Malmsten as new associate members. Chairman Videla announced that professor Bažant was awarded the “2009 Timoshenko Medal” from the American Society of Mechanical Engineers, ASME, and will receive it in a ceremony on Nov. 17, 2009.

Chairman Videla announced the request from TAC about how the committee will consider the inclusion of sustainability in ACI 209 documents. Copies of the following documents were distributed at the meeting: • Agenda for this meeting. • Minutes of the San Antonio, TX Spring 2009 meeting. • Committee Roster (11/09/09) (see Attachment A with corrections). • Update ACI 209.1R-XX (11/6/2009), Committee 209 Web Letter Ballots Results (see

Attachment B). • ACI 209.3R-XX Letter Ballot 11-06-2009, Committee 209 Web Letter Ballots (see

Attachment C). Also the following documents were distributed at the meeting but are not included in the minute: • Update ACI 209.1R-XX - Summary Web Letter Ballots Results (4/9/2008 and 11/6/2009) • ACI 209.3R-XX – Summary Web Letter Ballots Results (10/26/2008 and 11/6/2009) 4. Approval of Minutes from the Spring 2009 Meeting in San Antonio, TX. Chairman Videla asked for review and approval of the minutes. Weiss pointed that on the eighth line under 5.2 Status of ACI 209.3R-XX “Time Dependent Effects in Concrete Structures.” it should read “new Chapter 5” instead of “new Chapter 4.” All members present voted in favor of approving the St. Louis meeting minutes with the change proposed by Weiss. 5. Current Subcommittees Actions Updates. 5.1 Status of ACI 209.1R-05 “Report on Factors Affecting Shrinkage and Creep of

Hardened Concrete.” Chairman Videla informed that in the letter ballot that closed on November 6, 2009, there was one negative vote from Bažant and affirmative votes with comments from Gardner and Roberson. Bažant withdrew its negative. Chairman Videla explains that comment by Gardner on Item 2 is correct, because Figure 3.4 included in ACI209.1R-05 has the “y” axis title changed from the original figure published in the conference proceeding. Harald Muller has provided a copy of the referenced paper and the conference proceedings figure will be included. Comments by Robertson will be incorporated in the text of the report. Therefore, the ACI 209.1R-05 stands as approved. A summary of voting is as follows:

5.2 Discussion on the Name for the ACI 209.3.R-XX Report Chiorino presented six different options to rename the ACI 209.3R-XX report (see Attachment D). After discussion, Chiorino moved and Nassif seconded to name the report as “Analysis of

Creep and Shrinkage Effects in Concrete Structures.” Eight members voted affirmative, no negative votes, with one abstention. 5.3 Status of ACI 209.3R-XX “Time Dependent Effects in Concrete Structures.” Chairman Videla informed that in the letter ballot that closed on November 6, 2009, there was one negative vote on Item 7 by Novak referring to “Incomplete (tables are empty),” and one negative vote by Dilger on Item 8, “This Appendix is incomplete.” There were affirmative votes with comments by Dilger and Videla. Therefore, the ACI 209.3R-XX ballot dated 11/6/2009 was approved pending the resolution of the negative votes by Novak and Dilger, and the incorporation of the comments by Dilger and Videla. Chiorino will resolve the negatives to the satisfaction of Novak and Dilger and will incorporate the comments. A summary of voting is as follows:

Therefore, the ACI 209.3R-XX stands as approved document pending the resolution of the negative votes of the 10/26/2008 and 11/06/2009 ballots. Bažant commented that the ACI 209.3R-XX is a fine text book, but has not being calibrated with actual measurements of structures deformations. Chiorino will incorporate in the text of the report a statement based in Bažant’s comment. 5.4 Discussion on the Table of Content for the Proposed CD “Alternative Design Aid to

Appendix I of ACI 209.3R-XX. Chiorino presented for discussion the table of content for the CD “Alternative Design Aid to Appendix I of ACI 209.3R-XX.” (see Attachment E). A discussion followed and Chiorino will revise the table of content as discussed. 5.5 Report from the subcommittee on “Statistical Procedures in the Evaluation of Creep

and Shrinkage Prediction Models.” D’Ambrosia informed that there was no meeting of the subcommittee on “Statistical Procedures in the Evaluation of Creep and Shrinkage Prediction Models.”

5.6 Status of ACI 209.4R-XX “Test Methods for Creep and Shrinkage,” Nassif informed of the committee work progress of subcommittee ACI 209.4R-XX. Weiss, Lange and Nassif will submit a complete outline of the proposed report at the meeting during the 2010 Spring Convention in Chicago for committee approval. 6 Other Business No other business. 7 New Business Chiorino informed on the planed 2010 Conference sponsored by the “International Center for Structural Mechanics, CISM” in Venice. Members of ACI 209 Committee will speak in this event. 8. Presentations There were no presentations 9. Adjournment A motion to adjourn was submitted by Chiorino and seconded by Nassif. All members present voted to adjourn. The meeting adjourned at 10:03 AM.

Update ACI 209.1R-XX Report on Factors Affecting Shrinkage and Creep of Hardened Concrete

Description: The submitted ballot is twofold: First, to resolve the remaining negatives of the March 2008 ballot of the document “ACI 209.1R-XX” and second, to approve the inclusion of a new Chapter 4 — Constructions Factors. The text with the resolutions of negative items and editorial comments already approved is indicated in red and items to be balloted or re-balloted are highlighted in blue. Negatives from Jason Weiss to chapters 1 and 2 have already been resolved (see Minutes of ACI 2008 Fall Convention St. Louis, MO, November 3, 2008). Domingo Carreira withdraws his negatives on Chapter 3. Editorial comments by McDonald, Rieder and Burg were resolved at the ACI 2008 Fall Convention (see Minutes November 3, 2008) and Carreira and Daye editorial comments have been take into account by the Chairman. No further comments are pending.

Our analysis of the bridge in Palau showed that the kind of approach described is a fictitious exercise. The objective should be to help engineers to produce more durable designs, which would last 100 year instead of 20. I

challenged Prof. Chiorino to demonstrate how his artificial approach would improve the grossly erroneous predictions for the bridge in Palau as well as the the 4 Japanes bridges I brought to the attention of the committed. There is not a single example of comparison with observations on structures. Without it, it would be irresponsible to issue a report to be followed by practicing engineers. I recommend returning to the original draft of Prof. Dilger.
