1. Introduction
1. Global Carbon Council (GCC), MENA region’s first and only voluntary carbon offsetting
program, is an initiative that aims to contribute to a vision of sustainable and low carbon
economy and helps to catalyse climate actions on the ground. Entire governance
structure, system and the documentation framework to achieve this objective is
collectively called as GCC Program.
2. Global Carbon Council (GCC) is a voluntary GHG program and offsetting platform, for
providing opportunity to global stakeholders, including to Industry in the Middle East, to
catalyse climate actions. GCC based in Qatar, can also be Qatar’s response to Article
6.2 (following cooperative approaches) of the Paris Climate Change Agreement to
establish domestic market mechanism to facilitate low cost carbon development and its
objective is to provide price signal to the market to catalyze, enhance and leverage
climate change mitigation finance for Qatar and Middle-east countries.
3. This voluntary carbon offsetting program GCC has been designed based on international
best practices, such as: assurance of transparency through stakeholder involvement,
development of institutional structure for standards (baseline & monitoring
methodologies) development, development of robust project cycle including transparent
and simplified project registration and carbon credit issuance procedures, international
carbon registry, effective accreditation of projects and emission reduction verifiers,
provisions to evaluate sustainable development of projects, and platform for results-
based finance of projects.
4. GCC has developed succinct and simple procedures, simple but environmentally integral
methodologies, avoided political decision-making processes and conflict of interests in
evaluation of methodologies and projects. Especially GCC has simplified the
requirements on ‘additionality’, eliminated double accounting potential and reduced
excessive scrutiny leading to high transaction costs for projects.
5. This Work Plan details the activities that Advisory Board will conduct in 2019 and 2020.
2. GCC Advisory Board
6. GCC’s Advisory Board is initially appointed on provisional basis by GCC Program
Secretariat with a primary objective that it provides strategic direction for GCC Program
7. The Advisory Board is responsible for the following.
(a) Provide strategic direction to vision, work program and ambition of GCC, as well
as its governance structure, modalities and procedures.
(b) Support strategic decisions such as expansion of GCC to various sectors and
geographic areas; and, strategic outreach activities.

(c) Get update from GCC on new baseline and monitoring methodologies of GCC for
calculation of emission reductions, and provide strategic advice where required;
(d) Overview the functions and outcome of steering committee, who shall be responsible for review and approval of baseline and monitoring methodologies, projects and other technical documents.
(e) Overview the GCC accreditation of verifiers and functions of independent GCC-
approved verifiers who shall conduct: (i) on-site review of GHG reduction projects;
(ii) off-site review of its project submission document to GCC; (iii) review of
monitoring reports claiming emission reductions; (iv) review of emission reduction
evidences, instrumentation and monitoring systems on ground; (v) develop and
submit project and emission reduction verification report to GCC.
(f) Oversee the appropriateness of processes implemented by GCC in approval of
methodologies and projects as well as in issuance of carbon credits.
(g) Oversee the public availability of relevant GCC documents including repository of
approved rules, procedures, methodologies and standards.
3. Tentative Calendar and Work Programme of Meetings
8. There are minimum three, one or two-day physical meetings envisaged in a year. Following tentative schedule for meetings is envisaged, subject to agreement of all Advisory Board members. Each Advisory Board meeting will be preceded with circulation of agenda and its approval and followed by its report that makes the Advisory Board decisions available to the public.
