How Accenture helpedAccenture began by reviewing the business processes in the Revenue Administration and Compliance Division, and provided a recommendation of the revenue initiatives supported by a business case. Maximizing the existing IT investment and leveraging information from various tax systems within the agency, the project team implemented six benefits programs in less than 80 days that started to collect additional revenue in record time.

The Comptroller of Maryland and Accenture have implemented 13 revenue generating programs for individual and corporate taxes, using state and federal data:

The information is extracted from several source systems and loaded into the Data Warehouse.Theprojectteamcompletedtheimplementation of the first release of the ModernizedIntegratedTaxSystem(MITS)Business Intelligence/Data Warehouse (BI/DW) in September 2010. The solution uses advanced analytical capabilities for revenue generatingprograms.Inaddition,SAPBusiness Objects query and reporting provide flexibleanduser-friendlyaccesstodata.

Accenture has helped the IT Division modernize infrastructure and applications using low total cost of ownership and reliable technology encompassing virtualization and remoteaccess.TheMITSBI/DWsolutioncomplies with IRS and State data safeguard security regulations and guidelines.

More than 1,100 agency employees administer taxes and fees covering personal income, fiduciary,corporateincome,pass-throughentities, employer withholding, sales and use, tire fee, bay restoration fee, admission and amusement, motor fuel, alcohol, tobacco, estate and motor carrier.

Business challengeSimilar to problems in recent years experienced by many state, provincial and local public administrations throughout the world, the State of Maryland faced budgetary challenges. To deal with its fiscal pressures, the State committed to a balanced approach of reductions coupled with investments that would continue the State’s progress and maintain fiscal responsibility.

The Comptroller sought to implement a business intelligence and data warehouse solution to provide more efficient work processes and improve the effectiveness of collecting revenue. Through the use of decision analytics capabilities and the implementation of additional audit and compliance programs, the Comptroller over four years expected to increase revenue by $200 million.

In support of these initiatives, the Comptroller asked Accenture to work together to implement a Business Intelligence/Data Warehouse(BI/DW)solution.TheobjectivesoftheBI/DWprojectweretoprovideconsolidated access to state and federal tax and revenue information to support the identification of sources of additional revenue for the state. Additional objectives were to implementflexibleanduser-friendlytoolsto access data for queries and reporting, to simplify the gathering of data for reporting requirements to the Maryland Legislature, and to protect and maintain historical taxpayer information in a secure and technologically advanced environment.

High performance deliveredThe Comptroller of Maryland has collected more than $175 million in additional revenues since the first early benefit project was implemented in 2009. In addition, the Comptroller, through the use of analytics during processing of returns, has either prevented the issuance of unsupported refunds or identified questionable refunds in the amount of $1.3 million.
