Application are invited for the following 80 (eighty) Group C posts in Semi-Skilled Grade

in the Pay Band - 1 Rs.5200-20,200/- and Grade Pay of Rs.1800/- different trades in the IndustrialEstablishment from Indian citizen only, who are fulfilling the requisite qualification and

specifications as mentioned below on plain paper (A-4 Size). The Draft Advertisement, the format

of application and the format of Call Letter is also available on the Metal & Steel Factorys website

www.msf.gov.in. The Applications along with the requisite documents should be addressed to the

General Manager, Metal & Steel Factory, Ishapore, Dist- North 24 Parganas, Pin-743144, West

Bengal and the same should reach the addressee within 21 days from the date of publication in the

advertisement in the Employment News. The posts are to be filled at MSF, Ishapore. However, the

services are liable to be transferred to anywhere in India under Ordnance Factory Board.

The above vacancy position is subject to variation at the discretion of GM/MSF, Ishapore

depending upon the situation obtaining at the relevant time.

An Ex-Serviceman or PWD selected under the reservation provided for them should be

placed in the appropriate category, viz, SC/ST/OBC/UR category depending upon the category towhich he/she belongs, e.g. an SC Ex-Serviceman/PWD will be counted against SC reservation

point.

UR= Unreserved; SC= Scheduled Caste; ST= Scheduled Tribe; OBC= Other Backward

Class; PWD= Person With Disability; OH= Orthopaedically Handicapped; HH= Hearing

Handicapped; OL= One Leg; BL= Both Leg.

AGE:

Not below 18 years and not above 32 years as on closing date of receipt of application. Cut-

off date for eligibility of age for the post will be closing date of receipt of application,

which is Twenty First day from the date of publication of the advertisement in The

Employment News.

RELAXATION :

1. Upto the period of Trade Apprenticeship for Ex-Trade Apprentices of the OrdnanceFactories.

2. Upto 05 years for SC/ST, 10 years for PWD Candidates against reserved posts (SC/ST 15 years for PWD candidates).

3. Upto 03 years for OBC on production of caste certificate with Latest Non-creamy layerclause issued by the competent authority. ( OBC = 13 years for PWD candidates)

4. Upto 03 years in addition to the period of service rendered in the Defence Services for Ex-Servicemen on production of Discharge certificate for Ex-Servicemen issued by Competent

authority.

5. Upto the age of 45 years for Departmental candidates with 3 years continuous services.EXAMINATION FEE :

Rs.50/- (Fifty) through crossed Indian Postal Order (I.P.O.) in favour of THE GENERAL

MANAGER or crossed Bank Draft issued from a Nationalized Bank drawn in favour ofTHE GENERAL MANAGER, METAL & STEEL FACTORY, ISHAPORE payable at

Kolkata. Application fee should be submitted along with the application form. However, no

fee will be charged from SC/ST/PWD/Ex-Servicemen. The Postal Order/Bank Draft should

be issued on or after date of publication of the advertisement in the Employment News . The

application fee is non-refundable.

QUALIFICATION :

01.Passed Matriculation or equivalent examination.02.National Council of Trades for Vocational Training certificate in the relevant trade failing

which by ITI or equivalent Diploma/Certificate holder. Candidate possessing the NCVTcertificate in F&HT, MMTM and Foundry Man Trade are eligible to apply for the post of

Semi-Skilled/Blacksmith, Millwright and Moulder Trade respectively.

MODE OF SELECTION :

The selection will be made strictly on the merit basis. The selection process will

compromise of : -

i) Written Test of 100 marks:- The question papers of written test will be in tri lingual i.e.English, Hindi & Bengali. The syllabus for the written test for a trade will be broadly as that

of the NCVT Examination syllabus for relevant trade.ii) Trade Test (practical) of 100 marks:- The syllabus for the trade test (Practical) will be as

per trade test specification of the Semi-Skilled grade of the relevant trade.

All eligible candidates will be called for an Objective type written test. On the basis of

merit of written test marks, candidates will be called for trade test (Practical Test) of 100 marks

in the ratio of 1:3 to the number of vacancies in the respective trade. Final merit will be decided

on the basis of combined marks in the written and trade test (Practical Test). In the selection

process, other things being equal i.e. marks being equal, trained Ex-Trade Apprentices of MSF

and sister ordnance factories shall be given preference in order in which they are stated. In

between the trained Ex-Trade Apprentices of MSF, preference shall be given those who aresenior i.e. if two or more Ex-Trade Apprentices secure the same marks then preference shall be

given on the basis of seniority. Seniority of Ex-Trade Apprentices of MSF shall be decided on

the basis of OFBs L/No. 13/08/03-A/HRD dated 15/17-12-2003. Similarly, in between Trade

Apprentices of Ordnance Factories, preference shall be given to those who are senior to as

mentioned above.

CLOSING DATE

The last date of receipt of applications will be 21 days from the date of publication of the

advertisement in Employment News. If the closing date falls on Sunday or holiday, then the

next working day will be taken as closing date for receipt of applications.

IMPORTANT INSTRUCTIONS TO THE CANDIDATES/APPLICANTS

1. Candidates should apply against any one trade only. Applying for more than trade is notpermissible and will lead to disqualification.

2. Name of the Post, Category and Language for written examination as per choice mustbe clearly superscripted/written on the top of the envelope in CAPITAL LETTERS.

3. Candidates must enclose 03 self addressed envelopes and 03 self addressed slips (size7cm x 4cm)

4. Travelling Allowance: Candidates appearing in Written Test and Trade Test will have tocome at their own expenses. However, SC/ST candidates will be paid traveling allowance ofsecond class Railway/Bus fare as per rules for onward and return journey performed by

shortest route on production of journey details as well as Railway/Bus Ticket and attested

photocopy of SC/ST certificate, provided that the to and fro distance travelled is more than

30 KM.

5. Persons working in Central/State Govt./PSU must apply through proper channel along witha certificate from their Establishment that neither any disciplinary case is pending nor

contemplated against them. They must also enclose a certificate from the Establishment

concern that in case of selection, their establishment shall release them immediately.

6. Date of examination will be communicated through Factorys website www.msf.gov.in andCall Letter for written examination will be issued separately to the eligible candidates.

New entrants to Government Service will be governed by New Pension Scheme termed as

Defined Contribution Pension Scheme and existing provisions of CCS (Pension Rules)

1972 will not be applicable.

7. Only prescribed Competent Authority should have issued SC/ST/OBC/PWD/Ex-Serviceman certificate, which must be in the prescribed format applicable for reservation

in jobs under Government of India. OBC certificate must specifically include clause

regarding Non-Creamy Layer and should be updated/valid at the relevant point of time i.e.

the last date of receipt of application.

8. The information furnished in the application should be supported by relevant documents.Copies of all relevant certificates pertaining to academic and professional qualifications,

experience, date of birth and caste certificate, Ex-Serviceman etc must be enclosed withapplication.

9. The posts carry pay band and grade pay as shown above plus usual allowances as admissibleto the Central Government employees from time to time.

10.The factory shall not be responsible for any postal delay or failure.11.It may be noted that bringing any outside extraneous or political influence for getting

employment in the factory shall render the candidate ineligible.

12.Applicants must affix one passport size colour photograph (Self Signed) not more than threemonth old on the application in the specified space given in the application format, one in

Call Letter Format and also enclose two self signed colour photographs along with

application.13. All the certificates enclosed must be duly attested by any Central/State Government

Gazetted Officer/Principal/Head Master of the Government affiliated School/College.

DEGREE OF DISABILITY FOR RESERVATION

Only such persons would be eligible for reservation in services/posts who suffer from not

less than 40% of relevant disability. A person who wants to avail of benefit of reservation

would have to submit a disability certificate issued by competent authority.

COMPETENT AUTHORITY TO ISSUE DISABILITY CERTIFICATE :

The competent authority to issue a Disability Certificate shall be a Medical Board duly

constituted by Central or State Government. The Central /State Government may constitute

Medical Board (s) consisting of at least three members out of which at least one shall be a

specialist in the particular field for assessing locomotor/cerebral/hearing disability, as the

case may be.

The Medical Board shall, after due examination, give a permanent disability certificate in

cases of such permanent disabilities where there are no changes of variation in the degrees

of disability. The Medical Board shall indicate the period of validity of the certificate in

cases where are chance of variation in the degree of disability.

REJECTION OF APPLICATION:

The application shall be summarily rejected on following ground :

1 If, application is received after the closing date for any reason whatsoever.2 If, Date & Signature and Left Thumb Impression is not appended in the Application form

on the prescribed places.

3 If, the age of the candidate exceeds the prescribed age limit on the closing date.4 If, the essential qualification is not possessed by the candidate or not supported by the

documents enclosed.

5 If, Passport size colour Photograph (Self-signed) is not pasted in application form and thesignature is not properly on the Photograph and partly on the application form and same is

not accompanied by two more copies of same photograph.

6 If, copies of all supporting documents viz SC/ST/OBC/PWD/Ex-Serviceman certificates

duly attested by any Central/State Government Gazetted Officer/Principal/Head Master of

the Government affiliated School/College.

7 In case of OBC candidates, recent Non-Creamy Layer certificate is not attached.8 If, application is not complete in any respect as per the requirement given in the

advertisement.

9 If, application does not accompany with the Postal Order/Bank Draft of Rs.50/- except incase of SC, ST, PWD, Ex-Serviceman.

10 If, the Postal Order/Bank Draft is of a prior date than of the date of publication of thisadvertisement.
