With the finality to make effective the participation of the different entities of the DP in the project, and to establish common ways of actions that give an integrated cohesive focus to the different actions, establishing a ACTUATION PROTOCOL for the development and coordination of ALL THE ACTIONS established during the EQUAL PROGRAMME – CONCILIATE BIERZO, these will be defined as follows:

A) THE PROJECT’S AWARENESS AND PUBLICITY CAMPAIGN

B) TRAINING ACTIVITIES: a. contracts in practice period

C) ACCOMPANIMENT AND SUPPORT MEASURES:a. training grants and service voucher

D) DIRECT HELP TO THE TARGET GROUPE) ASSISTANCE IN GENERATING ACTIVITY

The different entities will realize awareness and publicity campaigns of future developing actions, with the objective to disseminate the Equal Community Initiative relating Equal Opportunities, and in the specific thematic field: 4.G. RECONCILE FAMILY, WORKING AND PERSONAL LIFE.

The entities shall use all their measures available as well as all press, radio and television media.

A.2 AWARENESS CAMPAIGN:A.2 AWARENESS CAMPAIGN:

The objective is to disseminate and make aware of the Equal Community Initiative principles, relating the thematic field 4.G. RECONCILE WORKING, FAMILY AND PERSONAL LIFE.

The awareness activities shall use a non-sexist, clear languagethat can be comprehended by all, in order to include all those interested.

The awareness activities planned within the project are:INFORMATIVE LECTURES OPEN CONFERENCESTHEMATIC WORKSHOPSAWARENESS THEATRE

The objective consists in giving an integral training that takes on professional and personal competencies. Not forgetting that this training contemplates the gender diversity and training necessities regarding the different groups and profiles of the people within the target group.

The women’s participation shall also be promoted in the training activities, adapting schedules, and bearing in mind the individual necessities and offering complementary services of reconciliation (Voucher – service; training grant, direct assistance…).

For the training activities design, a number of specification models have been elaborated that gather the minimum aspects of the course’s programme (courses objectives, target group, duration, training modules…), those participating, control of the assistance and course’s evaluation. All this has the objective to establish the channel

of common actions to all entities.

B) TRAINING ACTIVITIES: contracts in practice period

Equal Opportunities shall be included within the training modules programme or transversal contents.

Before initiating the training course, the coordination team shall evaluate the documents relating:

Once the course has ended, an evaluation shall be handed out to the students in which the following aspects shall be valued: course’s organization, teaching staff, and course’s effectiveness for labour insertion. Non-conditioned questions relating the knowledge of entity, the centre and the Equal Programme.

The students shall receive a participation diploma at the end of the course, once their assistance isn’t inferior to 75% of total hours.

If their assistance is inferior to 75% of the course’s total hours, a certificate of these hours realized shall be given.

The data gathered of those participating in the course, will be segregated according to gender…

This documentation shall be confidential, and will be used for a conclusive research relating if there is a real need to implement a Social Pedagogic Reconciliation Care Centre in the Bierzo region.

CONTRACT IN PRACTICE PERIOD

Some of the training actions will be completed with practices in enterprises. The contracts of the students shall follow the established legal procedures, for this type of contract that will also clearly specify the its financing through the Equal programme. The flexibility on time preference will be facilitated to allow the family, work and personal reconciliation.

REGULATING BASIS OF THE “TRAINING GRAND AND SERVICE VOUCHER”

With the objective to make possible the access and reincorporation of social exclusion or in risk of exclusion collectives in the labour market within the CONCILIATE – BIERZO project. Assistance in informing, training and counselling has already started towards employment insertion and reconciliation.

Accomplishing the principle of Innovation, Qualification and Integrated Approach, in the Equal C. I. these actions are accompanied by measures that make possible the family, work reconciliation of the before mentioned collectives.

C) ACCOMPANIMENT AND SUPPORT MEASURES: training grants and service voucher

With this objective, the beneficiaries of this project may receive training grants and / or Service Voucher according to the following basis:

The active participation and assistance in any of the project’s actions, not accepting in any way the justified or unjustified absence in percentage superior to 15% of the total duration of

the action.

CALCULATION BASIS OF GRANTING DIRECT ECONOMIC AID TO SUPPORT NEEDY FAMILIES

The beneficiaries from the Villadecanes Town Council

Those who can benefit from this aid are families with dependants that cannot continue to receive minimum insertion incomes that lack any type of job or realizing temporary jobs receiving minimum wages to cover their basic need.

RequisitesThose who can receive this aid are families registered in the Town Council of Villadecanes, with a year in advance of the publication of following basis and accomplishing at least one of the requisitions:

1.Families with dependants where all the family members are unemployed.

2.Families with dependants that even if one family member is employed, with a temporary job that doesn’t exceed the minimum inter-professional wage.

3.Single parent family or in the same situation but over 65 years old and don’t exceed the minimum inter-professional wage or lack income.

The beneficiaries of the CALS Proyecto Hombre Foundation

Those who can benefit from this aid are families with dependants that cannot receive minimum wages as they are receiving a rehabilitation treatment in the CALS Proyecto Hombre Foundation.

Requisites Those who can benefit from this aid are families who are realizing one of the rehabilitation treatments/programmes from the Foundation and that accomplish at least one of the following:

1.Families with dependants where all the family members are unemployed.

2.Families with or without dependants, with at least one member employed, but with a temporary job that doesn’t exceed the minimum inter-professional wage.

3.Single parent families

In the case of not being able to arrange the sufficient resources to attend to all the proposed demands, a priority order shall be established, attending to the most needy regarding the following criteria:

1.The minimum wages within each of the applicant’s family nucleus.

2.The greater number of dependants within the same family.

COMMUNITY INITIATIVE

E) ASSISTANCE IN GENERATING ACTIVITY

1.1. Objective:Objective:With this help process, it is expected to promote the creation of small and medium enterprises and stimulate the development of entrepreneurial projects supporting those who having a business idea do not put it to practice because of the entailed risks.

2.2. Beneficiaries:Beneficiaries: Those who participate in the COCILIATE-EQUAL project can obtain this help process by accomplishing the following requisitions:

a. Establish a new business by creating his/her own employmentb. This business has to be created within the municipalities of the Bierzo region.3.3. Beneficiaries’ responsibilities:Beneficiaries’ responsibilities:

The person or entity favoured should develop the activity based on the grant given within a one-year period.

4.4. Subsidy quantity and concepts:Subsidy quantity and concepts: The subsidy will be a maximum of 75% of the investment planned.

The eligible costs are:Enterprise constitution costs, Renting of the space where the business is to allocated, Business transfer expenses, 50% of the social security contribution relating the special scheme for self-employed and domestic staff.

5.5. Compatibility:Compatibility:These subsidies are compatible with other, only when the same investment or expense hasn’t been granted.

Place and date of submitting application:Place and date of submitting application:The application forms will be presented: In the Town Council of Cacabelos or Fabero for those enterprise projects to be installed in these municipalitiesIn the ADESPER bureau for those enterprise projects to be installed in any municipality of the Bierzo region.

The presentation limit will be since the approval of the mentioned basis, from the 13th of September 2005 until the 31st of May 2007.
