LearningEnvironmentConValRegionalHighSchoolisacomprehensivepublichighschoolandisaccreditedbytheNewEnglandAssociationofSchoolsandColleges.Coursesareofferedonafour-by-fourblockschedulewithdailyclassesforeightyminutes,andoneforty-threeminuteinterventionblock.InadditiontoAdvancedPlacement,honorsandcollegepreparatorycourses,studentsparticipateinextendedlearningopportunities,internships,careereducationcourses,careerandtechnicalcoursesandthearts.AllstudentsparticipateinaninnovativeinterventionblockcalledTASC(TeachersinAcademicSupportCenters),whichprovidesdaily,forty-threeminuteguidedinterventionsandorextensions.Specializedprogramsareofferedforstudentswithlearningdisabilitiesandspecialneeds.Overfiftypercentofourstudentbodyparticipatesinathleticsand/orextracurricularactivities.Studentsareexpectedtolearnanddemonstrateeffectivecommunication(reading,writing,speaking),effectivecollaborationandproblemsolving,effectiveuseoftechnology,andmeaningfulcivicengagement.Studentsarealsoexpectedtodemonstraterespectforthemselves,respectforothers,andrespectforthefacility.

ConValHighSchoolProceduresAlternativeCreditOptionsExtendedDayAcademyStudentsmayhavetheoptionoftakingrequiredcoursesafterschooltwodaysperweek,basedonAcademyofferings.Studentsmayhavetheoptionofparticipatingincreditrecoveryand/orskillbuildingactivitiesafterschooltwodaysperweek.IndependentStudy/ExtendedLearningOpportunitiesStudentsmayengageineducationalexperiencesthatreachbeyondthewallsoftheschool,theregularschooldayaswellasextendtheirlearningbeyondthestandardofferings.Studentsshallnotbepermittedtotakemorethantwoextendedlearningopportunitiessimultaneously.Studentsmayincludeamaximumof6creditsforextendedlearningopportunitiesontheirtranscript.InternshipsStudentsmayalsowishtoexperiencetheworldofworkfirst-handbybecominganinternatalocalbusiness.Whileinternshipscanbeusedinavarietyofways,theyworkbestwhentheyarethecapstoneorculminatingeventinastudent’shighschoolcourseofstudy.Forexample,astudentwhoisinterestedinpursuingacareerasadentalhygienistshouldtakealltheappropriatescienceandhealthoccupationsclassesbeforebecominganinternatalocaldentaloffice.Thisway,thestudentisabletohavethebestpossibleexperienceasaninternwhilethelocalbusinessgainsthebenefitofworkingwithastudenttrulyinterestedintheprofession.CreditRecoveryStudentsmustmeetwiththeirschoolcounselortoreviewtheirtranscriptanddiscussappropriatenessofcreditrecoverycourseworkpriortoregisteringforacourse.Ifastudentisretakingacoursetoimproveagrade,thenewgradewillshowonthetranscriptandwillbefiguredintothegradepointaveragecalculation.Theoldgradewillalsoshow;however,thepointvaluewillnotbefigured.StudentstakinggraduationrequirementsmustcompletecreditrecoverycoursesbytheendofQuarter3oftheirsenioryear.SummerAcademyStudentshavetheopportunitytotakecreditrecoveryandfirsttimecreditcoursesduringafiveweekSummerAcademy.Studentsareinvitedtoregisterforcoursesfora$50feewhichisrefundeduponsuccessfulcompletionofthecourse.VirtualLearningAcademyCharterSchool(VLACS)Studentshavetheopportunitytoenrollinfree,onlinecoursesthroughtheNHstateVirtualLearningAcademyCharterSchool(VLACS).Coursescoverawidevarietyofsubjectareasandtopicsthatchangefromyeartoyear.Currentlistsofavailablecoursescanbeprovidedbeviewedatwww.vlacs.org.VLACSalsohasavailable,throughapartnershipwithlocalcolleges,E-startclasseswherestudentscanearndualhighschoolandcollegecredit.Thereisaseparateregistrationprocessandfeesfortheseclasses.MoreinformationcanbefoundontheVLACSwebsite.

• StudentswishingtocontinueinasequenceofcoursesatCVHSwillhavetocompletethecorrespondingCVHScoursefinalexamfortheVLACScourse.Thescoreresultsofthisfinalexamwillbeusedforplacementrecommendations.
TransferStudents/Credit
• ConValHighSchoolwillgranttransfercreditissuedbyasendingschool.• Forcollegeapplications,theConValtranscriptwillincludeanotationoftheoriginofthetransfercredits.
Rankwillbedeterminedaccordingtoastudent’sperformancewhilehereatConVal,andanotationtothateffectwillbemadeincollegeapplications.

AthleticandCo-CurricularEligibility
• InordertobeeligibletoparticipateinaConValHighSchoolco-curricularprogram,astudentmusthavepassedaminimumofthree(3)unitsofworkinthequarterprevioustoparticipationandbecurrentlyenrolledinthree(3)unitsofworkinthequarterofparticipation.
• Eligibilitystatusisdeterminedonthedaythatofficialreportcardsaredistributedtostudents.• Anincompleteisnotconsideredapassinggradeforthepurposeofeligibility.
GradingSystemThegoaloftheConValHighSchoolgradingsystemisthatitbeconsistent,accurate,fair,specific,andtimely.Thestaffandadministrationhavereviewed5areasofconsideration(theroleofzerosinaveraginggrades,opportunitiesforstudentstoimproveassignedwork,separationofacademicgradesfromstudentbehavior,homework,andthegradeneededtoearncredit)intheformulationofthisprocedure.Preparationandpractice(homework)willcountfornotmorethan10%ofthestudent’squarterlygrade.GradingScaleConValHighSchoolusesthefollowinggradingscale:

Re-learningProcedureConValHighSchoolencouragesstudentstodemonstrategreaterproficiencybypursuingre-learningopportunities.Thecriteriaforrevisionareasfollows:
• Studentshavetheopportunitytoimproveandresubmitgradedassessmentsprovidedthatstudentsmeetpre-set,school-wideanddepartment-specificimprovementqualifications.
• Assessmentsinthelastweekofthequarter,includingthefinalassessment,mayberesubmittedatteacherdiscretion.
• Extensionofthesetimeframesshallonlybegrantedbyconsensusoftheteacher,schoolcounselor,anddepartmentleader.Astudentmayappealadeniedrequesttotheadministrativeteam.
• Inaccordancewiththere-learningprocedure,studentswhoplagiarizewillhavetheopportunitytomakeupworkbutreceiveagradenohigherthan80%oftheattainedgradeor50%,whicheverishigher.Studentswhoplagiarizemaybesubjecttodisciplinaryactioninlieuofanacademicconsequence.Studentswhoplagiarizeasecondtimeintheiracademiccareerwillbesubjecttofurtherconsequences.
• Studentswhocompletethedepartment-specificimprovementprocessonanassessmentwillearnthehigherofthetwogradesuptoa90andwillreceiveagradenolowerthana50%.
• Courses(and/orcredentialing)inwhichcreditisofferedoutsidetheConValsystemmaynotallowfortheimplementationofthisprocedure.
IncompleteGradesStudentsareexpectedtocompletetheworkthatisneededfortheircoursewithinthreeweeksoftheendoftheclass.Incompletegradesinprerequisitecoursesmaypreventstudentsfrommovingontothenextcourse.MiddleSchoolCreditNewHampshireStatepolicystatesthatahighschoolmaygrantcreditforcoursesatthe8thgradelevelthatmeethighschoolstandards,andtheymayappearonthetranscript.FinalsAfinalassessmentshallbeadministeredandwillcountas15%ofthetotalgradeforthecourse.SeniorswhohaveanA(anumericalgradeof93orhigher)inacoursemaybeexemptedfromthefinalwithteacherpermission.

StudentPlacementProcedureAllConValstudentsareencouragedtoaccessthehighestlevelsofacademicchallenge.Decisionsaboutastudent’sacademicplacementtakemanyfactorsintoconsideration,includingthestudent’sabilitytopersistandhis/herdemonstratedknowledgeandskillsinpreviouscoursework.Inputandrecommendationsfromteachers,counselors,parentsandstudentsarecarefullyconsideredinthisprocessandareallvaluableindecidingwhereastudentshouldbeplaced.RequirementsforplacementIncludeallofthefollowing:

AlcoholandSubstanceAbuseSeefulldistrictpolicyinthispublicationReasonableSuspicion
• Givenreasonablesuspicionofsubstancemisuseorabuse,schooladministratorsmay:Conductreasonablesearchesofstudents,includingtheirpersonandtheirpersonaleffects.Aschooladministratorisjustifiedininitiatingasearchwhentherearereasonablegroundsforsuspectingthatthesearchwillturnupevidencethatthestudenthasviolated,orisviolatingeitherthelawortherulesoftheschool.Reasonablegroundsarelessthan“probablecause,”andmayconsistofareportorfirsthandinformationthatastudenthasviolatedorisviolatingeitherthelawortherulesoftheschool.Inordertosearchastudent,theadministratormusthaveanindividualized,student-specificsuspicionthatthestudentwhoisthesubjectofthesearchhasviolated,orisviolatingthelawortherulesoftheschool.

DetentionofStudentsAschooladministratororteachermaydetainastudentfordisciplinaryreasonsduringschoolhours.Further,aschooladministratororteachermaydetainastudentfordisciplinaryreasonsafterschoolhours,providedtheparenthasbeennotifiedofthedetention.Incaseofbusstudents,parentsmaybeaskedtoarrangeforthetransportationofthedetainedstudent.Incaseswheretransportationisrequired,24-hournoticewillbegivensothattransportationmaybearranged.Detentioninonedayistobelimitedto90minutesandisexpectedtobeservedasaconsequence.DressCodeConValHighSchoolexpectsallstudentstoactandtodressinarespectfulandappropriatemannerconducivetotheacademicenvironment.Wetaketheresponsibilityofensuringourstudents’attireandgroomingisofsuchanaturesoasnottoendangerhis/herhealthorsafetyorthatofothers.Theschoolcannotpermitclothingtobewornthatisdamagingtoschoolpropertyorgenerallydisruptivetotheeducationalprocess.Studentsmustwearfootwearatalltimeswheninschool.Specifically,studentswillnotbeabletowearclothingthat:
• Advertisesorpromotestheuseofdrug,alcohol,ortobaccoproducts.• Expressesorencouragesprofanity,sexualinnuendo,violence,intoleranceoranyillegalbehavior.
Theadministrationand/orfacultyofConValHighSchoolwilldetermineusingtheirdiscretionandgoodjudgment,whatisconsideredtobeappropriateschoolattire.Students,whoareconsideredtobeinviolationofthespecificpointsaboveorinnonobservanceofthegeneralstandardsofappropriateschoolattire,willbeaskedtochangeimmediatelyintoclothingthatmeetsourgoalofmaintainingasafeandcomfortableschoolenvironment.Ifastudentissenthometochange,thetimemissedfromclasswillbeunexcused.GangActivityItisthepolicyofthisSchoolDistrictthatmembershipinsecretfraternitiesorsororities,orinotherclubsorgangs(collectivelygangs)notsponsoredbyestablishedagenciesororganizations,isprohibited.Gangswhichinitiate,advocate,orpromoteactivitieswhichthreatenthesafetyorwell-beingofpersonsorpropertyonschoolgroundsorwhichdisrupttheschoolenvironmentareharmfultotheeducationalprocess.Theuseofhandsignals,graffiti,orthepresenceofanyapparel,jewelry,accessory,ormannerofgroomingwhich,byvirtueofitscolor,arrangement,trademark,symboloranyotherattributewhichindicatesorimpliesmembershiporaffiliationwithsuchagroup,presentaclearandpresentdangertotheschoolenvironmentandeducationalobjectivesofthecommunityareforbidden.Incidentsinvolvinginitiations,hazing,intimidation,and/oractivitiesofsuchgroupaffiliationswhicharelikelytocausebodilydanger,physicalharm,orpersonaldegradationordisgraceresultinginphysicalormentalharmtostudentsareprohibited.Anystudentwearing,carryingordisplayinggangparaphernalia,orexhibitingbehaviororgestureswhichsymbolizegangmembership,orcausingand/orparticipatinginactivitieswhichintimidateoraffecttheattendanceofanotherstudentwillbesubjecttodisciplinaryaction.HazingItisthepolicyofthisschooldistrictthatnotstudentoremployeeofthedistrictshallparticipateinorbemembersofanysecretfraternityorsecretorganizationthatisinanydegreerelatedtotheschoolortoaschoolactivity.No

studentorganizationoranypersonassociatedwithanyorganizationsanctionedbythedistrictshallengageorparticipateinhazing.Forthepurposesofthispolicy,hazingisdefinedasanactivitywhichrecklesslyorintentionallyendangersthementalorphysicalhealthorsafetyofastudentforthepurposeofinitiationoradmissionintooraffiliationwithanyorganizationsanctionedorauthorizedbythedistrict.“Endangerthephysicalhealth”shallinclude,butisnotlimitedto,anybrutalityofaphysicalnature,suchaswhipping;beating;branding;forcedcalisthenics;exposuretotheelements;forcedconsumptionofanyfood,alcoholicbeverage,drugorcontrolleddangeroussubstance;oranyforcedphysicalactivitywhichcouldadverselyaffectthephysicalhealthorsafetyoftheindividual.“Endangerthementalhealth”shallincludeanyactivity,exceptthoseactivitiesauthorizedbylaw,whichwouldsubjecttheindividualtoextremementalstress,suchasprolongedsleepdeprivation,forcedprolongedexclusionfromsocialcontactwhichcouldresultinextremeembarrassment,oranyotherforcedactivitywhichcouldadverselyaffectthementalhealthordignityoftheindividual.Anyhazingactivity,uponwhichtheinitiationoradmissionintooraffiliationwithanorganizationsanctionedorauthorizedbythedistrictisconditioned,directlyorindirectly,shallbepresumedtobeaforcedactivity,evenifthestudentwillinglyparticipatesinsuchactivity.Thispolicyisnotintendedtodepriveschooldistrictauthoritiesfromtakingnecessaryandappropriatedisciplinaryactiontowardanystudentoremployee.Studentsoremployeeswhoviolatethispolicywillbesubjecttodisciplinaryactionwhichmayincludeexpulsionforstudentsandemploymentterminationforemployees.InappropriateSexualBehaviorAllincidentsofthisnaturewillbeaddressedbytheadministration.OutofSchoolActionsTheSchoolBoardrecognizesthatout-of-schoolconductofstudentsattendingschoolwithinthisdistrict,arenotnormallyaconcernoftheSchoolBoard.However,theSchoolBoardbelievesthatdisciplinaryactionforconductoccurringoffschoolpropertyandnotinvolvingaschoolactivityisproperiftheconducthasanadverseeffectupontheschool.Therefore,itisthepolicyoftheSchoolBoardthatanystudentattendingschoolwithinthisdistrictwillbesubjecttodisciplinaryactionincluding,butnotlimitedto,suspensionfromschoolforanyconductthat,intheopinionofschooladministrators,hasanadverseimpactupontheschool.Suchactivityincludes,butisnotlimitedto,thefollowing:damagingschoolproperty,e.g.aschoolbus;engaginginactivitywhichcausesphysicaloremotionalharmtootherstudents,teachers,orotherschoolpersonnel;engaginginanactivitywhichdirectlyimpedesdisciplineatschoolorthegeneralwelfareofschoolactivities.(refertoJICDD)WeaponsSeefulldistrictpolicyinthispublicationDangerousweaponsasusedinthissectionand,totheextentnotinconsistentwith,anyotherpolicy,ruleorregulation,shallmean:afirearm(see18USSCSection921)toincludeapelletorBBgun;anyobjectprohibited,licensed,orregulatedunderRSA159;aknife,butnotafoldingpocketknifeorcafeteria-issueddiningutensil;a

thelocalpolicewhoshallthenberesponsibleforallenforcementproceedingsandapplicablefinesandpenalties.Iftheprincipalordesigneehasfirstrequestedthepersontostoporrefrainfromusingtobaccoproductsinviolationofthispolicy,andthepersonhasrefused,theprincipalordesigneeshallcallthepolice.
II.StudentsA.Nostudentshallpurchase,attempttopurchase,possessoruseanytobaccoproductinanyschoolvehicleoranywhereonschoolgroundsmaintainedbytheDistrict.B.Enforcementofthisprohibitionshallinitiallyrestwithbuildingprincipals,ortheirdesignees,whomayreportanyviolationtothelocalpolicedepartment.Inaccordancewithstatelaw,thepolicedepartmentshallberesponsibleforallproceedingsandapplicablefinesandpenalties.C.Theprincipalwilldevelopregulationswhichcoverdisciplinaryactiontobetakenforviolationsofthispolicy.Theseregulationswillbecommunicatedtostudentsbymeansdeemedappropriatebytheprincipal.Inadditiontodisciplinaryactiontakenbytheschool,criminalpenaltiesforfinemayresultfromviolationsofthispolicy.
III.EmployeesA.Noemployeeshalluseanytobaccoproductinanyfacility,inanyschoolvehicle,oranywhereonschoolgroundsmaintainedbytheDistrict.B.Initialresponsibilityforenforcementofthisprohibitionshallrestwiththebuildingprincipalsordesignees.Theprincipalmayreportviolationstothelocalpolicedepartment.Inaccordancewithstatelaw,thepolicedepartmentshallberesponsibleforallproceedingsandapplicablefinesandpenalties.C.Theprincipalwilldevelopandimplementtheappropriatemeansofnotifyingemployeesofpossibledisciplinaryconsequencesofviolatingthispolicy.Anyemployee(s)whoviolatesthispolicyissubjecttodisciplinaryactionwhichmayincludewarning,suspension,ordismissal.D.Inaddition,finesorotherpenaltiesmayresultfromenforcementoftheseprohibitionsbyotherlawenforcementofficials.
IV.AllOtherPersonsA.Novisitorshallatanytimeusetobaccoproductsinanyfacility,inanyschoolvehicle,oranywhereonschoolgroundsmaintainedbytheDistrict.B.ResponsibilityforenforcementofthisprohibitionshallrestwithallSchoolDistrictemployees,whomayreportviolationstothelocalpolicedepartment.C.Inaccordancewithstatelaw,thepolicedepartmentshallberesponsibleforpursuingapplicablecriminalfineandpenalties.

HealthServicesTheConValHealthOfficehastwoRegisteredNurseswhoserveastheSchoolNurses,toassiststudentsindealingwithhealthissuesinaconfidentialmanner.TheHealthOfficealsoassistsstudentsinachievingoptimumlevelsofwellnessbyprovidingresourcesforhealtheducation,teachingbasicprinciplesofhealthwithindividualstudents,insmallgroups,orinclassroompresentations.TheSchoolNursesareavailablethroughouttheschooldaytoofferhealthcaretostudentsexperiencingbothchronicandacutehealthproblems.Theymaintaincontactwithparentsintheeventthatastudent’shealthproblemrequiresthattheybesenthome.Parentsareencouragedtocommunicateanyhealth-relatedissuesconcerningtheirson/daughtertothenurses,andmaybeassuredthatallsuchinformationwillbekeptconfidential.

Studentselectingindependentstudy,collegecoursework,internships,orotherextendedlearningopportunitiesthatareheldoffthehighschoolcampuswillberesponsibleforprovidingtheirowntransportationtoandfromtheoff-campussite.Studentsapprovedforoff-campusextendedlearningopportunitiesareresponsiblefortheirpersonalsafetyandwell-being.Extendedlearningopportunitiesatoff-campussiteswillrequireasignedagreementamongtheschool,thestudent,andadesignatedagentofthethird-partyhost.Theagreementshouldspecifytherolesandresponsibilitiesofeachparty.ProgramIntegrityInordertoinsuretheintegrityofthelearningexperienceapprovedunderthisprogram,thestudentwillberequiredperiodicallyorupondemandtoprovideevidenceofprogressandattendance.ThePrincipal,ordesignee,willberesponsibleforcertifyingcoursecompletionandtheawardofcreditsconsistentwiththeDistrict’spoliciesongraduation.Ifastudentisunabletocompletetheextendedlearningopportunityforvalidreasons,thePrincipal,ordesignee,orassignedHighlyQualifiedTeacherwillevaluatetheexperiencecompletedtodateandmakeadeterminationfortheawardofpartialcreditorrecommendanalternativeexperience.Ifastudentceasestoattendorisunabletocompletetheextendedlearningopportunityforinsufficientreason(lackofeffort,failuretofollowthrough,indecision,etc.),theschool’sexistinggradingprocedureswillbefollowed.Inordertocertifycompletionofco-curricularprogramsandactivitiesbaseduponspecificinstructionalobjectivesalignedtothestandards,theschoolwilldevelopappropriatemechanismstodocumentstudentprogressandprogramcompletiononstudentgradereportrecords.StudentstransferringfromotherschoolswhorequestacceptanceofcoursecreditsawardedthroughsimilarextendedlearningopportunityprogramsshallhavetheirtranscriptsevaluatedbytheSchoolCounselorandPrincipal.GradingSystemTheSuperintendentandthebuildingPrincipalswilldevelopagradingsystemappropriateforthegradelevelsoftherespectiveschools.ThegradingsystemwillbeapprovedbytheBoardandpublishedintheParent-StudentHandbook.Allgradingdecisionsshallbemadeatthebuildinglevelandthedecisionshallbefinal.PromotionandRetentionofStudentsTheSuperintendentorhis/herdesigneeandthebuildingprincipalsshalldevelopguidelinesforthepromotionandretentionofstudents.TheseguidelinesshallbepublishedintheParent-StudentHandbook.Criteriatobeconsideredregardingthepromotionofstudentsshouldinclude,butisnotlimitedto,astudent’smasteryofcourselevelcompetencies,grades,andteacherrecommendations.GraduationRegaliaAcceptableattireandregaliaforgraduationceremonieswillbedeterminedbythebuildingPrincipal,andpublishedinadvanceintheschoolhandbook.ExceptionsandchangeswillbemadeonlyatthediscretionofthebuildingPrincipal.

• Noteachermaypermitanyindividualpupiltoleaveschoolpriortotheregularhourofdismissalexceptbypermissionoftheprincipalorhis/herindicatedrepresentatives.
• Nopupilmaybepermittedtoleaveschoolpriortothedismissalhourforanyreasonunlesspermissionoftheparentorguardianhasbeenfirstsecured,norsenthomeunlessaresponsibleadultisatthehome.
AsprovidedbytheConValHighSchoolStudentHandbook,anystudentbeingreleasedduringtheschooldaymustbereleasedthroughtheschoolofficewhenhe/sheleavesandmustreporttotheofficewhenhe/shereturns,exceptthatstudentswhoareillmayalsobereleasedthroughthenurse’soffice.Studentswillbereleasedonlywhenlegallyauthorizedbytheparentorlegalguardian.Attendance,Absenteeism,TruancyAbsencesSchool-agedchildrenenrolledintheDistrictmustattendschoolinaccordancewithallapplicablestatelawsandBoardpolicies.TheeducationalprogramofferedbytheDistrictispredicateduponthepresenceofthestudentandrequirescontinuityofinstructionandclassroomparticipationinorderforstudentstoachieveacademicstandardsandconsistenteducationalprogress.AttendanceshallberequiredofallstudentsenrolledintheDistrictduringthedaysandhoursthatschoolisinsession.

TheConValSchoolBoardconsidersthefollowingtobeexcusedabsences:
• Illness• Recoveryfromaninjury• Requiredcourtattendance• Medicalanddentalappointments• Deathintheimmediatefamily• Observationorcelebrationofabonafidereligiousholiday• SuchothergoodcauseasmaybeacceptabletothePrincipalorpermittedbylaw
Anyabsencethathasnotbeenexcusedforanyofthesereasonswillbeconsideredanunexcusedabsence.Intheeventofanillness,parentsmustcalltheschoolandinformtheschoolofthestudent’sillnessandabsence.Forotherabsences,parentsmustprovidewrittennoticeorawrittenexcusethatstatesoneofthesereasonsfornon-attendance.ThePrincipalmayrequireparentstoprovideadditionaldocumentationinsupportoftheirwrittennotice,includingbutnotlimitedtodoctor’snotes,courtdocuments,obituaries,orotherdocumentssupportingtheclaimedreasonfornon-attendance.Ifparentswishfortheirchildtobeabsentforareasonnotlistedabove,theparentmustprovideawrittenexplanationofthereasonforsuchabsence,includingwhythestudentwillbeabsentandforhowlongthestudentwillbeabsent.ThePrincipalwillmakeadeterminationastowhetherthestatedreasonforthestudent’sabsenceconstitutesgoodcauseandwillnotifytheparentsviatelephoneandwritingofhis/herdecision.IfthePrincipaldeterminesthatgoodcausedoesnotexist,theparentsmayrequestaconferencewiththePrincipaltoagainexplainthereasonsfornon-attendance.ThePrincipalmaythenreconsiderhisinitialdetermination.However,atthisjuncture,thePrincipal’sdecisionshallbefinal.FamilyVacations/EducationalOpportunitiesGenerally,absencesotherthanforillnessorinjuryduringtheschoolyeararediscouraged.Theschoolprincipalorhis/herdesigneemay,however,grantspecialapprovalofabsenceforfamilyvacations,providedwrittenapprovalisgiveninadvance.Parentsareaskedtowriteanotetotheirchild'steacheratleasttwoweeksbeforethetrip.Thisadvanceplanningwillallowtheteacherenoughtimetoworkwithparentsandthestudentregardinghomeworkcompletion.TruancyTruancyisdefinedasanyunexcusedabsencefromclassorschool.Anyabsencethathasnotbeenexcusedforanyofthereasonslistedabovewillbeconsideredanunexcusedabsence.Tenhalf-daysorfivefulldays,oranyequivalentcombinationthereof,ofunexcusedabsenceduringaschoolyearconstituteshabitualtruancy.Ahalf-dayabsenceisdefinedasastudentmissingmorethantwohoursofinstructionaltimeandlessthanthreeandone-halfhoursofinstructionaltime.Anyabsenceofmorethanthreeandone-halfhoursofinstructionaltimeshallbeconsideredafull-dayabsence.ThePrincipalorTruantOfficerisherebydesignatedastheDistrictemployeeresponsibleforoverseeingtruancyissues.InterventionProcesstoAddressTruancyThePrincipalshallensurethattheadministrativeguidelinesonattendanceproperlyaddressthematteroftruancybyincludingaprocessthatidentifiesstudentswhoarehabituallytruant,asdefinedabove.

WhenthePrincipalordesigneeidentifiesastudentwhoishabituallytruantorwhoisindangerofbecominghabituallytruant,he/sheshallcommenceaninterventionwiththestudent,thestudent’sparents,andotherstaffmembersasmaybedeemednecessary.Theinterventionshallinclude,butisnotlimitedto:
• Investigationofthecause(s)ofthestudent’struantbehavior;• Modification,whenappropriate,ofhis/hereducationalthestudent’sprogramtomeetparticularneeds
thatmaybecausingthetruancy;• Developmentofaplan,involvingtheparents,designedtoreducethetruancy;• Alternativedisciplinarymeasures,butstillretainswhilestillretainingtherighttoimposedisciplinein
accordancewiththeDistrict’spoliciesandadministrativeguidelinesonstudentdiscipline;ParentalInvolvementinTruancyInterventionWhenastudentreacheshabitualtruancystatusorisindangerofreachinghabitualtruancystatus,thePrincipalordesigneewillsendthestudent’sparentaletterwhichincludes:
• Astatementthatthestudenthasbecomeorisindangerofbecominghabituallytruant;• Astatementoftheparent’sresponsibilitytoensurethatthestudentattendsschool;and• ArequestforameetingbetweentheparentsandthePrincipaltodiscussthestudent’struancyandto
developaplanforreducingthestudent’struancy.DevelopingandCoordinatingStrategiesforTruancyReductionTheBoardencouragestheadministrationtoseektruancy-preventionandtruancy-reductionstrategiesalongtherecommendationslistedbelow.
• Coordinatetruancy-preventionstrategiesbasedontheearlyidentificationoftruancy,suchaspromptnotificationofabsencestoparents.
• Assistschoolstafftodevelopsiteattendanceplansbyprovidingdevelopmentstrategies,resources,andreferralprocedures.
• Encourageandcoordinatetheadoptionofattendance-incentiveprogramsatschoolsitesandinindividualclassroomsthatrewardandcelebrategoodattendanceandsignificantimprovementsinattendance.
However,theseguidelinesshallbeadvisoryonly.TheSuperintendentisauthorizedtodevelopandutilizeothermeans,guidelines,andprogramsaimedatpreventingandreducingtruancy.ParentalNotificationofTruancyPolicyTheSuperintendentshallalsoensurethatthispolicyisincludedinorreferencedinthestudenthandbookandismadeavailabletoparentsannuallyatthebeginningofeachschoolyear.StudentRightsandResponsibilitiesTheprivilegesandrightsofallstudentsshallbeguaranteed.AprimaryresponsibilityoftheContoocookValleySchoolDistrictanditsprofessionalstafftoitsstudentsshallbethedevelopmentofanunderstandingandappreciationofourrepresentativeformofgovernment,therightsandresponsibilitiesoftheindividualandthelegalprocesseswherebynecessarychangesarebroughtaboutconsistentwiththeUnitedStateConstitution,itsamendmentsandtheNewHampshireConstitution.Theschoolisacommunityandtherulesandregulationsofaschoolarethelawsofthatcommunity.Allthoseenjoyingtherightsofcitizenshipintheschoolcommunitymustalsoaccepttheresponsibilitiesofcitizenship.Abasicresponsibilityofthosewhoenjoytherightsofcitizenshipistorespectthelawsofthecommunity.

Studentsshallhavetherighttopeaceablyandresponsiblyadvocatechangeofanylaw,policy,orregulation.Studentsmayexercisetheirrighttofreedomofexpressionthroughspeech,assembly,petition,andotherlawfulmeans.Theexerciseofthisrightmustnotinterferewiththerightsofothers.Freedomofexpressionmaynotbeutilizedtopresentmaterialwhichtendstobeobsceneorslanderous,ortodefamecharacter,ortoadvocateviolationoffederal,state,andlocallaws,orofficialschoolpolicies,rules,andregulations.Studentsmaypresentcomplaintstoteachersoradministrationofficials.Adequateopportunitiesshallbeprovidedforstudentstoexercisethisrightthroughchannelsestablishedforconsideringsuchcomplaints.StudentrightsandresponsibilitiesrelativetostudentconductandstudentdisciplineshallbepublishedintheParent-StudentHandbook,andwillbemadeavailableinanotherlanguageorpresentedorallyuponrequest.StudentdisciplinaryprocedureswillbeimplementedpursuanttotheprovisionsofBoardPoliciesJIAandJICD.StudentDueProcessRightsStudentsfacingdisciplinewillbeaffordedalldueprocessrightsgivenbylaw.TheSuperintendentordesigneeappointedinwriting,isauthorizedtosuspendanystudentfortendaysorlessforviolationsofschoolrulesorpolicies.TheSchoolBoard,orrepresentativethereof,designatedinwriting,isauthorizedtocontinuethesuspensioninexcessof10daysfollowingahearingwiththeaforementionedrepresentative.Anysuspensioninexcessof10daysmaybeappealedtotheBoardcommitteechargedwithdisciplinereview.Inadditiontotheprovisionsofthispolicy,theBoardrecognizestheapplicationofallpertinentprovisionsofRSA193:13andassociatedDepartmentofEducationrules.StudentdueprocessrightsshallbeprintedintheParent-StudentHandbookandwillbemadeavailableinanotherlanguage,asnecessary,orpresentedorallyuponrequest.StudentConductStudentshavearesponsibilitytoknowandrespecttherulesandregulationsoftheschool.Studentsshallreceiveannually,attheopeningofschool,apublication(studenthandbook)listingtherulesandregulationstowhichtheyaresubject.Suchpublicationwillbemadeavailableinanotherlanguageorpresentedorallyuponrequest.StudentConductonSchoolBussesStudentsusingDistricttransportationmustunderstandthattheyareunderthejurisdictionoftheSchoolfromthetimetheyboardthebusuntiltheyexitthebus.StudentstransportedinaschoolbusshallbeundertheauthorityoftheDistrictandundercontrolofthebusdriver.ContinueddisorderlyconductorpersistentrefusaltosubmittotheauthorityofthedrivershallbesufficientreasonsforastudenttobedeniedtheprivilegeoftransportationinaccordancewiththeregulationsoftheBoard.Thedriverofthebusshallbeheldresponsiblefortheorderlyconductofthestudentstransported.EachdriverhasthesupportoftheBoardinmaintaininggoodconductonthebus.Ifastudentistolosetheprivilegeofridingthebus,advancewarningwillbegiven,exceptforextrememisconduct.TheSuperintendentorhis/herdesigneewilldeveloprulesandregulationsforconductonbuses,andtheseshallbeprintedintheParent-StudentHandbook,andmadeavailableinanotherlanguageorpresentedorallyuponrequest.DisciplineProcedures

SuspensionsofTenDaysorLessDuringtheSchoolYearStudentswithdisabilitiesshallbeentitledtothesameprotectionsandproceduresthatareavailabletostudentswithoutdisabilities.Schoolpersonnelmayremoveastudentwithadisability,whoviolatesthecodeofconduct,fromhisorhercurrenteducationalplacementundercertaincircumstances.Astudentmayberemovedtoaninterimalternativeeducationalsetting,anothersetting,orsuspension,fornotmorethanten(10)schooldaysatatimeforaviolationofschoolrulesinaccordancewiththedisciplinepolicyoftheDistrictthatisusedforallstudents,unlessitisdeterminedthattheremovalconstitutesachangeofplacement.Whenastudentisremovedfromhisorhercurrentplacementforten(10)orfewerdaysintheschoolyear,theDistrictshallnotberequiredtoprovideanyspecialorregulareducationservicesduringthesuspension,aslongasthoseremovalsdonotconstituteachangeofplacementunder34CFR300.536.Whentheseremovals(10days,orlessatonetime)accumulatetomorethanten(10)daysinaschoolyear,schoolpersonnel,inconsultationwithatleastoneofthestudent’steachers,shalldeterminetheextentofservicesneededtoenablethestudenttoprogressinthegeneralcurriculumandtowardtheIEPgoals,andthelocationinwhichtheserviceswillbeprovided.Schoolpersonnelmayconsideruniquecircumstancesonacase-by-casebasiswhetherachangeinplacementisappropriateforastudentwithadisabilitywhoviolatesthecodeofconduct.Changeofplacementincludesremovalformorethanten(10)consecutivedaysoraseriesofremovalsinexcessoften(10)daysthatconstituteapattern.Whendisciplinaryactionresultsinachangeofplacement,noticeshallbeprovidedtoparentsthedaythedecisionismade.SuspensionsofMoreThanTenDaysWhenanychangeinplacementiscontemplatedformorethanten(10)schooldaysbecauseofaviolationofacodeofstudentconduct,theDistrict,theparent,andrelevantmembersoftheIEPTeamshallconvenenolaterthanten(10)schooldaysaftertheschooldecidestosuspendthestudentandreview:
• allrelevantinformationinthestudent’sfile;• thestudent’sIEP;• anyteacherobservations;and• anyrelevantinformationprovidedbythestudent’sparents
Todetermine:
• iftheconductinquestionwascausedbythestudent’sdisabilityorhadadirectandsubstantialrelationshiptothestudent’sdisability;or
• iftheconductinquestionwasadirectresultoftheDistrict’sfailuretoimplementtheIEP.Ifeitheroftheabovedeterminationsareaffirmative,theconductshallbedeterminedtobeamanifestationofthestudent’sdisability.Ifdeterminedthatthestudent’sconductisadirectresultoftheDistrict’sfailuretoimplementtheIEP,theDistrictshalltakeimmediatestepstoremedythosedeficiencies.Ifthebehaviorisnotamanifestationofthestudent’sdisability,relevantdisciplinaryproceduresthatapplytostudentswithoutdisabilitiesmaybeappliedinthesamemannerastheywouldbeappliedtootherstudents,exceptthatappropriateeducationalservicesmustcontinue.ManifestationDeterminationDecisionIftheDistrict,theparent,andrelevantmembersoftheIEPTeamdeterminethatthestudent’sconductwasamanifestationofher/hiseducationaldisability,theIEPTeamshall:
• Conductafunctionalbehavioralassessmentandimplementabehavioralinterventionplanforthestudent,or
• Ifabehavioralinterventionplanhasbeendeveloped,theteamshallreviewtheexistingplanandmodifyitasnecessarytoaddressthebehavior;and

“SpecialCircumstances”allowingforremovaltoanInterimAlternativeEducationalSettingThestudentmayberemovedfromher/hiscurrentplacementbyschoolpersonnelandplacedbytheIEPTeaminanInterimAlternativeEducationalSetting(IAES)foruptoforty-five(45)schooldayswithoutregardtothemanifestationdeterminationincaseswherethestudent:
• Carriedorpossessedaweapontooratschool,onschoolpremises,ortoorataschoolfunctionunderjurisdictionofastateeducationalagency(SEA)orDistrict;
• Knowinglypossessedorusedillegaldrugs,orsoldorsolicitedthesaleofacontrolledsubstance,whileatschoolonschoolpremises,orataschoolfunctionunderthejurisdictionofanSEAorDistrict;or
• Inflictedseriousbodilyinjury*uponanotherpersonwhileatschool,onschoolpremises,orataschoolfunctionunderthejurisdictionofanSEAorDistrict.
*SeriousBodilyInjury:definedinUSC1365(g)meansabodilyinjurythatinvolvesasubstantialriskofdeath;extremephysicalpain;protractedandobviousdisfigurement;orprotractedlossorimpairmentofthefunctionofabodilymember,organorfaculty.Nolaterthanthedateofthedisciplinarydecision,theDistrictshallnotifytheparentsofthedecisionandoftheproceduralsafeguards.Ifparentsdisagreewiththedecisionandrequestanappeal,thestudentshallremaininthealternativesettingpendingtheappeal.Ifthereisadisagreementwiththeparents,theDistrictmayseekanorderforaHearingOfficerforplacementinaninterimalternativeeducationalsettingwhenitbelievesthatmaintainingthecurrentplacementofthestudentissubstantiallylikelytoresultininjurytothestudentorothers.AstudentwhohasnotbeendeterminedtohaveadisabilityandissubjecttodisciplinaryactionmayasserttheprotectionsinthispartiftheDistricthadknowledgethatthestudentwasastudentwithadisabilitybeforethebehaviortheprecipitatedthedisciplinaryactionoccurred.TheDistrictwillconsidercasesonanindividualbasisandinaccordancewithCFR300.534–ProtectionsforStudentsNotYetEligibleforSpecialEducationandRelatedServices.NothinginthispartwillprohibitemployeesoftheDistrictfromreportingacrimecommittedbyastudentwithadisabilitytoappropriateauthorities.NeitherwillitpreventstatelawenforcementandjudicialauthoritiesfromexercisingtheirresponsibilitieswithregardtotheapplicationofFederalandStatelawtocrimescommittedbyastudentwithadisability,thentheDistrictshallalsoensurethatcopiesofthespecialeducationanddisciplinerecordswillbetransmittedforconsiderationbytheappropriateauthorities,butonlytotheextentpermittedbytheFamilyEducationalRightsandPrivacyAct(FERPA).AttendanceandDisciplineItisexpectedthatallstudentsintheConValSchoolDistrictwillcomplywiththeattendanceandbehaviorexpectationsandrulesoftheschools.TheDistrictshallnotdiscriminateagainstanyoneonthebasisofdisabilitywhenadministeringattendanceanddisciplinesystems.Tothisend,aminorityofstudentsmayrequireaccommodationsormodificationstothedisciplineorattendancepoliciesbecauseoftheireducationaldisabilities.Ifastudentwithadisabilityisinjeopardyofnotmeetingtheattendancerequirementsorschoolrules,theIndividualizedEducationProgram(IEP)Teamwillconveneandreviewand/orrevisethestudent’sIndividualizedEducationProgram(IEP)asappropriate.AlcoholandSubstanceAbuseThecurrentAlcoholandSubstanceAbusePolicyisunderreviewandisintheprocessofsomeupdatedchanges.Oncefinalizedandacceptedbytheschoolboard,thenewpolicywillbesharedwithstudents,parents,andstaff.

TheContoocookValleySchoolBoardbelieves:
• Thatalcoholandothersubstanceabuse,directlyorindirectly,affectsasignificantportionoftheschoolpopulation.
• Thatalcoholandothersubstanceabusemustbeconsideredatreatableillness,aviewwhichisconsistentwiththatofnearlyallmedicalandsocialauthorities.
• Thatpreventionandearlyidentificationandtreatmentofalcoholismandsubstanceabuseresultsinahighrateofrecovery.
• Thataschoolenvironmentprovidesauniqueopportunityforidentificationofpotentialproblemswithalcoholanddrugsforstaffandstudentsandidentificationandreferralstepswillinsureanonymityofthestudentorstaffmember.
• Thattheschooldistrictwillworkcooperativelywithothersinthecommunity(industry,churches,socialagencies,individuals,etc.)toestablisheffectivecounselingandtreatmentprovisionsforthoseexperiencingalcoholorotherdrug-relatedproblems.
• Thattheschooldistrictcanandshouldmakeeffectivereferralofstaffandstudentsexperiencingalcoholorotherdrug-relatedproblemsandthatneithertherecordofastudentnortherecordandjobstatusofanemployeewillbejeopardizedbyseekingandacceptingtreatment.
ViolationsandSanctionsStudentsenrolledintheConValSchoolDistrictareentitledtoadrugfreelearningenvironment.Toinsurethisforourstudents,throughpolicies,prevention,intervention,educationandstrictenforcement,theConValSchoolDistrictadoptszerotoleranceinourschoolsandschoolactivitiesforalcohol,tobaccoandillegalsubstances.Thispolicyofzerotoleranceextendsbeyondtheboundariesoftheschooltoallschoolfunctionsatalllocations.Thispolicyemphasizestheillegalityofdrugandalcoholusebystudents.Thus,thepurposeofthepolicyistoofferaclearmessagetostudents,parents,andthecitizensofthecommunitythatpossessionanduseofalcoholandotherdrugswillnotbetolerated.Thispolicyreferstoanyandallillegalsubstancesorthoserepresentedasdrugs.Tobeeffective,theSchoolBoard,StaffandAdministrationmustsupportthispolicy.TheSchoolBoardshallmaintainoversighttoinsurethatthispolicyisfullyimplementedandproceduresfollowed.Nostudent:
• Shallpossess,ingest,sell,provide,orbeundertheinfluenceofalcoholoracontrolledsubstancenotprescribedtohimorherbyamedicalpractitioner
• Shallpossess,sellorprovideanyparaphernaliaassociatedwiththeuseorsaleofalcoholand/orcontrolledsubstances
• Shallpossess,sellorprovideanysubstancewhichisalook-a-liketoacontrolledsubstanceoralcoholTheaboverestrictionsshallapplyinanyofthefollowingsituations:
• Onschoolpropertybefore,duringorafterschoolhours• Enroutetoorfromschoolinaschoolbusorotherschoolauthorizedvehicle• Enroutetoorfromacurricular,co-curricular,extracurricularorathleticactivityinaschoolbusorother
authorizedvehicle• Atacurricular,co-curricular,extracurricularorathleticactivity• Givenreasonablesuspicion,schooladministratorsmay:• Requirephysicaland/ormedicalteststodeterminewhetherastudentisundertheinfluenceofalcoholor
acontrolledsubstancenotprescribedbyamedicalpractitioner• Searchastudentandhis/herpropertyincludingbutnotlimitedtobackpacks,lockers,commonareasand
cars• Searchesmaybeconductedbypolicepersonneland/orcertified,traineddogsandtheirhandlers

Astudentfoundtohaveviolatedanypartofthispolicy:
• Mayberequiredtoparticipateinanapprovedalcohol/drugassessmenteitherbythedistrictAlcoholandDrugCounselororwithadistrictapprovedAlcoholandDrugCounselorbeforereturningtoschool
• Isrequiredtomeet(accompaniedbyparent)withanadministratorpriortoreturningtoschool• Shallbereportedtothelocalpoliceforappropriateactioniflocal,stateorfederalstatuteshaveallegedly
beenviolated• Mayberequiredtoparticipateinaprogramofeducationregardingtheabuseofalcoholorother
controlledsubstances• Mayberequiredtosubmittodrugtestingbyacertifiedagencypriortoandafterbeingallowedtoresume
attendanceatschool;properwrittenevidenceofthedrugtestmustbesubmittedtoadministrationatthetimeofeachtestingandreentrytoschoolisbasedupon“negative”testresults.Failuretocomplywithanyoftheaboverequirementswillresultincontinuedsuspensionfromschoolorexpulsionfromschool.
OtherProvisionsInallcaseswheretherehasbeenaviolation,aschooladministratorwillcallaparentorguardian.Thestudentwillbereleasedtotheparentorguardian.Iftheparentorguardiancannotbereachedorisunwillingtocometotheschool,thelocalPoliceDepartmentwillbecalled;informedofthefacts,andrequestedtotakeprotectivecustodyofthestudent.Anystudentwhoissuspendedmusthaveareentryplandevelopeduponhis/herreturntoschool.Theplanmustaddress,butisnotlimitedto,behaviorexpectations,participationincounseling,academicexpectationsandanyotheractivitiesthatwillallowforpositivereentrytoschool.Plansmustinvolveadministration,guidance,teachers(whenappropriate),andparent(s)orguardian(s).Failureofthestudenttoworkwithacounselororcompletecommunityserviceforthecontractedtimewillresultinthecasebeingreferredbacktoschoolofficialsforadditionaldisciplinaryaction.Classofficers,StudentCouncilofficers,TeamCaptainsandofficersofotherorganizationsautomaticallyforfeittheirpositionswhentheyviolatetheAlcoholandOtherSubstanceUsePolicies.Membersofschoolathleticteamsandco-curricularorganizations,uponthefirstoffenseofaviolationofthispolicywillbeimmediatelyremovedfromparticipationinteamcompetitionortheorganization’spublicevents,forpartoralloftheseason,butfornolessthanonegameorevent,basedonthedecisionoftheAdministration.AtthediscretionoftheAdministrationandtheheadcoachororganizationaladvisor,membersofschoolathleticteamsandco-curricularorganizationsmaybeallowedtoattendpracticeand/ormeetings.Uponasecondoffense,amemberofaschoolathleticteamorco-curricularorganizationwillnolongerbeallowedtoparticipatewiththeteamororganizationandwillberemovedfromassociatinginanywaywithanysportsteamororganizationforafullyear(12months)fromthedateofthesecondviolation.ReinstatementtoanyteamororganizationwillonlybegrantedfollowingamandatorypetitionbeforetheAdministration.PrescriptionDrugs/OtherMedicationAnystudentwhoisrequiredtocarryaprescriptiondrugorothermedicationduringschoolhoursshalldosoundertheprovisionsofBoardPolicyJLCD.AlcoholPossessionatathleticandotherinterscholasticeventsNopersonshalldrinkorhaveinhispossessionanyintoxicatingbeveragewhileinattendanceasaspectatororotherwiseatanyplacewhereaschoolinterscholasticcontestoreventisbeingconducted.Whoeverviolatestheprovisionsofthissectionand,inadditiontotheaboveprovisions,anypersonsuspectedtobeinpossessionof

alcoholatanyathleticorotherinterscholasticcontest,willbereportedtotheappropriatelawenforcementagency.EmployeesandOtherPersonsAnyotherperson,includingallemployees,forwhomthereisreliableevidenceheorsheisundertheinfluence,orisinpossessionofillegaldrugs,willbereportedtotheproperlawenforcementagency.RequestsforHelpDistrictcounselingserviceswillbeavailableuponrequesttoanystudentwhoishavingproblemswithalcoholandotherdrugs.Also,whenastudenthasviolatedAlcoholandOtherSubstanceUsePolicies,thestudentwillbereferredtoaschoolcounselor.Thecounselorwilleitherprovidethecounselingonanindividualbasis,orinsmallgroups,and/orassistinmakingappropriatereferralstooutsideagencies.Conversationswillbekeptconfidential.DangerousWeaponsonSchoolPropertyWeaponsarenotpermittedonschoolproperty,inschoolvehiclesoratschool-sponsoredactivities.Thispolicyappliestostudents,staff,ormembersofthepublicalike.Studentviolationsofthispolicywillresultinbothschooldisciplinaryactionandnotificationoflocallawenforcementauthorities.Membersofthepublicwhoviolatethispolicywillbereportedtolocallawenforcementauthorities.Theterm“weapons”includes,butisnotlimitedto,firearms(rifles,pistols,revolvers,pelletguns,BBguns,etc.),ammunition,knives,slingshots,metallicknuckles,firecrackers,billyclubs,stilettos,switchbladeknives,swords,canes,pistolcanes,blackjacks,daggers,dirkknives,explosives,incendiaries,martialartsweaponsorself-defenseweapons,suchastazersorchemicalsprays(asdefinedbyRSA159:24andRSA159:20respectively),oranyotherobjectorsubstancewhich,inthemanneritisusedorthreatenedtobeused,isknowntobecapableofproducingdeathorbodilyinjury.Additionally,thislistisnotintendedtobeexhaustiveorall-inclusive.Theprincipalmaydeterminethatanyinstrument,objectorsubstanceisa“weapon”withintheintentofthisPolicy,iftheprincipalbelievesthatsuchinstrument,objectorsubstancewasusedorwasintendedtobeusedtoinflictbodilyharmonanyperson.Studentviolationsofthepolicywillresultinbothschooldisciplinaryactionandnotificationofthepolice.Suspensionorexpulsionfromschoolcouldresult.Additionally,anystudentwhoisdeterminedtohavebroughtafirearm(asdefinedbyTitle18U.S.C.921)toschoolwillbeexpelledfornotlessthanoneyear(365days).ThedeterminationofwhethertomodifytheexpulsionshallbelefttothediscretionoftheSuperintendentuponreviewofthespecificcaseinaccordancewithotherapplicable.Pursuanttotheprovisionsof20U.S.C.§7151,Gun-FreeSchoolsAct,theBoardrequirestheSuperintendenttocontactlocallawenforcementauthoritiesand/ortheDivisionofChildrenandYouthServicesandnotifythemofanystudentwhobringsafirearmorweapononschoolproperty.Weaponsundercontroloflawenforcementpersonnelarepermitted.TheSuperintendentshallensurethatallstudentswillreceivewrittennoticeofthispolicyatleastonceeachyearandwilldeterminethemethodofnotifyingstudents(studenthandbook,mailing,etc.)PupilSafetyandViolencePreventionGeneralStatementofPolicyandProhibitionAgainstBullyingandCyberbullying

TheContoocookValleySchoolDistrictiscommittedtoprovidingallpupilsasafeschoolenvironment.Conductconstitutingbullyingorcyberbullyingwillnotbetolerated,andisprohibitedbythispolicyinaccordancewithRSA193-F.Thispolicyappliestoallpupilsandschool-agedpersonsonschoolpropertyandparticipatinginschoolfunctions,regardlessoftheirstatusunderthelaw.TheSuperintendentisresponsibleforensuringthatthispolicyisimplemented.DefinitionsThefollowingdefinitionsapplytothispolicy:
• Bullying:asinglesignificantincidentorpatternofincidentsinvolvingawritten,verbal,orelectroniccommunication,oraphysicalactorgesture,oranycombinationthereof,directedatanotherpupilwhich:
• Physicallyharmsapupilordamagesthepupil'sproperty;• Causesemotionaldistresstoapupil;• Interfereswithapupil'seducationalopportunities;• Createsahostileeducationalenvironment;• Substantiallydisruptstheorderlyoperationoftheschool.• Bullyingalsoincludesactionsmotivatedbyanimbalanceofpowerbasedonapupil'sactualorperceived
personalcharacteristics,behaviors,orbeliefs,ormotivatedbythepupil'sassociationwithanotherpersonandbasedontheotherperson'scharacteristics,behaviors,orbeliefs.
• Cyberbullying:bullying(asdefinedabove)undertakenthroughtheuseofelectronicdevices.• Electronicdevices:include,butarenotlimitedto,telephones,cellularphones,computers,pagers,
electronicmail,instantmessaging,textmessaging,andwebsites.• Perpetrator:apupilwhoengagesinbullyingorcyberbullying.• Schoolproperty:allrealpropertyandallphysicalplantandequipmentusedforschoolpurposes,
includingpublicorprivateschoolbusesorvans.• Victim:apupilagainstwhombullyingorcyberbullyinghasbeenperpetrated.• Educationalopportunities:thecurricularandextra-curricularprogramsandactivitiesofferedbythe
District.• Interferencewitheducationalopportunities:asinglesignificantincidentorpatternofincidentsinvolving
awritten,verbal,orelectroniccommunication,oraphysicalactorgesture,oranycombinationthereofwhichimpedesapupil'sabilitytoparticipatein,oraccess,theeducationalopportunitiesofferedbytheDistrict.Thedeterminationastowhetheranincidentorapatternofincidentsinterfereswithapupil'seducationalopportunitiesshallbemadebythepersoninvestigatingthereportedincident(s).
• Hostileeducationalenvironment:asinglesignificantincidentorpatternofincidentsthatissosevereandpervasivethatiteffectivelydeniesastudentequalaccesstotheDistrict'seducationalopportunities.Thedeterminationastowhetheranincidentorpatternofincidentshascreatedahostileeducationalenvironmentshallbemadebythepersoninvestigatingthereportedincident(s).
Thedeterminationastowhetherasinglesignificantincidentorapatternofincidentscausesa"substantialdisruptiontotheorderlyoperationoftheschool"shallbemadebythepersoninvestigatingthereportedincident(s),andshallbebasedonthetotalityofthecircumstances,andmayincludedisruptionstocurricularorextra-curricularprogramsandactivitiesofferedbytheDistrict.InaccordancewithRSA193-F:4,theContoocookValleySchoolDistrictreservestherighttoimposedisciplineforbullyingand/orcyberbullyingthat:
• Occurson,orisdeliveredto,schoolpropertyoraschool-sponsoredactivityoreventonoroffschoolproperty;or
• Occursoffofschoolpropertyoroutsideofaschool-sponsoredactivityorevent,iftheconductinterfereswithapupil'seducationalopportunitiesorsubstantiallydisruptstheorderlyoperationsoftheschoolorschool-sponsoredactivityorevent.

ReportingProcedureThePrincipalofeachschoolisresponsibleforreceivingoralorwrittenreportsofbullyingorcyberbullying.ThePrincipalmaydesignate,inwriting,anadditionalpersontoreceivesuchreports.StudentorParentReportsAnystudentwhobelievesthatheorshehasbeenthevictimofbullyingorcyberbullying,asdefinedinSectionII,above,shouldimmediatelyreporttheallegedact(s)tothePrincipal;however,ifthestudentprefers,he/shemayinformanyschoolemployeeorvolunteer.StudentsorparentswhohavewitnessedorwhohavereliableinformationthatapupilhasbeensubjectedtobullyingorcyberbullyingshouldimmediatelyreportthesametothePrincipal,or,ifthestudentorparentprefers,he/shemayinformanyschoolemployeeorvolunteerabouttheallegedbullyingorcyberbullying.FormstoreportincidentsofallegedbullyingorcyberbullyingshallbeavailableatthePrincipal'soffice.Useoftheformisencouraged,butnotrequired.IfthePrincipalorhis/herdesigneereceivesthereportverbally,he/sheshallreducethereportreceivedtowritingwithintwenty-fourhoursofreceivingtheinformation.ReportsbyStaff,Volunteer,orEmployeesofaCompanyUnderContractwiththeSchoolDistrict,orwithanyschoolintheContoocookValleySchoolDistrict.Anyschoolemployee,volunteer,oremployeeofacompanyundercontractwiththeContoocookValleySchoolDistrict,whohaswitnessedorhasreliableinformationthatapupilhasbeensubjectedtobullying,orcyberbullyingasdefinedinSectionIIabove,shallreportsuchincidenttothePrincipalorhis/herdesigneeassoonasreasonablypossible.NoticetoParents/GuardiansWithin48hoursofreceivingareportofallegedbullyingorcyberbullying,thePrincipal,orhis/herdesignee,shallgivenoticeofthereportoftheallegedincidenttotheparent(s)orguardian(s)ofthevictimandtheperpetrator.Thereportshallbemadebytelephoneorinwriting;ifmadebytelephone,arecordofthereportshallbemade.Therecordshouldinclude,ataminimum,thedateandtimeofthecall.AnysuchnotificationunderthispolicymustcomplywiththeFamilyEducationalRightsandPrivacyAct("FERPA"),20U.S.C.1232g.Ataminimum,thenoticeshalladvisetheindividualsinvolvedofthenatureoftheincident,thedateandtimethereportwasreceived,andtheproceduresdescribedinthispolicy.InaccordwithFERPA,thenoticeshallnotcontainanypersonallyidentifiableinformationobtainedfromstudenteducationrecords.WaiverofNotificationRequirementTheSuperintendentmay,withinthe48hourtimeperiodreferencedinSectionIVofthispolicy,grantthePrincipalorhis/herdesigneeawrittenwaiverfromthenotificationrequirementinSectionIVofthispolicy,iftheSuperintendentorhis/herdesigneedeemssuchwaivertobeinthebestinterestofeitherthevictimortheperpetrator.Thegrantingofawaiverdoesnotnegatetheresponsibilitytofollowtheotherproceduressetforthinthispolicy.ThePrincipalorhis/herdesigneeisresponsibleforinvestigatingreportsofbullyingorcyberbullying.TheSuperintendentreservestherighttoappointanotherindividualtoconducttheinvestigation.Investigationsshallbeinitiatedwithinfive(5)schooldaysofthedatethattheincidentisreportedtothePrincipalorhis/herdesignee,andshallbecompletedwithin10schooldays.IfthePrincipalorhis/herdesigneerequiresadditionaltimetocompletetheinvestigation,theSuperintendentorhis/herdesigneemayextendthetimeperiodfortheinvestigationbyuptoseven(7)schooldays.Anysuch

extensionshallbeinwriting,andtheSuperintendentorhis/herdesigneeshallprovideallpartiesinvolvedwithwrittennoticeofthegrantingoftheextension.Uponcompletionoftheinvestigation,thePrincipalorhis/herdesigneeshalldraftawritteninvestigationreport.Thereportmustinclude,ataminimum,adescriptionofthescopeoftheinvestigation,thefindings,andtheactionstaken(i.e.,theresponsetoremediate,discipline,non-disciplinaryinterventions,etc).Uponcompletionoftheinvestigation,thePrincipalorhis/herdesigneeshallreportallsubstantiatedincidentsof-bullyingorcyberbullyingtotheSuperintendentorhis/herdesignee.Withinten(10)schooldaysofthecompletionoftheinvestigation,thePrincipalorhis/herdesigneeshallprovidetheparentsoftheallegedvictimandtheallegedperpetratorwithwrittennoticeoftheresultsoftheinvestigation(i.e.,substantiatedorunsubstantiated)andtheavailableremediesandassistance.ThenoticeshallcomplywithFERPA,andotherStateandFederallawsconcerningstudentprivacy.ResponsetoRemediateSubstantiatedIncidentsofBullyingorCyberbullyingThePrincipalorhis/herdesigneeshalldeveloparesponsetoremediateanysubstantiatedincidentofbullyingorcyberbullying.Theresponseshouldbedesignedtoreducetheriskoffutureincidents,andwhereappropriate,toofferassistancetothevictimorperpetrator.Inthosecaseswhereaperpetratororvictimisidentifiedasastudentwithaneducationaldisability,thePrincipal'sresponsetoremediateanysubstantiatedincidentofbullyingorcyberbullyingshallbepresentedtotheIEPTeam.TheIEPTeamispermittedtoamendoraugmenttheresponseinamannernecessarytoensurethattheperpetratorand/orvictimreceivesafree,appropriatepubliceducation,whilestilltakingappropriatemeasurestoremediatebullying.Disciplineand/orInterventionsIf,afterinvestigatingpursuanttoSectionVIofthispolicy,thePrincipalorhis/herdesigneeconcludesthatapupilengagedinbullyingorcyberbullying,thatstudentmaybesubjecttoappropriatedisciplinaryaction,whichmayinclude,butisnotlimitedto,suspensionandexpulsion.Anysuchdisciplinaryactionshallbetakeninaccordancetoapplicableboardpolicyandlegalrequirements.ProhibitionAgainstRetaliationandFalseAccusationsAllindividualsareprohibitedfromretaliatingormakingfalseaccusationsagainstavictim,witness,oranyoneelsewhoingoodfaithprovidesinformationaboutanactofbullyingorcyberbullying.ThePrincipalorhis/herdesigneeshallinvestigateclaimsofretaliationorfalseaccusations,andifsubstantiated,theretaliatorand/orthefalseaccusermaybesubjecttodiscipline,includingbutnotlimitedto,suspensionorexpulsion.Studentswhofalselyaccuseotherstudentsofbullyingorcyberbullyingmayalsobesubjecttodisciplinaryaction,whichmayinclude,butisnotlimitedto,suspensionandexpulsion.Anysuchdisciplinaryactionshallbetakeninaccordancetoapplicableboardpolicyandlegalrequirements.AtthediscretionofthePrincipalorhis/herdesignee,studentswhocommitanactofbullyingorcyberbullyingorfalselyaccuseanotherofthesameasameansofretaliationorreprisalmay,eitherinadditiontodisciplineorinlieuofdiscipline,receivenon-disciplinaryinterventions.Interventionsarenotconsidereddisciplinaryinnature.NothinginthispolicyshallsupersedethedisciplinaryproceduresoftheIndividualswithDisabilitiesEducationActorSection504oftheRehabilitationAct,includingtheprotectionsofferedthroughthemanifestationdeterminationprocess.Training

TheSuperintendentshallensurethatschoolemployees,regularschoolvolunteers,andemployeesofacompanyundercontractwiththeContoocookValleySchoolDistrict,and/oranyoftheschoolswithintheContoocookValleySchoolDistrict,whohavesignificantcontactwithpupilsannuallyreceivetrainingonthispolicyforthepurposeofpreventing,identifying,respondingto,andreportingincidentsofbullyingorcyberbullying.TheSchoolDistrictshallprovideage-appropriateeducationalprogramsforpupilsandparentsinpreventing,identifying,respondingto,andreportingincidentsofbullyingorcyberbullying.NoticeofPolicyTheSuperintendentorhis/herdesigneeshallprovidewrittennoticeofthispolicytostudents,parents,legalguardians,schoolemployees,schoolvolunteers,andemployeesofcompaniesundercontractwiththeContoocookValleySchoolDistrict,oranyschoolwithintheContoocookValleySchoolDistrict,throughappropriatereferencesinthestudentandemployeehandbooks,bypublishingacopyofthispolicyontheDistrict/SAUwebsite,byprovidingcompaniesundercontractwiththeContoocookValleySchoolDistrict,withacopyofthepolicy,byprovidingtrainingonthepolicyinaccordwithRSA193-F,orthroughotherreasonablemeans.Atthecommencementofeachschoolyear,thispolicyshallbeprovidedtoallstudents.Allstudentswhoenrollduringthecourseoftheschoolyearshallreceiveacopyofthispolicyatthetimetheyenroll.CaptureofAudioandVideoRecordingsonSchoolBusesPursuanttoRSA570-A:2,noticeisherebygiventhattheConValSchoolBoardauthorizesaudiorecordingstobemadeinconjunctionwithvideorecordingsoftheinteriorofschoolbuseswhilestudentsarebeingtransportedtoandfromschoolorschoolactivities.ReporttotheDepartmentofEducationThePrincipalorhis/herdesigneeisresponsibleforreportingsubstantiatedincidentsofbullyingtotheSuperintendentorhis/herdesignee.TheSuperintendentorhis/herdesigneeshall,onanannualbasis,orasrequested,reportsubstantiatedincidentsofbullyingandcyberbullyingtotheSchoolBoardand/orDepartmentofEducation.Thereportsshallnotcontainanypersonallyidentifiableinformationpertainingtoanypupil.StudentSearchesandTheirPropertyTheSuperintendent,principal,securitypersonneloftheschoolorotherauthorizedpersonnelmaydetainandsearchanystudentorstudentsonthepremisesofthepublicschools,orwhileattending,orwhileintransitonschoolvehicle,toanyeventorfunctionsponsoredorauthorizedbytheschoolunderthefollowingconditions:1.Whenanyauthorizedpersonhasreasonablesuspicionthatthestudentmayhaveonthestudents’personorpropertyalcohol;dangerousweapons;controlleddangeroussubstancesasdefinedbylaworstolenpropertyifthepropertyinquestionisreasonablysuspectedtohavebeentakenfromastudent,aschoolemployee,ortheschoolduringschoolactivities;oranyotheritemswhichhavebeenormayreasonablybedisruptiveofschooloperationsorinviolationofstudentdisciplinerulesandapplicableprovisionsofthestudenthandbook.2.Schoollockersandschooldesksarethepropertyoftheschool,notthestudent.Studentswhouseschooldistrictlockers,desks,andotherstorageareasorcompartmentshavenoreasonableexpectationofprivacyfromschoolemployeesastothecontentsofthoseareas.Lockers,desks,andotherstorageareasorcompartmentsmaybesubjectedtosearchesatanytimewithorwithoutreasonablesuspicion.Studentsarenottouseanyschoolareaorpropertytostoreanythingthatshouldnotbeatschool.Studentsshallnotexchangelockersordesks.Studentsshallnotuseanylockersordesksotherthanthoseassignedtothembytheprincipalordesignee.Asharedlockerorstorageareaimpliessharedresponsibility.

3.Authorizedpersonnelmayconductasearchofthestudent’spersonorthestudent’sbelongings,asnotedabove,wheneverastudentfreelyandvoluntarilyconsentstosuchasearch.Consentobtainedthroughthreatsorcoercionisnotconsideredtobefreelyandvoluntarilygiven.4.Stripsearchesareforbidden.Noclothingexceptcoldweather/outdoorgarmentsandfootwearwillberequestedtoberemovedbeforeorduringasearch.5.Authorizedpersonnelconductingasearchshallhaveauthoritytodetainthestudentorstudentsandtopreserveanycontrabandseized.Contrabandseizedduringthecourseofasearchwillbepreservedandheldinaccordancewithapplicableadministrativerulesandprocedures.6.Anysearchesofstudentsasoutlinedhereinwillbeconductedbyauthorizedpersonnelofthesamesexasthestudentbeingsearched.Twoauthorizedpersonsshallbepresentduringanysearchofastudentorstudentproperty.7.Itemsthatmaybeseizedduringanunauthorizedsearch,inadditiontothosementionedinParagraph1above,shallincludebutnotbelimitedto,anyitem,object,instrument,ormaterialcommonlyrecognizedasunlawfulorprohibitedbylaworbydistrictpolicy.Forexample:prescriptionornon-prescriptionmedicines,switchbladeknives,brassknuckles,billyclubs,andpornographicliteraturearecommonlyrecognizableasunlawfulorprohibiteditems.Suchitems,oranyotheritemswhichmayposeathreattoastudent,thestudentbody,orschoolpersonnelshallbeseized,identifiedastoownershipifpossible,andheldforreleasetoproperauthority.Inconductingsearchesofstudentsandproperty,schoolofficialsshouldconsultwithlegalcounselandlawenforcementauthoritiestobeawareofcircumstanceswheninvolvementofthepoliceisadvisableand/ornecessary.SearchesofstudentautomobilesaregovernedbyBoardPolicyJIHB.StudentActivitiesandOrganizationsItisthepolicyoftheSchoolBoardtoallowopportunitiesforallstudentstoparticipateinco-curricularactivitiesdesignedtomeettheirneedsandinterests.Suchactivitiesmustsupplementandenrichregularacademicinstruction,provideopportunitiesforsocialdevelopment,encourageparticipationinclubs,athletics,performinggroups,orencourageservicetotheschoolandcommunity.AnystudentorganizationmustberecommendedbythePrincipalandapprovedbytheBoard.EligibilityToparticipateinco-curricularandextra-curricularactivities,allstudentsmustmeeteligibilityrequirements,andunderstandthatsuchparticipationisaprivilege,notaright.Thesuperintendentisdirectedtoestablisheligibilitystandardsandproceduresforacceptableacademicperformance,goodcitizenship/sportsmanship,parentalpermission,fees,andphysicalexams/healthrequirements.Theeligibilitystandardsandprocedureswillbepublishedinthestudent/parenthandbooks.Inaddition,studentswhochoosetoparticipateininterscholasticsportswillbegovernedbyPolicyJJIB,InterscholasticAthletics,andbytheeligibilitystandardsoftheNewHampshireInterscholasticAthleticAssociation(NHIAA).Participation

Eachlocalschoolboard,withtheadviceoftheschoolnurse(s)andschoolphysicianifavailable,shallestablishpolicyandprocedurestogiveprotectionandcontrolstothematterofmedicationsinschools.Theschoolnurseshallberesponsibleforestablishingspecificprocedurestoprotectandcontrolmedicationsadministeredinschools.Thefollowingpolicywillbeadheredtowhenastudentrequiresmedicationadministrationduringschoolhoursandscheduledschoolactivities:
• Medicationistobeadministeredbytheschoolnurse.Intheabsenceoftheschoolnurse,theprincipalorprincipal’sdesigneemayassistthestudentintakingtheprescribedmedication.Thisassistanceconsistsofprovidingthemedicationtothestudent,observinganddocumentingthatthestudenttookthemedication.Ifthemedicationrequiresadministration,onlytheschoolnurseortheschoolnurse’sdelegatemayadministerthemedication.Ifthestudentrequiresacomprehensivenursingassessmentand/orevaluation,thismustbedonebytheschoolnurseandcannotbedelegated.
• Inaccordancewithstandardnursingpractice,theschoolnursemayrefusetoadministerorallowtheadministrationofmedication,whichbasedonhis/herindividualevaluationandprofessionaljudgment,hasthepotentialtobeharmful,dangerousorinappropriate.Inthesecases,theschoolnurseshallnotifytheparent/guardianandmaynotifythelicensedprescriberwiththereasonforrefusalexplainedandshalldocumenttheinformationinthehealthrecord.
• Prescribedmedicationshouldnotbetakenduringschoolhoursifitisatallpossibletoachievethemedicalregimenduringhoursathome.Anystudentwhorequiresprescriptionmedicationadministrationmusthaveaschoolmedicationpermissionformcompletedbyparent/guardianandalicensedprescriberandplacedonfileinthehealthoffice.TheformsshallcomplywithstandardssetforthinNHCodeofAdministrativeRulesSectionEd311.02.
• Overthecounter(OTC)medicationshouldnotbeencouragedforusewhileatschool.Onlytheschoolnursewiththewrittenauthorizationoftheparent/guardianshalladministernonprescriptionmedication.Atthediscretionoftheschoolnurse,awrittenlicensedprescriber’sordermayberequired.Iftheschoolnurseisnotavailableandwrittenparent/guardianpermissionisonfile,theprincipalorprincipal’sdesigneeispermittedtoassiststudentsintakingOTC’safterconsultationwiththeparent/guardian.Schoolpersonnelshallnotmakeavailablepersonalmedicationtostudents.
• Anystudentwhorequiresherbalmedicationadministrationmusthaveaschoolmedicationpermissionformcompletedbytheparent/guardianandlicensedprescriberandplacedonfileinthehealthoffice.
• Atthediscretionoftheschoolnurse,thelicensedprescriber’sorderfromthepreviousschoolyearmaybeuseduntilSeptember30thofthenewschoolyear.Anewformmustbecompletedeachschoolyearorwheneverthereischangeinmedication,dosage,timetobeadministeredorrouteofadministration.
• Verbalordersfromalicensedhealthcareprovidermaybeacceptedfollowedwithawrittenorder.Faxedordersareacceptable.
Aparent/guardianoraparent/guardiandesignatedresponsibleadultshalldeliverallmedicationtobeadministeredbyschoolpersonneltotheschoolnurseorotherresponsiblepersondesignatedbytheschoolnurseasfollows:
• Theprescriptionmedicationshallbedeliveredandkeptinapharmacyormanufacturerlabeledcontainer• Theschoolnurseorprincipal’sdesigneereceivingtheprescriptionmedicationshalldocumentthe
quantityoftheprescriptionmedicationdelivered• Themedicationmaybedeliveredbyotheradult(s)providedthatthenurseisnotifiedinadvancebythe
parent/guardianofthedeliveryandthequantityofprescriptionmedicationbeingdeliveredtoschoolisspecified.
• Nomorethana30schooldaysupplyoftheprescriptionmedicationforastudentshallbestoredatschool.

• Allmedicationsshallbestoredintheiroriginalpharmacyormanufacturerlabeledcontainerinasecurelylockedcabinetthatissubstantiallyconstructed.Ifatanytimethecabinetisbrokenintoresultinginmissingmedication,schooladministrationandthepolicewillbenotifiedimmediately.Theparent/guardianwillbenotifiedoftheincidentandmustreplenishthesupplyofmedication.Emergencymedicationsmaybestoredinotherreadilyaccessiblelocations.
• Student’smedicationsmayberetrievedfromthehealthofficebytheparent/guardianoradesignatedadultatanytimeduringregularschoolhours.Medicationwillbediscardedifnotpickedupwithin10daysafterthemedicationisdiscontinued.Allmedicationmustbepickedupbythelastdayofschooloritwillbediscarded.
• Asingledoseofmedicationmaybetransferredbytheschoolnursefromtheoriginalcontainertoanewlylabeledcontainerforthepurposesoffieldtripsorschoolrelatedactivities.
• Studentsarenotallowedtocarrymedicationsduringtheschoolday,exceptforthosemedicationsallowedbylawtobecarriedandself-administered(RSA200:42;RSA200:46).
• Inhalersandepinephrineautoinjectorsmustbeproperlylabeledwiththestudent’snameandtypeofmedication.Thestudentwillbeheldresponsibletokeepself-carriedmedicationinasafeplacethatisnotaccessibletootherstudents.
• Ifanystudentisfoundtobeirresponsiblewiththeirmedication,theschooladministrationandparent/guardianwillbenotifiedforfurtheraction.Atthediscretionoftheschoolnurse,othermedications,suchasinsulin,maybecarriedandself-administered.Ifastudentself-carriesmedication,theparent/guardianshallberesponsibleforsupplyingthehealthofficewithaback-upmedication.
• Studentswithknownhistoryofanaphylaxisorpotentialforsevereallergicreaction(suchasbeestings,peanuts,etc.)musthavewrittenauthorizationfromthelicensedprescriberforadministrationofmedicationsuchasdiphenhydramineorepinephrineandaspecificprotocolforadministrationfromthestudent’shealthcareprovider.
• Ifthestudentisaminor,parent/guardianmustprovidewrittenapprovalbycompletingaschoolself-administrationforminaccordancewithRSA200:42andRSA200:46.Immediatelyafterusingtheepinephrineauto-injectorduringtheschoolday,thestudentshallreporttothehealthorprincipal’sofficetoenablethenurseorprincipalorprincipal’sdesigneetoprovideappropriatefollow-upcare.
• Itistheresponsibilityoftheparent/guardiantonotifytheschoolhealthofficeofanychangesintheirchild’shealth,allergystatusormedicationchanges.
BehaviorManagementandInterventionItisthepolicyoftheConValSchoolBoardtopromoteanenvironmentthatissafeandconducivetolearningforallstudentsandstaff.Toensurethatourstudentsandstaffhaveanenvironmentthatissafeandconducivetolearning,theBoarddirectstheSuperintendentordesigneetosetforthproceduresforbehaviormanagementandinterventionsthataredesignedtomaintainapositiveenvironment.Studentconductthatdisruptsclasswork,involvesdisorder,orinvadestherightsofotherswillnotbetoleratedandmaybecausefordisciplinaryactionwhichmayincludesuspension.Theadministrationofdisciplinaryactionwillfocusbothonconsequencesandonchangingormanaginginappropriatebehavior.Itisimportantthattherebecarefulevaluationoftheindividualsituationsothattheschool'sresponsetothestudentisappropriate.IfthestudenthasanIndividualizedEducationProgram(IEP),theprocesswillfollowfederalandstatelawsgoverningspecialeducation.Allavailableresourcesshouldbeutilized,includingpreventiveandpositiveinterventionsandsupportstosupportstudentneeds.Theseinterventionsshouldincludepsychological,curricular,andbehavioralservices,whichshouldtakeplacewithinclassrooms,schools,andalternativesettings.Exclusionfromtheclassroomshouldbethedisciplinaryactionoflastresort.
