ABSTRACT

Today, the numbers of elderly grow continually and most of them are still as vagrants or beggars in creating social problems. Thus, it is necessary to conduct the law research entitled: Government responsibilities toward a care of elderly in gaining healthy life. The problems of research are: 1) how is the government responsibilities toward the health of elderly in gaining healthy life? 2) What are the obstacles of government toward a care of elderly in gaining healthy life? And 3) what is the solution of government toward a care of elderly in gaining healthy life?The aims of the research are: 1) to find out and to analyze the government responsibilities toward a care of elderly in gaining healthy life. 2) To find out and to analyze the obstacles of government toward a care of elderly in gaining healthy life. And 3) find out and to analyze the solution of government toward a care of elderly in gaining healthy life?

Research method used in the study is empirical normative juridical way by using secondary data consisting of a primary law material, the secondary law material, tertiary law material, and the primary data as the supporting data. A specification of this research was descriptive analysis. The results of the research found that elderly multiply caused social problems, elderly shelter was limited, government social assurance for the elderly was inadequate, they were jobless, elderly had no family, they became beggars and vagrants, they were displaced person. The wisdom of elderly has not been realized

Obstacles: Elderly refused to stay in rehabilitation, they preferred to live as vagrants, beggars, uneducated people, and it is very hard to communicate with them.

Suggestion: it is immediately to enact regional law of Semarang about the care of elderly in order to make them prosperous. Besides, it needs to enhance Elderly Posyandu actively. Keywords : Government Responsibilities, Elderly, Healthy Life.
