The Center for Creative Land Recycling (CCLR) promotes the sustainable, equitable and responsible reuse of underutilized and environmentally-impacted properties. We educate, advocate, assist and convene stakeholders to revitalize communities through land recycling. Caroline Ehrlich has been the Executive Director of the Woodbridge Township Redevelopment Agency (RDA) as well as the Chief of Staff of Woodbridge Township since 2007. During this time, the RDA and Township Administration have designated more than 20 Redevelopment Areas and have begun to aggressively implement the many redevelopment plans that were subsequently adopted by the Township Council. As Chief of Staff, Caroline coordinates with the Department Directors and oversees the Mayor's initiatives. Since 2008, Caroline has served as the Sustainability Officer for Woodbridge Township, spearheading Greenable Woodbridge and overseeing the Sustainable Jersey application. Trevor Shields has served as a Project Manager within the New Jersey Water Bank (NJWB) for almost four years. A program within the Municipal Finance and Construction Element of the New Jersey Department of Environmental Protection, NJWB is responsible for the administration of a number of state and federally funded programs for the planning, design, and construction of wastewater, drinking water, stormwater, and non-point source management programs.

As Assistant Director of the Municipal Finance and Construction Element, Gene is responsible for the administration of the Clean Water and Drinking Water State Revolving Fund (SRFs) programs. In partnership with the New Jersey Infrastructure Bank (I-Bank), the programs have, to date, completed 30 annual financing cycles and have issued over 1,350 project loans totaling over $7.3 billion for water quality and public health-related environmental infrastructure projects. Over the past thirty years, the programs have reduced total interest costs for municipalities, counties, authorities and public and private water utilities an amount that equates to approximately thirty percent (30%) of each borrower’s original loan balance, saving taxpayers and ratepayers billions. In addition to spurring on significant improvements to the State’s water infrastructure, the program has served as a catalyst for economic and job growth throughout the State.

She previously served as the Assistant Director for NJ TRANSIT’s award-winning Transit Friendly Planning, Land Use and Development Program, and also represents the agency on a variety of cabinet-level, interagency teams.

Vivian is a founding member of New Jersey’s Transit Village Task Force, a consortium of government agencies that support the state’s Transit Village Initiative (https://www.state.nj.us/transportation/community/village/).

For 14 years, Barry Ableman has provided guidance on the State Development and Redevelopment plan to municipalities and counties in New Jersey. He administers the state's online brownfield real estate multiple listing system, SiteMart (http://www.njbrownfieldsproperties.com). Previously, he has worked in the public sector for the Bergen County, Department of Planning and Economic Development and served as the Director of Research for the City of New York, Department of General Services, Division of Real Property. In the private sector for more than 10 years, he conducted real estate research and analysis for commercial real estate brokerage firms based in New Jersey.
