Additional Declaration Guide

Regulated grain, vegetables, cut flowers,

parts of plants and potatoes

February 2020

Almost all plants and living parts of plants, including all seeds intended for planting, must have a phytosanitary certificate for entering the EU from 14 December 2019. For some plant genera the phytosanitary certificate needs to list specific additional declarations (AD). This guide lists the additional declaration import requirements of cut flowers, fruit, vegetables, potatoes and parts of plants imported into the United Kingdom (UK) from third countries. It also lists the small number of fruits that do not require a phytosanitary certificate. Unless the AD requirement is specific to England (♦) the ADs listed in this document can be found in Annex VII of Regulation 2019-2072 (as amended) and the relevant EC Commission Decisions. Where required any AD should be stated using the full wording on the phytosanitary certificates. It is the responsibility of the importer to ensure all AD requirements relating to their import are met.
