Purpose
� Soldiers can be administratively reduced for reasons of
inefficiency or for misconduct resulting from a civil
conviction.
� Administrative reductions cannot be used in lieu of Article
15.

Reduction Management
� A reduction board is required for soldiers in the grade of CPL/SPC when being reduced more than one grade and for
soldiers in the grade of SGT through SGM for any reductions
for misconduct (civil conviction) under paragraph 10-3, AR
600-8-19, and for inefficiency under paragraph 10-5, AR
600-8-19.
� Individuals in grade of CPL and below may be reduced one
grade without action by a board.
� Board appearance, however, may be declined in writing,
which will be considered as acceptance of the reduction
board's action.

Reduction for Misconduct
�For Administrative reductions, misc ondu ct only applies tosoldiers convicted by a civil court (domestic or foreign).
� On receipt of documentation establishing a sentence or
finding of guilty, soldiers will be reduced or considered for
reduction according to Table 10-2, AR 600-8-19. A soldier
may be reduced even though an appeal is pending or hasbeen filed.
� If conviction is reversed, the Soldier will be restored to the
former grade.
� For UCMJ, Art 15, see AR 27-10. Soldiers in the grades SFC through CSM may not be reduced under this provision.

Steps for processing reduction for
misconduct (Civil Convictions)
STEP WORKCENTER REQUIRED ACTION
1 UNIT/BNS1Notification is received that soldier has been
convicted of an offense by a civil court.
2 UNIT/BNS1
Based of offense and sentence, determine the
need for a reduction board, need for automatic
reduction to a lower grade, or need to retain or
separate.
3 BNS1Submit Grade Change (GRCH) transaction
through SIDPERS.
4 BNS1 Initiate separation action if applicable.
5 BNS1Forward substantiating documents through
command channels to PSB.
6 ENRCIf reduction is made, forward documentation to
US AREC for filing in the OMPH (if applicable).

Reduction for Inefficiency
� I neff ici ency is a demonstration of characteristics that showsthat the person cannot perform duties and responsibilities of
the grade and MOS. Inefficiency may also include any act or
conduct that clearly shows that the soldier lacks those
abilities and qualities normally required and expected of an
individual.� CDRs may consider misconduct, including conviction by civil
court, as bearing on inefficiency.
� A Soldier may be reduced under this authority for
longstanding unpaid personal debts that he or she has notmade a reasonable attempt to pay.

Criteria� Must have served in the same unit for at least 90 days.
� The
CDR starting the reduction action will presentdocuments showing the Soldier¶s inefficiency to the
reduction authority. This may include²i. Statements of counseling and documented attempts at rehabilitation by
chain of command or supervisors.
ii. Record of misconduct during the period concerned.
iii. Correspondence from creditors, attempting to collect a debt from theSoldier (see AR 600±15, para 3±1).
iv. Adverse correspondence from civil authorities.
� Documents will establish a pattern of inefficiency rather than
identify a specific incident.
� The CDR reducing the Soldier will inform him or her in
writing of the action contemplated and the reasons. The
Soldier will acknowledge receipt of the memorandum by
endorsement and may submit any pertinent matter in
rebuttal.

Rules� A Soldier who is to appear before the board will be given at
least 15 duty days written notice before the date of the
hearing.
� If the Soldier requests counsel, the convening authority will
determine if either of the following is appropriate:
1) Military counsel is reasonably available.
2) If a judge advocate is available, the request is forwarded to the local TrialDefense Service official for necessary action.
� Notification of a board hearing date will be made only after
counsel is available as requested by the Soldier.
� The recorder will, on request, arrange for the presence of
any witness or witnesses to be called on their behalf.
� Copies of all written affidavits and depositions of witnesses
who are unable to appear before the board will be furnished
the individual or his or her counsel as appropriate.

Steps for Conducting Reduction Boards

1 UNIT Request preparation of reduction packet for inefficiency.
2 BNS1 Prepare notification documents and provide to commander.
3 UNIT Notify soldier, in writing, of intent to reduce for inefficiency.
4 SM Acknowledges receipt, endorses, provides pertinent matters in
rebuttal.
5 UNITRenders determination to reduce, forwards to BNS1 for
appropriate action.
6 BNS1 Determine need for reduction board.
7 BNS1 Conducts reduction board. (SGT - SGM)

1 Forwards results of board to appeal authority, if applicable.
9 BNS1 Submits all applicable Grade Change (GRCH) transactions.
10 BNS1 Forwards finalized case to PSB.

Rights of the Soldier
� Failure of the Soldier to exercise the right to counsel will not
negate the board¶s proceedings, findings, and/or recommendations.
� A Soldier may decline, in writing within 7 duty days, to
appear before the board or may appear in person with or
without counsel at all open proceedings.
� The Soldier may retain a civilian lawyer at no expense to the
Government or use military counsel
� The Soldier will be advised by the board president of the
nature of the action being contemplated, the impact of such
action on continued military service, and the right to requestcounsel
� The Soldier may challenge any board member for cause.

Rights of the Soldier
� The
Soldier may request any reasonably available witness or submit written affidavits and depositions of witnesses who
are unable to appear.
� The Soldier may employ provisions of UCMJ, Art. 31, or
submit to an examination by the board.
� The Soldier or counsel may question any witness appearing
before the board.
