1. School Organisation and General Information Dorset is committed to providing a comprehensive system of education and has a variety of different school structures in different parts of the county. All schools are organised into groups of schools called pyramids/areas. Schools may have a specialism. See Appendix 1 and 2 for information. Dorset operates different systems in different pyramids as follows:

The Local Authority (LA) is responsible for different types of school:

• Community – Local authority (LA) is responsible for funding and admissions.

• Voluntary Controlled – set up by a voluntary body, usually a church, but the LA is responsible for funding and admissions.

• Foundation* - funded by the LA. School governors are responsible for admissions.

• Voluntary Aided* – set up and owned by a voluntary body, usually a church, part funded through the LA. School governors are responsible for running the school and admissions.

• Trust* – A type of foundation school forming a charitable trust with an outside partner responsible for admissions.

• Academy* – Academies are publicly funded schools, independent of the LA. * All have their own admissions policy. Independent Schools: The LA has no responsibility for independent/private schools. Contact the Independent Schools Information Service (ISIS) see page 21.

Early Years Education

Under the government’s Early Years programme some children are eligible for free nursery school places. Contact the Family Information Service (01305 221066 or [email protected]). In Dorset pre-school/nursery settings do not have any relevance to the admissions policies for schools. Children Starting School for the First Time Children are compulsory school age as at the term following their fifth birthday. Parents must decide what setting is right for their child. All children born between 1 September 2007 and 31 August 2008 can, if their parents wish, start school in September 2012 and to apply for a place in school must complete the relevant application. Parents should contact individual schools regarding the arrangements for the following:

• Full time/Part time arrangements: All children can start school full time from September 2012, but parents can request part-time arrangements for any period until the child reaches compulsory school age. Some schools may offer phased integration.

• Deferred Entry: It is expected that most parents will choose the September admission date for their child but they have the right to defer their child’s entry for any period within that academic year up until the child reaches compulsory school age. Application must be made and once offered the place will be held for that child until the agreed start date or if the parent confirms they no longer want the place. Entry may not be deferred beyond the academic year for which admission is sought.

• For a child born in the summer term, if parents decide to postpone application until the term after the child’s fifth birthday, the child will start school in Year 1.

School Leaving Age The law allows children who reach the age of 16 during the 2012/2013 school year to leave school on 28 June 2013. The date is set by law and there is no discretion to alter it. Post 16 Education There will be a sixth form or college serving your local area, which can offer a wide range of A Level, vocational and other courses. Each will have its own admission policy and admission number for external applications and entry requirements. An appeal can be lodged if refused admission to a school sixth form. Please contact schools and colleges direct to make enquiries or to make an application. Information is available by following the link on www.dorsetforyou.com. Terms & Holiday Dates These are available on the website, from schools or by calling 01305 221000. Please note that schools set their own inset/training days. Children with Disabilities or Special Educational Needs If your child has a Statement of Special Educational Needs the school placement will be dealt with by the Special Educational Needs Team and you should contact them on 01305 224888. If your child does not have a Statement but is on the SEN register or has specific individual needs or disabilities you may wish to contact schools to discuss these. Dorset Parent Partnership (01305 221000) may be able to provide information and advice. Please note that the School Admissions Team will process the application for school places only in accordance with the admissions policies.

2. Which School – How Do I Decide? Applying for a school place is important. You will need to make appropriate and realistic decisions. If you need any advice or support, for example filling in the form, if you are not sure how to apply or what to include, please contact the School Admissions Team who can provide comprehensive help and advice. Places are allocated entirely in accordance with admissions policies for schools. The policy for Community and Voluntary Controlled schools can be found on page 14. Details of admission policies for own admission authority schools ie Voluntary Aided, Foundation and Trust schools can be found in Appendix 2, on school websites or by contacting the School Admissions Team or the school directly. You should gather as much information as possible to help you decide which school you think would best suit your child. The best way to do this is to visit the school in person, look at the school prospectus and also consider:

• The admissions policy for the school

• The school’s aims and objectives

• Details of the curriculum offered

• National Curriculum test results

• Attendance figures

• Details of policies such as behaviour and discipline

• Out of school activities offered

• School specialisms (in the case of secondary schools)

• Transport arrangements You might want to consider historical data in Appendix 2 regarding the allocation of school places. This gives some indication of past oversubscription levels and criteria of allocations but needs to be considered in conjunction with pupil forecasts (available on the website) and bearing in mind that preference trends may change. You may wish to consider key aspects of each school, such as its ethos and values, or its SEN and disability equality schemes, behaviour policies, accessibility plans or extended services. You are likely to be asked to commit to a home-school agreement. You should arrange an appointment directly with schools to visit those you are interested in. Schools usually host open days and/or evenings for parents about new admissions to schools in the Autumn term, see their website or telephone them for details. The Office for Standards in Education (OfSTED) inspects all schools and you may wish to obtain copies of the latest reports and the subsequent action plans for development. They can be obtained from the school, local libraries or via the internet on www.ofsted.gov.uk/reports. School performance tables are on www.education.gov.uk/researchandstatistics/attainmenttables. Parents living outside of Dorset Local Authority and wishing to place their child at a Dorset school should be aware that, whilst all schools have access to comprehensive support both internally and in many cases externally e.g. County Behaviour Support Service, etc, it is not possible for pupils living outside of Dorset to access any of the Local Authorities five Learning Centres under any circumstances regardless of attending a Dorset school. In such situations schools are required to contact the pupils “home” authority in accordance with the guidance Exclusions from schools and Pupil Referral Units in England. For support, however, this may not replicate what is available within Dorset.

3. Points to Consider When Making an Application Co-ordinated Admissions Scheme All Local Authorities (LAs) are required by law to operate equal preference Co-ordinated Admissions Schemes. All applications must be made through the Local Authority where an applicant lives, even if the preferred schools are in another Local Authority’s area. The arrangements and timetables set out in this booklet are part of the Dorset scheme/s. The main purpose is to ensure that every child receives one offer of a school place and also to ensure safeguarding and fairness. Equal preference means all preferences are considered together with the highest ranked preference available offered. This can mean a second/third preference of a higher criteria can be offered and a first preference of lower criteria therefore refused if a school is oversubscribed. Who Can Apply Applications can be considered from all UK residents, British citizens living abroad, those with passports endorsed with a right of abode and from EEA citizens, and who have proof of a UK property. Proof as above and confirmation of the date you will be resident must be provided to consider your application from this address. If you are a non EEA citizen, to consider the application, you must have an appropriately endorsed visa, proof of a UK property and proof of date of arrival. In all other cases, we cannot consider the application/s, until the parent/s and child/ren is/are have proof of residence in the country to enable a home authority application to be made. We require original passports/ visas to be produced to the school at the time of admission. Application must be made by a person with Parental Responsibility (see below). If your child’s day to day care is passing to someone else on a long term or permanent basis, or you are taking over the care/guardianship of a child on a permanent/regular day to day basis, we will require a letter from the person with Parental Responsibility confirming the new arrangements and a letter from the new carer and proof of address confirming the arrangements. If a child lives with someone other than a close relative for 28 days or more, then it is a legal requirement that Children’s Services are notified on 01305 877445. For children in care see page 8. Parental Responsibility (PR) In England and Wales, if parents were married to each other at the time of the child’s birth, or have jointly adopted a child, both have parental responsibility. If parents were not married, the mother always has parental responsibility. The father has parental responsibility only if he has jointly registered the birth with the mother (since 1 December 2003), if he has a Court Order or has a Parental Responsibility agreement. The School Admissions Team may seek legal advice if there is any doubt and documentary evidence may be required. Should both parents have parental responsibility, only one application will be considered. Unless a court order rules otherwise, the application must be made by the parent who has day to day care of the child for the majority of the school days/weeks. Where this is unclear or disputed, or where care is split equally and there is no agreement between the parents, the application must be made by the parent at the address identified on the child’s registered health service General Practitioner (GP) record as at the closing date where relevant (proof may be required). If separated parents reside at the same address, they should reach agreement on the application to be submitted or obtain a Court Order, but in the absence of either of these the Local Authority will allocate a place at the nearest school with places available. Where a child moves from one parent to another who submits an application, we will require agreement from both parties of the arrangements to process the application. If there is no agreement the foregoing applies. We will only contact the applicant unless information (and proof) is provided for us to contact another person with parental responsibility.

Where a child moves from one parent with PR to another we will either require written confirmation from both of the new arrangements or we will write to both parents advising of our intention to proceed with an application, allowing a short period for a parent to respond if this is not appropriate. If both parents do not agree we reserve the right to take legal advice. Home Address The home address is considered to be the main residence where the family/child spends all or the majority of their time. In the case of parents with shared care see Parental Responsibility above. If you are moving and making an in year application you may wish to wait until you have secured a residence in Dorset before the application is considered and this should be clearly marked on the application. However if you are moving but wish to apply from your current address on parental preference grounds ahead of your move, please indicate this clearly on your application form If you/the child/ren are moving, in order to consider the application from the new address, documentary evidence must be provided. This should be one of the following:

• A solicitor’s letter confirming exchange of contracts on your sale and purchase;

• A copy of a tenancy agreement showing the address of the property, date, duration of the tenancy and the signatures of yourself/ves and the landlord/s together with proof of your Notice to Quit or vacation of your current property;

• If you are moving in with a friend or relative in the area we will only consider the application from the Dorset address once you have vacated your property and are resident with them. We will require a letter from them confirming the arrangements, together with proof of their address;

• In the case of Armed Services/Crown Servants, we will accept a posting order as proof of a move to the area and will base the application on the posting address if a home address is not available.

Your Catchment Area School Living in or moving into a catchment area of a school does not guarantee a place as they can be oversubscribed and it is a parent’s responsibility to check this prior to the move. We may have to re-direct your child to an alternative school and this may be in a different tier system in some cases. The information on the website on catchments is for guidance only and not definitive. To check your catchment area or your nearest school you must contact the school or School Admissions Team. Contact School Admissions regarding spaces for in year or late transfer applications. Siblings The term sibling means full, half, step, adopted or non-blood related brother or sister living with single, married or co-habiting partners at the same home address (as identified above) In the case where parents have shared care, a solicitor’s letter or court order proving that the children reside together at all times, identifying the main carer and main residence, will suffice as evidence. In all other cases, and where no such evidence is provided, the home address of the child will be identified as that identified under the Parental Responsibility information above. In the case of sixth form, application must have been submitted and there be a reasonable expectation that the place will be offered and accepted (confirmation will be sought from the admission authority/school).

Feeder School Links Some but not all schools have feeder/receiver school links and you should check the relevant admissions policies and pyramid lists for details. Attending a feeder school does not guarantee a place at the receiver school. Please note that nursery and pre-schools (relevant to Dorset) and independent schools are not feeder schools. If your child is on a waiting list for the normal year of entry into a receiver school the feeder school link will only be considered prior to the first school day of term in September 2012. At this point your child/ren's waiting list position will be updated to the next highest applicable criteria. Your Preference School Due to oversubscription it is not always possible to offer a place at your catchment or preferred school. Living in or moving into a catchment area does not guarantee a place at the catchment school, nor does having a sibling at the school or attendance at a feeder school. You should consider making realistic preferences and speak to the School Admissions Team. If it proves possible to offer your child/ren a place in your preferred school and it is not your catchment school, this constitutes a parental preference. Your acceptance of the place offered means that the daily travelling arrangements and costs will be your responsibility unless you meet other qualifying criteria. If you have any younger children whom you later wish to attend the school there is no guarantee that a place will be available. There is also no guarantee a place will be available in the recognised receiver school. Any application will be considered in line with the admissions policy for the school. It is recommended that you take the opportunity to consider naming more than one preference as naming only one school will not improve your chances of being offered it. You must consider the options should you not be offered your highest preference school. You must carefully consider how your child will travel to school now and in the future. If you apply for a school out of area you will be responsible for transport even if your car breaks down or concessionary seats are not available. If you do not name your catchment school and a space would have been available had you done so, or if you apply late for the normal year of entry and could have applied on time, you will be responsible for the transport arrangements to any alternative that is offered unless you meet other qualifying criteria for transport entitlement. Children in Care Children in Care are Children with a Care Order (full or interim) or who are accommodated under Section 20 of the Children Act 1989. Children in Care are considered as the highest criteria with any admissions policy for Dorset schools. Applications for Children in Care should be submitted by the LA who has care of the children usually via a Social worker, or by the prospective carer together with support from the LA /Social Worker. In Year Fair Access The LA has an In Year Fair Access (IYFA) Protocol, which exists to ensure appropriate education is secured for children without a school place, particularly the most vulnerable or those with challenging behaviour. To ensure schools take their fair share of pupils with challenging behaviour, the LA and schools must work together in partnership to improve behaviour, tackle persistent absence and help support improving behaviour partnerships. 4. How to Apply for a School Place Type of Application There are two different types of application and is important that you complete the right form and submit the necessary supporting information. Dorset County Council cannot accept responsibility if you complete the wrong form or do not submit relevant information. If you are in any doubt please contact 01305 221060 for advice. In Year Applications (sometimes known as incidental or casual applications): This is where you are applying for your child to change schools (either mid year or sometimes for September) into an already established year group for example because you have moved house or your child is not happy at school. First/Normal Year of Entry Applications (Transfer): This is where your child is due to finish school in July because of their age and you are applying for them to start in the first year in the next level/age school. Completing the Form Complete the form in full. If you need help or are not sure what to send with your form, please contact 01305 221060. You should name all of your preferred schools on the form. Information will be passed to the appropriate LA or school/s responsible for admissions to consider under the relevant policy. The home LA (not schools) is responsible for sending out the letter advising of the outcome of the application in all cases. You must provide all the relevant information to support your application and in particular to support the criteria under which you are applying. This may require filling in a supplementary form (see below). If you are unsure what to supply please contact the school or school admissions to check as it may affect whether your child is allocated a place or not. If the relevant information is not provided at the time of application or by the relevant closing date the Local Authority or school cannot be held responsible for seeking this information. Parents can name up to three preferred schools in order of preference on the application form. The law says that parents are entitled to express a preference for a school they wish their child to attend. Preference is not the same as choice. The law does not give parents the right to choose a particular school for their child and have their choice met but all preferences are considered equally and in line with the relevant admissions policy and you should take this into account when making decisions and naming preferences. Parents who express a preference for a school are considered for available places above anyone who has not named it. You are advised to consider naming your catchment school as not to do so may also affect transport entitlement. Supplementary Information Forms (SIF) Some schools require Supplementary Information Forms to be completed. These are generally to support denominational/faith applications but it may be to support other criteria. You must complete and return these as advised on the form. For Dorset Schools please consult the Pyramid Lists and admission policies in Appendices 1 and 2 for details of which schools request these. SIFs can be obtained from schools, downloaded from the website on www.dorsetforyou.com/schooladmissions or via Dorset Direct on 01305 221060.

First/Normal Year of Entry Applications (Transfer) Applying to start school for the first time or change school by age into the Normal Year of Entry to School Complete your Home Local Authority application naming any preference schools and return by the relevant closing date. Applications will be processed under the circumstances at the closing date in accordance with the information provided. Dorset residents only (not Bournemouth or Poole) can:

• apply online from 1 September 2011 until 4 pm on the closing date at www.dorsetforyou.com/schooladmissions. An e-mail is sent when you register AND when your application is submitted.

• post applications by the deadline. Obtain a proof of posting free of charge from the post office particularly if this is close to or on the closing date. Please send a stamped and self addressed envelope if you wish receipt to be acknowledged

• or the current school will accept applications until the end of the last school day on or prior to the closing date (check inset/training days). You may wish to request a receipt.

For children with a Statement of Special Educational Needs you should contact the SEN Team. Deadlines for Applications

Parents who meet the first deadline will be notified of the outcome in accordance with the scheme. For Dorset residents letters with full details of the allocation and transport entitlement will be sent out on the offer date by first class post and on-line applicants should be able to view the outcome (only) electronically after 9.30 am on the offer date. We must be notified of any change of address. Please note: Prior notification of the outcome cannot be provided under any circumstances. Late Applications for Dorset Schools Applications received after the original closing date can only be considered on time if they meet the following strict criteria and must be submitted at the earliest possible opportunity after the closing date.

• Where both parents, or one in the case of a single parent family, has been ill for the vast majority or entire period between 1 September and the closing date and, as a result, did not receive the information about applying and/or were unable to complete the application during this time. A medical report is required.

• A bereavement or life threatening illness of a close member of the family resulted in the whole family relocating for the period between the 1 September and the closing date and, as a result, did not receive the information about applying or were unable to complete the application (proof would be requested).

All other late applications will be processed in rounds as identified by the following dates. The timetable for offers applies to late applications for Dorset Schools. For offers for other LA schools where this does not affect, involve or disadvantage Dorset applicants (ie non-neighbouring LAs) we will endeavour to notify the allocation in accordance with that LA timetable if we are made aware of the relevant information. Late applications are considered in the appropriate round alongside the waiting list and pending appeals (submitted by the relevant dates below). Applications received after 13 July 2012 will be processed as quickly as possible after 19 July 2012. Applications received after 1 August 2012 will be processed alongside and in the same manner as in-year applications. If you are making a late application from another LA or applying for another LA school please contact the LA concerned as their arrangements may differ. Changing your Preference If, having submitted an application, you wish to change your preference you can do so any time up to the closing date on-line or by e-mailing or writing to school admissions by that date. If you change your preference after the closing date the original application will be processed (unless you withdraw it) and your changed preferences will be considered in line with the late rounds above. Please clearly indicate the new order of all of your preferences, bearing in mind that we will only offer the highest preference possible. If it is possible to offer the new preference the original offer will be withdrawn and could be offered to another child.

In Year Applications In year applications are considered half a term in advance of the date the place is required. For September places this will be considered after Whitsun half term. We aim to process all applications received by the end of June before the end of term, subject to all relevant information being provided. You will be contacted as soon as possible but due to the number of applications this may be towards the end of June/beginning of July. If you are moving to the Dorset area and your child will need a place in an already established year group, or you wish to change your child’s current school, you must contact the School Admissions Team to discuss space availability, transport arrangements and any other relevant local information. Once offered, the place should be taken up in line with the in year scheme. Applications are considered into the year for the chronological age of your child. If you believe your child should be educated in a different year group you must discuss this with the Head Teacher of the school/s you are applying for as this will be at their discretion. Please note, that the School Admissions Team (with the exception of applications meeting the In Year Fair Access Protocol) can only process applications for mainstream schools not Pupil Referral Units (PRU/ Learning Centres), Special Schools or bases. Applicants are responsible for enclosing all relevant information in support of their application. Please read the admissions policies for the schools you are applying for to ensure everything that is required to meet the criteria is provided. If the relevant information to support an application is not provided at the time of application, or by the closing date where relevant, the Local or admissions authority cannot be held responsible for seeking this information. Applicants must make the School Admissions Team aware if there are any material changes prior to the allocation of a school place eg a house move. Parents are responsible for ensuring the correct postage is applied and the LA will not cover a shortage in postage, or accept an application as being on time, which arrives late because of short postage.

School Admissions Process Apply on-line www.dorsetforyou.com/schooladmissions Once an offer has been made, it may be withdrawn only in limited circumstances, for example:

• Where the application was fraudulent or deliberately misleading;

• Where an offer has been wrongly made by someone other than the admission authority;

• Where, following reminders from the school/LA, and appropriate warnings as to the consequences, the parent does not respond within one week of the final reminder and therefore is deemed to have declined the offer of a school place.

Submit an application through the LA where you live now even if you are applying for schools in another area. You MUST remember to send all supporting evidence in.

The admission authority ranks applications in the order they meet the school’s admission criteria and where relevant advises the LA

Each admission authority considers your details along with those from everyone else who has put in an application by the closing date under the equal preference scheme

Where relevant the LA passes your details to the admission authority or other LA for each school named as a preference on the application form

Your LA receives and records your application

PLEASE NOTE: If the LA is unable to offer you any of your preferred schools and you have no current allocation it will allocate a place at the catchment or nearest school with places bearing in mind efficient use of resources. If you decline a place this will be withdrawn and may be offered to another child.

The LA writes offering you one school place – this will be the highest preference school on your form that has a place available for your child (see note below)

5. Admissions Policy for Community and Voluntary Controlled Schools

Dorset LA is the admissions authority for all Community and Voluntary Controlled schools in the County and a full copy of the policy is available on the website. For Voluntary Aided and Foundation schools’ individual policies please see the pyramid information enclosed with this booklet, on the website or from schools directly.

The admission of children with Statements of Special Educational Needs is covered by Sections 324 to 328 of, and Schedule 27 to, the Education Act 1996. Guidance on the Admission of Statemented pupils is given in the Special Education Needs Code of Practice. Dorset LA Admissions (Oversubscription) Policy for Community and Voluntary Controlled Schools- 2012/2013 1. Where all parental preferences for places at the school can be satisfied all children seeking a

place will be admitted. 2. Where there are too few places available (see footnote 2) to satisfy all preferences places

will be allocated according to the following priority order:

(i) children who are in the care of a LA (see footnote 3); (ii) children living within the school’s catchment area and who will have a sibling(s)

attending the school at the time of admission (see footnotes 4,5,6); (iii) children living within the school’s catchment area (see footnote 4); (iv) children living outside the school’s catchment area who have a sibling(s) attending

the school at the time of admission (see footnotes 4,5,6); (v) children living outside the school’s catchment area and attending one of the preferred

school’s recognised maintained feeder schools during the previous year (see footnotes 7,8);

(vi) children living outside the school’s catchment area and whose parents wish them to attend a Voluntary Controlled school on denominational grounds (see footnote 9);

(vii) all other children living outside the school’s catchment area. 3. If too few places are available to satisfy preferences expressed within any of the priority

order categories above, places will be allocated on the basis of the child’s closeness to the preferred school (defined by straight line measurement using a geographical information based system which identifies an easting and northing for the home address and the school building and calculates the distance between the two locations – see footnote 10).

4. In the event that the LA is unable to distinguish between applications despite applying the

priority categories above, lots will be drawn by an independent person (of the LA) to determine the final place(s).

5. Where applications are received from families with multiple birth siblings for their catchment

or nearest school, and by adhering to published admission number (PAN) these siblings could not be offered the same school, the admission number will be exceeded to accommodate the multiple birth siblings. This recognises the exceptional nature of emotional bonds between multiple birth siblings and the LA’s commitment on local schools for local children. This is not an indication that schools can exceed the admission number other than under these exceptional circumstances. The exception to this is where this would compromise Infant class sizes legislation in which case the parent/s can chose which child/ren will take the place/s available up to the admission number or accept an alternative school offered where all children can attend together.

Footnotes

1. Ferndown Upper School – After allocating places to children who are in the care of the LA, priority will be given to up to 26 pupils who can demonstrate an aptitude in Visual Arts. Should the number of applications for these places exceed availability, places will be allocated in accordance with the LA admissions policy. Remaining places up to the planned admission limit of 260 will be allocated in accordance with the LA admissions policy.

2. The places available are defined as the Published Admission Number (PAN) for the

school for that year of entry.

3. This criterion specifically relates to children with either a care order (full or interim) or who are accommodated under Section 22 of the Children Act 1989.

4. The school’s catchment area is a geographical area defined by the authority following

consultation with the governors of the school and neighbouring schools. Details are held by each school.

5. The term “sibling” means full brother or sister, stepbrother or sister, adoptive brother or

sister and non-blood related children who live with single, married or cohabiting parents in the same household and relates to all year groups provided by the school.

6. In the case of an infant school the sibling link will apply to the related junior school and

vice versa.

7. For details of recognised maintained feeder schools parents are advised to refer to the Pyramid Lists on the School Admissions website.

8. This category applies to statutory aged pupils only. It does not apply to children

attending pre-schools, day nurseries and playgroups.

9. To qualify for consideration under this category, parents/guardians will need to show that at least one adult family member and the child to whom the application relates have been attending their local church at least once a month for a minimum of a year prior to the closing date for applications, and the application must be supported by a written statement from the vicar/priest/minister or leader of the church confirming this. (NB In the case of secondary/upper schools, this only applies to those which are CE VC, ie Beaminster CE VC School, The Gryphon CE VC School, Shaftesbury CE VC School and Queen Elizabeth's CE VC School, not Blandford VC School or Gillingham VC School.)

10. The use of the “straight line” measurement method applies to the allocation of places only. It will not be used to determine transport entitlement, where it is a legal requirement to measure by the shortest available walking route.

website or call 01305 221060 for details).

12. The LA operates a waiting list policy. Parents can apply to have their child’s name placed on a waiting list. This will be held for one term only following refusal. If parents wish to keep a child on the waiting list beyond the first term they will need to apply in writing at the end of each term for an extension.

Sustainable travel to school When you are thinking about the schools you would like your child to attend, please consider the following:

• Children who walk to school are fitter, have better developed social skills, are more familiar with their surroundings, have better road sense and arrive at school more relaxed and ready to learn.

• Your active involvement with your child’s education has a far greater impact on their achievement than the school you choose.*1

• Parents want ‘a good school locally’. By choosing a local school and taking an active part in your child’s education, you are likely to achieve better results for your child as well as delivering a healthy and sustainable community.

• Unless the primary school you choose is less than 1km (a 15 to 20 minute walk) from your home, you will probably drive your child to school. What schools are within walking distance of your home? *2

Remember, if you choose a school that you will have to drive to, it is a long term commitment. Will you still want to / be able to drive your child to school in 7 years time?

• If all Dorset parents chose to send their children to their nearest school we would see car use fall by 10.7 million km and a saving of 2,182 tonnes of CO2 per year.

• Consider the cost of driving your child to school. Current figures put the average cost at £930 per year! *3

Where walking, cycling or public transport are not feasible, car sharing may be an option. This can save time and money and helps cut traffic congestion and air pollution as well as being sociable for children. 7. Waiting Lists and Appeals Information You can appeal and go on a waiting list at the same time. Waiting Lists If you are refused a school and offered a lower or alternative preference and wish your child’s name to be placed on a waiting list you will need to confirm this in writing. All schools must hold a waiting list for one term for the normal year of entry. Under the Co-ordinated Scheme a child can only hold one offer of a school place. Therefore, if a place is offered from a waiting list the other offer will be withdrawn. If your child is already in another school, you will have one month to accept the place. For Voluntary Controlled and Community Schools, waiting lists operate on a termly basis and if you are not offered a place and wish to remain on the list you must request this in writing at the beginning of each term. It is not necessary for parents to contact School Admissions to enquire about their child’s position on a waiting list as it can change regularly and should a place be available to offer to your child under the relevant admissions policy you would be contacted immediately. Waiting lists do not operate on a “first come, first served” basis. If you are refused a place at a Voluntary Aided or Foundation school you will need to contact the school to find out their procedure. Appealing for a School Place If you have been refused a school place you will receive a letter advising of your right of appeal and the reason for refusal, ie:

• all available place/s have been offered to applicants of a higher criteria; or

• the class/teaching group at the school is full and there are no further places available for your child.

Information about the appeals process and arrangements is available from Democratic Services, Dorset County Council, County Hall, Colliton Park, Dorchester, DT1 1XJ (Tel: 01305 224188) or, in the case of some Voluntary Aided and Foundation schools, from the Clerk to the Governing Body at the school address. How to Appeal There are two different types of appeal. Most appeals are heard following the standard school admissions appeal process. However Infant Class Sizes appeals are different (see information below) and you will be advised in/with your refusal letter if this legislation applies to your case. The relevant appeal form and booklet are available via the School Admissions website or you can telephone the School Admissions Team to request a form. The form should be returned to the Clerk to the Appeals Panel at the address on the appeal form who will later advise you of the date, time and place of the hearing. If your appeal is for The Woodroffe School or Highcliffe School please contact the schools directly and they will advise the Clerk to the Governing Body at the school. You cannot appeal more than once in the same academic year unless there has been a significant change in circumstances to change your criteria or other new material evidence becomes available which you could not reasonably have obtained or submitted at the original hearing.

Infant Class Size Appeals Parliament has decided that a maximum limit of 30 children (subject to a few exceptions) should be placed on the size of an infant class that is taught by one teacher. By law, admissions authorities must comply with that requirement. If the admissions authority refused a place because of the need to comply with that requirement, an Appeal Panel can only uphold an appeal if it is satisfied that: (a) the child would have been offered a place if the admission arrangements had been properly

implemented; and/or (b) the child should have been offered a place as the admission arrangements were/are contrary

to the mandatory provisions in the School Admissions Code and the School Standards and Framework Act 1998; and/or

(c) the decision to refuse admission was not one which a reasonable admissions authority would have made in the circumstances of the case.

Effectively the law makes an infant class admission appeal a review of the decision already taken. An Appeal Panel has no discretion about this. Unless the Panel is satisfied that one or more of the above reasons applies, it has no power to uphold an appeal, no matter what the personal circumstances of an appellant are. The letter advising you of the grounds for refusal will confirm if this legislation applies to you. Children with a Statement of Special Educational Needs If your child has a Statement of Special Educational Needs you should contact the SEN team within the Children’s Services Directorate for appropriate advice and guidance on 01305 224888. Separate appeal arrangements exist under the Education Act 1996 for you to appeal against the special educational needs provision/placement for your child.
