1. Rationale for advancing environmental sustainability at WHO and PAHO
2. Brief overview of WHO and PAHO’s environmental management activities• At the programme and project level• Focused on facilities and operations• With special attention on procurement

UN Consultative Process on Advancing Environmental and Social Sustainability in the UN
UN Consultative Process on Advancing Environmental and Social Sustainability in the UN
Development of a framework for advancing sustainability in the UN
Focused on three main entry points:
– Policies and strategies– Programmes and projects– Facilities and operations
Now initiating pilots to further test feasibility of adoption at individual agency level
Why do anything at all to “green” the WHO?

Part of WHO's mandate to do thisPart of WHO's mandate to do this
Environmental management is important for global public health
– 13 million deaths each year due to environmental factors
Environmental responsibility is key part of "do no harm" – one of medicine's core values
Action on environmental root causes of disease is a Leadership priority in WHO's 12th Global Programme of Work

Important opportunity for WHOImportant opportunity for WHO
Major opportunity to influence good practice – Benefit health systems in countries in which we operate– Influence policies and practices of health development partners
and vendors
Approach was developed especially for WHO– Based on international good practice and standards in
environmental assessment – To be implemented via policy applicable to all Regional Offices
What are we doing at the programme and project level?

WHO's environmental safeguard systemWHO's environmental safeguard system
Aims to help us:– Anticipate potential environmental
and human health risks associated with public health activities
– Address those risk before they are generated
– Monitor and measure the environmental performance of WHO projects

2) Planning of environmental mitigation measures
Environmental screening
4) Environmental performance evaluation
3) Environmental monitoring and reporting

• Hiring and training of project team
• Further needs assessment activities
• Procurement of medicines, equipment and supplies
• Implement activities, e.g. training, vaccination, clinical trials, etc.
• Handover of project, supplies, equipment (if applicable)
• Evaluate and document project results, lessons learned, etc.
• Facility refurbishment /small scale construction
• Ongoing stakeholder / partner engagement
Project design
• Development of project proposal and work plans
• Situation analysis

WHO activities aimed at "greening" the health sector
WHO activities aimed at "greening" the health sector
Looking at:– Green house gases and other pollutants– Sustainable access to and use of resources (energy, water) – Health and safety
Action across several pillars:– Water, sanitation, and waste – Hazardous materials (e.g. mercury, chemicals)– Transport– Energy
What are we doing at the WHO and PAHO facility and operations level?

Greening WHO facilities and operationsGreening WHO facilities and operations
WHO conducted its first GHG inventory in 2008 and then again in 2012. PAHO is currently conducting this inventory.
WHO and PAHO are currently considering policies (including targets) for reducing air travel.
Renovations, which are estimated to reduce by up to 80% of WHO HQ current level of CO2 with respect to power generation and electricity consumption, are under way.

UN Interagency Joint Initiative on Green Procurement in the Health Sector
UN Interagency Joint Initiative on Green Procurement in the Health Sector
Overall objective:
– Health sector procurement contributes to the promotion and protection of health and does not adversely impact on the environment
Outputs/expected results:1. Evidence based standards established, and activities to address
research gaps are initiated, 2. UN procurement officers, suppliers, and health actors are
capacitated so as to be able to operationalize green procurement practices in the health sector;
3. Key stakeholders are aware of, engaged in and supportive of the overall initiative.

PAHO Policy on Sustainable (Corporate) Procurement
PAHO Policy on Sustainable (Corporate) Procurement
Requires PAHO to use environmentally-responsible suppliers and to consider the environment in procurement planning, requirement definition, solicitation development, bid evaluation, and contract management:
– Specs must provide for the expanded use of environmentally-preferred products
– Solicitations will include information about PAHO’s environmental sustainability expectations
– Evaluation criteria related to environmental sustainability will be included in the technical evaluation and/or considered in the cost analysis of all quotations, bids, and proposals.
– Environmental sustainability evaluation criteria will also be used in service level agreements
How will WHO and PAHO really cause positive change for the environment?
