I. BACKGROUND

Advice Unlimited LLC was founded in September 1983 in Washington D.C. The public relations and marketing consulting firm, which is 100% woman-owned, provides expertise in public relations and marketing communications specifically for government agencies and companies who sell to the government. We are staffed by experts in the areas of strategic marketing, training, press and publicity, public outreach, copywriting and graphic design, special events coordination, advertising creation and placement.

This expertise is supported by the firm's information management specialists and research and evaluation analysts.

Advice Unlimited is registered with Montgomery County and the State of Maryland as a Minority business, and is wholly owned by Sandy Evans Levine, President.

A small, woman-owned business, qualifying for the set-aside small business program, Advice Unlimited is extremely results-oriented and solutions-driven; we feel this orientation is especially advantageous in our current work with government contractors and agencies.

Advice Unlimited has evolved from a small public relations service to a multi-service marketing communications firm. Sandy Evans Levine, President of Advice Unlimited, sees her strong journalism background as providing her with an edge over most public relations and marketing communications providers, particularly in the areas of public outreach and awareness campaigns, press and publicity, and creating written materials.

Our staff is focused on providing attention to detail and the specific needs of each project. We don't believe in a cookie cutter approach; we recognize the unique situations of every effort, every program. For example, we've successfully executed needs assessment analyses and strategy audits for public and private sector organizations, building on this research to create and implement results-driven business, marketing and public outreach programs for a variety of target audiences and defined goals. We've initiated intensive press and publicity efforts designed to shape and define image, reputation and leadership position for public and private sector organizations, and achieved significant results, both in media attention and public responsiveness.

All of our efforts share -- and achieve -- the same driving goal: to reach specific objectives established upfront with the client.

In our recent work with the Federal Government, we have focused our efforts with the Department of Health and Human Services and the Intelligence Community, especially in working with support and information technology offices, and have developed a knowledge base of expertise in this arena. In our recent work with government contractors, we have specialized in those firms providing information technology and telecommunications products and services. We feel this best serves our clients, by our being more aware of your specialization and your unique problems and concerns. In addition, it helps to keep our staff focused and on top of current developments in our chosen sphere of influence.

Advice Unlimited is organized into three divisions:

Support Services Information Management Research and Evaluation

Most of our work is performed within our Support Services Division, particularly in marketing and public relations efforts; with Information Management and Research and Evaluation providing the support and expertise necessary to help Support Services service the client in the most cost-effective and efficient manner.

In addition to these three divisions, Advice Unlimited is building a strong pool of consultants in specific subject matters, especially relevant to Health and Human Services and the Intelligence Community. These consultants help support the projects being serviced under our Support Services Division, by providing relevant education and guidance to help us best meet our clients' needs.

Public Outreach/AwarenessCreate and implement campaigns that involve the public in a specific issue, educating while increasing awareness of the program in a manner specifically designed to best impact the targeted audience. Our involvement includes creating the campaign as well as designing any necessary collateral materials, focus testing the materials, and disseminating the materials within the targeted population.

Press and PublicityHelp a project, division, or company develop a public relations strategy, determine specific public relations goals, and create a program of actions and activities to achieve those goals, largely working with relevant media and publications to secure positive coverage on topics of relevance. Advice Unlimited is especially successful in working with the media to place articles and mentions of value to its clients, building name recognition and awareness

as well as educating the targeted audience on the client's specific message.

Internal CommunicationsCreate and implement campaigns targeted to internal customers toinfluence their understanding, knowledge, and perception of the targeted program. This could involve educating customers regarding services offered, encouraging the most efficient use of services, and building strong customer relationships. These campaigns can also be directed to build employee morale and involvement, to improveinternal relations, service, and productivity.

TrainingCreate customized training programs as well as implement pre-prepared training modules, from choosing and negotiating site through working with participants to ensure attendance through implementation and presentation of training program through post-training budgeting and results reports.

Special Events ManagementManage logistics from start to finish on projects ranging from press conferences to workshops to seminars. This includes handling all responsibilities involved in planning and implementing conferences, including working with participants to ensure their attendance; travel arrangements; coordination with conference site, including special needs requirements and audio-visual needs, menu selection, and price negotiation; management of registration, attendance, production of meeting materials, and post-meeting budgeting and results reports.

Advice Unlimited has worked with the Montgomery County Office of Economic Planning in promoting and publicizing their annual Small and Minority, Female and Disabled Businesses Technical Assistance Conference. This involved providing strategic recommendations and implementing the agreed-upon approach: creating the invitation, flyers, and meeting program and booklet; working with local organizations to inform their membership of the Conference to encourage support and attendance; and working with County media to promote the Conference, including the writing of press releases, notices to the media, and arrangement of interviews and coverage.

The first year Advice Unlimited was involved with the program, the number of diverse minorities represented was significantly increased, due largely to Advice Unlimited's focused outreach efforts with these audiences, particularly in the deaf, wheelchair-confined, Korean, Japanese, and Hispanic communities.

In addition to more concentrated outreach to these groups, Advice Unlimited took great care in ensuring the conference site was easily accessible and comfortable for those participants with

special needs. We worked closely with the hotel regarding room layouts and requirements, even to the level of detail of providing a dark-colored drop cloth behind the sign language interpreters so that they could be easily seen and understood.

Advice Unlimited planned and implemented a press conference to unveil the first integrated transit and traffic management system in the nation, being piloted in Montgomery County. Through Advice Unlimited's efforts, we secured incredible, dramatic, and overwhelmingly positive media coverage: a total of 16 print, broadcast and international news organizations attended the press briefing, including the local affiliates for NBC and ABC, News Channel 8, and Cable News 21. In addition, 14 other publications wrote about the ATMS due to follow-up efforts, including the Washington Post and the Washington Times. In total, we reached 2,847,600 print readers (not including newspaper and radio stations using the UPI story), and 803,300 TV viewers and radio listeners.

Advice Unlimited served as the public relations/marketing consultant to Cisco Systems Government Organizations: Cisco Federal, Cisco Global Defense and Space Group, and Cisco State and Local. Responsibilities with these organizations include creating a public relations and marketing strategy, defining goals and objectives, defining, recommending, and implementing actions and activities to achieve those goals. In 1998, in the Federal marketplace alone, Advice Unlimited secured over 85 media placements for Cisco Systems, resulting in an audience reach of over 7 million, in targeted publications such as Federal Computer Week, Government Computer News, Government Executive, Washington Technology, Army Times, Signal, Military Information Technology. In addition, through Advice Unlimited's efforts, Cisco executives were placed as speakers and presenters at several high-level targeted industry events, several ads were created and placed, several effective partnering programs were implemented, including sponsorship of a day at AFCEA's TechNet, a Cisco customer profile was so well-received it was picked up by the

Advice Unlimited served as public relations consultant to Bell Atlantic Federal Systems for three years, working as a subcontractor to a marketing communications firm, to help this telecommunications provider refine and promote its key messages for the federal marketplace. Advice Unlimited was responsible for press and publicity efforts, and garnered significant results in this arena.

For example, by the end of the third quarter of 1996, Advice Unlimited had met all goals for the year, securing over 45 placements in key publications for Bell Atlantic Federal Systems, with an audience reach of just over 4 million, including a cover story in USA Today. Over 80 percent of the placements were features. This represented a Return of Investment of 5X ROI.

The most successful single effort to date for Bell Atlantic Federal Systems revolved around the firm's involvement at FOSE, an important government technology trade show held at the Washington Convention Center every Spring. Ray Smith, Chairman and CEO of Bell Atlantic, was featured as one of four keynote speakers at this three-day event. Advice Unlimited capitalized on this opportunity with a two-pronged approach: Advice Unlimited focused on getting multimedia and general press to cover the keynote, and wooed key targeted publications through a very exclusive, high level luncheon immediately following the keynote for top customers and select press. Through these efforts, Advice Unlimited created tremendous excitement about this event and secured impressive press attendance and coverage, including:

In our ongoing work for this nonprofit organization that serves military servicemembers and their families, we have provided strategic guidance and direction, and secured extensive media coverage, across the nation, in TV, radio, print, and on the web. For example, we secured extensive coverage for USO-Metro immediately following 9-11. USO-Metro provided emergency housing for all of the family members of the Pentagon victims, delivering a total of over 2300 hotel room nights at absolutely no cost to the victims' families. This was done working closely with the Department of Defense; but the USO-Metro was totally dependent on public and corporate contributions to make this happen. We secured extensive coverage around this effort to alert the public to this outstanding effort and encourage them to support USO-Metro. This included several interviews set up and facilitated with Miss America 2002, who was secured to come as USO's guest and visit the Pentagon, victims' families, and military stationed here in the DC area. A key part of her visit was the media tour, comprised of interviews with several TV stations, radio stations (including a radio show syndicated across the country), newspapers and military publications.

Our work with USO-Metro more recently has focused on securing coverage for its newest program, Operation USO Care Package, which was launched in September of 2002, to provide a way for citizens to show their support for the troops engaged with Operation Enduring Freedom, and then Operation Iraqi Freedom. This program, sponsored by USO Worldwide and managed by USO-Metro, has garnered thousands of media hits across the country, on TV, radio, consumer publications, newspapers, and military publications. Advice Unlimited handled the communications campaign, and was intimately involved in the strategy and planning for the launching of this national program that enables individuals to make a donation to send a care package to a soldier being deployed overseas.

This program has been tremendously successful - as of June, 2003, over 110,000 care packages had been distributed to our servicemembers being deployed overseas, and $10 million donated (including in-kind donations from corporations of approximately $6.5 million). Proactive public relations, provided by Advice Unlimited, was a key element in getting the word out and making U.S. citizens and corporations aware of this program and the opportunity it provides to support our servicemembers. Advice Unlimited secured immense coverage for this program, on TV stations, radio shows, and newspapers across the country. Media outlets that covered this story include: all the major networks - ABC, CBS, NBC; Fox News; plus local affiliates across the nation; Newsweek, USA Today, and most daily newspapers across the country, including Washington Post, Baltimore Sun, Chicago Tribune, LA Daily News, San Jose Mercury News, Ft. Lauderdale Sun Sentinel - even the Honolulu Star in Hawaii. Many Senators posted the press release on their website, as did the U.S. Marines and other military oriented sites. The Department of Defense issued a release supporting Operation USO Care Package, and this program was included on the recommended list from the White House regarding how Americans can show their support for the troops. There are over 35 pages of hits listed on Google for Operation USO Care Package - clearly a phenomenal public relations success!

The corporate brochure was the centerpiece of this effort. All other materials from this company reflected this new look, and were created by Advice Unlimited: service inserts for the brochure, product sheets, recruiting brochure, training ad, business cards and letterhead, even the template for their major presentations utilized the new look and logo. The design was created based on the company's strategy and goals, and then was effectively implemented across the board for consistency in message and impact.

Advice Unlimited worked with ODPHP to provide logistical support for several meetings of primarily non-federal health experts. Advice Unlimited was responsible for researching and coordinating all arrangements related to meeting sites and accommodations, with the exception of travel orders. We handled registration of the attendees, managed meeting logistics, assisted with the assembling of information packages, determined and orchestrated the setup of the meetings, developed rosters and other registration information, arranged any necessary catering, coordinated the meetings on-site, and secured and handled any audio-visual equipment needs.

Advice Unlimited assisted the Office of Disease Prevention and Health Promotion in coordinating the one-day Healthy People 2000 Consortium Meeting, particularly with regard to: managing and monitoring the registration for the meeting, scheduling the participants for a public hearing, arranging exhibits in the exhibit hall, assigning consortium members to breakout sessions, and handling the registration fee. This responsibility included establishing a separate checking account, monitoring and tracking funds, disbursing payments to vendors as needed, and providing appropriate accounting to the government representative.

V. Specific Offerings

Strategic Marketing Plan:

To accomplish one's goals, an organization must understand where it is trying to get to and think through how best to get there. Advice Unlimited helps by generating a comprehensive strategic marketing plan for an organization, complete with competitive analysis, customer input, and a strategic audit. This intensive effort provides a strategic and tactical roadmap for the organization's marketing approach, from key messages, potential problem areas, and greatest strengths, to tactical activities that will most effectively exploit strengths and protect weaknesses to help the organization achieve its stated goals and objectives. This comprehensive effort requires three months, and costs $30,000.00.

Brainfry:

Advice Unlimited also provides a more focused, less comprehensive version of the strategic marketing plan effort, for those organizations with minimal budgets and time, called a Brainfry.

We provided this unique approach to deliver some of the key subjective and qualitative efforts from the more comprehensive approach, for those companies who want strategic messaging and goals but can't commit time or resources to the more comprehensive effort. For a Brainfry, we conduct a SWOT Analysis (a process created by the Harvard Business School that defines an organization's Strengths, Weaknesses, Opportunities, and Threats) with top executives of the organization. We integrate key elements of that intensive discussion with our expertise and market knowledge to create a positioning paper that provides recommended goals, key messages, an elevator pitch and boilerplate. This activity is especially popular with startups or organizations looking to penetrate a new market or test a new direction, where time is of the essence and budgets are tight. The cost for a Brainfry is $9,500.00, and the project usually runs across 4-6 weeks.

Press and Publicity:

Advice Unlimited's core competency is press and publicity - in our 20-year history, we have consistently delivered a minimum of 2-3X ROI for every single client in this area of press and public outreach.

We are much more proactive than many public relations agencies, focusing on securing positive features on our clients in a proactive manner rather than relying solely on editorial calendar opportunities and press releases (though of course we use those tactics - effectively - as well!). We will work with the client to define and determine the valuable newsworthy milestones or activities, concept how this might make a good article or item for a specific media outlet or publication, working from that publication's perspective and targeting that publication's readership, then suggest this story idea to a reporter at the targeted publication. We'll work with the reporter to help facilitate the pulling together of the story - we'll set up and be involved with interviews, provide the contact information for some of the key people the reporter will need to talk with - including third party experts whenever appropriate, provide artwork to accompany the story if possible. In essence, we support the reporter's endeavors to put together the best possible story - which, by the way, tells our client's story effectively and appropriately.

Through this approach, we consistently secure a significant number of positive features on our clients in our targeted media - which enables us to consistently deliver a stunning ROI of 2-3X their investment with our firm.

Crisis Communications Management and Planning:

We can also provide crisis communications management - managing bad news to control damage done by negative publicity, and in fact minimizing negative publicity by controlling the message when there's bad news to be divulged. And we can train your internal staff in crisis communications management, and work with your staff to put together an effective crisis communications plan.

We worked with several savings and loan institutions during the S&L crisis in the late 1980s - and staved off any financial run through our management of the press and coverage of the problems at these financial institutions. There was not a run at a single S&L that we worked with - quite a record for that time.

When engaged to provide crisis communications management, we work with the client to review the negative information, ask a lot of questions to nail down strengths, weaknesses, opportunities and threats based on what's going on, who will be affected, what audience is impacted, etc. We help define the key messages, provide media training as appropriate, and/or serve directly as the spokesperson to manage the press - facilitating the interviews, determining when, where and how we should address the media, and managing information provided to the media, to ensure protection of sensitive sources and information. Advice Unlimited prefers a commitment of 12 months for press and publicity efforts, as consistency is vital in building awareness and hitting home an important message. The fee is $9,500.00 per month for a 12-month commitment. We understand that some organizations cannot make that kind of budget or time commitment, and offer a premium package of $10,500.00 per month for shorter commitments; we will not take less than 3 months' commitment, as we recognize we cannot deliver results for anything less than that. It takes time to educate reporters and editors and woo them to our story, to put together the story appropriately and secure real results. Crisis Communications efforts are usually much shorter in scope and greater in intensity; the three-month premium package usually covers the requirements for such an effort. Media Training:

Advice Unlimited provides media training for executives to help them effectively communicate with reporters for winning interviews. These sessions provide insight into journalistic priorities to help the executive frame an effective message, provide the kind of information the journalist will need, and understand and thereby anticipate some of the rhythms and flow of an interview. These intense sessions incorporate role-playing and performance review to ensure an increased comfort level and ability to respond effectively under different circumstances and with different types of media. Media training is $5,000.00 per class, with a maximum of 5 students per class.

Speaker's Kit:

Advice Unlimited provides a unique offering we call a Speaker's Kit. This 3-ring binder enables an organization to have confidence that even if several people are serving as spokespersons on an important topic, they are all using the same language, the same messaging, the same presentation, and have all the tools they need to effectively deliver the organization's message. The Speaker's Kit is built around a PowerPoint presentation, created by Advice Unlimited from background information provided by the client. The Speaker's Kit will include a copy of the PowerPoint presentation on disk, and in hard copy - and in transparencies if desired. The Kit will also include the talking points, a copy of a full speech, and background information. This kit can then be duplicated for as many people as needed to make this presentation, ensuring that everyone is using the same materials, and same messaging. It also enables spokespeople a higher level of comfort and confidence, as they have everything they need in one binder to ensure an effective and successful presentation. The cost for this effort is $6,500.00.

Graphic Design & Copywriting:

Advice Unlimited provides award-winning graphic design and copywriting capabilities, creating brochures, product sheets, handouts, posters, booth art, training and demonstration CDs, and a myriad of other products to help our clients communicate their messages effectively. Since pricing varies tremendously depending on the type of product, number of items to be produced, and other production specifications (type of paper, number of colors, etc.) we prefer to bid each project as a unique and separate project. Web Design & Copywriting:

A logical extension of our strong writing and design capabilities is web design and copywriting. Advice Unlimited has recently added an outstanding webmaster to our stable of experts, to provide this unique layer of design and copywriting expertise for our clients. Our skills in this area encompass creating interactive web-based marketing initiatives, such as interactive newsletters, multimedia presentations, web contests and special events, as well as straightforward web design and development. While most of our services are billed at an hourly rate of $140.00, we will provide an estimated project fee for our clients before work begins, to ensure they are comfortable and on board with the level of effort required.
