Mary McCardwell Collections Department Dear Mary, I am pleased to inform you of your selection for an Achievement Award. This past year our focus on Fraud has been at its highest level. As more issuers are becoming aware of Fraud, due for the most part to the alarmingly high rate of growth in fraud losses, we each are scrambling to "fraud-proof our systems. Mary, you have spear-headed this cause for us. You have diligently and with personal sacrifice investigated all avenues available to Colonial National Bank to reduce our fraud rate while also managing a group of individuals dedicated to both fraud prevention and subsequent investigation. Our fraud area has historically been one of the weaker points in our operation. Along with your predecessor we have been gaining momentum and inroads for the last few years. This year however, through your leadership, our Fraud Department has broken through to be on pace with the major credit card issuers across the country. To highlight the successful projects you and your staff have accomplished this year:

1. Mail Mixing - we have made great strides in perfecting our use of mail mix vendors in an effort to deter fraud non-receipt.

2. We have developed alternate delivery systems for sensitive plastics throughout the country by selectively mailing cards through a network of couriers.

3. You have been fundamental in developing a more comprehensive Fraud management and reporting system.

4. Most importantly, we have been a leader in instituting a card activation program for cardholders in our more sensitive mailing areas.

Though each of these areas required team participation to achieve the successes noted, you have been the driving force and the primary project manager for each. Many long hours and weekends have been spent on these projects to meet self-imposed deadlines that have kept us on the forefront of fraud prevention systems. In fact, although we were not the first to institute a CAN program we lagged the likes of Citibank and AT&T by only a few months. Our use of visually stimulating inserts, activation stickers on the card itself and the VRU stiU represents the highest level of efficiency and lowest customer impact in the industry today. In addition to your project management successes our dollars saved through chargebacks, restitution, etc. have been improved by over 50% year to year and our fraud avoidance by over 120%. Mary, in recognition of the excellence you've achieved this past year, your Achievement Award is in the amount of $6,360.00.

David A. Nole I would just like to add my special thanks to you for all your efforts this year.
