As we work with the Future Transport organisation to develop the transport networks of the future, we look forward to working with you to address emerging capability requirements and develop further guidance and support documents that will enable Transport to deliver on this vision. AEO Model v3.0 launch On 18 July, Transport for NSW (TfNSW) held an industry briefing to launch version 3 of the AEO Framework, the most significant update since the model was launched in July 2013.

The Secretary for Transport, Tim Reardon, launched the improved framework and reiterated its importance when he said, “Transport is a billion dollar a month business that relies on its AEO army to deliver transport outcomes for the people of NSW”. He formally recognised two significant milestones in Transports AEO journey by presenting AEO certificates to Terry Wong, General Manager, Corporate and Finance Development from MTR, our 100th AEO and to Rod Paterson, Director from SOFRACO, our first Maritime AEO.

Jim Modrouvanos, Executive Director ASA, spoke about the future of AEO in Transport, including key areas that Transport and industry need to engage in to improve the application of the model and a potential industry scorecard to recognise and gauge performance.

Garry Spencer, Manager, Audit and Compliance and Mark Smith, Director, Industry and Technical Development provided a commentary on key insights from AEO assessments and surveillance to date that illustrated a number of ongoing developments including competency management that Transport and our industry partners remain committed to working collaboratively on.

A presentation by Zinfra, represented by John Gardner, General Manager, and Harry Mercer, Program Director, Power Supply Upgrade, provided practical insight into the experience of Zinfra as an AEO in delivering the Gosford Substation and Wyoming Sectioning Hut Project, their first Transport project.

The day was closed out by Nicholas Berry, Communications Manager Future Transport, who provided a glimpse of the evolving role of Transport, not only as a mover of people and freight but as an integral function in place-making in the next 40 years.

A glimpse into Future Transport – The Transport Network Architecture Model To support TfNSW’s objective of being “visionary in creating an integrated transport system for NSW”, Gary Arabian of the ASA led the development of the Transport Network Architecture (TNA) model; a system architecture that integrates multiple strategic documents into a structured, visual, relational format that can be used consistently across the cluster. The objective is to provide a robust yet flexible framework for consistent network asset planning and procurement. This will enable transport planners and project delivery teams to develop and acquire innovative solutions across all transport assets and modes. It aims to improve the quality of business and system requirements through adopting internationally recognised standards and frameworks to encourage best practice developed across and with several global jurisdictions. The model provides the capability to trace high-level enterprise goals down to operational and functional levels through the enterprise, concept and solution views (see diagram below). This will allow TfNSW planners, project delivery teams and AEOs to allocate business needs to business and system requirements.

“The TNA model can support the understanding of the interrelationships and interfaces that exists between different modes of transport, its functions and various system elements within it,” says Gary.

Integrating Railway Industry Worker (RIW) protocols and competency

The ASA held a Competency Seminar on Integrating Railway Industry Worker (RIW) protocols into competency management on Thursday 22 June 2017. The seminar had experts from TfNSW present on proposals to integrate the RIW protocols into competency management across TfNSW. These insights provided clarity on how, working with TfNSW, industry proponents can enhance their competency management systems and capabilities by making use of the existing facility. The event discussed the use of the RIW system for competence management of rail safety workers. TfNSW is collaborating to standardise competence requirements for functions to facilitate a common language and transferability of personnel and skills between and across TfNSW projects. The ASA is in the process of publishing two documents:

1. A competency standard for systems engineering

2. A revised AEO Guide to Engineering Competence Management

There will be further engagements across TfNSW as well as with private sector service delivery partners on how to best implement competency management requirements, which remains one of the biggest challenges in delivering the large infrastructure works currently in progress and in the pipeline.

Safety assurance industry briefing On Thursday 15 June, TfNSW hosted a safety assurance briefing in Sydney that was attended by safety practitioners and stakeholders from industry and across Transport. The briefing was aimed at examining the value provided by safety in the decision-making process in delivering new or altered assets. Safety assurance industry briefing - 15 June

The objective of the day was to allow industry to contribute to the debate focusing on the vital role and impact of effective system safety considerations and thinking on the proficient and responsible management of risk and the consequent cost and delivery of assets. The event was an interactive session that also discussed safety assurance from an AEO’s perspective, and included an interactive panel session covering the Configuration Manaement and Assurance Committee process, the AEO model and TfNSW assurance requirements. Attendees agreed that system safety should be considered early on in the asset lifecycle and can have a major impact on the timeframes and budgets of projects, if not appropriately assessed and considered as an essential part of asset planning and delivery.

Key findings from AEO Survey Last issue, we mentioned that the AEO survey results were collated and were being finalised. The survey was sent to key stakeholders across government, Transport and industry including AEOs. The following are the key findings from the survey:

• The majority of respondents had had contact with ASA in the last six months

• Stakeholders are primarily engaging with us on requirements, technical advice and industry engagement events. The majority of respondents indicated a high level of engagement with ASA stating that their interactions were helpful, purposeful and timely.

Again, thank you to those of you that took the time to complete the survey. We will be conducting this survey annually from now on, so you will have another opportunity to contribute your views in October 2017.
