The Product Safety & Compliance Seminar provides attendees with the tools to face challenges and learn key fundamentals. Industry professionals recognize that first-

time attendees are often new to product safety and compliance and are responsible for building a product safety program. To help those participants, the 2017 seminar will kick off with the Program Builders Block to Building a Product Safety Program. Monday afternoon will begin with the Fundamental Principles session and the Skill Development session will take place on Tuesday. We highly recommend first-time attendees participate in both sessions.

The Fundamental Principles session will provide a full range of fundamentals and key principles that are scalable for any firm. There is no additional fee for this course, but advanced registration is required for planning resources. Other attendees arriving on Monday may attend as a refresher.

Safer Roads — Today and Tomorrow When you hear the name 3M, business products such as tapes and adhesives come to mind. But the products 3M produces are vast, and the industries they reach are many, including construction. From ultra-strong abrasives that keep processes running smoothly, to futuristic materials that lighten workload, 3M is at the forefront of innovation and worker health and safety. Their extensive line of PPE products lend themselves to construction and agriculture and includes protective communications, detection solutions and fall protection to name a few. They have a full line of pavement marking solutions and provide reflective sheeting for roadway signage. Building a Product Safety ProgramTuesday: Skill DevelopmentThis session continues Monday’s Fundamental Principles session, providing the opportunity to gain experience using basic concepts from the fundamental principles presented Monday.

It is highly recommended that attendees attend Monday’s Fundamental Principles sessions as a pre-requisite.

In a workshop setting, participants will hear a fictitious yet plausible example of a product incident scenario to analyze and develop solution proposals for consideration. Draft deliverables for select proposed action items for management consideration will be demonstrated through hands-on exercises.

Example exercises will include considerations for alternative design approaches, applied safety sign creation, and considerations for consistent safety messages in related product literature.

The expected outcome for participants is to be able to develop, maintain or enhance product safety programs for their companies. Multiple individuals will present, discussing their own experience developing and incorporating these practices.

The Building a Product Safety Program organizers ask that seminar participants considering this session participate in the entire Monday and Tuesday sessions. The success of the group exercises is highly dependent on consistent participation as they are designed to build on each other.

Chris DeColli is a business manager with 3M’s Traffic Safety and Security Division. Chris and his team work with state, local and federal agencies to increase traffic safety and security with reflective road infrastructure and vehicle registration materials. Prior to joining 3M in 2008, Chris was Director of Sales with L-1 Identity Solutions delivering driver license production systems and a Project Manager with IBM working on state and federal government enterprise system modernization. He is a past-president and active member of the American Association of Motor Vehicle Administrators Industry Advisory Board. Before entering private industry, Chris proudly served in the Air Force with nine years of active duty as a C-130 Instructor Pilot. Chris has a BS in Applied Mathematics from the United States Airforce Academy and a Master degree in Computer Resource and Information Management, Webster University.

Stage V/Tier 4 – Engine Emissions of the World Vastly different emission regulations around the globe can complicate distribution and are a barrier to new markets. Proper navigation of these regulations is important to cost, market access and product movement. This session will focus on developments in Europe and China and discuss the design and technical challenges involved in meeting multiple needs.

Adopting Content Management Systems (CMS) When your product lines expand or you acquire companies, the tools for developing product manuals must be evaluated to see if there is a better way to manage the assets. Consider transitioning to a content management system (CMS) to better repurpose content and more effectively manage translations.

Dealing with Suppliers on EU REACH and RoHS ComplianceDo you expect that some of your product will enter the European Union? If yes, certain EU laws require manufacturers to report which parts of imports contain restricted chemical substances from an extensive regulated list. Then the information must be communicated with detail for every article, even for purchased components. This session will provide a brief regulation overview, and then describe one company’s approach to the overwhelming task of compliance.

Safety of Electronic Controls – Challenges and Mystery!With the growing number of functions on machines controlled electronically, it becomes increasingly important to understand the interactions between human input and the resulting output of commands given to a particular function. Particularly, when the output has implications on the safe operation of the product. This session focuses on demonstrating a method to achieve the required Performance Level (PLr) for agricultural equipment, but these basic concepts apply to other off-road equipment. Basic principles considered in the design of electronic control systems at the concept phase of the design will be discussed. The session will explore preparing the overall outline, the Unit of Observation, compiling and analyzing risks in terms of unexpected outputs and determining methods to achieve the resulting PLr. A brief description of alternative system architectures will be covered. This is available as an introduction to engineers and product safety professionals who are in the early stages of learning this process.

The Internet and Social Media – Manufacturer’s Pre-sale and Post-sale Duties The internet and social media have increased a manufacturer’s opportunity to get useful information as they are designing a product. How do they learn about potential safety issues before sale? What do they have to do about it? When they sell the product, how can these avenues of communication assist with transmitting necessary safety information to the user and others? Lastly, how does the internet and social media help alert the manufacturer to potential safety issues after sale and then assist them in dealing with those issues with product owners and users.

Translations – Lowering Your Costs The road to international markets has many twists and turns. When translating content, which path saves the most time and money? What preventative steps can you take to avoid a costly road bump? Take some time for a process “tune up” with the available technology and tools your “pit crew” can use to maximize your translation performance.

Telematics/ Big Data Telematics technology is evolving rapidly, supplying massive amounts of data. The uses have moved from machine system monitoring to driver behavior and performance, with one goal being improving operator and co-worker safety, productivity, and efficiency. With new sensor technology, telematics systems are able to record and deliver event data critical to fleet, safety, and production management for mining improvement opportunities. The ability to fuse data from multiple sensors can facilitate overall improvement of operations. This presentation will consider implementation of technologies toward safety and efficiency improvement.

Risk Assessment – Voice of Today’s UserThe team composition is probably one of the most important aspects of performing a risk assessment. What voices are needed in a risk assessment and the importance of each voice will be shared during this session. Make sure you are listening to the right voices.

Evaluating Comprehension of Safety Symbols This session will discuss the methodology involved in evaluating product users’ comprehension of safety symbols using the methodology detailed in ANSI Z535.3 (2011), the American national standard on the “Criteria for Safety Symbols.” The discussion will include a step-by-step review of a manufacturer’s evaluation process. From the selection of the user population to the creation of criteria for assessment. The session will include examples of results and lessons learned.

The Psychology of Safety Manufacturers strive to engineer products to eliminate potential hazards associated with product use to minimize accidents. However, people’s perception of risk dictates their likelihood of behaving safely when using a product. In this session, attendees will learn about human factors phenomena that affect people’s behavior with respect to safe product interaction. Attendees will learn about psychological considerations in product design.

NFPA Fire 1033 – Is Your Fire Expert Prepared?Most fire investigators are familiar with NFPA 921 and its importance in fire scene analysis. Far fewer investigators know the requirements of NFPA 1033. The purpose of NFPA 1033 is to specify the minimum job performance requirements for service as a fire investigator in both the private and public sectors. Unlike the NFPA 921 Guideline, NFPA 1033 is a standard. It sets forth the requirement that the investigator shall have and maintain an up-to-date basic knowledge of topics beyond the high school level. Since it is a standard, all parts must be followed. Given that, all fire investigators should be prepared to be questioned about their knowledge in each of the requisite topics defined in this standard. This session will focus on what this standard requires and does not require, so when it comes time for a deposition, you will not have to answer the question, “Is my expert ready?”

OSHA Driven Issues & Industry Responses Awareness of coming regulations and amendments is important to efficient design and risk assessment processes. After the presentations, a Q&A period will allow attendees to ask questions of the presenters. Likely topics include Back-Over Avoidance Systems/Solutions, ROPS on the Work Site, Visibility Standards, Fall Protection (Hand Rails-Ladders-Etc.), Crane Rule, and Respirable Silica Dust.

Anatomy of Selected Fire Incident Investigation No one likes when your product is involved in a fire incident, or worse yet, accused of being the cause of a fire. This presentation will explore several fire incidents with consideration of cause and effect, dynamics of a fire, and determination of a “proven hypothesis” as it relates to the cause of a fire on several products.

Future Delivery of Technical Manuals There are new authoring and illustration tools for development when it comes to technical manuals. This session will discuss in-process collaborative authoring and future pushes towards animations and visual content that will be delivered digitally. Delivery is going digital with mobile apps and innovative interactive devices. This session will look at the trends and challenges as technology in each area evolves.

Global Regulations - Outside of the EU Traditionally, regulations for nonroad equipment have centered around the European Union. As more regions improve their infrastructure, address climate change and increase global trade, new requirements are emerging in multiple countries that have been historically nonregulated. Just in the last 5 years China, Russia, Australia, India and Brazil have enacted major new regulatory requirements for nonroad equipment. This session will provide a basic overview of these changes and the continually evolving landscape for nonroad regulations around the world, enabling machinery companies to stay abreast of the latest developments and take proactive actions within their companies to maintain and/or enable global market access.

Getting Involved in Standards DevelopmentStandards are involved with nearly everything in our lives. Are standards relevant for equipment and components? What are the positives for the equipment industry? Well-thought-out standards are an asset. They serve as a guide for equipment features that impact safety, and bring a degree of commonality that helps users know what to expect from controls, warnings, and alarms. Standards control manufacturing costs and ease distribution when requirements across several markets match. However, standards can also be barriers to markets entry. Development of beneficial standards requires involvement from the industry. How does AEM influence standards work and what role do safety and compliance professionals play.

Consistency in Manuals, Styles, Image Libraries, Software Suites Want to take some of the “manual” work out of creating and publishing your manuals? This session’s focus will be on how to use templates and style guides to structure and organize content. A demonstration using common desktop publishing tools will show best practices and strategies that can help you improve workflows, promote consistency, reduce errors, make content repurposing easier, and position your organization to be able to take advantage of advanced publishing technologies, like content management systems, automated composition, and single-source publishing.

Product Safety Recall – The Decision Process Companies must take a strategic approach when it comes to a product safety recall. From identifying the impact and determining the remedy, there is much to assess. This session will address how to go about the business of making a decision to recall or not when faced with a potentially hazardous defect.

Operator Training Delivery Methods – LMS Compatibility Delivering operator safety training ranges from instructor led to online presentations and self-paced training. Media has evolved from VHS to DVD to digital with Learning Management Systems (LMS). Adapting to this challenge, Doosan/Bobcat and Terex Genie are using online and LMS delivery methods. This session will present their delivery approach to operator safety training.

Closing Keynote

Emerging Issues the Next 25 Years How will manufacturers address the need to increase safety, productivity and reduce the cost of ownership? This will influence the decisions equipment manufacturers make when innovating their products that build, maintain and upgrade our critical infrastructure. The speaker will present an overall industry outlook.

AEM’s 2017 Product Liability Seminar will take the form of a Mock Trial, complete with evidence presentations, arguments from adversarial parties, and a verdict rendered by seminar attendees. The case presents selected litigation arguments and assertions commonly faced by equipment manufacturers.

The Mock Trial presentation will address real world issues like:

• Accident history

• Optional equipment

• User negligence

• State-of-the-art design

• Post-sale duty to warn

• Post-manufacture alteration

• Compliance with industry standards
