EditorialHello and welcome to the 17th edition of the BAB Newsletter of Accreditation. This issue has come with some specialty; particularly the news on BAB’s celebra-tion of World Accreditation Day 2019 as a government declared national day. News on Laboratory Conclave for BAB’s stakeholders is one of the highlighted items. Welcoming new Industries Minister and State Minister enriched this issue encompassing many other signifi-can BAB achievements.

This issue includes an update on BAB activities related to accreditation and quality. Accreditation awarding to new conformity assessment bodies in different sectors, organizing training-workshop in the view of developing experts/assessors and arranging seminar-conference to aware the stakeholders and mass people on the necessity and importance of quality and accreditation are the central of this news edition.

As ever, we hope you enjoy reading the newsletter and share this newsletter with your colleagues. If you need further information on anything in this newsletter or indeed you have a general question, we would like to hear from you.

World Accreditation Day Observed inBangladesh with Great Enthusiasm

The World Accreditation Day was observed in the country on Sunday, 9 June 2019 with great enthusiasm, as elsewhere across the world, to raise awareness about the importance of accreditation. This is a global initiative jointly established by the International Laboratory Accreditation Cooperation (ILAC) and the Inter-national Accreditation Forum (IAF) and has been celebrating across the world since 2008. Every year Bangladesh Accreditation Board (BAB) jointly organizes this program with Dhaka Chamber of Commerce and Industry (DCCI).

In her message, Prime Minister Sheikh Hasina said providing -quality goods and services at all levels of the supply chain- is one of the prereq-uisites for achieving confidence of buyers and consumers. For this, an effective and trusted Quality Management System is essential, the premier said, adding: “In this context, the accreditation system is being considered as an important tool throughout the world.”

On the eve of the day, His Excellency President of the People’s Republic of Bangladesh Mr. M Abdul Hamid and Honorable Prime Minister of the Government of People’s Republic of Ban-gladesh Sheikh Hasina gave separate messag-es wishing all successes of the programmes taken in connection with observance of the World Accreditation Day 2019.

In his message, President Mr. M Abdul Hamid said accreditation plays a pivotal role in ensur-ing supply chain for products and services especially in the context of socio-economic development and globalization. Mr. M Abdul Hamid hoped Bangladesh Accreditation Board along with concerned government agencies and business communities will take joint ven-ture to achieve confidence of everyone from producer to consumer level.

BAB celebrated this day by organizing a series of commemorative activities including major national events, seminars, and media events, to communicate the value of accreditation. Bangladesh Television aired special program and mobile phone operators sent messages through the short message system (SMS) to mark the day. Ministry of industry was decorat-ed with colorful balloons and festoons, banners and posted were displayed in different import-ant locations of the city . A souvenir was also published containing articles on the theme of the day.

Industry Secretary Mr. Md. Abdul Halim kicked off the program in the morning releasing balloons. BAB also brought out a colorful procession in this connection. Officials from industry ministry and different organizations, stakeholders and representatives of interested parties, accredited laboratories, policy makers and business community participated in the procession.

BAB is mandated by the act with the responsi-bility of providing accreditation service in Ban-gladesh. Since inception it has been striving to develop national quality infrastructure and quality management system in the country at per international standards. Currently it oper-ates four accreditation schemes for various types of conformity assessment bodies, such as testing and calibration laboratories, medical laboratories, certification bodies and inspec-

International Organization for Standardization (ISO), International Electro technical Commis-sion (IEC), and other regulatory standards and national standards. BAB has already awarded accreditation certificates to 72 conformity assessment bodies including testing and metrology laboratories and certification body of Bangladesh Standards Testing Institution (BSTI), Institute of National Analytical Research and Services ( INARS) laboratory of Bangla-desh Council of Scientific and Industrial Research (BCSIR), Analytical Chemistry labo-ratory of Bangladesh Atomic Energy Commis-sion, National Control Laboratory, Directorate General of Drug Administration.

The theme of this year’s day is ‘Adding Value to Supply Chains’. A seminar was arranged on the theme of the day. Industries Minister Mr. Nurul Majid Mahmud Humayun addressed the func-tion as the chief guest while DCCI President Mr. Osama Taseer was present as special guest. Industries Secretary Mr. Md. Abdul Halim was in the chair while BAB Director General Mr. Md Monwarul Islam also spoke on the occa-sion, among others.

Industries Minister Mr. Nurul Majid Mahmud Humayun laid emphasis on the need to improve quality of goods and services to international standards in order to achieve the desired export target. He said that accreditation is a certifica-tion of goods or services for their quality assessment, based on international standard gearing up export and import activities across the world. He also said that from procurement of raw materials to the finished products at the consumer’s level, supply chain plays an import-ant role.

Secretary of Ministry of Industries Mr. Md. Abdul Halim said that besides RMG, other sectors will also get benefits to increase export competitive-ness. The Ministry has formulated of Leather and SME Policies and soon these policies will be placed to the Cabinet meeting. The Ministry has already formulated an IP policy and Policy for Informal Sector is also is in consideration, he informed. He said that we have to give facilities to our local manufacturers first.

BAB Director General (Additional Secretary) Mr. Md. Monwarul Islam said that the World Accreditation Day is being observed in 195 countries in the world. He also said accredita-tion has become an international market factor for cross boundary trade and a mechanism for delivering confidence in quality of product and services worldwide.

DCCI President Mr. Osama Taseer said that contribution of international trade in our GDP is 36.5 percent. Bangladesh exports to about 200 countries in the world. According to The Char-tered Institute Procurement and Supply 70% percent of a company’s expenditure goes for raw materials procurement. He said accredita-tion creates confidence among the parties involved in a supply chain process and reduces concerns of international importers.

In the program, Industries Minister handed over accreditation certificates to multinational and local testing laboratories and inspection bodies.

Industries Minister in the seminar asked the BAB to undertake sector-based accreditation scheme to resolve various technical and non-tariff barriers the exporters facing in the world market. The minister made the directives while handing over accreditation certifi-cates to 16 local and multi-national laboratories during Laboratory Conclave hosted at ministry conference room.

The program was chaired by Mr. Md. Abdul Halim, Secretary of the Ministry of Industries. BAB Director General, Mr. Md. Monwarul Islam (Additional Secretary), Head of different organizations attached to the ministry, CEO and senior officials from different organizations, Journalists and BAB officials were also present at this occasion.

BAB has recognised the laboratories as part of the organization’s process to strengthen the country’s position in export business. Admitting the contribution of country’ private sector in economy, industries minister said that the local entrepre-neurs are playing vital role in economic development and quality industrialisation. Ban-gladeshi products are domi-nating the world market by their endeavors.

Later the minister handed over the accreditation certificate among the 16 awardees. The awardees are- Bangladesh Army 24-enginerring construction’s BD Testing Laboratory, Bangladesh Research and Testing Laboratory, Bangladesh Material Testing Laboratory, Biman’s Tools Calibration Labora-tory, BSTI’s National Metrology Laboratory, Lab Aid’s Pathology Laboratory, Pran Dairy’s Pran Bev-erage Laboratory, Walton’s NUSDAT-UTS, garment testing laboratory Taha Giyim, Drug Administra-tion’s National Control Laboratory, United Hospital’s Pathology Laboratory, SGS Bangladesh Ltd’s Calibration Laboratory, Bureau Veritas Consumer Products Services, ITS Ban-gladesh Ltd, DoF Quality Control Laboratory, Dhaka and Analytical Chemistry Laboratory, BAEC.

Companies often face differ-ent kinds of technical, tariff and non-tariff barrier in the competitive world especially in export and import markets. To face this challenge, accreditation is a worldwide recognised and acceptable way. If any product gets certi-fied by any accredited labora-tory, it will get easy access to world market.

Bangladesh Accreditation Board (BAB) signed Annual Performance Agreement (APA) for the fiscal year 2019-2020. Mr. Md. Abdul Halim, Honorable Secretary, Ministry of Industries and BAB Director General Mr. Md. Monwarul Islam (Additional Secretary) signed the APA. This year APA has included most important target based activities of BAB. All BAB officers were present during the signing ceremony.

The 37th BAB Board Meeting, presided by honorable Secretary to the Ministry of Industries, Mr. Md. Abdul Halim was held on 22 January 2019 at BAB conference room. BAB Director General Mr. Md. Monwarul Islam presented the meeting agenda as member secretary. A total twelve important agenda were discussed and thirteen decisions have come out of this supreme policymaking board meeting few of those as such: 1. To recruit manpower according to the BAB recruitment rules and formed two selection committees - one for officer recruitment and another for staff recruitment. 2. Formation of Accreditation Committee by amalgamation of existing Technical Review Panel and Technical Committee 3. To celebrate world accreditation day 2019 in befitting manner.

Industries Secretary Mr. Md. Abdul Halim expressed his satisfaction to BAB for its contribution in promoting good quality culture in Bangladesh during a ceremony of unwrapping the BAB Annual Report 2017-18 and 16th BAB Newsletter held on 13 January 2019 at Ministry of Industries Confer-ence Room in Dhaka.

BAB has come up with a new look of its accreditation certificate. The unique things inside the new certificate are embrossing of a gorgeous vector on top-right and down-left corner and color accreditation symbol. The new certificate already has earned its clients appreciation.

Sec-retary also thanked BAB for issuing biannual newsletter by highlighting important activities and achieve-ments of the organization. The program was chaired by Director General of BAB Mr. Md. Monwarul Islam where head of the organiza-tions under the ministry and the addi-tional secretaries were present.

Mr. Md. Monwarul Islam, Director General (Additional Secretary) and Mr. Mohammed Abbas Alam, Assistant Director, BAB participated the Annual Meeting of Asia Pacific Accreditation Cooperation (APAC) hosted by Singapore Accreditation Council (SAC) and held at Hotel Mandarin, Orchard in Singapore from 14-22 June 2019. APAC‘s primary role is to manage and expandMutual Recognition Arrangement (MRA) among Accreditation Bodies in the Asia Pacific region.

Main objective of this participation was to continue BAB’s international recognition as an APAC MRA signatory and to gear up the process of BAB MRA renewal and scope extension. BAB Director General seen in the Annual Meeting of

Different technical meetings were held along with General Assembly and MRA council meeting. Director General of BAB participated in the MRA Council Meeting as the delegate while Mr. Mohammed Abbas Alam, Assistant Director of BAB participated as an observer.

Mr. Md. Monwarul Islam, Director General (Addition-al Secretary) and Mr. Md. Mahbubur Rahman, Deputy Director of BAB attended the World Halal Assembly Philippines 2019 held from 26-27 Febru-ary 2019 in Manila, the Philippines. The assembly was organized by the Department of Science and Technology Regional Office with the supports of the Organization of Islamic Cooperation’s (OIC) Stan-dards and Metrology Institute for Islamic Countries (SMIIC).

Objectives of the program was to innovate break-throughs which would not only enable Halal prod-ucts to penetrate the world Halal market but also contribute towards a sustainable Halal ecosystem and interaction with SMIIC peers and develop a plat-form of experts from various nations.Stakeholders and liaison partners discussed and exchanged views on Halal to build-up networks and synergies, and to create solutions

Bangladesh Accreditation Board (BAB) has already started accreditation schemes for Management System Certification in 2015. It has also a plan to start accreditation schemes for Halal certification bodies to facilitate Halal products in the global market.

Mr. Md. Monwarul Islam, Director General (Additional Secretary) and Mr. Md. Mahbubur Rahman, Deputy Director of BAB participated in the technical seminars on latest update in laboratory science and management held from 12-14 March 2019 in Dubai, United Arab Emirates. Considering importance and relevancy of the topics BAB officers participated in the seminars on 13 Mach 2019. Achievements from participation at this program are manifolds. Some of the achievements, but not limited to, are mentioned below.

1. Meeting with accreditation body representatives and international scientific community 2. Sharing knowledge and experience3. Assist to expansion of new accreditation scopes4. Building rapport with international peer organizations in accreditation community 5. Promotion of BAB activities

Two BAB Officers Monirul Hoque Pasha, Assistant Director and Md.Towhidur Rahman, Assistant Direc-tor have participated a Training Workshop on accreditation in the medical sector using ISO 15189 was held from 15-16 May 2019 in Hong Kong. This event was organized by The Asia Pacific Accredita-tion Cooperation (APAC) and hosted by Hong Kong Accreditation Service (HKAS). The workshop mainly focused on risk based assessment approach and sharing of assessment experiences from medi-cal lab assessments based on ISO 15189 in Austra-lia and England. Several group work sessions were also held. The Facilitators were Mr Andrew Griffin, National Association of Testing Authorities (NATA), Australia and Dr David Ricketts, United Kingdom Accreditation Service (UKAS).
