ACFI Innovation Sub-Committee
A core group of this subcommittee held its meeting on 08th February 2017 at Conference Room, Project Office, New Udaan Bhawan, Opposite Terminal – 3, IGI Airport, New Delhi. to discuss on the out of the box proposal suggested by ACFI Innovation subcommittee i.e. “Centralized Customs Assessment” in line with Income Tax assessment. Members attended this meeting were Mr. Arun Kumar, Chairman of ACFI Sub-committee on Innovation & Development and Managing Director, M/s. Insynergy Supply Chain Solutions Pvt. Ltd and other members attended the meeting namely; Mr. Sanjiv Edward, Head Cargo, M/s. Delhi International Airport Pvt. Ltd, Mr. Mukesh Kumar Gupta, GM, M/s. Delhi International Airport Pvt. Ltd, Mr. D. R. Juyal, Director and Mr. Brijesh K Sharma, Office Assistant from ACFI Secretariat.
Above Sub-committee has come up with an out of the box thinking proposal to simplify the existing Customs processes further or completely re-engineer the existing practice of processing of international cargo by air. This out of the box new idea was debated threadbare & prudently studied by the ACFI Board members and decided that it is worth proposing in the forthcoming meeting of Air Trade Subcommittee for the development of New Integrated Customs System - Business Process Reengineering being held on 16th Feb'2017 at Bangalore for consideration.
Objective of the proposal i.e. “Centralized Customs processing” is to meet the expected high growth with more simplified & electronic driven system need to be devised and the present manual system has to be dispensed in a phased manner very soon. To simplifying the Customs clearance processes of Import, Export & Transshipment Cargo and at the same time result in substantially benefitting the government initiatives in promoting the 'Ease of Doing Business', the Digital India & Paperless Transaction and the Customs Single Window System. This also will bring in huge cost saving and transparency in the enforcement of government policies, thereby infusing good governance. It is believed that by implementing this proposal will induce efficiency for a long lasting beneficial impact on the air cargo logistics trade & is based on the line of Income Tax filing & processing centrally from Bengaluru.

Air Trade Sub-Committee Meeting
A special meeting of ACFI members was held on 10th February 2017 at meeting room, New Udaan Bhawan, Opposite Terminal – 3, IGI Airport, New Delhi to discuss & finalise the ACFI recommendations to the Chairman Air Trade Sub Committee on the Development of New Integrated Customs System - Business Process Reengineering. The members attended the meeting namely; Mr. Venugopal Bangera, CEO, M/s. Delhi Cargo Service Center Pvt. Ltd., Mr. Rajeev Khanna, Country Head, M/s. Jeena & Company, Mr. Yashpal Taneja, M/s FedEx c/o BAR India Cargo, Mr. Arun Kumar, M/s. Insynergy Supply Chain Solutions Pvt., Mr. Sanjiv Edward, Head Cargo, M/s. Delhi International Airport Pvt. Ltd, Mr. Sushant Nigam, GM, M/s. Delhi International Airport Pvt. Ltd, Mr. JM Nair, GM, M/s. Blue Dart Aviation Ltd, Mr. KS Kunwar, Director General - ACFI, Mr. DR Juyal, Director - ACFI and Mr. Brijesh Kumar Sharma, Office Assistant - ACFI.
In the above meeting ACFI recommendation to Air Trade Sub- committee constituted by DG System/CBEC were discussed in detail and it was decided to take up 10 points of ACFI already sent to Ministry of Civil Aviation on short listed customs related issues along with ACFI fresh proposal on “Centralized Customs Assessment” to the Air Trade Sub- committee in its meeting scheduled for 16th February, 2017 at Bengaluru for its recommendation and consideration of Ministry of Finance, GOI.
The 7th ACFI Office Bearers Meeting held on 15th February' 2016 at Meeting Room, M/s. Skyways Air Services Pvt. Ltd, A-128 & 129, Mahipalpur Extn., National Highway – 8, New Delhi and discussed various important issues such as launch of Delhi Chapter, Structuring of ACFI Ahmedabad Chapter and restructuring the membership fee for both ACFI Members and Chapters. This meeting was chaired by Mr. Tushar Jani, President - ACFI and other members attended the meeting namely; Mr. Cyrus Katgara, Vice President – ACFI, Mr. Yashpal Sharma, Hon. Secretary - ACFI, Mr. Ramesh Mamidala, Hon. Treasurer - ACFI, Mr. KS Kunwar, Director General - ACFI, Mr. DR Juyal, Director - ACFI and Mr. Brijesh Kumar Sharma, Office Assistant - ACFI.

The 44th ACFI Governing Board Members Meeting held on 15th February 2017 at Meeting

In the above board meeting various issues were discussed such as increasing of ACFI
members, launch of Delhi Chapter, structuring of ACFI Sub-committees / chapters and re-
alignment of ACFI membership fees, etc.

· On behalf of ACFI, Mr. Rajiv Khanna, Country Head, M/s. Jeena & Company attended
the FICCI Civil Aviation Committee meeting on 6 February 2017 at FICCI, Federation
House, Tansen Marg, New Delhi.
· Mr. Tushar Jani, President and Mr. KS Kunwar, Director General from ACFI attended the
meeting held on 16th February 2017 at Central Revenue Building, Queens Road,
Bangalore. This meeting was organized by the Chairman Air Trade Subcommittee
constituted by Central Board of Excise and Customs (CBEC) to develop “Air Customs
Business Process Reengineering”.
Shri Baswaraj Nalegave, ADC, the Chairman of the Air Trade Sub-committee in
consultation with some trade associations i.e. FFFAI & ACAAI had developed a draft
proposal on Integrated Customs System. However Secretary MoCA has also made a
request to Revenue Secretary to also include all the other air cargo associations i.e. ACFI,
EICI, APAO for consultation while finalizing the system details & migration plan to the
new system. In response to Secretary Civil Aviation's request ACFI has been incorporated
as one of the member of the Air Trade Subcommittee and was invited to send suggestions
& attend its 3rd meeting held on 16th Feb'2017 at Bangalore, Central Revenue Building.
ACFI Board in consultation with its members made 10 point recommendations which was
forwarded to the Chairman Air Trade Subcommittee-ICS-BPR for consideration and the
same was presented by Mr Tushar Jani, President ACFI & discussed in this meeting. All
the 10 points of ACFI have been considered by the subcommittee including the last 10th
''Out of the Box'' innovative point i.e. Centralized Processing of Import Export
Documents by Customs through a Centralized Assessment Pool (CAP) like Income Tax
filing & processing.
· Mr. JM Nair, GM M/s. Blue Dart Aviation from ACFI attended the meeting held on 23rd
February 2017 at the Conference Room, 1st Floor, Rajiv Gandhi Bhawan, Safdarjung
Airport, New Delhi to discuss Service Level Standards (SLS) for cargo categories which
require additional clearances from Government Agencies. The meeting was chaired by Dr
Renu Singh Parmar Senior Advisor, Ministry of Civil Aviation.

In the above meeting presentation was made by MoCA highlighting the airport wise existing
dwell time for import/export cargo categories requiring additional clearances from Food
Safety Standards Authority of India (FSSAI), Controller of Drugs, Plant Quarantine, Animal
Quarantine and Wildlife Crime Control Bureau (WCCB), and Textile Committee.
Comments of each government ancillary regulatory agencies were sought and discussed and
actionable points were decided.
ACFI Invited to attend the below Workshop.
On behalf of ACFI, Mr K S Kunwar, DG, ACFI and Mr. Rajiv Khanna, Country Head, M/s.
Jeena & Company attended the workshop on “Trade Facilitation in Services” held on 21st
February 2017 at FICCI, Federation House, Tansen Marg, New Delhi. This workshop was
jointly organized by FICCI, Department of Commerce (Government of India) and Centre
for WTO Studies.
India has recently presented a Paper on “Possible Elements of a Trade Facilitation in
Services Agreement” in WTO. The Trade Facilitation in Services Agreement would play a
critical role in addressing the key issues that are pertinent to facilitating trade in services,
such as transparency, streamlining procedures, and eliminating bottlenecks. The workshop
was provided an opportunity to get a better understanding of the Trade Agreement and the
challenges faced by the Indian industry. Two valuable presentations were made one by Ms
Aparna Sinha, Director ,Department of Commerce, Ministry of Commerce & Industry on
''India's Proposal on TFS at WTO and the other by Dr. Pralok Gupta, Centre for WTO Studies
on ''Market Access under GATS''. These presentations have been shared with ACFI
members for their information & knowledge.

CBEC's Mobile App for GST a step towards Ease of Doing Business
CBEC in its press note dated 23rd Feb'2017 has announced that in step with the
government's Digital India initiative a mobile application for Goods and Services Tax(GST)
has been launched by CBEC in which the tax payers can readily access a host of following
