INTRODUCTION

1.1. Background

Since 2016, Biodiversity and Sea Conservation Directorate (KKHL)- Ministry of Marine Affairs and Fisheries (KKP) Indonesia, along with Oceanography Research Center-Indonesian Institute of Sciences (P2O-LIPI), Marine and Fisheries Faculty (FPIK) Bogor Agricultural of University (IPB) and WWF Indonesia conducted dugong (Dugong dugon) and its habitat (seagrass) conservation in Indonesia (Dugong and Seagrass Conservation Project Indonesia or DSCP Indonesia) with financial supports from Global Environmental Facility. One of DSCP Indonesia activity has objectives to rise knowledge about dugong and seagrass in Indonesia, nationally. This is because until today, dugong population status in Indonesia and any other information are still unknown, whereas dugong has been protected by Undang- Undang No. 5 year 1990 and Government Law No. 7 year 1999, also it has been listed as one of Appendix 1 CITES animal and has “Vulnerable” status in IUCN. Seagrass can’t be separated from dugong presence. Seagrass is an important habitat for that seagrass feeder and herbivore. Basically, seagrass gives huge benefits for human life. This ecosystem supports fishery resource in Indonesia. For example, many fish commodity, like baronang fish (samandar), crabs, and shellfish are often found in seagrass. Besides it has benefits for fishery, seagrass also helps reduce climate change rate by absorbing carbon dioxide emission. Seagrass also could withstand the wave, also catch and stabilize sediments, so the water could be clearer. Nowadays, seagrass is faced with its biggest threats, they are coastal area shifts, seawater quality reduction, and destructive fishery practice. This condition is aggravated by recent seagrass status in Indonesia, which from 1507 km2 seagrass habitat, only 5% of it that’s categorized as healthy (P2O-LIPI, 2017). Survey result of public awareness that was held by DSCP-Indonesia at 2017 showed that less than five percent from 600 respondents have not been aware and known completely about dugong, seagrass, and every biota status in nature. Whereas, protecting dugong means we should also protect its habitat too: seagrass. To raise public awareness about dugong and seagrass in Indonesia, along with celebrating Hari Cinta Puspa dan Satwa Nasional (HCPSN)/ National Day of Flowers and Animals on Sunday, November 5th 2017, DSCP Indonesia would start to conduct educational campaign to support active participation from various parties as an attempt to protect and manage seagrass and dugong habitat, especially at strategic locations like Bintan- Riau Islands; Alor- East Nusa Tenggara; Tolitoli- Central Sulawesi; and Kotawaringin Barat- Central Kalimantan. This campaign was planned to be held until April 2018, and would be symbolically opened by planting seagrass seeds at Pari Island, Thousand Islands, DKI Jakarta.

1.2. Objectives

This event was held to publish to media about the campaign that DSCP Indonesia did through planting seagrass seeds, as part of available facility that was served by Unit Pelaksana Teknis (UPT)/ Technical Implementation Unit from Loka Pengembangan Kompetensi Sumber Daya Manusia Oseanografi (LPKSDMO)/ Human Resource of Oceanography Competency Development at Pari Island, LIPI (Indonesian Institute of Sciences) to support educational and research activity at marine sector.

EXECUTION OF THE EVENT

2.1. Time and Location

This event was held at Pari Island, Thousand Islands DKI Jakarta on Thursday, November 2nd 2017 at 8 AM- 2 PM WIB (West Indonesia Time). The speakers and participants went from Pier Marina Ancol (“Marina”) No. 17, (-6.122060, 106.829969) by boat with 45 people capacity. The committee served a bus for participants from parking lot/ gate of Pusat Penelitian Oseanografi (P2O) LIPI / Oceanography Research Center, Indonesian Institute of Sciences (-6.125438, 106.846365) through Pier Marina Ancol, which is located within Ancol area. The participants who took the bus did not have to buy the entry ticket to Ancol. 2.2. Participants

Total participants, including committee and media were 35 people.

2.3. Equipment

The participants were ought to bring: 1. Lunchbox/ personal lunch 2. Tumbler/ water bottle 3. Change of clothes 4. Booties/ boots/ footwear to be used inside the water 5. Personal medicines 6. Raincoat/ umbrella

Note: Snack would be given without box, and the committee would serve water on gallon, so the participants (except from media) are obliged to bring their own lunchbox and water bottle. 2.4. Event Agenda and Technical

The preparation team would be off first to Pari Island on Wednesday, November 1st 2017, to do some activities, they are:

1. Assuring the availability of seagrass seeds, each of 10 for Enhalus sp. and Thalassia sp., and five seeds are put into a polybag/ transparent pot.

2. Preparing planting tracks for seagrass seeds using pegs and rope 3. Assuring transportation availability at Pari Island (Viar: three wheels motorcycle with a bin on its

back) as many as three for mobilization of the participants, each 2 times (Pari Island Pier – LIPI office and vice versa).

4. Preparing two full gallon with its pump/ dispenser 5. Preparing meals (lunch and evening snack), dinner room, set up the banner and another logistics,

including medical drugs. 6. Finishing administration related to UPT LKSDMO (Technical Implementation Unit (UPT) from

Human Resource of Oceanography Competency Development at Pari Island) Pari Island- LIPI (Indonesian Institute of Sciences) for renting its place.

Before the day, the execution team from WWF-ID and IPB (Bogor Agricultural University) prepared properties to take photos with (signs, talk balloon, etc.) and served 30 goodie bags for participants from media, that include facsheet about DSCP Indonesia, snacks that were packed in a plastic lunchbox, and water bottle from WWF-Indonesia. The main event has been arranged based on this agenda (Table 1).

That’s all the report of DSCP Indonesia Campaign Inauguration Event was made, as a form of committee’s accountability and also form of collaboration cross organizations from WWF Indonesia. Hope this report would be beneficial for many parties and for dugong and seagrass conservation in Indonesia.
