2.1 Report to Academic Senate Members noted that Academic Senate at its meeting of 16 November, 2010 approved or recommended to Council: 2011 Academic Program - Postgraduate • the resting of the Postgraduate Diploma and Certificate in Applied Economics; • revised programs of study as advised by the Faculties of Arts, Business and Economics and Human Sciences; • new units and units proposed for deletion; and • units proposed for recoding from ISS to PICT; 2011 Academic Program Undergraduate • new awards of Associate Degree in Information Technology and honours degree of Bachelor of Arts-Media; • the renewal of the honours degrees of Bachelor of Ancient History and Bachelor of Psychology; • a revised program of study for the Bachelor of Education (TESOL); • revisions to the General Requirements to accommodate the introduction of honours degrees for new curriculum programs; • the reclassification of the BABEd (Primary) as a combined award under the Bachelor Degree Rules; • the addition of Business Demographics as a qualifying major in the BSocSc and revisions to the major in Education in the BA; • new units proposed by the Faculty of Business and Economics; • People and Planet units proposed by the Faculties of Arts, Business and Economics and Science; • Participation units proposed by the Faculties of Business and Economics and Science; • the recoding of ABEC225 to ABEC335; • revisions to the Graduate Diploma and Graduate Certificate Rules; and • a new OUA unit, LEG102. 2011 Macquarie Foundation Program • Macquarie University Foundation Program Rules to support the new non-award program;

2012 Academic Program - Postgraduate • new postgraduate awards proposed by the Faculties; • awards and programs of study recommended for discontinuance; • awards recommended for renewal; and • Briefing Paper 3 and the principles for double degrees in the new curriculum; 2012 Academic Program - Undergraduate • new undergraduate awards proposed by the Faculties of Arts, Business and Economics and Science; • new majors proposed by the Faculties of Business and Economics and Science.

2.2 Revision of Postgraduate Rule 2(11) The Postgraduate Sub-Committee on 2 December, 2010 reviewed the credit arrangements for graduate units under the new curriculum in response to a query from FBE. The new Rule 2(11) of the Postgraduate Rules makes provision for the granting of credit for Graduate units resulting from completed awards at Bachelor level or above but not for incomplete awards. To address this gap the Sub-Committee recommended the following minor revision to the rule as follows:

“2(11) Where a candidate has completed units an award at the Bachelor level or above in this University or in an another higher education institution, the candidate may be granted credit therefor, as determined by the Academic Senate or delegated officers, towards the requirements for completion of units designated as Graduate Units under these Rules.” Members noted that this recommendation was endorsed by the Chair on behalf of the Committee and was subsequently submitted to the December meeting of Academic Senate for referral to Council for approval. Council has since approved the rule amendment. 2.3 Proposed Diploma in Commerce The Executive Dean of the Faculty of Business and Economics provided advice to the Committee on the outcome of his November, 2010 meeting with Tsinghua University School of Continuing Education. The proposal put to and accepted in principle by Tsinghua includes, inter alia, that:

a) Macquarie University will offer a Diploma in either Business or Commerce as an exit award for students who complete the requirements of the foundation year of the Bachelor of Commerce offshore but who do not proceed into the degree program onshore; and

b) students who attain the required GPA for admission and who elect to articulate into the second year of the onshore Bachelor of Commerce program will receive a Certificate of Attainment from Macquarie University for their completed first year of study.

Members noted that if the IELTS score required for admission to the Diploma program at Tsinghua is 6.0, then by the end of the year students should have reached a level equivalent to IELTS 6.5. It was agreed that students should be re-tested at the end of the first year of study and achieve an IELTS score of 6.5 to be permitted to articulate into the second year of the onshore program. It was further agreed that the preferred title of the award is the Diploma in Business and that this new award will be recommended to Academic Senate for recommendation to Council. The Committee discussed the following issues in relation to the introduction of this program.

a) Students who take out the Diploma as an exit award and who subsequently want to undertake the Bachelor of Commerce will not get full credit for the completed award.

b) The Faculty will be asked to report to ASQC about the quality of student outcomes and the completion and articulation rates for students in this articulation program.

c) In recommending this as an exit award for Tsinghua students only, there is an unresolved equity issue for other Macquarie students in the Bachelor of Commerce who do not have access to this Diploma as an exit award. This concern will be referred to Academic Senate with the Committee’s recommendation.

The Committee agreed to RECOMMEND THAT ACADEMIC SENATE recommends to Council the approval of a new award of Diploma in Business as an exit award for students at Tsinghua University School of Continuing Education who do not proceed into the Bachelor of Commerce, with effect from 1 July 2011.

3 2011 ACADEMIC PROGRAM

3.1 Postgraduate Program

3.1.1 Change to IELTS Score

The Faculty of Human Sciences has proposed an increase in the IELTS score

from 6.5 to 7.0 overall for the Master of Speech and Language Pathology.

As recommended by the Postgraduate Sub-Committee (tabled report of 4 February meetings), the Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves an increase in the IELTS score to 7.0 for the Master of Speech and Language Pathology with effect from 1 January, 2011. 3.2 Undergraduate Program

3.2.1 People and Planet Units The Faculties of Arts and Science have proposed the introduction in 2011 of the following two units as a People and a Planet unit, respectively: AHMG101 Greek Heroes and Heroines: From Achilles to Zorba BIOL261 Palaeontology As recommended by the Undergraduate Sub-Committee (tabled report of 18 January meeting), the Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves the introduction of the units listed above with effect from 1 January, 2011. 3.2.2 OUA

• New unit The Faculty of Arts proposal to introduce the following new unit, PLT310 States and Nations in 2011 has been deferred. The proposal will be resubmitted for introduction in 2012. • Revised Program Streams in the OUA Bachelor of Arts The proposed revisions to two OUA streams below were reviewed. BA(OUA) History and Politics BA(OUA) Society, Life and Learning As recommended by the Undergraduate Sub-Committee (tabled report of 15 February meeting), the Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves revisions to the BA(OUA) streams as noted above. 3.2.3 People and Planet Units in Offshore Programs

Two undergraduate programs offered offshore by the Faculty of Business and

Economics were given exemption from People and Planet unit requirements for students in the first year of offering in 2010. The exemption was approved on condition that the Faculty would explore options to ensure the inclusion of People and Planet units from 2011 onwards. The Undergraduate Programs Sub-Committee considered representations from the Faculty for an extension to this exemption due to the difficulties around offering a reasonable range of People and

Planet choices in conjunction with offshore partners for relatively small cohorts studying over different study periods. The Sub-Committee noted that these are Macquarie degrees and that as People and Planet units are key features of our undergraduate programs they should be part of the experience for students in offshore offerings.

The Sub-Committee has asked the Faculty of Business and Economics to

investigate further options to ensure inclusion of People and Planet units in offshore programs. For example, possibilities in relation to deeming units taken in pathways programs should be explored and faculties can be asked about their capacity to offer some People and Planet units on-line during offshore teaching periods. Ms Brodie also advised that the University requires offshore partners to provide physical library resources as well as electronic support to students undertaking Macquarie programs and units.

3.2.4 Associate Degree in Information Technology

Associate Professor Cassidy met with the Undergraduate Sub-Committee on 18 January to discuss the structure of the Associate Degree and the articulation arrangements proposed for students admitted into the program from a TAFE Diploma. The Sub-Committee discussed the general requirements for an Associate Degree. As recommended by the Undergraduate Sub-Committee (tabled report of 18 January meeting), the Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves the following General Requirements for Associate Degrees: Minimum number of credit points for the Associate Degree 48 Minimum number of credit points at 200 level or above 21 Completion of a designated People or a designated Planet unit 3.2.5 Change to the Name of a Major

The Faculty of Arts would like to rename the major in ‘Politics’ to ‘Politics and International Relations’. This proposal was supported by the Sub-Committee. As recommended by the Undergraduate Sub-Committee (tabled report of 2 February meeting), the Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves a renaming of the Politics major to Politics and International Relations with effect from 1 January, 2011.

3.2.6 Late Amendments to the 2011 Schedule of Programs and Majors

The Faculties of Business and Economics and Science proposed late amendments for 2011 to the following programs of study and major: COL01 Commercial Law - Major MARS01 Marine Biology specialisation in the Bachelor of Marine Science MARS02 Marine Geoscience specialisation in the Bachelor of Marine Science

The Undergraduate Sub-Committee agreed to support the late amendments

proposed in relation to MARS01 and COL01 (with some changes to the latter) for 2011 but indicated that the changes proposed for MARS02 should be deferred to 2012 because the addition of a new unit at 100 level may disadvantage students when the enrolment period has already commenced for 2011.

As recommended by the Undergraduate Sub-Committee (tabled report of 2

February meeting), the Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves the late amendments to MARS01 and COL01 with effect from 1 January, 2011.

3.2.7 Late Amendments to the 2010 Schedule of Programs The Faculty of Science proposed late amendments to the programs of study below: HEAL01 Bachelor of Health ARTS11 Bachelor of Arts – Psychology with Bachelor of Health The proposed amendment will address ambiguity around the change to credit points in undergraduate programs. As recommended by the Undergraduate Sub-Committee (tabled report of 2 February meeting), the Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves the late amendments to HEAL01 and ARTS11 for the 2010 Schedule of Programs. 3.2.8 Amendments to the Pre-2010 Curriculum

Faculties are required to continue updates to the pre-2010 programs of study to support students who do not elect to transition to the new curriculum during the transition period. Proposed late amendments to the following study patterns and coherent studies were considered by the Undergraduate Sub-Committee and, subject to some requested changes and clarification the amendments were supported: MUS01 Contemporary Music, MUS02 Music and Dance, DEVS01 Development Studies, ANT01 Anthropology, ANT05 Anthropology, PSY01 Psychology, and PSYC17 Psychology and Health. As recommended by the Undergraduate Sub-Committee (tabled reports of 2 and 15 February meetings), the Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves changes to the 2009 Schedule of Programs as noted above.

4 2012 ACADEMIC PROGRAM

4.1 Postgraduate Program

4.1.1 Curriculum Renewal Issues a) Revised Timeline for Postgraduate Units to be Renewed. The load on faculties from the number of curriculum renewal submissions required of them by end of January 2011 was discussed as an issue of concern at a meeting of the Curriculum Renewal Implementation Team (CRIT) in December, 2010. It was recommended that there should be a relaxation of the deadlines for the renewal of existing postgraduate units. The Committee noted that, as a result, faculties were advised in December that the deadline for submission of renewal documentation for the next 45% of units has been revised from 28 January, 2011 to 30 March, 2011 and that the final 45% of unit renewals will be

due at the end of June, 2011. It was agreed that reminders should be sent to faculties about the revised deadlines. b) Proliferation of Postgraduate Programs The Chair of the Postgraduate Sub-Committee indicated that there has been a perception in some faculties/departments that a reduction in program numbers was not an explicit goal of the White Paper for the Postgraduate Curriculum Renewal. This perception has made the Sub-Committee’s task of reviewing faculties’ submissions difficult when programs with low enrolment numbers are proposed for renewal and when new named degrees are proposed.

It was confirmed that the White Paper states in its preamble that “We need to identify and remove units or programs for which there is little demand, and to examine inter-disciplinary opportunities and areas of growing interest” (p.3). The Provost indicated, in this context, that the process of curriculum renewal should lead to program rationalisation and result in a reduction of programs with low enrolment numbers. Ms Kelly will provide program numbers over the last three years and Professor Sachs will write to faculties to confirm that program rationalisation is a goal of the curriculum renewal.

4.1.2 Report of the Postgraduate Sub-Committee

The Postgraduate Sub-Committee met on Friday 4 February and Thursday 17 February, 2011. The following recommendations were made to the Committee: New Awards Academic cases made by the Faculties of Arts and Business and Economics to support the introduction of the following new awards were reviewed by the Sub-Committee. Arts Master of Indigenous Education Postgraduate Diploma in Indigenous Education Postgraduate Certificate in Indigenous Education Business and Economics Master of Financial Regulation Postgraduate Diploma in Financial Regulation Postgraduate Certificate in Financial Regulation Master of Corporate Governance The Sub-Committee noted its questions around the proposed program structure of the Master of Financial Regulation, including the introduction of 2 credit point core units. The Provost indicated that it is important for faculties to develop programs which profile the University in a different way and that the Master of Financial Regulation has the potential to become a lighthouse program for Business and Economics. The University will benefit from a partnership with the internationally prestigious Promontory Financial Group in delivering this program. Professor Rob Trevor met with the Sub-Committee on 17 February to discuss the proposed program in detail and to clarify how it will be taught and assessed. The program will be delivered in intensive mode and the 12 essential topics required by Promontory are most appropriately covered by the inclusion of 2 credit point core and elective units. While other possible program structures have been

considered, members of the Sub-Committee agreed that the proposed structure is the only one to achieve the outcomes required. The program will require the completion of 8 core units and 4 electives and 15 new units proposals, of both 2 and 4 credit points, have been submitted with the academic plan.

As recommended by the Postgraduate Sub-Committee (tabled reports of 4 and 17 February meetings), the Committee agreed to RECOMMEND THAT ACADEMIC SENATE recommends to Council the introduction of the new awards listed above with effect from 1 January, 2012.

Human Sciences and Science

The Faculty of Science submitted a proposal for the retention and renewal of the Postgraduate Certificate of Research Preparation (ELS). Associate Professor Coutts noted that the Sub-Committee had deferred consideration of research preparation programs to allow discussion across the faculties to support the development of a University-wide program. This outcome is yet to be achieved and, in the interim, it is proposed that the current programs are carried forward but with consistent naming to reflect the new academic structure. For this reason, the Sub-Committee recommends the new awards of Postgraduate Certificate in Research Preparation (Science) and the Postgraduate Diploma in Research Preparation (Science) and the Postgraduate Certificate in Research Preparation (Human Sciences) and the deletion of the current certificates. The remaining two faculties will be consulted about naming before new awards are recommended. As recommended by the Postgraduate Sub-Committee (tabled report 17 February meeting), the Committee agreed to RECOMMEND THAT ACADEMIC SENATE recommends to Council the introduction of the new awards listed below with effect from 1 January, 2012: Postgraduate Certificate in Research Preparation (Human Sciences) Postgraduate Diploma in Research Preparation (Science) Postgraduate Certificate in Research Preparation (Science) The Sub-Committee also reviewed the full academic case submitted by the Faculty of Science for the new award of Master of Marine Science and Management. This followed the Committee’s earlier support for the EOI and the subsequent approval by Council of the new award. While there is a minor structural question around the naming of the shell units, the Sub-Committee agreed that the Academic Case would be supported.

As recommended by the Postgraduate Sub-Committee (tabled report 22 February meeting), the Committee accepted the full academic case submitted by the Faculty and will await clarification from the Faculty to finalise the program of study. Proposed Specialisations The Faculty of Arts has proposed specialisations in Modern History for the Postgraduate Diploma of Arts and the Postgraduate Certificate of Arts. As recommended by the Postgraduate Sub-Committee (tabled report of 4 February meeting), the Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves the introduction in 2012 of postgraduate specialisations in Modern History to be offered in the Postgraduate Diploma of Arts and the Postgraduate Certificate of Arts with effect from 1 January 2012.

Retention and Renewal of Existing Programs The Faculty of Science has submitted a case for the retention and renewal of the postgraduate programs in Wildlife Management. As recommended by the Postgraduate Sub-Committee (tabled report of 17 February meeting), the Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves the retention and renewal of the following programs with effect from 1 January, 2012: Master of Wildlife Management Postgraduate Diploma in Wildlife Management Postgraduate Certificate in Wildlife Management Programs to be Discontinued The proposal by the Faculty of Human Sciences to discontinue the Postgraduate Diploma in Editing and Publishing from the end of 2011 was considered by the Postgraduate Sub-Committee. As noted under New Awards above the Postgraduate Certificate in Research Preparation (ELS) and the Postgraduate Certificate in Research Methods (ACES) are proposed for discontinuance and replacement by new awards named to reflect the current academic structure. As recommended by the Postgraduate Sub-Committee (tabled reports of 4 and 17 February meetings), the Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves the discontinuance with effect from 31 December, 2011 of the following programs: Postgraduate Certificate in Research Preparation (ELS); Postgraduate Certificate in Research Methods (ACES); and Postgraduate Diploma in Editing and Publishing New Units The Faculty of Business and Economics has submitted proposals for the following fifteen new units which will be offered as part of the introduction of the Master of Financial Regulation. Units to be Deleted The Faculties of Arts and Human Sciences have proposed that the following units are deleted from the end of 2011. 4.2 Undergraduate Program 4.2.1 Report of the Undergraduate Sub-Committee New Programs • Bachelor of Marketing and Media An EOI prepared by the Faculty of Business and Economics in consultation with the Faculty of Arts for the introduction of an honours degree of Bachelor of Marketing and Media was recommended to Senate and then to Council and was approved as a new award. The Faculty has now revised its proposal from a four year integrated honours program to a three year pass degree. The Sub-Committee reviewed and supported the rationale for this change to the proposal. As recommended by the Undergraduate Sub-Committee (tabled report of 18 January meeting), the Committee agreed to RECOMMEND THAT ACADEMIC SENATE recommends to Council the introduction of a new award of Bachelor of Marketing and Media with effect from 1 January 2012 together with the deletion of the award of Bachelor of Marketing and Media (Honours). • Bachelor of Information Technology – Games Design and Development This new award name has been approved by Council on the basis of the EOI prepared by the Faculty of Science. The Sub-Committee considered and supported the full academic case for the introduction of this program and reviewed and endorsed the program of study. As recommended by the Undergraduate Sub-Committee (tabled report of 18 January meeting), the Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves the Program of Study for the Bachelor of Information Technology – Games Design and Development. New Majors The Faculties of Business and Economics and Science have proposed a new major Business Information Systems which will be a qualifying major in the Bachelor of Commerce and the Bachelor of Information Technology from 2012. The Faculties have confirmed that this new major will replace the major Information Systems which is to be discontinued from the end of 2011.

The Faculty of Science has proposed the introduction of a new major Interactivity and Games as a qualifying major in the Bachelor of Arts. As recommended by the Undergraduate Sub-Committee (tabled report of 18 January meeting), the Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves: a) the introduction of two new majors, Business Information Systems and

ENVG380 Human Geography in Action

The proposed Participation designation of ENVG380 and SOC301 were supported, with the Sub-Committee noting that these two units are good examples that clearly meet the PACE criteria. The designation for LAW480 was not supported as there is no partner organisation and, as such, it does not appear to meet the criteria of community engagement. Associate Professor Klein indicated that there is significant involvement from the legal community from both the private and public sectors. The Committee suggested that the unit is more about the self development of the students than engagement with the community and helping a partner organisation to achieve its objectives. It was agreed that Ms Clark would discuss this proposal further with the Macquarie Law School. As recommended by the Undergraduate Sub-Committee (tabled reports of 18 January and 15 February meetings), the Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves the designation of SOC301 Internships in Social Research and ENVG380 Human Geography in Action as participation units in the 2012 program. Undergraduate Issues The Sub-Committee discussed the following general curriculum issues. • People and Planet Units

The Sub-Committee is concerned with the criteria for Planet units, noting that the current definition could reasonably apply to all Faculty of Science units. It was agreed during the implementation of the new undergraduate curriculum that there would be a general review of People and Planet units, including the definitions and rules, after the first two years of operation. The Committee agreed that the Sub-Committee will undertake this review (as part of its consideration of the 2012 academic program) at its April meeting and that, in the meantime, only proposals for People units for 2012 will be considered. The Committee further agreed that consideration of proposed Planet units be frozen until the review has been undertaken and the recommendations are made.

• NCCW and Anti-requisites

The rule relating to units which are identified as ‘Not to Count for Credit With’ (NCCW) another unit needs to be clarified. At present all units so identified are treated, under the rule, as a two way NCCW for the purposes of qualification to graduate. However, from the faculties’ perspective some units are, in fact, only a one way NCCW. There was discussion about replacing NCCWs with ‘anti-requisites’. The Committee agreed that:

a) whenever a unit has an NCCW unit, the faculty must identify whether this is one way or two way; and

b) the NCCW rule needs to be clarified as part of the review of the degree rules.

• Individual Cases The processes for the management of Individual Cases have been discussed in

detail by the Sub-Committee. A change in this process is required with the windup of the Coursework Studies Committee together with increased faculty responsibility in the management of individual cases. The Sub-Committee

reviewed a draft Student Individual Cases Submission Form and Procedure and with some amendments agreed that the process proposed will be more time sensitive and it is anticipated that it will reduce the number of Individual Cases.

As recommended by the Undergraduate Sub-Committee (tabled report of 15

February meeting), the Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves the proposed Procedure for Submitting Individual Student Cases and the accompanying Student Individual Case Submission Form with immediate effect.

• Application of the Resolution of Academic Senate on Exchange Units

In 2004 Academic Senate resolved that exchange students must successfully complete a minimum of 50% of every requirement of their program In Macquarie units. This resolution was reviewed in the context of the requirements of the new curriculum.

As recommended by the Undergraduate Sub-Committee (tabled report of 2

February meeting), the Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves the following principles for exchange students. Exchange students: a) can complete People and/or Planet units on exchange; b) must complete their Capstone unit at Macquarie; c) must complete a minimum of 50% of the required 300 level units ( or 400/500

level units for Engineering and Law students respectively) at Macquarie; d) must complete a minimum of 50% of the required 300 level units for each

major they wish to complete at Macquarie; and e) must complete at least 50% of their overall program at Macquarie.

• 400 Level and 600 Level Units in Graduate Diplomas and Graduate Certificates

The curriculum renewal process is yet to address the structure and rules for Graduate Diplomas and Graduate Certificates. As these programs sit between the undergraduate and postgraduate curriculums the Sub-Committee proposed the establishment of a temporary Working Party to look at these programs and the potential for overlap both in terms of programs structures and rules. The recommended membership is to be drawn from both of the ASQC sub-committees, and will include Associate Professor Pamela Coutts (Chair), Mrs Sue Spinks, Dr Michael Hitchens, Dr Ian Plant together with Mr Colin Hawkins, Ms Carolynne Paine and Mr Con Papas. The Committee supported the establishment of the Working Party. 4.2.2 Faculty Participation Shell Units From 2012 some students will be able to take a Participation unit that is embedded in their program. The University also wants to expand the range participation opportunities for all undergraduate students and one of the strategies to support this goal is the introduction of Faculty Participation shell units. These units will provide an academically rigorous framework in which to embed current community based co-curricula activities. They will also provide opportunities for interdisciplinary activities. Ms Clark advised that the PACE Student Enrolment Working Party is proposing the introduction of a 3 credit point, 300 level shell unit for each faculty for

inclusion in the 2012 Schedule of Undergraduate Units. The units proposed for the Faculties of Arts, Human Sciences and Science are:

It was noted that faculties may wish to change the unit titles to better reflect their content. The Faculty of Business and Economics has already established two Participation shell units. FBE200 is in the 2011 Schedule of Undergraduate units and FBE300 has been approved for 2012. It is proposed that these unit codes are recoded as FOBE200 and FOBE300 respectively to bring them into alignment with the codes used for the other faculties.

It is further proposed that the minimum prerequisites for the shell units are: 300 level units: 39 cp and Permission of the Executive Dean 200 level units: 24 cp and Permission of the Executive Dean and that the 300 level shell units are offered with at least two availabilities from: WV: D2/X2: V2. In the context of 68 cp degrees, the potential benefits of establishing 2cp

Participation shell units were explored. It was agreed, however, that the criteria for Participation units will make them difficult to deliver and hard to justify in terms of the work involved for both staff and students at 2cp.

The Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves: a) the introduction of the Faculty Participation shell units as proposed above for

the Faculties of Arts, Human Sciences and Science; and b) the coding alignment of the Faculty of Business and Economics 200 and 300

level participation shell units with other faculties’ units by using the alpha code FOBE.

5 MACQUARIE FOUNDATION PROGRAM

The Committee welcomed Mr Nathan Asher and Mr Justin Devlin from Macquarie City Campus to the meeting of 8 February. Mr Asher confirmed that the program will be introduced incrementally. A ‘Standard Program’ of 51 credit points will be offered over three 13 week semesters and the ‘Fast-Track Program’ of 34 credit points will be offered over two thirteen week semesters. The first intake of 25 students will commence at the end of February 2011 and units required to satisfy the electives chosen by these students have been developed first. The structure of both programs was reviewed together with draft outlines of the component units.

A complete schedule of units for both programs was subsequently tabled at the meeting of 18 February together with additional draft unit outlines for the remainder of the first semester program. An outline for the remaining first semester unit FPCW001 Computing Skills was not tabled as this unit will be tailored to address the identified needs of each cohort and will thus operate as a shell unit.

Members commended the quality of the unit outlines. There was discussion

about the content of the English units presented and it was noted that while there

is strong introductory material around written English there should also be some alignment with the HSC English curriculum which includes reading, analysis and synthesis of texts. Working with texts is an important preparation for study at university. It will be suggested that the staff developing the program contact Mrs Spinks for more detailed advice about this element of the English curriculum.

The Committee agreed that the Macquarie Foundation Program should be

reviewed at the end of the first year of offering. The Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves

the Standard and Fast Track programs of study and the schedule of units for the Macquarie Foundation Programs.

6 REVIEW OF UNIT AVAILABILITIES There was discussion about the timeliness of reviewing the current unit availability categories to determine whether new availabilities are required to meet contemporary circumstances particularly in relation to i-Lectures and online study. The issues addressed included:

• potential need for a new type of composite mode to accommodate a combination of i-Lectures with timetabled practicals or tutorials for internal students;

• accommodation of fully on-line units (as distinct from external units with on-campus sessions) through the introduction of a new availability; and

• whether there is an on-going need for an E (evening) availability when some D (Day) units overlap with Evening because of timetabling problems.

It was agreed that timetabling issues need to be taken into account before any recommendations for changes are made. Mr Craig Oliver from the Timetabling unit will be invited to the next meeting to provide advice in relation to unit availabilities and their impact on timetabling.

7 PUBLICATION OF ENROLMENT CAPS The lack of transparency of unit quotas is an issue for students in planning their

programs. This is particularly the case when quotas are requested after enrolment has commenced. It was agreed that putting quotas on units requires careful planning due to the potential impacts (eg core units, places for late enrolling students, students in their final year).

The Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves the following principles above in relation to setting quotas on units.

a) Quotas on unit enrolments must be published in advance so that they are transparent to students.

b) Quotas must, therefore, be approved and published before enrolment has commenced.

c) Late requests for unit quotas will not be approved.

8 ASQC MEMBERSHIP

8.1 2011 Membership The Chair wrote to the Executive Deans of Faculties in 2010 to request either

renewal of current members or nominations to replace members whose terms of office concluded on 31 December, 2010. Faculties were also asked to nominate alternates for their members to support succession planning and to ensure a quorum at meetings. Nominations have been received from the Executive Deans and the final membership was reviewed and will be recommended to Academic Senate for approval. The Chair welcomed new members Professor Ann Ross-Smith from the Faculty of Business and Economics and Dr Ayse Bilgin from the Faculty of Science. The Faculty members for 2011 will be:

The Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves the membership of the Academic Standards and Quality Committee for 2011. 8.2 Additional Ex-Officio Member The Chair reported that implementing the University’s PACE initiative will be a significant part of the work of the Committee over the next two years. It was therefore proposed that the Academic and Programs Director of Participation and Community Engagement (PACE) be appointed as an Ex-Officio member of ASQC during 2011 and 2012. The Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves the addition of the Academic and Programs Director of Participation and Community Engagement (PACE) as Ex-officio position on the Committee during 2011 and 2012.

8.3 Sub-Committees – Membership in 2011

Membership of the Undergraduate and Postgraduate Sub-Committees was reviewed. It was agreed that it is important that both sub-committees include a member from each faculty to ensure a comprehensive knowledge base. It was noted, however, that sub-committee members do not all need to be drawn from the ASQC membership. There is currently a vacancy for an Arts member of the Undergraduate Sub-Committee. 9 ANY OTHER BUSINESS

9.1 OUA Postgraduate Sessions A paper from the Director of PICT was tabled. PICT currently offers postgraduate

programs through OUA over four study periods running back-to-back throughout the year. This format has problems for both staff and students due to the resulting pace and intensity. In addition, other universities offering postgraduate programs though OUA run their programs over three sessions. For these reasons it is proposed to bring the PICT programs into alignment and to offer the Master of International Security Studies (MISS) and the Master of Policing, Intelligence and Counter Terrorism (MPICT) as well as the double degree (MPICT and MISS) over three sessions in 2011.

The Committee agreed to RECOMMEND THAT ACADEMIC SENATE approves

the change from four study periods to three sessions for postgraduate programs offered by the Centre for Policing, Intelligence and Counter Terrorism through OUA with effect from 1 January, 2011.

9.2 Credit for Previous Studies (CPS)

Dr Hitchens raised the issue of the apparent lack of alignment of CPS with the

new curriculum. Credit given during enrolment was not always in multiples of three credit points which could be misleading to students and may mean that a student coming into Macquarie with a full year of study may not be able to complete in minimum time. The Academic Registrar will follow up this issue with the Coursework Studies Section which allocates CPS.

9.3 Students Transferring from Other Universities

Mrs Spinks expressed some concern about the criteria/algorithms being used to

assess students applying to transfer to Macquarie from other universities. Two examples were given: the first student with four passes from UWS who was

offered a place in the honours degree of Bachelor of Psychology and the second student has been admitted to the Bachelor of Speech and Hearing from the Non-Award pathway with three passes and one credit. A credit average is required for admission to the masters program. The concerns are that these students will struggle to succeed and that Macquarie students with better results seeking an internal transfer may have been displaced. The Academic Registrar will also follow up this issue with the Coursework Studies Section.
