1. Purposes
1.1 These measures are formulated with the purposes to instruct and standardize system and
equipment commissioning works and ensure that the system and equipment can be put into
operation safely and normally.
1.2 To examine electrical and thermal engineering protection interlocks and signal devices of
the open circulating water cooling system and to confirm the reliability of their action.
1.3 To examine the operation situation of the system and equipment, performance of the
system, find out and remove possible defects.

3. Commissioning Quality Standard and Objects
3.1 The commissioning results of the open circulating water cooling system shall conform to
all quality standard requirements for the open circulating water cooling system and
equipment stipulated in the Standard for Quality Inspection & Assessment of Regulation &

Commissioning of Thermal Power Engineering (1996) and quality requirements specified
in the commissioning contract.
3.2 Subsystem commissioning shall be checked qualified and conform to the integrated startup
requirements of the set.
4. Responsibilities division
In accordance with the relevant regulations specified in the Standard for Quality Inspection
& Assessment of Regulation & Commissioning of Thermal Power Engineering (1996) newly
promulgated and commissioning contract, the responsibilities of all parties concerned are given
below:
4.1 Installation unit:
4.1.1 Be responsible for single unit commissioning and commissioning of the equipment.
4.1.2 Be responsible for system isolation.
4.1.3 Be responsible for repairing, maintenance and defect elimination of the equipment.
4.1.4 Prepare for the required repairing tools and materials.
4.1.5 Cooperate with the commissioning unit to handle commissioning works of the subsystem.
4.1.6 Be responsible for attestation of the system after sub-system commissioning.
4.2 Manufacturing unit:
4.2.1 Be responsible for stop and start, operation adjustment and accident handling during the
commissioning of the system.
4.2.2 Be responsible for hanging label for the relevant systems and equipment.
4.2.3 Prepare for the operation procedures, tools and record report etc.
4.2.4 Be responsible for patrol inspection and routine maintenance works.
4.3 Responsibilities of commissioning unit:
4.3.1 Be responsible for compilation of commissioning measures (schemes) and technical
disclosure.
4.3.2 Prepare for the instruments, meters and tools for the commissioning.
4.3.3 Be responsible for command works of the subsystem commissioning.
4.3.4 Be responsible for data recording and arrangement of the commissioning.
4.3.5 Fill in commissioning quality examination and evaluation sheet.
4.3.6 Be responsible for attestation of the system after sub-system commissioning.
4.3.7 Compile commissioning report
4.4 The installation unit shall be responsible for single unit commissioning works of pump units

and the commissioning unit shall participate in the commissioning and be responsible for
the subsystem commissioning of the pump unit. The installation unit and other relevant
units shall cooperate with the commissioning unit in commissioning. The commissioning
of the open circulating water cooling system shall be carried out by a professional team led
by the steam turbine specialty, and electrical, thermal control and other specialties shall
cooperate with it.
5. Brief Introduction to the System
5.1 System profile
The water source of the open cooling water is from the water tank of the water cooling
tower and circulating water inlet main pipe of steam condenser (A discharged out), and is
supplied to the user after pressure increase by the open cooling water pump. Back water is
discharged to the steam condenser and the return water main pipe of the circulating water of the
water tank of the water cooling tower, mainly to hydrogen cooler in generator, cooling water
cooler of the stator, working oil cooler of electrical water feed pump, lubricant cooler, air cooler
of electrical pump motor. Both A and B condensate pump motor coolers mainly provide cooling
water and the water for various purposes of the steam turbine house. The cooling water for
lubricant of the turbine generator is from the water tank of the water cooling tower and
circulating water inlet main pipe of steam condenser (A discharged out), and the return water is
directly discharged to the water tank of the cooling water tower not through pressure increase in
the open cooling water pump.

6. Conditions Required Before Commissioning
Before commencement of the system commissioning, the commissioning engineer shall
comprehensively examine the conditions required for the commissioning of the system according
to the contents listed in Annex 2 (Check List of Conditions Required before Commissioning) and
record the examination results well.
7. Commissioning Procedures
The commissioning of the open cooling water system can be done as per the following flow:

8. Commissioning Steps
8.1 Examination by execution unit
8.1.1 Check and accept electrical opener and record the following data:
a. KKS code
b. Name (the detailed description on the opener provided by the power plaint prevails,

if available)
c. Check whether the position indication on the spot is correct.
d. Check whether the operation direction on the electrical turning is correct and
whether the feedback is correct.
e. Check whether the operation direction on CRT is correct and whether the feedback
is correct.
f. Valve opening and closing time
8.1.2 Check and accept shutter and record the following data:
a. KKS code
b. Name (the detailed description on the shutter provided by the power plaint prevails,
if available)
c. The corresponding local position indications and feedback indications (the offset
between the commands required and fed back shall not exceed 3%) as the upper
line of the commands is 0%, 25%, 50%, 75%, 100%, and the low line 100%, 75%,
50%, 25% and 0%.
d. Check whether quick opening and closing functions are available
8.2 Examination of thermal engineering signals
8.2.1 Check and accept analog signals and record the following data:
a. Signal name
b. KKS code
c. Range and corresponding output quantity and unit
8.2.2 Check and accept on-off signals and record the following data:
a. Signal name
b. KKS code
c. Signal design value
d. Marked value on the conformity certificate of primary elements installed properly
8.2.3 For the signals above, the person in charge shall analyze whether the signals collected
can really represent the signals to be measured according to the position of the signal
sampling site. In case that the signals to be measured cannot be represented, the person in
charge shall advance written application for modification to the owner.
8.3 Interlock protection and alarm examination
8.3.1 Make the power supply of the open water pump at the test position
8.3.2 Examine the following items
a. Start up the open water pump on CRT to check whether the feedback on the CRT is

correct.
b. Stop the open water pump on CRT to check whether the feedback on the CRT is
correct.
8.3.3 Reliable operation of accident button
8.3.4 Accident linkage test of the open water pump
8.3.5 Protection test of the open water pump, including:
8.3.5.1 Examination of start-up permission conditions of open water pump A/B
The valve of pump inlet has opened
8.3.5.2 Interlocking examination of the open water pump A/B
(1) As the main pump is in action and outlet pressure is low, the standby pump shall be
started up in an interlocking manner.
(2) As the process pump trips, the standby pump shall be started up in an interlocking
manner.
8.3.6 Interlocking test of motor-driven valve at the open water pump inlet
(1) Opening and closing can be controlled manually/by sequence.
(2) As the open water pump is in action, the motor-driven valve at the inlet shall not be
closed.
8.3.7 Interlocking test of motor-driven valve at the open water pump outlet
(1) Opening and closing can be controlled manually/by sequence.
(2) As the open water pump is in standby service, open the motor-driven valve at local side
outlet in an interlocking manner.
(3) As the open water pump is in service, open the motor-driven valve at local side outlet in
an interlocking manner.
(4) As the open water pump stops, close the motor-driven valve at local side outlet in an
interlocking manner.
8.3.8 Interlocking examination of open circulating water auto-backwash bypass motor-driven
valve
(1) The valve can be opened or closed manually;
(2) Turn on the open circulating water auto-backwash device jointly.
8.3.9 Interlocking test of the motor-driven valve from open circulating water to air compressor
(1) The valve can be opened or closed manually;
(2) As the open water pump is in standby service, open this valve in an interlocking manner.
(3) As the open water pump is in service, open this valve in an interlocking manner.
(4) As the open water pump stops, close this valve in an interlocking manner.

8.4 Commissioning of open cooling water pump and open water system
8.4.1 Running-in test of the open cooling water pump motor
8.4.1.1 Confirm that the installation of the motor is finished.
8.4.1.2 Confirm that the dynamic power of the motor is at off position and various tests of the
motor are qualified.
8.4.1.3 Confirm that the motor has been disengaged with the coupling of the open cooling
water pump and examine whether the lubricant of motor is qualified and sufficient.
8.4.1.4 Manually rotate the motor rotor to confirm whether there exists friction between the
moving and static parts and whether the bearing has abnormal sound.
8.4.1.5 Confirm whether the motor interlocking protection test of the open cooling water
pump is qualified.
8.4.1.6 The ones without safety impacts and failing to meet protection or interlocking test
shall be forcefully carried out and the results shall be recorded well.
8.4.2 Motor inching:
8.4.2.1 Switch on the operation power supply and dynamic power of the motor.
8.4.2.2 Start the motor on DCS and stop the motor with accident button on the spot after the
motor current falls back. During rotation, please note whether there exists abnormal
sound and record the following data:
a. Voltage
b. Startup current
c. Current fallback time
8.4.2.3 In the course of stopping the motor, examine and confirm: whether the rotation speed
of the motor is correct, whether there is any abnormal sound during rotation, and
whether there exists friction between the moving and static parts
8.4.3 Commissioning of the motor:
8.4.3.1 After 20 minutes, restart the motor on CRT. Please note the start time internal of the
motor shall not be less than the manufacturer’s requirements or electrical
requirements, and note whether the motor body and bearing have any abnormal sound
during rotation, and record the following data: (for all parameters, the local data and
CRT indications shall be recorded)
a. Startup time
b. Operating current
c. Bearing vibration
d. Bearing temperature

The data above that can be seen on CRT shall be recorded once every half an hour.
8.4.3.2 Two hours later after commissioning, stop the motor on CRT, and record the closing
time and coasting operation time. For any abnormal sound during commissioning, the
commissioning shall be stopped immediately.
8.4.3.3 Isolating dynamic power of the motor
8.4.3.4 Recover in forced thermal engineering interlock and protection described in 8.4.1.6.
8.4.4 Commissioning of open cooling water pump and open water system
8.4.4.1 Examine and conform conformity to the following conditions before commissioning:
a. Confirm that equipment, pipelines and electrical wiring and so on conform to the
requirements.
b. Electrical test and interlocking tests have been finished.
c. The interlocking test of the valve has been finished.
d. Confirm that the installation of the open cooling water system has been finished
and the system is complete.
e. The hydraulic test of the open water pipe is qualified.
f. The flushing of the circulating water pipelines and open cooling water incoming
pipelines has been finished and all pipes are recovered.
g. The single unit commissioning of the open cooling water pump motor is finished
and the coupling between the motor and open cooling water pump is recovered
well.
h. The system metering has been put into service (the metering shall be put into
service after upon the completion of flushing of the meter pipe);
i. The inlet and outlet pipes and filter mesh of the system have been cleaned well.
j. All bearings of the open cooling water pump have enough lubricant and cooling
water.
k. Examine the compacting degree of fillings and the filling gland shall be pressed
evenly;
l. The rotor of the manual open cooling water pump works normally.
m. The insulation resistance of electric valve motor conforms to the relevant
requirements through measurement and the power supply has been applied.
8.4.4.2 The ones without safety impacts and failing to meet protection or interlocking test
shall be forcefully carried out and the results shall be recorded well.
8.4.4.3 Flow of commissioning system for the open cooling water pump: Circulating water
inflow→ open cooling water pump→ to users of open cooling water→ circulating

water return;
Commissioning shall be performed for the short pipes of inlet and outlet pipes of the open
cooling water users because the pipes are not rinsed at first startup. The inlet and outlet isolation
valves of partial open cooling water users may be opened and others closed so as to prevent the
open cooling water pump from over-current. The pipes shall be rinsed upon the completion of
commissioning. Commissioning and flushing may be carried out simultaneously, however the
pipes shall be rinsed alternatively. In addition, the good operation of the pump shall be ensured.
8.4.4.4 Startup preparation of the open cooling water
a. Confirm that the water level of the circulating water tank is supplemented to the
normal level and at least one circulating pump is at work.
b. Examine that the oil level of bearings is normal;
c. Examine that the cooling water of the bearings is normal;
d. Close pump set and all water drain valves on the pipes
e. Open the air damper in the open cooling water system and close it after water
drain.
f. Open inlet valve and outlet valve of the open cooling water pump and fill up water
into the pump and pipe. Close the outlet valve after filling up water.
g. Switch on the dynamic power supply of the open cooling water pump if the
insulation of the open cooling water pump is qualified.
8.4.4.5 Finally confirm the following startup conditions:
a. The open cooling water pump allows startup;
b. Interlocking button of the open cooling water pump is released.
8.4.4.6 Switch on the dynamic power of the pump and stop the pump after startup for five
seconds to examine:
a. Whether the rotation direction of the pump conforms to the design requirements
b. Whether there exists any abnormal sound
c. Whether the oil level and temperature of the bearings are normal
d. Whether the oil temperature is normal and below the specified value of the
manufacturer; the temperature of lubricant shall be 65-70℃ and grease less than
80℃.
e. Whether the vibration is normal
Under no load and full load, the vertical vibration, horizontal vibration and axial vibration
(double amplitude) of the bearing measured with qualified vibration meter shall not exceed the

one in the following table.

completion of the air discharge.
8.4.4.7 If no abnormity, restart the pump. If the outlet valve is opened without interlocking
after start, the valve shall be opened manually. Record the following parameters (for
all parameters, the local data and CRT indications shall be recorded)
a. Startup time
b. Startup current and current fallback time
c. Current of the open cooling water pump
d. Voltage
e. Outlet pressure of the open cooling water pump
f. Inlet pressure of the open cooling water pump
g. Vibration of the open cooling water pump
h. Temperature of motor coil of the open cooling water pump
i. Temperature of bearing of the open cooling water pump
j. Water level of the circulating water tank
The data above that can be seen on CRT shall be recorded once every half an hour. And
the local data shall be recorded once every one hour.
8.4.4.8 Please note whether the filter mesh is clogged during operation.
8.4.4.9 Examine whether the system leaks and whether the brackets and hangers are normal.
8.4.4.10 Flushing of open circulating cooling water system
a. The flushing of the open cooling water system mainly means the flushing of the
pipelines from the open cooling system to lubricant cooler of the turbine generator,
vacuum pump cooler, closed circulating cooling water cooler, generator hydrogen
cooler, stator water cooler, EH oil cooler, working oil cooler of electric feed pump,
lubricant cooler of electric feed pump and booster pump, lubricant cooler of steam
feed pump A, lubricant cooler of B steam feed pump, and air compressor etc.

b. The filter mesh and shutter core of the subsystems in the system shall be
dismantled before flushing.
c. Inlet and outlet pipes of the subsystems shall be connected short.
d. The pressure of the pump outlet shall be maintained and inlet valve of the open
cooling water user shall be controlled for flushing. The pipes shall be flushed
alternatively for good flushing effect.
e. Flushing quality: The water shall be cleanly and transparent without sundries and
shall be qualified through examination by all parties concerned.
f. The subsystems shall be recovered and filter mesh shall be cleaned upon
completion of flushing.
8.4.4.11 The commissioning of the open cooling water pump shall be 8 hours. Stop the pump
and record the closing time upon the completion of the commissioning. The coasting
operation time of the open cooling water pump shall be recorded.
8.4.4.12 Switch off the dynamic power of the open cooling water pump.
8.5 Operation of the system at the whole operation stage
Record all parameters including local data and CRT indications of the open cooling system
during 168 period.
8.5.1 Operation and stop of the open cooling water pump
8.5.1.1 Examine before system commissioning
a. Confirm that the interlocking tests of the open cooling water pump systems are
qualified.
b. Comprehensively examine the equipment and pipelines of the open cooling water
pump system to confirm that they conform to the operation requirements.
c. Apply power after confirming that the insulation of the open cooling water pump
and the relevant equipment is qualified.
d. Examine and confirm that the water level of the circulating water tank and the
circulating water pump operates normally.
e. Examine whether the cooling water of the bearing of the open cooling water pump
is adjusted well.
8.5.1.2 Operation of the open cooling water pump
a. Conduct examination and preparation before startup according to these measures.
b. Open the motor-driven valve at the inlet.
c. Turn the pump for 3 revolutions manually and confirm that all shall be normal.
d. Examine and clean the filter mesh of the inlet.

e. Start up the open cooling water pump. If the outlet valve is opened without
interlocking after start, the valve shall be opened manually. Record the temperature
and vibration of all bearings, motor current, and outlet and inlet pressure of the
pump.
f. Comprehensively examine pipes, brackets and hangers and the relevant equipment
of the open cooling water system. Any abnormity shall be in time removed.
8.5.1.3 Stop of the open cooling water pump
a. Stop the open cooling water pump.
b. Close the interlocking of the motor-driven valve at the outlet of the open cooling
water pump.
8.5.2 Dynamic alignment of the system
Monitoring and protection of all kinds of equipment in the system shall be intensified
during the operation of the open cooling water pump system. Any derivation shall be in time
adjusted so as to ensure the optimal operation state of the system.
a. Pressure adjustment
b. Temperature adjustment
c. Flow volume adjustment
8.5.3 Fill in commissioning records
The main parameters of startup commissioning shall be recorded in Table 9 attached.
9. Safety Measures
9.1 All commissioning participants shall strictly follow the Safety Regulations and the relevant
field safety regulations to ensure that the commissioning is performed safely and reliably.
9.2 In case of equipment damage and personal injury etc. occurred during commissioning, the

solutions shall be advanced.
9.3 Any abnormity found out during commissioning shall be in time adjusted and reported to
the commander.
9.4 All professionals shall be available in the whole course of commissioning so as to ensure
the safety of the equipment operation.
9.5 In case that pump boils off, equipment or pipe is involved in severe vibration and operation
parameters exceed standard obviously, etc., the commissioning engineer shall immediately
stop the pump and terminate commissioning, analyze reasons and advance solutions.

9.6 Monitor the oil level and bearing temperature change to prevent from bearing burning
accident.
9.7 In case that the differential pressure of the filter mesh of the pump inlet is too large
(>0.05MPa), it shall be in time handled.
9.8 Note the change of the water level of the circulating water tank during rotation. If the
water level is lower, more water shall be supplemented in time.
9.9 The commissioning participants must wear safety helmet during field commissioning.
Analysis on the persons in charge of the work possibly to be involved in dangers shall be
done. Dangerous factors and hidden troubles such as falling, electric shock, scald, and
twist injury by rotating machine shall be eliminated.
9.10 For personal injury and equipment damage that possibly will occur during commissioning,
the commissioning shall be stopped immediately and the equipment shall be placed under
the lowest energy state.
