and quality materials, logisitical challenges and tight deadlines, AFCEE realizes that the standards of the International Buidling Codes may not in all cases be achievable. AFCEE's intent is to deliver the end-users the highest quality facilities possible within the given schedule and budget. In keeping with this intent; where the contractorcannot comply with the requirements of the International Building Code, as a minimum, the contractror will comply with the requirements of the existing Iraqi specification for that particular phase of construction.

The document is based on the AFCEE Statement of Requirements (SOR) section provided with AFCEE Task Orders. The Statements of Requirements are at times silent as to the specific requirements regarding codes and standards, and for this reason, the document contains all applicable industry standards and references for the specific requirement, as well as the International Building Code and Iraqi specifications for the requirement. The information contained in this document is provided in a format consistent with each SOR Section. For ease of reference, this document is also organized with the SOR specifications arranged by Construction Specification Institute (CSI) Master Format numbering sequence.

Deviations from the International Buidling Code or other applicable referenced standard, specification or code must be submitted in writing to the Contracting Officer’sRepresentative (COR) at least 14 days in advance of planned implementation. The request for deviation must include a precise explanation for each requirement asto why the IBC or other specifications is not applicable, practical, or not achievable. This document and the specifications contained in it will be used by AFCEE Iraq Contracting Officer's Representatives and AFCEE Iraq Title II Quality Assurance to ensure contractual compliance and to evaluate construction methods, materials and workmanship for compliance with contractual requirments.
