Hence, we are publishing the 2016 Annual Accomplishment Report of CEMCDO. We dedicate this to all the men and women of CEMCDO and to our partners. We will continue to improve our services, strengthen our partnership and level up our performance.

Public services is not an easy task, it takes a lot of commitment, dedication, focus and hardwork. It also requires innovation, convergence of efforts and partnership. For 2016, the City Economic Management and Cooperative Development Office or CEMCDO was able to achieve our set targets and even beyond through the support of the Local Goverment, National Government Agencies, Non-governemetal Organizations, Public Organizations and the Civic Society. and we are happy to share this accomplishment a success to all of you.

General Santos City remains to have a vibrant and resilient enterprise and cooperative development amidst change and challenges. We have observed a rapid and sustained increase of macro and micro enterprises leading not just to economic growth but also to equity in income distribution in this City. Local cooperatives have also positioned themselves as forerunners in the development of General Santos.

Our capability to maintain its effective and efficient delivery of services draws strength from the coherent and definite course of actions of the City Economic Management and Cooperative Development Office (CEMCDO). The accomplishment report of CEMCDO for the calendar year 2016 will showcase and prove commitment to continually provide support mechanisms to all types of local business sectors and cooperatives.

The city, through CEMCDO, in partnership with Mindanao State University, hosted the 2016 Kalilangan Festival.

City Mayor Ronnel C. Rivera, together with MSU-General Santos chancellor, Atty. Abdurrahman T. Canacan were the Festival Chairman. Dr. Mary Lynn S. Abiera, Vice-chancellor for Academic Affairs was designated to be the festival director.

This year’s celebration adopted the theme, “Gensan and Beyond: Connecting Cultures” – celebrating not just the city’s culture, but

27TH KALILANGAN 2016 (FEBRUARY 12 – 27, 2016)

Kalilangan, on its 27th year, remained to be the most awaited cultural festival of General Santos City. The celebration eventually became the convergence factor amidst divergence of culture among the residents since the activities and events weaved the threads of unity among the multi-cultured Generals.

Kalilangan as a festival had been given due recognition with a “Hall of Fame” distinction in 2014, as Best Tourism Event of the Philippines – Culture and Arts Category from 2011, 2012 & 2013 by the Tourism Officers of the Philippines (ATOP) and the Department of Tourism’s “Pearl Awards

also our neighboring Asian Countries. The presence of some of the diplomatic corps, namely, the Consul General of Malaysia, Abdullah Zawawi Tahir, the Acting Consul General of the Republic of Indonesia, Tatiana Handayani and the Director& Consul of Japan, Tomoko Dodo also became one of the highlights of the event.

The Parada ng Lahi concluded the festival and the 77th City’s Foundation Anniversary where various local and national government agencies and partner participated.

GENSAN ECO-KARERA 2016: GENSAN TRIATHLON 51.5 JUNE 25-26, 2016

This year’s Eco-Karera has been formatted as a triathlon event as it would be a great tool in addressing the challenge of creating a new tourism product and promoting the city in a national scale. The event was considered as the first triathlon event in the country that has no registration fee.

1. Gensan’s Eco-Tourism Promotion – The event was promoted through TV coverage in Brigada News and in TV Patrol SOCSKSARGEN. A Press Conference was conducted to solicit support from our media partners.

In social media, the Gensan Tri 51.5 Facebook page reached 141,278 people from other countries resulting to increased promotions of Gensan as an adventure sports destination.

2. Environmental Awareness – the city, with its project partners and barangays, were able to highlight the importance of the environment through clean-up drive activities. The value of eco-tourism in General Santos City was featured during the event. Racers were able to discover and travel the agricultural zone of the city specifically in Barangay Baluan and Bula.

3. Physical Awareness – the event gathered up 150 tri-athletes all over the country to raise awareness on the importance of physical health.

Triathlon being a popular sport and top choice for endurance athletes, many Generals also took part and participated in this event to promote and encourage individuals to join and try this kind of sport.

The event had the following outcomes:

18TH TUNA FESTIVAL 2016 (Aug. 22-SEpt. 22, 2016)

The Tuna Festival is more popularly known and gained prominence due to its relevance to the city’s fishing industry, and Gensan’s prime product - the tuna.

Coining the tagline of Gensan as the “Tuna Capital of the Philippines”, it became widely spread and emerged triumphant as Gensan’s promotional claim nationwide and even worldwide due to the conduct of Tuna Festival where the minor details of the promotional claim were given justice, essence, and purpose.

The city’s event partner for this year’s celebration was the Bureau of Fisheries & Aquatic Resources –Regional Field Office XII (BFAR-RFO XII), headed by Mr. Sammy Malvas, the Regional Director and the Festival Co-Chairman, with the Local Government Unit of GSC, Mayor Ronnel C. Rivera as the Festival Chairman.

The Philippine Fisheries and Development Authority (PFDA) and other agencies in the city government

– City Mayor’s Office (CMO), City Administrator’s office (CAdmin), City Budget Office (CBO), City Accountant’s Office (CAO), City General Services Office (CGSO), City Engineer’s Office (CEO), City Treasuerer’s Office (CTO), Population Commission (Pop Com), Barangay Affairs, and Public Employment Service Office (PESO)had contributed to the successful celebration of the festival.

One hundred percent (100%) of the total number of events (48 events) was successfully conducted due to intensified collaboration with Philippine National Police (PNP), Police Regional Office (PRO) 12, Joint Task Force (JTF) Gensan and Traffic Management Enforcers which ensured peace and order during the whole duration of the festival.

The flea market generated a total revenue of P1, 623,500.00 from the 191 total number of stalls rented out by 115 entrepreneurs. The amount was utilized for the operational activities of the festival.

One hundred fifteen (115) SMEs were able to participate in the Flea Market which served as an avenue to sell their goods/products which provided them additional income for their families.Festivals remained as drivers of Gensan’s economic dynamism where multi-stakeholders are the ones benefited.

The Tuna producing countries of the world converged in Gensan for the annual National Tuna Congress spearheaded by SOCSKSARGEN Federation of Fishing and Allied Industries, Inc. (SAFFAI).

Other assistance provided during the 18th National Tuna Congress:

• Facilitation of Press Conference to come up with a blast of promotions from local quad media (broadcast, TV, print & social media).

• Provision of VIP Airport Reception to showcase Gensan’s hospitality through exhibiting warm welcome to visitors by way of inviting MSU streetdancers at the GSC International Airport.

• Participation to Tuna Congress Exhibit to generate tourist interests by way of showcasing Gensan’s prime industry – Fishing and its prime product- Tuna.

Sixteen (16) resolutions were passed of which four (4) resolutions emanated from LGU-CEMCDO:

1. RESOLUTION STRONGLY REQUESTING THE OFFICE OF THE PRESIDENT TO EXTEND THE COORDINATIVE FUNCTIONS OF THE SOUTH COTABATO/COTABATO/SULTAN KUDARAT/SARANGANI/GENERAL SANTOS CITY (SOCSKSARGEN) AREA DEVELOPMENT PROJECT OFFICE (ADPO) FOR THE YEARS 2017 UP TO 2022;

2. RESOLUTION REQUESTING THE REACTIVATION OF THE GENERAL SANTOS CITY FISH PORT MANAGEMENT ADVISORY COUNCIL;

3. RESOLUTION SUPPORTING THE ESTABLISHMENT OF COMMUNITY FISH LANDING CENTER (CLFC) PROJECT OF DEPARTMENT OF AGRICULTURE – BUREAU OF FISHERIES AND AQUATIC RESOURCES AWARDED TO THE CITY OF GENERAL SANTOS;

4. RESOLUTION REQUESTING THE SANGGUNIANG PANGLUNGSOD OF GENERAL SANTOS CITY TO PASS AN ORDINANCE UPGRADING THE FISHERIES SECTION OF THE CITY AGRICULTURE OFFICE TO A DIVISION PROVIDING FOR REINFORCED FUNCTIONS TO SUPPORT FISHERFOLKS AND FISHERIES RESOURCES MANAGEMENT.

This year’s celebration adapted the World Tourism Organization’s theme, “Tourism For All- Promoting Universal Accessibility, highlighting issues in the context of travel and Tourism”. A Total of eight (8) significant events were conducted during the celebration which successfully contributed to the dynamism of tourism industry of the city:

1. The Opening Ceremony marked the kick off of the weeklong celebration. The event was highlighted by the induction of the new set of officers of General Santos City Food and Beverage Association (GEFBA) officiated by Atty. Macaldo, representative of Vice-Mayor Shirlyn B. Nograles.

2. The Closing Ceremony was spent more on the awarding of all winners of the

event’s competitions and acknowledging the support of all stakeholders of the industry. The Veranza Mall of Gensan sponsored the venue for the entire celebration.

3. The 3D Mural Competition The activity produced best results- destinations in the form of visual arts as the General Santos City National School of Arts and Trade (GSCNSAT )perimeter fence came alive with the mural paintings. The beautiful visual art forms were utilized as month covers for the 2017 calendar promotional material of the city. GSCNSAT and Davies Paints were the major sponsors/partners for this event.

4. The Tourism Education (Quiz

Bee) was participated by public elementary schools which gained positive reviews and tourism awareness to students.

Entries were grouped per sector, such as the Food, the Travel and Tours, the Eco-destination,

the Extreme Adventure Groups, the Triathlon Sports Provider, A Fashion Company and the School-based entry. The City of Tacurong participated and featured the famous Baras Bird Sanctuary.

6. The Tourism Industry Showcase featured schools and colleges in the city that offer Tourism & Hotel & Restaurant Managements courses, skills training like TESDA and other technical-vocational schools which allowed the students to participate & showcase their talents and skills through dance

performances and food display and demonstration.

7. The Regional Tourism Summit was organized by CEMCDO and DOT XII. The office took charge of the venue preparation, selection and arrangement, provision of food, airport reception, and provision of tokens and honorarium for the speakers and facilitation of their tours.

DOT XII took charge of all the speakers for the summit, including their food and hotel accommodation, airfares, inland transportation and additional food to cater to the regional participants.

8. The Tourism Awards Night was a night of glamour and recognition. The DOT XII initiated the event in partnership with LGU-Gensan. CEMCDO- Tourism division was in-charge of the Gensan stakeholders’

invitation, the selection of entertainment of the night and the invitation of the city’s local officials.Gensan also received the following awards:

One of the highlights of Tuna Festival 2016 was the Annual Search for Ms. Tourism. The winners received a 1-year job contract under CEMCDO-Tourism division and cash prizes.

The department spearheaded the screening of candidates, conduct of pre-pageant activities, namely, photo shoot, mangrove planting, media presentation, familiarization tour, office exposure, fashion show, rehearsals and coronation night.

The concerted efforts of the department and the support from other LGU- offices made the pageant a successful event.

3RD MSME REGIONAL CONGRESSSEPTEMBER 9-10, 2016

Since its inception in 2005, the General Santos City Small and Medium Enterprise Development Council Inc. (GSC SMEDCI) has helped promoting and facilitating the development of MSMEs through policy advocacy, trainings and seminars and other economic activities. GSC SMEDCI , is a private sector partner of GSC LGU in the implementation of its project for small and medium entrepreneurs such as Yaman Gensan (YG) pursuant to SP Resolution No. 152 Series of 2006 , the Intellectual Property Business Development Services (IPBDS) and the One Town One Product (OTOP).

The 3rd MSME Regional Congress spearheaded by the council aims to:

1. Increase awareness of MSME on the National Government mandate, program and initiatives, product consolidation and market opportunities for R-XII MSMEs

2. Provide venue for sharing, networking and explore opportunities for collaboration and convergence

3. Encourage MSME to craft policy recommendation through congress resolutions that will be adopted to improve business environment of MSME in the region.

The 3rd MSME Regional Congress has passed 13 Congress Resolutions for MSME opportunities and development.

On September 9-10, 2016, the Local Government Unit of General Santos with the General Santos City Chamber of Commerce and Industry, Inc., and Premier Family Business Consulting conducted the Family Enterprise Excellence Conference with the theme “Unity and Prosperity Across Generations: the Business of Being a Family”.

This two-day conference was attended by more than five hundred individuals who are members or owners of family enterprises in the Philippines, mostly coming from different regions in Mindanao. The conference served as a gathering of local business moguls also to present their best practices to those who plan to enter in family enterprising.

Mr. Jon Ramos of the Premier Family Business Consulting, Atty. Jim Lopez (Harvard Lawyer Expert on Asset and Ownership Planning), Atty. Oliver Aznar (Taxation Expert), Dr. Brian To (International Organization and Leadership Consultant), Mr. Jacob Cabochan (Family Business Advisor), Spouses Anthony and Maricel Laxa- Pangilinan, and Spouses Rafael and Maribel Dionisio were the speakers during the event who discussed on the management of family businesses and assets, and promotion of family businesses in connection with the city’s project to produce at least one entrepreneur per family.

The institutionalization of Trade and Product Development (TPD), the Yabong Maliliit na Negosyo through SP Resolution No. 169, Series of 2003 dubbed as Yaman Gensan (YG) , aims to assist mSMEs in developing and improving entrepreneurship through the conduct of relevant trainings, fairs and exhibits, and competitions. The One Town One Product (OTOP) Project is another component that promotes the development of Processed Aqua Marine Products through entrepreneurial and skills building activities. The Intellectual Property Business Development Services (IPBDS) component focuses on enhancing consciousness on Intellectual Property (IP) through the conduct of forums, capability training, and promotion activities.

The local government, through the City Economic Management and Cooperative Development Office, in partnership with the Small and Medium Enterprise Development Council Inc. (SMEDCI), has supported the conduct of Trade and Product Development (TPD) activities since 2003. Trade and Product Development Program is now on its 14th year. This is one

of the city’s event where the city’s MSMEs will take center stage, to demonstrate their entrepreneurial spirit showcasing products, talents and skills, aptitude and expertise at the same time learn new technologies to become more competitive in the field of business.

For 2016 Yaman Gensan implementation is by administration and the following activities were offered for the existing and potential entrepreneurs with interest to honed their skills and talent. There were more or less 3500 participants to the activities with budget allocation of Two Million Pesos (P2,000,000.00)

In harmony with Republic Act 7394 known as the “Consumer Act of the Philippines” which protects the general welfare of the consumer, and Republic Act 7581 known as the “Price Act” which upholds the interest of the consumer by stabilizing prices of the basic necessities, the local government of General Santos City through the City Economic Management and Cooperative Development Office (CEMCDO) in cooperation with the Department of Trade and Industry (DTI), General Santos City-Consumer Welfare Council Inc. (GSC-CWCI) and Integrated Barangay Affairs (CMO-IBA) spearheaded anew this year’s observance of the annual Consumer Welfare Month Celebration with the theme “Consumer Protection: A Shared Responsibility.”

GSC Task Force LPG Monitoring and Enforcement which involves inspection of business establishments on compliance of existing consumer laws was led by the respective enforcing agencies around the city together with the Task Force LPG composed of members from City Administrators Office, Business Processing and License Division, Bureau of Fire Protection, GSC Police Office, Consumer Welfare Council Inc., Department of Energy, and Department of Trade and Industry among others.

theme “Cooperative the Catalyst of Change through Poverty Alleviation and Social Transformation” and in its pursuit to seek and encourage wider participation of all sectors within

society in nation-building through the cooperative movement, the local government unit (LGU) of General Santos City through the City Economic Management & Cooperative Development Office (CEMCDO) under Special Project & Cooperative Division (SPCD) showed its support in the various activities conducted such as trainings, seminars, and sport fest that promotes and encourages good camaraderie and sportsmanship.The month long celebration together with the 56 Cooperative took part in all activities arranged by the LGU. The inaugural of the event occurred on October 2, 2016, as the morning started with a fun run under the senior and junior category, thereafter an enjoyable work out led by a Zumba instructor was sponsored by the Health Care MPC. A short program was graced with the presence of Mr. Genaro Balofiños, an official representative of Hon. Vice-Mayor Shirlyn B. Nograles, who acknowledged and gave inspirational messages to the sector. It revolved around the idea of “co-existence, innovations, integration and solidarity as it highlighted the city’s annual “Business Month” celebration popularly known as “Yaman Gensan”, an acronym for “Yabong Maliliit na Negosyo”, and the annual celebration of the city’s “Cooperative Month”. It focused on the micro, small and medium entrepreneurs (msmes) and the primary cooperatives who actively contributed to the socio-economic growth and development of the city.

“Co-existence” is a move we were grateful to have adapted between and among our msmes and cooperatives with the combined efforts of creating a better economy. As we went for innovations, we bridged the gap of being able to keenly integrate our values, aspirations, and sales efforts, both products and services, in order to pump-up the economy and the community.

Yaman Awards is an initiative of the local government that recognizes the contributions of the local micro, small and medium entrepreneurs (msmes) and the

primary cooperatives in the economic growth and development of the city. It honours the men and women entrepreneurs and the movers of primary cooperatives, who demonstrated their winning vision, determination and innovative mindset that empowered them to transform industries and communities to a positive social and economic change. This years’ awards also featured segments on people (Who’s-Who) who distinguished themselves bringing fame and honour to the city.

Yaman Awards was conceptualized in 2005 as a search for outstanding entrepreneurs of General Santos City who exemplified the wealth and spirit of a true entrepreneur. Going global and opening our doors to ASEAN, CEMCDO ventured into foreign markets by way of participating in ASEAN exhibits, Investment Fora and Product Showcase missions. The city was represented by Engr. Riza Marie T.Paches, Acting Department Head of CEMCDO, Maria Cora C. Tito, City Tourism Officer and Alma D. Zerrudo, Project Development Officer.

The Philippine delegation composed of BOI, CITEM, DOT and the City of General Santos, won three awards, namely, the Best City of Charm Pavilion, Best Trade Visitor Organizer and Best Promotion on Investment Cooperation, besting eleven (11) participating countries. The delegation spearheaded the Philippine Promotion Conference and Business Matching activities headed by Senator Cynthia Villar.

The Department of Tourism (DOT) Region 12, in coordination with the Department of Trade and Industry (DTI) 12 and other national and local government agencies in the SOCSKSARGEN region joined the Treasures of SOX: A Travel and Trade Expo in Manila.

One of its components was the Investment Mission cum Investment Matching which was handled by DTI. This became the ideal venue to promote big tickets to potential investors outside the region.

Engr. Riza Marie T. Paches, the acting Department Head of CEMCDO presented before the private investors the two tourism related project concepts, (1) General Santos City East Coast Ecotourism Development Plan and the (2) Bagongbuhay Ecotourism Village. The presentation also highlighted the economic situation of General Santos City and its potential to attract investments even those which are not directly related to tourism.With this participation, the region was able to hit the target sales of P21 M both from local products and tourism packages of SOX.

In the advent of economic diversification, General Santos City explores other opportunities aside from the agro-industrial and agri-fishery produce. It sets resilient industries in investments, tourism and services for sustainable development, particularly in agriculture, trade, communication and logistics.

That said, an Investment Forum was initiated to invite potential investors and other stakeholders where investment opportunities and business potentials in the city were presented. It was also a venue to distribute and present the Investment Portfolio, a promotional material that served as a guide for potential locators to invest in the city.

Assistant Secretary Jonas George S. Soriano of Office of the Cabinet Secretary (OCS) was one of the guest speakers during the aforementioned activity highlighting the plans and programs of the current administration of President Rodrigo R. Duterte such as the Ten Point Economic Agenda. Mr. Ernie Tomas of the Mindanao Development Authority (MinDA) also presented the projects that are intended for the development and interconnectivity in Mindanao.

A presentation of investment opportunities in the region were also presented by speakers from the Department of Industry (DTI), Department of Tourism (DOT), and Department of Agriculture (DA). Also, presentation economic zones available for locators were done by the RD Development Corporation for the RD City, GenSan EcoZone, and Mabuhay IT Park.

The City Economic Management and Cooperative Development Office, through the Investments Division, conducted the Invest in Gensan: An Information

Education Campaign on November 24, 28 and 29, 2016 at Ameliyah’s Place, General Santos City.

This activity was presented in three batches intended for barangay officials, government councils, academe, and potential investors. Four topics were discussed including the General Santos City Economic Situationer, the Investment Code of 2015, General Santos City Investment Priority Areas, and the General Santos City Private Partnership Code. The aim of the program is to educate the selected stakeholders of the investment opportunities and incentives the city is offering and to address specific concerns of the potential investors in the city.

A total of 76 participants took part in the IEC and this will be done on a yearly basis so as to update the stakeholders of the new trends and opportunities when it comes to investing in the city.

Accessibility, Efficiency and Transparency – a CPMS promise

The CEMCDO Performance Monitoring System (CPMS) is a computerized approach to monitor daily the progress of tasks and activities for the success indicators (SIs)/ sub-success indicators (SSIs) in the Office Performance Commitment Review (OPCR) and the Individual Performance Commitment Review (IPCR). The SIs in the OPCR will be monitored on a projects, plans and activities (PPA)/SI basis. Uploading of means of verifications (MOVs) on completed or SIs will be handled by the individual staff. Each staff will be

assigned a space in the system to enter specific tasks done daily and to MOVs of completed works or satisfied SSI. The division chiefs and the immediate supervisors can easily access all uploaded MOVs for evaluation and rating. It will also lead the way to do coaching for an employee whose targets are unmet. The Department Performance Management Team (DPMT) can easily rate the success indicator online. It is a paperless rating strategy, since they can view uploaded

MOVs in the computer screen. The system will take good care of the calculation for the final rating of an employee. At the end of the semester – the employee prints his/her IPCR with their final rating. All previous MOVs are also accessible together with its final rating. The system also serves as the digital library of employees’ performance. CPMS can be accessed through local area network and even in the internet, using gadgets with internet connectivity.

CEMCDO Performance Monitoring System is a web-based application developed to efficiently monitor the performance of CEMCDO staff. The system was developed based on the processes and procedures of the Strategic Performance Management System (SPMS). In other words, CPMS is a computerized version of SPMS.
