Transcript of ACT 2014 A Rideshare Regional Perspective
ACT Conference, August 2014
About SLO Regional Rideshare
A division of SLOCOG – region’s MPO
SLO County’s only TDM + incentive program
Region’s 511 + personalized trip planning
Regional Mobility Manager
Chief organizer of county-wide Bike Month
and Rideshare Month activities
Safe Routes to School
SRTS in SLO County 2008 Federal Grant (K-8)
2012 TE Grant (K-12)
Traditional “non-infrastructure” program
Partnership with Bike Coalition, Public Health
Over 34,000 students enrolled,
approximately 75 schools, 10 school districts
Applied for first round of ATP funds
Challenges So many pencils, so little time….
Lack of dedicated parents from one year to
next
Time needed to reinvent the relationships
Competition with other agencies doing similar
programs
Competition for assembly time at schools
Over exposure of program to same schools =
boring
Desire to take education program to next level
No clear way to measure success
Funding Shift
State and Federal
SRTS Funds
Active Transportation
Program Fund -
$129M
OLD FUNDING NEW FUNDING
Key Developments Competition for funds changed
Statewide: 50% of funds/25% disadvantage
communities/40% SRTS
Small Urban: 10% of funds for 200,000 or less/25% to
disadvantaged communities
Large Urban: Remaining 40% of funds to large MPOs/25%
disadvantaged communities
Statewide now put us in a different circle
“Data picture” offered as only solution
Collaboration between infrastructure and non-
infrastructure programs encouraged
MPO support now critical
Mission statement The Safe Routes to School Taskforce
encourages safe, active transportation to and from all schools
in San Luis Obispo County inspiring a healthy and environmentally
conscious lifestyle.
Regional Taskforce Approach
29 active members, quarterly meetings
Infrastructure and non-infrastructure programs
and projects discussed
Better planned and more strategic oversight
Reduces the duplication of efforts
Increases access to resources otherwise unknown
Combined all SRTS Education and
Encouragement grant requests into one succinct
program
Allows diversification of our program with multiple
players on board
Data Picture Development Goal was to create a comprehensive profile
and GIS Map for each public school in SLO
County.
Profiles would show the high-risk areas for
walking and biking students at each surveyed
school and be accessible to both the public
and partner agencies.
Comprehensive data set helps our
infrastructure projects be more competitive for
funding thereby increasing the entire region’s
SRTS chances for funding
SRTSII (SRTS Infrastructure Inventory)
Rideshare led, support from planning & GIS at SLOCOG
Planning interns from Cal Poly participated for school credit
Design based on National SRTS Safe Neighborhood audits and customized to fit our county’s unique geography
Quantitative and qualitative evidence collected
Tools created
Maps and data provided to Taskforce partners and general public
SRTSII Data Car, pedestrian, bike and scooter counts from morning drop-offs and
afternoon pick-ups A 2x3ft GIS Map with the ¼ mile and ½ mile radius buffer TIMS collision data Pedestrian network data Indicators of bikeway types
Primary and secondary entry points Traffic signals types Individual collision data incidents collected from the TIMS database
with a Google Map showing both street and aerial views of each collision site and the noted time of incident
Obesity data from County Public Health’s mandated physical fitness tests
Speed data from each city or county surveyed near school sites Any anecdotal data available Disadvantaged community resources
GIS Before & After • Collision & Accident data
• Stop sign location
• Cross walk location
• Primary & secondary entrances of schools

SRTS Infrastructure Inventory Study (SRTSII) – Data collection, organization and analysis
by Rideshare for use by Rideshare, the Regional Taskforce, and interested members of
the community (parents, educators, etc).
Phase 1: ¼ mile radius infrastructure inventory including vehicle counts, obesity,
data, free-reduced lunch and collision data – completed at 29 schools, additional
27 schools in progress
Phase 2: Inclusion of land use data and physical barriers – in progress at all
schools
Infrastructure need data
profiles will be created
for all 66 public K - 12
schools in SLO County by
end of 2014 – all
information is made
available to the public
and partners
Phase 3: Survey to
public works
offices on
infrastructure
project status –
NOT ATP Funded
Phase 4: Widening the
current ¼ mile radius of
study to ½ mile radius,
multi-day vehicle counts
at each school, update
of speed data and
parent surveys
countywide – NOT ATP
Funded
No Taskforce Regional Taskforce Formed
Next Steps
ATP Application submitted in first round
Continue to provide and share data with
Taskforce
Growth of program to include on-bike training
– similar to programs in Colorado and Oregon
Effort to include SRTS in school district wellness
policies
Hope is to find grant funding for a Regional
SRTS Strategic Plan
