• 1 step (2011-12): Understand the health problems and issues facing in Indonesia.
• 2 step(2012- 13):Form a team for this collaborative project
• 3 step(2013-14): Identify national as well as community needs for strengthening human resource in nursing and midwifery
• 4 step(2013-14): Design educational program for master level of nurses

Human Resource in Health are shortage. The ratio of Physicians per 100,000:6.0 The ratio of Nurses per 100,000: 52.3 The ratio of Midwives per 100,000: 25.4
Primary Health Care in Rural Community West Java, Puskesmas (Health Center)
Health Problems:
・High Maternal & Infant Mortality rate ・Acute respiratory infection and NCDs such as Hypertension & Diabetes Meritus (DM) Objectives: Development of Practice Model for Prevention of Disease and Health Promotion.
New Nursing School in this district
Nurses: The majority of nurses (55.9%) in the district completed their education at SPK (equivalent to high school), followed by diploma (43.7%), and bachelor’s degree (0.4%). The rates for West Java were, respectively 40.7%, 57.7%, and 1.7%.
Midwives: The majority of midwives in the district completed their education at the diploma level (95.8%), which was similar to the rate in West Java (94.0%) (Calculated from Dinas Kesehatan Provinsi Jawa Barat, 2008.). No higher educational program.
