ForewordThe Australian Defence Force Clothing and Personal Equipment Procurement Plan (ADF CPEPP) 2010-14 (4th edition) is designed to provide industry with sufficient guidance to enable broad business planning. Similar to the Defence Capability Plan, the ADF CPEPP can be used as a reference tool for industry to:
Obtain early information and guidance on the Australian Defence Force’s ●clothing and personal equipment plans over the next five years;
Better understand Australian Defence Force’s clothing and personal ●equipment requirements;
Contact identified personnel for clarification of requirements or to suggest ●potential strategies for meeting the requirement; and
Identify potential opportunities for Australian industry participation in ●clothing and personal equipment acquisition.
This edition of the ADF CPEPP covers 22 competitive tender opportunities across the Clothing Systems Program Office and Soldier Modernisation Systems Program Office.
In addition to, and managed concurrently with the competitive tendering activities presented in this plan, there will be other procurements conducted throughout financial year 2009-10 for which the acquisition strategy is yet to be determined. These procurements are essential in order to meet immediate ADF operational and urgent capability requirements.

Plan OverviewThe Australian Defence Force Clothing & Personal Equipment Procurement Plan 2010-2014 (ADF CPEPP 2010-14) provides details of clothing, personal field equipment and associated products planned to be tendered with a contract value above $80,000 (GST inclusive).
This plan provides the basis upon which the Defence Materiel Organisation (DMO), supported by the Australian clothing and personal equipment industries, will deliver world class clothing and personal equipment to the Australian Defence Force.
About this PlanEach year the ADF CPEPP is subject to periodic review, as changing strategic circumstances, new technologies, operational needs, finance and changed priorities influence the specific proposals contained in the plan. In such circumstances, projects may be accelerated, deferred, cancelled, enlarged or diminished as circumstances change and new projects are introduced. Potential industry suppliers should therefore note that the ADF CPEPP 2010-14 includes proposals that can and may undergo change over time.

ADF Combat and Non-Combat Clothing and Personal Field Equipment
ADF Clothing includes combat and non-combat clothing such as uniforms and accoutrements for general duties and non-operational roles. ADF Personal Field Equipment includes field equipment carried and operated by soldiers.
Major risks associated with this plan include the capacity of clothing and personal equipment industries to meet ADF combat and non-combat clothing and personal equipment, managing locally-based agencies, maintaining product quality and changes in local supply arrangements.
Further, as the ADF’s requirements change, the provision of suitable clothing and equipment will need to continue to evolve. Enduring factors that influence these requirements include:
Nature and scale of military operations; ●
Preparation for future contingencies; ●
Emerging technologies and commercial capability to deliver these ●technologies;
Interoperability with allies and coalition partners; ●
Australian industry innovation; ●
Size, scale and doctrine of the ADF; and ●
Funding. ●
Whilst the ADF CPEPP 2010-14 is intended to inform and aid business planning, new requirements can emerge quickly and as such industry should rely on the solicitation documentation as the authoritative statement of requirement.
Competitive tenders identified in the ADF CPEPP 2010-14 will be released through the government tender website, AustTender, at www.tenders.gov.au.

The ADF Clothing and Soldier Modernisation Budgets
The clothing and personal equipment budget is significant and the Government and the Australian taxpayer expect that Defence procurement is underpinned by the principle of value for money.
Current indications are that expenditure for combat and non-combat clothing and personal equipment sustainment going forward for the next five years will be between $90m to $100m per annum including operational support activities and unique Service initiatives.
The expenditure in financial year (FY) 2008-09 was $108m for the provision of combat and non-combat clothing and personal field equipment to support operations and training. This supported initiatives such as the Enhanced Land Force , Hardened and Networked Army and the Australian Defence Force Gap Year Program.

Table 2 shows the historic expenditure profile over the last two years and the expected forward budget profile for the next five years for Personal Field Equipment within the Soldier Modernisation System Program Office.

Proposal Profiles
Outline profiles for proposals include the following subsets:
Scope ● – a detailed description of the requirement including a short description of the product, its purpose and planned use;
Proposed acquisition ● – lists the proposed tendering strategy and expected timing the tender will be released to the market;
Planned quantities ● – indicative quantities based on projected usage rates;
Product history ● – brief explanation as to whether this is a new requirement or a tender for an existing item. A performance statement has also been included to articulate the key characteristics of the product. This also indicates whether the product is made to a military or commercial standard;
Planned expenditure ● – details the anticipated annual expenditure per annum and the estimated contract value for the term of Contract or Standing Offer; and,
Point of contact ● – lists the contact point of the relevant fleet manager.
The date of tender release is an estimate only. The timing of tender release is based on the most likely dates that the DMO will visit the marketplace and takes into account existing contractual relations and options for extensions under existing agreements.
The planned expenditure information assists in providing a broad guide for planning and will encourage early involvement of industry in dialogue on projects in excess of $80,000 (GST inclusive).

Value for Money and Non-Discriminatory Procurement
The DMO follows Commonwealth procurement policies, including the Commonwealth Procurement Guidelines, for the procurement of clothing and personal field equipment in order to meet ADF requirements. The Australian Government procurement policy framework is non-discriminatory.
The DMO selects tendered products based on value for money, which includes encouraging competition by ensuring products are considered for their suitability and intended purpose and not on the basis of origin. However, for certain requirements, specific Australian Industry Capabilities may be sought in the requested solicitation documentation.

The choice to proceed with procurement will continue to be made on a ‘Value for Money’ basis that considers all relevant aspects including commercial requirements, schedule, specifications, quality, tender conditions and price. The criteria will be identified in the tender documentation and used as a basis for evaluation during the source selection and contract negotiation process.
DMO will make reasonable efforts to notify industry of any in-year changes to the ADF CPEPP through the clothing industry newsletter ‘Threads’.

Planned quantities150,000 – 200,000 garments (hats, coats and trousers) per annum.
Smaller quantities of clothing using the same design and fabrics may be required in colours, such as black, tan, khaki or blue to support Defence, civilian and specialist uses.
Product historyThe standard camouflage pattern is available in Disruptive Pattern Print (DPP).
All current DPP garments are near-infrared (NIR) managed, while others have fire and flame resistant or retardant qualities reflecting specialist use, including garments worn by Armoured Fighting Vehicle crew, Petroleum Operators and Explosive Ordnance Disposal personnel.

Serial 4 – Combat glove
ScopeThe Australian Defence Force has an ongoing need to provide a durable combat field glove to provide basic levels of protection to the hand and fingers during field activities, both in hot/tropical and in cold and wet weather environments. The glove will be worn during training and operations, and when travelling in vehicles.
Proposed acquisitionOpen tender is planned for quarter 3, 2009 to establish a standing offer for two years with further options for extension up to a total of five years.
Planned quantities25,000 - 35,000 pairs per annum.
Product historyThe combat glove is both a new and a replacement item.
The glove will replace woollen gloves previously issued for use in Australia, and the flyers glove issued for overseas deployments.
The glove is to provide a basic level of protection from hand and wrist/lower arm abrasion, cuts and lacerations during mounted (in vehicles) and dismounted (on foot) operations. The level of protection will be limited by the need for tactility and the use of the glove in a range of environments. The glove must be designed and manufactured to ensure that it does not contribute to melt-stick injury if exposed to flash or flame.
The glove may be disruptive pattern or in plain colours, such as black, tan, or khaki. Some aspects of garment designs may be specified, while others will seek industry solutions to Australian Defence Force requirements.

Serial 5 – Entrenching tools
ScopeThe Australian Defence Force has an ongoing need to provide entrenching tools. The entrenching tool is part of the field equipment used by the ADF.
The item currently in-service includes a hinged pick and shovel combination and standard cutting blade edges. The standing offer will be for the current entrenching tool.
Proposed acquisitionOpen tender is planned for quarter 3, 2009 to establish a standing offer for three years with further options for extension up to a total of five years.
Planned quantitiesInitial purchase of 15,000 and approximately 12,000 per annum thereafter.

ScopeThe Australian Defence Force has an ongoing need to provide flyers clothing for aircrew, serving in rotary and fixed wing aircraft. This includes one and two piece flyers clothing, gloves and leather flying jackets.
All garments are to provide a level of flash, flame and fire protection for the wearer and the leather jacket is to provide additional warmth in cold environments.
Proposed acquisitionOpen tender is planned for quarter 4, 2009 to establish a standing offer for two years with further options for extension up to a total of five years.
To allow for technology improvements and requirement change, the contracts are to contain provisions that will allow for innovation with respect to materials and garment design.
Planned quantitiesThe flyers clothing: 2,000 – 3,000 garments per annum.
Leather flying jacket: 100 - 200 garments per annum.
Flyers glove: 8,000 – 15,000 pairs per annum.
Product historyFlyers clothing and gloves are currently provided in disruptive pattern and in tan and sage green. The supplier will need to provide a made to measure service to ensure appropriate fit, where standard sizes are not suited to individual aircrew.

Product historyIn the Australian Army, Standards or Guidons are carried by Armoured units or Regiments. Queen and Regimental Colours are carried by the Royal Military College, Duntroon, Infantry Battalions and University Regiments. Banners are carried by those Corps or units that have had them presented by Royal or Vice-Regal personages.

Serial 11 – Combat boots hot/tropical
ScopeThe Australian Defence Force has an ongoing need to provide a range of durable boots to provide stability and protection to the foot and ankle suitable for a range of geographic and climatic environments.
This is the standard in-service boot worn by members of the Australian Defence Force in the majority of environmental conditions and climates, within Australia, the Pacific region and other areas of operation.
Proposed acquisitionOpen tender is planned for quarter 1, 2010 to establish a standing offer for three years with further options for extension up to a total of five years.
Some design elements may be specified, within the context of seeking commercial Military off the Shelf solutions to Australian Defence Force requirements.

Product historyThe current combat boots being utilised by the Australian Defence Force is the Terra Combat Boot manufactured by Redback Boot Company Pty Ltd.

Serial 12 – Firefighting clothing
ScopeThe Australian Defence Force has an ongoing need for a range of Fire Fighting Clothing including helmets to provide protection to members during fire fighting activities. The clothing is worn during building and on board ship fire fighting activities. The range of fire fighting clothing has undergone a user review and this open tender will detail each garment through functional requirement.
Proposed acquisitionOpen tender is planned for quarter 1, 2010 to establish a standing offer for two years with further options for extension up to a total of five years.
To allow for technology improvements and requirement change, the contracts are to contain provisions that will allow for innovation with respect to materials and garment design.
Planned quantitiesFirefighting Ensembles: 750 - 1,200 per annum.
Firefighting Helmets: 1,000 - 1,500 per annum.
Product historyThe Firefighting ensemble is both a new and a replacement item.
The ensemble has previously been procured against the AS/NZS standard, in a number of different configurations to suit specific end user requirements.
This ensemble will be procured against the AS/NZS standard but will not define the specific style, it will be based on a functional requirement to meet each services specific Firefighting requirements.

ScopeThe Australian Defence Force has an ongoing need to provide immersion suits to personnel. The immersion suit is a one piece outer garment used by Special Forces personnel in training or on operations to keep the wearer dry when conducting operations that involve traversing bodies of water.

Product historyThe Australian Defence Force has designed and issued specifications for a garment suited to wearer needs. The garment has been refined and varied over time, and it is expected that further development may be undertaken.

ScopeThe Australian Defence Force has an ongoing need to provide a range of durable boots to provide stability and protection to the foot and ankle suitable for a range of cold and extreme cold geographic and climatic environments.
The cold and extreme cold weather boots are required to be water-proof and possess superior traction on cold and icy surfaces while maximising heat retention.

CLOTHING SYSTEMS PROGRAM OFFICE
Serial 22 – Cadet boots
ScopeThe Australian Defence Force has an ongoing requirement to provide boots to cadets for training in barracks and in field environments. This includes outdoor activities for periods of limited duration (up to 10 days), drill in barracks and navigational exercises. It is anticipated that the boot will be required to be worn by cadets across the full spectrum of Australian climatic zones. The boot should be available in a range of fittings.
