• Action plan can address particular problems or issues and cannot be applied as a generalized planning principle.

• Decision makers Vs. Decision doers: Lack of enthusiasm. A cohesive team is must.

• Time Constraint: Too much time cannot be attached.

• Lack of physical observance particularly in cases involving emotional response, stress and conflict.

• Complex implementation: Process of implementation in most of the cases is carried out without a recognized system and resources.

Demerits

• Addressing problems arising out of heavy rains in particular areas of city.

• Regulating traffic congestion due irregular events occurring at peak hours.

• Maintaining order and peace in religious cities particularly during auspicious days, due to sudden influx of pilgrims.

• To take care of sudden intra city migration of people due to perceived threat of onslaught of communicable diseases.

• Scarcities of commodities due to misappropriation or lack of supplies.

Bhopal is famous for itslakes. There are about 28 water bodies in and around the city. People of Bhopal are very passionate about it lakes, particularly lower and upper lakes.

However these water bodies are under great threat of pollution due to plastic and munciple and solid waste. Various works are currently underway as regards beautification of these lakes.

Limiting Size of Traffic Rotaries

Traffic rotaries in Bhopal are very common. Rotaries have been made even at square junctions in violation of traffic standards. Being capital city these rotaries are adorned by statues of various political and community personalities.

Limiting Size of Traffic Rotaries

The rotaries are cause of traffic congestion, bottle necks and reduced traffic speeds causing movement delays to people and goods for a very long time.

In fact these rotaries were assigned to various builders and developers for beautification, in lieu of displaying their names and logos for advertising purpose.

• Action plans are not an integral part of conventional planning approaches. However they are significantly suitable in matters of

• Interventions• Situations requiring buying of time• Quick solutions• Failure of conventional backups in system.• Anticipated threats perceived through warning signals.

• These plans are function specific contingency plans and should not be very time consuming.

• Good team work between policy makers and implementing agencies is a must.
