The State Disaster Management Authority, Meghalaya has progressed rapidly in the path of resilience building through various programmes and activities aimed at awareness building, sensitization, capacity building, policy advocacy as well as networking and liaising. This Activity Report of SDMA, which is the second in the series (the first one having been published in the year 2015) attempts to capture its various activities and achievements in the field of disaster management during the past two years. The major accomplishment of this period was that the State Disaster Management Plan (SDMP-2016) saw the light of completion with it being approved by the SDMA under the Chairmanship of the Hon’ble Chief Minister of Meghalaya, Dr. Mukul Sangma and being published and released by Hon’ble Deputy Chief Minister, Prof. R. C. Laloo, In Charge Revenue and Disaster Management Department in the presence of Senior officials of the Government of Meghalaya and National Disaster Management Authority (NDMA), New Delhi in July 2016. Other noteworthy achievements have the been organisation of the Training on Mass Casualties and Hospital Management during Disaster (Including Fire Safety) in collaboration with NIDM, New Delhi and NEIGRIHMS, Shillong and Workshop on Seismic Safety Assessment of Building in Rapid Visual Screening and Retrofitting in collaboration with NIDM, New Delhi. During this period, SDMA has also collaborated with the United Nations Development Programme (UNDP), New Delhi for implementation of an Urban Resilience Building project for Shillong city by the District Disaster Management Authority, East Khasi Hills.

This Activity Report will provide a glimpse of the above mentioned activities and much more. The SDMA will continue working towards Disaster Risk Reduction for the entire state of Meghalaya and hope to add more fervour in this activities and programmes in the coming days.

The Conference was held in Shillong

from 23rd to 25th November 2015. The

programme was jointly organised by

North East Centre for Technology Application

and Research (NECTAR), National Disaster

Management Authority (NDMA), North East

Council (NEC), Petroleum and Natural Gas

Regulatory Board and Federation of Indian

Chambers of Commerce and Industry (FICCI)

and the host state Government of Meghalaya.

Participants from different State Disaster

Management Authorities, Cement factories,

Refineries, Universities etc from all over North

East India participated in the Conference.

The workshop was inaugurated by Shri.

Global Conference on DRRMajor Initiatives in NE Region toward Disaster Resilience.

A one day workshop on Integration of

Disaster Management into Development

projects of Development Departments

was held was 26th November, 2015 in Shillong

which was attended by officials from different

Government departments. The programme

focused on Concepts of Mainstreaming and its

implication on Departmental Plans and Policies.

The chief guest of the programme was

Shri. P.K. Srivastava, IAS, Principle Secretary,

Revenue & Disaster Management Department,

Government of Meghalaya. He pointed out

that every departments should integrate the

measures for prevention of disaster or the

mitigation of its effect in the development plans

and projects. He also stated that as per Disaster

Workshop onIntegration of Disaster Management Development Project.

Management Act 2005 mentioned about the

mainstreaming of Disaster Risk Reduction in

developmental plans and programmes as a

must for every department. Other dignitaries

who have attended the programme are Shri.

H.B. Marak, IAS, Executive Officer, State

Disaster Management Authority (SDMA), Shri.

B. Hajong, MCS, Joint Secretary, Revenue &

Disaster Management Dept. Smti. I. Mawlong,

MCS, Nodal Officer, SDMA. Officials from 19

(nineteen) State Government Department, and

District Disaster Management Officers attended

the workshop. Smti. M. Mukherjee, Consultant

conducted the workshop through theoretical

presentation and group work activities r

Center (NESAC), Umiam, Indian Institute of

Geomagnetism, Shillong, Indian Meteorological

Department, Shillong, Star Cement, were put up

for displaying their equipments and other IEC

materials that has the capabilities to address in

the disaster situation.

The workshop comprises of 5(five) technical

sessions resource persons from different field

delivered their talks on important issues related

to the Disaster Management in the country.

As part of the workshop a mock drill was held

on the third day at Polo Service Station (Petrol

Pump), Shillong where personnel from National

Disaster Respond Force (NDRF) demonstrates

their capabilities and skills in handling chemical

disaster. r

3 (Three) publications of State Disaster Management Authority (SDMA) were released on

the 7th July, 2016 at Shillong Club. The Publications are “Emergency Education in Disaster

Management- A Manual”, “Dos & Don’ts on various Hazards”, “Disaster Management Activity

Report of SDMA up to 2015”, “Telephone Directory- SDMA” and Poster on “Family and Emergency

Kit” were released by Shri. Y.Tsering, IAS, Additional Chief Secretary, Government of Meghalaya,

in the presence of Shri. P.W. Ingty, IAS, Principal Secretary, Revenue & Disaster Management

Department, Government of Meghalaya, Shri. P.S. Dkhar, IAS, Deputy Commissioner, East Khasi

Hills District, Shillong, Government of Meghalaya, Shri, H.B. Marak, IAS, Executive Officer, SDMA,

Shri. M. Kharkrang, MPS, Superintendent of Police, East Khasi Hills District, Shillong, Government

of Meghalaya and other officers from different department of the Districts. Smti. M. Mukherjee,

Author of the “Manual Emergency Education Disaster Management – A manual” was facilitated in

the programme. r

Book Release

Training on Incident Response System

(IRS) among the District Incident

Response Team (IRTs) was conducted

in 6 (six) districts of Meghalaya. IRS training

programme were conducted in West Khasi Hills

District, Nongstoin (8th -10th, December, 2015),

South West Khasi Hills District, Mawkyrwat

(12th -14th April, 2016), East Jaintia Hills

Districts, Khliehriat (15th – 17th June, 2016),

East Khasi Hills District, Shillong (7th – 9th July,

2016) and North Garo Hills District, Resubelpara

(23rd – 25th August, 2016). Shri. H.B Marak, IAS,

District wise training on Incident Response System (IRS).

Executive Officer, SDMA and Shri. S. Bordoloi,

Consultant, SDMA facilitated the programme.

The objective of the training programme was

to capacitate the pre-designated officers to

perform their various duties related to Disaster

Management as well as trained them in their

respective roles. A mock drill was also conducted

on the last day of each training programme

based on IRS in all the districts. The participants

of the training programme were the Government

officials from their respective districts. r

SDMA held a meeting on 26th Oct, 2016 where State Disaster Management Plan (SDMP) and 11

(Eleven) District Disaster Management Plan (DDMPs) prepared by SDMA and DDMAs were

approved by the Authority under the chairmanship of the Hon’ble Chief Minister, Government

of Meghalaya, Dr. Mukul Sangma. Other members who attended the meeting were Prof. R.C. Laloo,

Deputy Chief Minister In-charge Revenue & Disaster Management Department, Government of

Meghalaya, Dr. Ampreen Lyngdoh, Minister In-charge PWD (B), Government of Meghalaya, Shri.

M.M. Dango Minister In-charge PWD (R), Government of Meghalaya, Shri. K.S. Kropha, IAS, Chief

Secretary and Chief Executive Officer, SDMA and other high level officers from different Department

of the Government. r

State Disaster Management Authority (SDMA) Meeting

One day awareness programme on “Landslide Risk Mitigation” was held on 4th October, 2016

at Shillong. The programme was conducted by Geological Survey of India (GSI), Landslide

Hazard Information Management Division, New Delhi in collaboration with Soil and

Water Conservation Department’ Government of Meghalaya and Meghalaya SDMA. The awareness

programme was attended by delegates from different Department, District authorities and other

officials. In the technical session resource person from GSI, Shillong and SDMA deliver talks on

different topics related to landslide mitigation. r

Awareness Programmeon

Landslide-Risk Mitigation in Collaborationwith Soil & Water Conservation.

A one day review meeting of District Disaster Management Officer (DDMOs) was held on 10th

Nov, 2016 was conveyed by SDMA. Chief Executive Officer and District Disaster Management

officers (DDMOs) from eleven DDMAs attended the meeting. The meeting was presided

by Shri. P.W. Ingty, IAS, Additional Chief Secretary, Revenue & DM Department, Government of

Meghalaya. In the meeting the DDMAs officials appraised SDMA about the status of the school

disaster management plan and mock drills, ULB village disaster management plan (VDMPs) and

village mock drills, urban local bodies disaster management plan and mock drill and construction

of District Emergency Operation Centre (DEOC) of the new districts namely South West Garo Hills,

North Garo Hills, East Jaintia Hills and South West Khasi Hills. r

National Disaster Risk Reduction Day

was observed on 29th October, 2016.

Different awareness programme were

carried out in the city among the students of

different colleges and schools of the city. A

Rally and Mock drills were organised as part

of the programme. The Mock drills was based

on earthquake were conducted in two busy

localities- Laitumkhrah and Motphran. The

mock drills were carried out by the personnel

of State Disaster Response Force (SDRF) and

volunteers from Red Cross, Shillong with

cooperation from local Dorbar of both the

localities.

State level Logo competition was also held

on the same day, in which participants from all

the districts participated. Banners competition

and Placards competition was also held among

the students. The prize distribution ceremony

was held at Yojana Bhavan, Main Secretariat,

Shillong. The Chief Guest of the programme

was Prof. R. C. Laloo, Deputy Chief Minister,

officials from colleges and schools attended the

The 5 (Five)days Specialised Training

Programme on “Search and Rescue

for Personnel of Home Guards &Civil

Defence, Meghalaya Police, and Fire &Emergency

Services” was organized by SDMA, Meghalaya in

collaboration with National Disaster Response

Force (NDRF), Guwahati from 14th November

to 18th November, 2016 at Moreau Institute of

Integral Training (MIIT), Brookdene, Shillong.

65 (Sixty Five) officials from three Departments

attended the training programme. The resource

persons were from NDRF, 1st Battalion, Guwahati.

Specialise Training On Search & RescueFor Home Guards & Civil Defence/ Police Personnel.

They imparted training on different improvised

search and rescue techniques and First-aid. Other

topics also included like Infectious Disease and

Effects and Precautions, Anatomical Reference

and Patient Assessment, BLS, CPR,FBAO, & (Basic

First Aid And Bleeding Control And Injury To

Muscles), Triaging In Multiple Casualty Scenario,

Stabilization Of Victims, Splitting, Making Of

Improvised Splints And Stretcher, Evacuating,

Lifting And Moving Patient and Search And

Rescue Techniques. r

In the effort towards preparedness and better

response a Mock Exercise/Drill simulating an

earthquake of magnitude 7 on Richter Scale

was conducted on 15th February, 2017 in both

the Main and Additional Secretariat Building

of the State Government. The programme

was jointly organised by State Disaster

Management Authority (SDMA), District

Disaster Management Authority (DDMA), East

Khasi Hill, Shillong and State Administrative

Department (SAD), Government of Meghalaya.

The exercise witness participations by all the

Stake holders such as officers and staff of

Meghalaya Secretariat, Civil Defence & Home

Guards/State Disaster Response Force (SDRF),

PWD (B), Fire & Emergency Service, Police,

MeECL, Volunteers from NCC, Scout & Guides

Secretariat Mock Drill

and Indian Red Cross. Shri. P.W. Ingty, IAS,

Additional Chief Secretary, Revenue & Disaster

Management Department, Government of

Meghalaya stated that the exercise was a

learning experience for all the participants and

that it should be conducted once every year as

part of preparedness measures.

The programme ended up at Yojana

Bhavan, Main Secretariat for de-briefing by

observers and concluded with a vote of thanks

from Smti. S. Kharsyntiew, Under Secretary,

State Administrative Department - SAD (E)

who appreciated all the stake holders for the

support and active participation that make the

programme a successful one. r

A Specialized Training was held on “Mass

Casualties and Hospital Management

during Disaster (including Fire

Safety) among the Medical Practioners”. The

programme was organised by SDMA, Meghalaya

in collaboration with North East Indira Gandhi

Regional Institute of Health and Medical Science

(NEIGRIHMS), Shillong, the Programme was

held from 20th February to 22nd February, 2016.

The programme was inaugurated by Prof. R.

C. Laloo, Deputy Chief Minister and In Charge

Revenue and Disaster Management Department

in presence of Officials from SDMA, NIDM,

Fire and Emergency Service, Government of

Meghalaya and NEIGRIHMS. 113 participants

from medical background from all over the

state have participated in the training program.

attend the programme were imparted training

sessions through Video Conference connected

through NIC. The resource persons were from

National Institute of Disaster Management

(NIDM), New Delhi, North East Indira Gandhi

Regional Institute of Health and Medical

Science (NEIGRIHMS) and Down Town

Hospital, Guwahati. A panel discussion was

held with the officials from All India Institute

of Medical Science (AIIMS), Raipur, Assam

Medical College, Dibrugarh and doctors from 11

Districts. The whole exercise was done through

Video Conferencing. Besides theoretical session,

practical session was also conducted like hazard

hunt in the hospital and mock exercise related

to fire incidence. Certificates were distributed to

the participants. r

A city level consultation workshop for the

USAID-MHA-UNDP-Partnership Projec-II

on “Developing Resilient Cities throughout

Risk Reduction in the Context of Disaster and

Climate Change of Shillong City was held on 28th

February, 2017at Shillong. The workshop was

inaugurated by Shri. P.W. Ingty, IAS, Additional Chief

Secretary, Revenue & DM Department Government

of Meghalaya. Shri. P.W. Ingty expressed that

Shillong city was fortunate to have been chosen for

the project and hoped that it will effectively serve

the need of the urban communities in term of risk

reduction and climate adaptation.

welcomed the resource person from United

Nation Development Programme (UNDP), New

Delhi, Chief Executive Officer, District Disaster

Management Authority (DDMA), Shillong, Chief

Executive Officer Municipal Board, representatives

from the different Department of the Government

as well as the “ Dorbar Shnongs” of the different

localities under the Municipal Board of Shillong.

City Level Consultation WorkshopUSAID - MHA- UNDP- Partnership Project –II

on “Developing Resilient Cities throughout Risk Reductionin the Context of Disaster and Climate Change.

Smti. I Majaw, MCS, Chief Executive Officer,

District Disaster Management Authority (DDMA),

East Khasi Hill, Shillong stressed on the risk that

climate change poses to communities worldwide

and the necessity to reduce disaster risk of urban

population.

Shri. J. Borgoyary, Regional Head, UNDP, North

East India presented on the different sectoral

programme of UNDP that were operational in the

region. Smti. A. Mishra, State head, UNDP make

her presentation on the project by delving on

climate change and extreme weather events and

how cities are prone to multiple natural hazards

such as earthquake, cyclone and urban flooding.

She explained the project objectives, outcome

and implementation arrangement. After her

presentation she facilitated open house discussion

among the members present in the workshop.

The workshop concluded with Shri. S.Bordoloi,

Consultant, SDMA who proposed the vote of

thanks whereby he thanked all the participants

for attending and contributing discussion in the

workshop. r

SDMA, Meghalaya organised two days

Induction training programme for the

newly recruited DM professionals from

20th and 21st April, 2017 in the State Emergency

Operating Centre (SEOC). In the inauguration

programme, Smti. I. Mawlong, MCS, Executive

Director, SDMA welcomed and give an overview

of the assignment of the newly recruited in their

respective district as well as over view of the roles

and responsibilities of the SDMA and DDMAs

pertaining to Disaster Management in the State.

The chief guest of the programme was Shri. P.W.

Ingty, IAS, Additional Chief Secretary, Revenue &

Disaster Management Department Government

of Meghalaya who congratulated all the DM

Professionals on the new assignment and urged

them to work sincerely and be committed

Accounts Officer (FAO), Directorate of land

Records & Survey, Government of Meghalaya

also congratulate all the newly recruited DM

professionals and ask them to follow rules and

regulations of the Government of Meghalaya

while carrying out their respective assignment

in their districts.

Shri. S. Bordoloi, Consultant, SDMA

emphasised on the importance of the DM

professionals who will function as Important

focal point in the district in carrying out different

Capacity Building training programmes as

well as assisting respective DDMAs in carrying

out different plans and programmes. The DM

Professionals were also imparted training on

different topics related to Disaster Management,

Management of office procedures and financial

rules as applicable in Meghalaya. Renowned

resource persons from the State were invited

to facilitate the different session during the

training programme. The participants were

given certificates of complication at the end of

the programme. r

A one day training programme for State

Incident Response Team (IRTs) on

Incident Response System (IRS) was

held on the 12th May, 2017 at Shillong. The

programme was jointly organised by State

Disaster Management Authority (SDMA),

Meghalaya and National Disaster Management

Authority (NDMA), New Delhi. The objective of

the training was to capacitate the IRTs to perform

various duties as well as train them in their

respective roles. The training programme was

inaugurated by Hon’ble Deputy Chief Minister,

Prof. R. C. Laloo, In-Charge Revenue and Disaster

Training of State Incident Response System (IRS) Team.

(SDMP)-2016 was formerly released by

officials of the Government on 12th May, 2017.

The SDMP-2016 is comprised of 3 volumes-

volume 1 mentions about different phases of

disaster, volume 2 mentions about response plan

Release of State Disaster Management Plan (SDMP)-2016.

and volume 3 mentions about different contact

details in the field of Disaster Management. The

SDMP-2016 has been prepared as per guidelines

laid down by NDMA-2007. The plan incorporates

number of crossing- cutting issues pertaining

to DM. NDMA had provided their views and

suggestions in the preparatory phase of preparing

the SDMP-2016. Prof. R.C. Laloo in his speech

stated that the State plan will help different

Departments and other DM Stakeholders in

dealing with any kind of crisis situation in a more

holistic and systematic manner. It will also help

them for preparation of their respective DM

plans and Standard Operating Procedure (SOP).

The plan elaborately mentions about the roles

and responsibilities to be carried out by different

departments in three phases of the disaster – pre,

during, and post disaster scenario. r

Annual Joint Exercise: Nabhas Rahat was

conducted from 6th – 8th June, 2017.

The Exercise was jointly organised by

Headquarter Eastern Air Command (EAC),

Shillong, SDMA, Meghalaya and DDMA, East

Khasi Hills, Shillong. The main objective of the

exercise was to familiarize with issues related to

Disaster Risk Reduction (DRR) as well as relief

and rehabilitation. The aim was to synergize the

efforts of all the stake holders from the national

to the district level including the Arm Forces

and NGOs and also to assess the effectiveness

of the plan, organisational skills and decision

support system at each stage of DM particularly

the relief phase. The programme was formerly

Humatarian Assistance Disaster Risk: Nabhas Rahat

inaugurated by Hon’ble Chief Minister Dr.

Mukul Sangma in the presence of senior

officials from Indian Air Force, Indian Army, 101

Area, NESAC, Eastern Naval Command, Visaz,

and Indian Coast Guard. Deliberations were

held among the different syndicate comprising

of officials from different agencies. A joint mock

exercise was carried out by Air Force, NDRF,

Army, DDMA- East Khasi Hills, SDRF, Fire &

Emergency Services, Civil Defence & Home

Guards, and NESAC. Blood donation camp

was also organised. Static display of all items

by different agencies involved in the field on

Disaster Management was also held at Advance

Landing Ground (ALG), Upper Shillong. r

State Disaster Management Authority and State Disaster Response Force (SDRF), Fire and

Emergency Services (F&ES) and volunteers from Red Cross jointly organised mock drill in two

localities in Shillong City. The first mock drill was conducted in Shillong Law College, Dhankheti

where search and rescue operation was conducted by SDRF and F&ES, the volunteers from Red

Cross plays the role of victims. The same team conducted another mock drill in the busy campus of

Meghalaya Transport Corporation, Jail Road. This is the first time where drill was conducted in the

night time, where lights were put off, and search and rescue operation were conducted. r

days training programme w.e.f October 24th -26th,

2017. The Training Programme was organised

by SDMA, Meghalaya and National Institute of

Disaster Management (NIDM) New Delhi. The

Seismic Safety Assessment of Building in Rapid VisualScreening and Retrofitting

participants are Engineers, Architects and Town

Planners from PWD(R), PWD (B), Urban Affairs,

PHE, MeECL, C&RD, DHS (Engineering Wing)

and Agriculture (Engineering Wing), Around 80

participants attended the training programme

from all over the State. The resource persons are

Dr. C. Ghosh, Head (Geo Hazard, NIDM, Dr. A. A.

Khan, NIDM, Dr. D. Walia, HoD, Environmental

Science, NEHU, and Colonel G. Bhatia, 101 Area,

Shillong. The Resource persons imparted training

on both practical and theoretical knowledge

to the participants. The training ended with a

certificate distribution to the participants. r

One day workshop was held in Pinewood

Hotel, Shillong on November 24th, 2017.

The workshop was organised by SDMA

and United Nation Development Programme

(UNDP), New Delhi. The workshop was

inaugurated by Prof. R. C. Laloo, Hon’ble Deputy

Chief Minster in presence of Shri P.W. Ingty, IAS,

Additional Chief Secretary, Revenue and DM.

Shri, H. B. Marak, IAS Secretary, Revenue and DM,

Smt. I. Mawlong, MCS, Executive Director, SDMA,

Shri. S. Tandon, and Smt. M. Mukherjee, UNDP.

Around 80 participants attended the workshop

from different private and public sectors across

the State. The resource persons of the programme

were Shri. S. Tandon, Smt M. Mukherjee from

UNDP and Shri. H. B. Marak, IAS, Secretary,

Revenue and DM, Govt of Meghalaya. All of them

emphasised on the need of industries to develop

disaster resilient plan for their industrial set up

and the society. r

Community Outreach Programme was carried out by Indigenous Tribal Development and

Empowerment Mission (ITDEM) a registered organisation run and managed by Visitation

Sisters of Don Bosco (VSDB) sisters of Shillong in collaboration with SDMA, Meghalaya.

The organisation conducted awareness programme on Disaster Management and First Aid

training for 20 communities in 3 districts namely Ri-Bhoi district, West Khasi Hills, Nongstoin and

West Jaintia Hills, Jowai. r

SDMA in collaboration with 5 DDMAs

namely East Khasi Hills (August, 25th,

2017), South West Khasi Hills (August

31st, 2017), Ri-Bhoi (July 26th, 2017), South Garo

Hill (October 10th. 2017) and East Garo Hills

(October 12th, 2017) districts has conducted one

day training programme for the Students and

Teachers of Differently able people on the safety

measures should to be taken during the time of

disaster. The differently abled students from all

sections of Disability attended the programme

along with their teachers. r

SDMA In collaboration with District Disaster Management Authority (DDMA),Ri-Bhoi District,

Nongpoh has organized a one day training programme on June 22nd, 2017 for Community

on Early Warning System at Harlibagan, Umling Block, Ri-bhoi District. The objective of the

program is to increase awareness among the community on Early Warning System which will bring

about better performance in disaster preparedness and response. 47 participants attended in the

training programme from the area as well as nearby areas. r

Training on Early Warning System (EWS) Organised

SDMA In collaboration with District Disaster Management Authority (DDMA), West Jaintia Hills

District, Jowai has organized a one day training programme on June 4th, 2017for Community on

Disaster Management and Prevention of Un-Scientific Mining for the communities. The main

objective of the programme was to create awareness and sensitize the community about the impacts of

mining on environment and mining disasters and different rules and regulations pertaining to mining. r

SDMA in Collaboration with Civil Defence

and Home Guards and NSS Unit

St.Edmund’s College, Meghalaya, Shillong

has organised three days Training Programme

and Mock Drill On Earthquake from September

7th-9th September, 2017 at St. Edmund’s College,

Shillong. Around 170 participants both students

and faculty member of the institute attended the

progarmme. The resource persons from Home

Guard and Civil Defence demonstrated how to

treat a muscular/skeletal injured victim. They

also demonstrated different transportation

method during emergencies which included the

human cradle method, human crutels, pick-a-

back, fireman’s lift and many others.

On the last day earthquake mock drill was

carried out the students and faculty members

under the supervision of Home Guard and Civil

Defence officials. r
