    Would you say that Iriscertification is something youhave to go through, especially in a time of crisis, or a means ofprofessionalising the railwayindustry?

    PM: Both are important. The Irisapproach helps to identify theaspects that werent covered byISO 9001. For example, issuessuch as product validation,obsolescence management and industrial transfers form a key part of rail contractmanagement. Managementsystems certification also makescustomers feel more confident in the suppliers ability to deliverproducts and services that meettheir expectations.

    Do you have measures foraccompanying subcontractorstowards certification?

    PM: Our key suppliers wereinvolved in the Iris approach.Some of them were even activemembers from the outside.Generally speaking, Alstom

An organisation specific tosupplier quality is in factdedicated to these improvementinitiatives. Our approach is then based on the accreditationand development monitoring of our suppliers. During their accreditation, ISO 9001/Iris/Classificationcertificates, backed up bysustainable development andproduct/process managementaudits have become essential.Today, 80% of our key Rollingequipment/Componentssuppliers are certified or have an Iris certification approach in progress.

    Isnt the environment an area for development as well?

    PM: Weve been consideringaspects linked to sustainabledevelopment for a number of years already by working from the train design stage onreducing noise and energyconsumption and cutting out the use of harmful products such as paint solvents. Some of the sites that are most criticalin terms of impact on theenvironment are in fact ISO 14001certified. This all forms part ofthe image of the company thatthe Alstom Group wants topromote.

    And in the future, will globalcertification be extended to themain maintenance sites?

    PM: For the time being were not considering any formalcertification in this area. But overthe longer term, as maintenanceactivities are often still under the direct responsibility of the operators, we would beprepared to review our positiondepending on changes in the market and customerrequirements.

    Lorsquen 2007, la BanquePopulaire Loire et Lyonnaissengage dans un vaste plande rorganisation de ses 97agences, elle craint notammentque lintroduction dautomatesne soit perue par ses clientscomme une dmobilisation en matire de service. Le pointde dpart de sa dmarchedengagements de service. Nous avons ralis une enqutede satisfaction qui a montrque nous avions un point renforcer : le traitement desrclamations et un point fort :laccueil , se souvient ChristianBarthlmy, directeur qualit de la BP2L.     When, in 2007, BanquePopulaire Loire et Lyonnaisstarted on a huge plan toreorganise its 97 branches, its major concern was thatcustomers might perceive the introduction of automaticmachines as a retrograde step in terms of service. This was the starting point for its servicecommitment approach. We carried out a satisfactionsurvey that showed we had a point to work on, dealing with complaints, and a strength,customer reception, saidChristian Barthlmy, BP2LsQuality Director. The bank waskeen to capitalise on theseresults and worked with AFNORCertification to define a servicecommitment framework. We wanted certification to givegreater value to our approach andtake it to a proper conclusion.Without it, we were taking therisk of giving up along the way,said the Quality Director. In all,twenty tailor-made customercommitments were defined,including 13 for reception and 7 for complaints, based on the outcome of customersurveys and internal discussion.Concerning reception, wecapitalised on what we weredoing already and added the changes expected by ourcustomers, whichever channelthey use. The real change is inthe way we deal with complaints,which becomes an attitude in which our employees aretrained, whereas, before, there was no consistency inattitude between the branches,explained Christian Barthlmy.The approach has now beendeployed across the networkand serves as a basis for dealing with customer relations,but not just that. Through the satisfaction surveys that werun every fortnight, it constitutesan excellent managementsupport for the branch managersand a tool box for employees,said the Quality Director.

    Lapport de chaque dmarche Cet outil sappuie la fois sur lISO 9001 au niveau organisationnel et AFAQ Service Confiance la cuisine vos mesures , davantage tourn versle client , explique Pierre Tanghe. Chaque enseigne apu se structurer et rpondre aux exigences croissantesdes clients, notamment sur la qualit de service. Etdsormais, le Systme Qualit Rseau sert de tremplinvers la certification des magasins indpendants. La dmarche AFAQ Service Confiance est dtermi-nante pour rassurer le consommateur de la commande la livraison. Quant la norme ISO, les responsablesdenseignes ont vite compris quelle rpondait une vritable ralit conomique , fait valoir leresponsable. Aujourdhui, 88 magasins sont certifis ISO 9001, et tous sont engags dans la dmarcheAFAQ Service Confiance. Cette anne, nous auronsune vingtaine de points de vente certifis ISO 9001supplmentaires ; lenjeu est tout autant damener denouveaux certifis que de faire vivre le systme chezceux qui le sont , remarque Pierre Tanghe.

    Une nouvelle tapeLa SALM est la premire entreprise avoir obtenu lamarque NF Environnement Ameublement. Et bien quele primtre de certification ne vise que la production,le rseau ne se prive pas dexploiter ce nouvel outil : Notre objectif est bien de toucher le consommateur,de plus en plus sensible aux questions environne-mentales. Pour nos vendeurs, cette labellisationreprsente un argument supplmentaire , notePierre Tanghe. Cet engouement sans faille du rseaupour la qualit franchit dsormais les frontires.Ainsi, aprs un premier magasin certifi ISO 9001 en Suisse, la SALM rflchit une gnralisation desdmarches qualit dans ses magasins europens.

    Quality throughout the networkWhen, in 2001, SALM decided to extend the qualityapproaches introduced in its factories and head officeto the Schmidt and Cuisinella stores, the impetuscame from the grass roots. The independent traderswho run our stores were suffering from the poor image attached to kitchen installers. They wanted to move towards a quality commitment to differentiatethemselves and structure their stores, said PierreTanghe, sales administration and ongoing networkprogress manager. This determination led to the construction of an internal business referenceframework known as the Network Quality System,which was defined in partnership with Groupmanagement.

    What each approach contributesThe framework is based on ISO 9001 for theorganisational aspects and AFAQ Service Trust the kitchen that measures up to your expectationsstandard, which is more customer-focused, explainedPierre Tanghe. Each store has been able to structureitself and meet the increasing requirements ofcustomers, particularly for service quality.     How do you make sure that your instructions are being followed?GM: We audit our subcontractors regularlyand we elaborated a computer tool in orderto control the prevention plan. Thus DCNSLorient tests unexpectedly the practices ofsome employees of the subcontractors, then send an assessment letter. We askthem to comply with our instruction whenweaknesses have been noted. This system is still new, but eventually, it will probablyallow us to give priority to our mostdeserving subcontractors.

Nous leur demandons essentiellementde trier leurs dchets, de ne pas introduire de substance dangereuse sur le site sansautorisation et de respecter le stockagetanche dans des volumes raisonnables.

    Why and how did you include yoursubcontractor in your ISO 14001 approach?Galle Marion (GM): Our environmentalapproach prompted us to work on dangeroussubstances and on the sorting of non-toxic waste: both topics affect directly our subcontractors on location. Thus welaunched in 2006 a sensitizing campaign intheir direction. Our goal was not to demandan ISO 14001 certificate but to integratethem in the approach. Nowadays, any newsubcontractor must sign an environmentalappendix to the contract, and respect the guide of environmental prescriptions. We essentially ask them to sort their waste,not to introduce dangerous substances on site without authorisation and to respectwaterproof and airtight storage in reasonablevolumes.

    Does DCNS Group intend to follow up on this initiative?GM: National workshops are currentlyextending this policy and its tools to thewhole group, which is also ISO 14001 since2008. The environmental appendix has been broadcasted to the other locations: the final objective is to integrate it withinthe contracts of DCNS with its subcontractors.The environmental guide will remainspecific to each location. As for theprevention plan control tool, he was spreadto the whole group 15 days ago. Thisapproach sets off a real awareness withinthe ranks of the suppliers, in spite of a jerkybeginning. Nous pensons quil est tempsdharmoniser les dmarchesentre les diffrents organismeset daller vers une cartographiedes processus commune parorganisme , projette HindeZaimi, responsable certification la CNAMTS, qui ne perd pas galement de vue limpactfinancier li lobtention descertificats individuels. Pourautant, cette globalisation de la dmarche qualit nedevra pas freiner les initiativeslocales, et encore moins perdrele sens des ralits du terrain.Cest pourquoi la CNAMTSavance par tape : Nous allonslancer une tude de faisabilitafin de rflchir la meilleurefaon de faire converger toutcela. Nous dgagerons ensuitedes plans dactions attenduspour la fin de lanne 2009, qui seront mis en uvre sur laprochaine convention dobjec-tifs et de gestion 2010-2012 ,prcise la responsable certifi-cation.
