Indian Technical & Economic Cooperation (ITEC) Programme
The ITEC Programme is a bilateral assistance programme of the Government of India, and since its inception in 1964 India has spent about USD 2 billion cumulatively to train nearly 100,000 ITEC candidates in various fields such as Agriculture, Banking & Finance, Accounts, Engineering & Technology, Environmental & Climate Change, Government Functioning, Health & Yoga, Human Resource Development, Irrigation & Water Resources, English, Journalism, Management & Leadership, Power, Renewable & Alternative Energy, Project Management, Quality Management, Rural Development, Poverty Alleviation, SMEs & Entrepreneurship, Sustainable Development, IT & Telecommunication, Textile, Trade & International Marketing, Urban Planning, Women Empowerment, etc. The ITEC Programme is fully sponsored by Government of India and the candidates are provided with return air-tickets, course fee, accommodation, living allowance, etc. The High Commission of India celebrated the ITEC Day on 16 January 2019. H.E. Shri Mridul Kumar, the High Commissioner of India to Malaysia, hosted the ITEC Day at India House. The event was attended by Oxford and Cambridge alumni, Malaysian ITEC participants, Malaysian government officials, academicians and members from media. Diplomats Training For the 2019-20 Financial Year (FY) from 01.04.2019 to 31.03.2020, the Foreign Service Institute (FSI), India has scheduled to conduct the following training courses for Diplomats:
13th Special Course for Diplomats from ASEAN countries: 14-26 October 2019.
68th Professional Course for Foreign Diplomats (PCFD): 16 September-11 October 2019.

Scholarships offered by the Indian Council for Cultural Relations (ICCR) to study in India The Indian Council for Cultural Relations (ICCR), is an autonomous organisation under the Ministry of External Affairs, Government of India and handles many scholarships schemes for foreign students to pursue their higher studies in India. The scholarship schemes under ICCR which are for Malaysia are given below: General Scholarship Scheme (GSS): Malaysia is offered 3 scholarships to pursue Bachelor, Masters, Research and Fine Arts (Dance and Music) courses in India. Eligibility: STPM or equivalent qualification. In addition the candidate should have taken the compulsory subjects at the qualifying level and scored the minimum marks required for the particular course. Education Exchange Programme (EEP): Malaysia is offered 2 scholarships to pursue Bachelor, Masters and Research courses in India. Eligibility: STPM or equivalent qualification. In addition the candidate should have taken the compulsory subjects at the qualifying level and scored the minimum marks required for the particular course. AYUSH Scholarship Scheme for Malaysia: The Government of India offers 20 scholarships exclusively for Malaysians to pursue the 5½ year Bachelor degree in Ayurveda, Siddha, Homeopathy and Unani. Eligibility: STPM or equivalent. Compulsory subjects: Physics, Chemistry, Biology and English at the qualifying level, with at least 60% qualifying marks in each of the subjects. All the above 3 scholarships can be applied online through the ICCR's “Applications to Admissions (A2A) scholarship” web-portal <http://a2ascholarships.iccr.gov.in>.

Indian Scholarship & Trust Fund (ISTF) The ISTF is a small one-time financial assistance given to about 50 to 60 Malaysian Indians pursuing Diploma and Bachelor Degree courses in Malaysia. Selection is based on both needs cum merit basis. Since 2006, more than RM1.8 million has been distributed from the ISTF, benefitting more than 700 Malaysian Indian students. For the academic year 2018-19, 55 Malaysian Indians were given financial assistance totalling to RM 290,000/-.

“Bharat ko Janeye Quiz” (Know India Quiz) The “Bharat Ko Janeye” quiz is targeted for the Indian Diaspora youth across the globe. It is intended to educate them about India’s progress in various fields like, science & technology, manufacturing, industry, communication & information technology etc. The aim of this quiz is not only to create awareness amongst diaspora youth and NRIs but also to bring them closer to their roots, to make them feel to be the part of the progress of their native land. The MEA organized the 2nd edition of Bharat Ko Janeye quiz in 2018-2019 for the Non-Resident Indians (NRIs) and Persons of Indian Origin (PIOs) youth aged between 18 to 35 years. The quiz was conducted in 4 rounds. The First round online Quiz was conducted in July 2018 by the Government of India under three categories: (i) NIRs, (ii) OCIs & PIOs, and (iii) Foreigners. The top 3 winners from each category advanced to the Second round online Quiz which was conducted by the MEA, New Delhi in November 2018. The top 10 winners of the Second round from around the world for each category were invited to New Delhi by the MEA for a 15-day Bharat Ko Janeye Yatra (Workshop) during which the Third round and Final rounds of the quiz were held. Four Malaysians (Mr. Laveneishyan B. Mogan, and Ms. Darshini Letchimenan under the Foreigners category, & Mr. Sivanesan Subramaniam, and Ms. Sharmala Nedunchezian under the OCIs & PIOs category) were among the winners of the Second round, and three of them, Mr. Laveneishyan B. Mogan, Ms. Darshini Letchimenan, and Mr. Sivanesan Subramaniam travelled to New Delhi to take part in the Bharat Ko Janeye Yatra, which was conducted from 11-23 January 2019. In the Third round, Ms. Darshini Letchimenan was selected under the Foreigners category and advanced to the Final round, in which she won the Bronze medal. The Final round winners received their prizes from the Prime Minister Shri Narendra Modi during the Pravasi Bharatiya Divas Convention 2019 on 23 .01.2019.

From Malaysia, 4 top winners of 2nd round were selected to participate in the 3rd and 4th round in India from 10th-27th January 2019. Ms. Darashini Munniandy won bronze in the 4th round and was felicitated along with other winners from across the world. The Hon’ble Prime Minister of India, Shri Narendra Modi and the Hon’ble External Affairs Minister Smt. Sushma Swaraj presided over the prize giving ceremony of the Bharat Ko Janeye Quiz.
Know India Programme (KIP) The KIP is a 3 week programme for youth from the Indian diaspora, to visit India and get to know about Indian culture. Since 2004, the Government of India has conducted 53 KIPs in partnership with the state governments in India. The eligibility criteria is the applicant should be aged between 18-30 years, and should either be pursuing Bachelor degree or should have completed a Bachelor degree. Preference given to those who have not visited India.

Scholarship Programme for Diaspora Children (SPDC) Under the SPDC, 150 scholarships are offered to 68 countries including Malaysia to (i) Persons of Indian Origin (PIOs), (ii) Non-Resident Indians (NRIs), (iii) Children of Indian Workers in Emigration Check Required (ECR) countries, for pursuing a broad range of Bachelor degree courses such as: Engineering, Technology, Architecture, Humanities, Liberal Arts, Commerce, Business Administration, Business Management, Hotel Management, Computer Applications, Information Technology, Journalism, Agriculture, Animal Husbandry, Sciences, Law, Ayurveda, Nursing, Physiotherapy, Pharmacy. Selection is based on merit. Age requirement: 17 to 21 years as on 31st October. The amount of scholarship provided is 75% of the total Institutional Economic Cost (ICE) which includes Tuition Fee, Hostel Fee and other institutional charges (food charges are excluded).
Self-financing scheme for Foreign Students (SFS) Under the SFS, the Government of India facilitates admission of foreign students from friendly developing countries to professional Bachelor Degree courses (MBBS, BDS, B. Engineering, B. Technology, B. Architecture, and B. Pharmacy) in a few colleges in India. The applicants must have taken Physics, Chemistry, Biology or Mathematics, and English at the qualifying level equivalent to 12th standard in India as recognised by the Association of Indian Universities (AIU), New Delhi with minimum 60% marks in each subject. Applicants for MBBS and BDS should also have to sit for the National Eligibility cum Entrance Test (NEET).
