Achieve Contract & Enterprise Pilot HMP Manchester
Achieve NWSelf Employment support to participants in the Greater Manchester region. The college offers advice and guidance to offenders that are signed to the Achieve Project run by the probation service which assist them to gain skills and knowledge to maximise their chance of earning a legitimate and sustainable income.
Key elements are:• Support provided by Enterprise Coach. • Close links developed with Achieve Case Managers.• Work with offenders still in custody with less than 3 months to
release.• Work with offenders managed in community.• Robust assessment process.• Targeted support based on assessment analysis.• Completion of realistic business plan and cash flow.• Registered as Self Employed.
Assessment ProcessPRE-ASSESSMENT• Written 1 page document that asks about:
• Basic idea and reasons, Skills and experience, preparation
FULL ASSESSMENT• Participant is scored on 5 key areas:
• Business Skills• Personal Skills• Experience• Business Idea• Motivation
SUPPORT PACKAGE• Compact agreed between Enterprise Coach and Participant• Development of agreed action plan based on the results of the
full assessment, timescales clarified and expectations managed.• Sessions to include:
• Customers and Market Research, Business Legislation, Operational / Sales / Marketing / Finance / HR Plans and Risk Analysis
REFER BACK• Actions plan identified by
Enterprise Coach to enable participant to reduce gaps therefore enabling them to re-apply in the future. Implemented by Achieve Case Manager

SELF EMPLOYMENT GRADING
1 • Excellent (50 – 74) Ideal enterprise candidate. Clear business idea and planning skills, enthusiastic and committed to self employment.
2• Good (75-99) Will need some coaching, conduct
research and preparation for self employment. Displays desire and commitment.
3• Average (100-124) Has potential for self employment,
will need step by step support to realise self employment goal..
4• Marginal (125-149) Does not demonstrate the skills
and experience for taking the required steps to self employment. Will need to gain more practical skills & experience
5• Not Ready (150-200) Will need to re-consider self
employment for the future. Will need to gain considerable skills, knowledge and experience of basic self employment principles.

• 77 Completed the process• 41 Business Plans completed • 22 are trading• 16 have secured employment.

HMP Manchester Pilot• Learners can enrol on self employment course –
awarding body is SFEDI (Small Firms Enterprise Development Initiative)
• Can be self referred or recommended by HMP Manchester Prison ETE team as someone considering self employment.
• Learners complete 4 modules:– Enterprising Skills– Opportunities and Risks– Business Finance– Business Planning
• Outline Business Plan produced.
HMP Manchester Pilot• Learners that complete course and are due
for release within 3 months are given opportunity to sign up to Achieve.
• Only those that are recommended by the Senior Team Leader (College) and the ETE team (Prison) are referred to the Achieve Project.
• Enterprise Coach schedules appointments with potential participants whilst in custody. Assessment Grading Confirmed.

Through the Gate • Participant has appointment arranged in custody by
Achieve to meet Case Manager for their own referral area.• Enterprise Coach re-commences with participant.• Refines business plan and provides realistic financial
forecasts and market research data.• Signposts participant to JCP / DWP / Work Program for
moving from benefits “better off calculation” advice.• Participant applies for UTR number from HMRC• Funding application from Achieve processed where
necessary.• Potential link up with other agencies (Blue Orchid for
example)• Follow up once UTR issued.
