ACCESS TO CAPITAL FOR RURAL COMMUNITY INFRASTRUCTURE

The Community Facilities Programs provide direct and guarantee loans and grants to help develop essential community facilities in rural areas of up to 20,000 in population.

1) Types of Projects Financeda) Healthcare – hospitals, clinics, assisted living facilities b) Education – community & Tribal colleges, charter schools, public schoolsc) Public Safety – fire, rescue & first respondersd) Public Services – municipal buildings, courthouses, airports

2) Eligible Entitiesa) Public Entities – municipalities, cities, towns, special purpose districtsb) Non-profits with significant community financial supportc) Federally recognized Indian Tribes

3) Who may Apply – entities that have the legal authority to own, construct, operate and maintain an essential community facility. Entities should demonstrate local control and ownership. (Board of Director decision making at a local or regional level)

4) How may funds be used – loans may be used to construct, enlarge, or improve community facilities for healthcare, public safety, education and other public services. This may include costs associated land acquisition and professional service fees.

Community Facilities Direct and Guaranteed Loans

• The USDA can make loans to develop essential community facilities in rural areas and towns of up to 20,000 in population.

• Loans are available to public entities such as municipalities, counties and special purpose districts, as well as non-profit corporations.

• The maximum loan term is 40 years (The current rate for the Direct Loan Program is 3.500%).• http://www.rurdev.usda.gov

Rural Health Care:

45% of USDA Rural Development Community Facilities Programs’ portfolio is invested in Rural Health Care.

In FY 14, over $533 Million was invested in 133 rural health care facilities across rural America impacting nearly 4 million rural residents.

Investments included: critical access hospitals, rural health clinics, assisted living facilities, nursing homes, psychiatric hospitals, mental health care facilities, group homes for people with disabilities, and vocational and medical rehabilitation facilities.


Rural Mental Health:

December 2, 2013, Agriculture Secretary Tom Vilsack announced that the U.S. Department of Agriculture has set a goal of investing up to $50 Million in Community Facilities Direct loan funds to help rural communities develop or improve mental health care facilities and service in rural areas over the next three years.

CF Direct Loan $70,095,413; CF Guaranteed Loan $15,162,126; CF Grant $369,000. Total funding represents CF investments in 34 projects in 23 states to develop or improve access to rural mental health services.


Native American Investment:

In FY 2013 the Community Facilities Programs invested $114.7 million in 73 new or improved essential community facilities which created or saved 2,705 jobs.

Example projects include: Administrative buildings, tribal college facilities, healthcare facilities and other infrastructure projects.
