Changes you’ll seeNew South Village construction projects have eliminated much of the parking around the highrise residence halls
Lots 8, 8A and MSU will have special permits, and only upperclass-men assigned to highrise residence halls are eligible to purchase them. Any vehicle parked in that area without a permit specific to that lot is subject to citation or immobilization.
Freshmen assigned to the highrises will have to park in North Deck This should last for a year, until the new South Village Deck is com-
pleted.
The Campus Shuttle Rt. 47 Yellow Line to offer extended hours weekdays from 10 PM until 2 AM and weekends from 8 AM until 2 AM
This is primarily offered to accommodate freshmen in the highrises who must park in North Deck but anyone on campus may ride. Run time during those hours is expected to be every 20-30 minutes.
Parking at CRI will be limited until the new CRI Deck opens mid-September
With CRI Deck’s completion, over 1,300 spaces will be added and CRI parking will be more than adequate.
Permit price up from last yearThe price of a full-time permit increased by $35 to $415 for academ-
ic year 2012-2013.
All permits are hangtagsNo more window stickers! All parking permits are now hangtags to
be displayed from the rear view mirror or on the driver’s side dash in a PaTS-approved clear pouch. (Dash pouches are available from the PaTS office; cost is $1 for two pouches).
Permit hangtags have a Radio Frequency ID (RFID) chip that will open gated areas appropriate for your permit type.
You may register more than one vehicle to a permit for an additional $15 fee.
SafeRide changesEvening safety transport shifts from individually requested rides to
point-to-point service at designated spots along a set route. This will eliminate long wait times and provide a reliable schedule.
Daytime disability transport is no longer on-demand. Services must be prearranged. More information about SafeRide is in this publication and saferide.uncc.edu.

Parking Tips (some things don’t change!)Parking is going to be tight
Expect parking to be near full capacity during the first two weeks of the semester. Nearly EVERYONE will be on campus, attending class, buying books, paying tuition, etc.
Permit enforcement begins on the first day of class, every semesterIf you don’t have a parking permit by then, you will not be allowed
to park in main decks and lots. Either plan to pay to park in a Visitor deck (if full, you will be directed to where you may legally park until a permit is purchased) or purchase a daily temporary permit from the Parking and Transportation Services Office (#23 on campus map) for $5 per day.
Peak parking demand expected to be highest from 9:30 AM - 2 PM, Monday through Thursday
Based on the University’s scheduling of classes, parking areas that fill up earliest are:
• Union Deck• Lot 18 (beside the Union Deck)• Lot 19 (in front of the Union Deck)• East Deck 2 and 3• West Deck
There’s no getting around the fact that campus has grown so much that close-in parking is very limited from late morning until early afternoon. So if your first choice for parking is full, don’t circle! Have a back-up alternative in mind that is farther out from the academic core and along a shuttle route. You may be surprised by how much easier it is to just park, ride, and get on with your day.

WHAT TO EXPECT IN 2012-2013 CONTINUED
1971 - Lot 5, UNC Charlotte: Parking was a common complaint then, too, for the same reason it is today: many students want to be here and most prefer to drive themselves. Four decades later, UNC Charlotte has nearly 14,000 spaces in lots and multi-storied decks. Still, with enrollment numbers up again this year, expect parking to be tight.
PARKING PERMITSEveryone who buys a permit is able to park.
The price is the same for students, faculty and staff. Permission to park is granted equally and there is enough parking for everyone.
Parking on campus is regulated by an ordi-nance adopted by the Board of Trustees of UNC Charlotte.

STUDENT PARKING AT UNC CHARLOTTE CENTER CITY BUILDING (CCB)
Center City does not have separate parking dedicated to the building, which is typical of other buildings uptown. The University has, however, negotiated an arrangement with Secure Parking, Inc., owner of the closest surrounding lots, for Faculty/Staff and Student parking in the 707 N. Brevard St. Lot. (ADA accessible parkingisavailableinthe625N.BrevardSt.lot.)
Center City parking requires a time-determined per-mit, specific to day and class schedule:

Center City Parking Permits for students are offered as follows:• Full time annual permit $415 (more than two uses per week, day or
evening). This is the least expensive choice for students who will be at Center City more than two days, evenings, or combination, per week. If the permit is needed for just one semester, refunds will be according to the campus parking refund schedule.
Full time CCB permit holders receive two hangtags: one for parking on main campus and one for parking at Center City. The CCB permit must be displayed to park at CCB. The regular permit must be displayed to park on main campus.
•One-use permit $95 (one use per week, one day or one night for one semester). Also valid at Main Campus in Commuter-designated parking areas after 3 PM.
• Two-use Permit $160 (two uses per week, two days or two nights or one day and one night or any combination not exceeding two uses per week, for one semester). Also valid at main campus in Commuter-designated parking areas after 3 PM.For questions and advice about which CCB permit fits with your
schedule, please call PaTS, 704-687-0161. Faculty Staff Center City parking is best arranged through the PaTS Office.
Parking enforcement at Center City is under the administration of Secure Parking, Inc. Citation appeals or complaints are handled with Secure Parking. PaTS has no citation enforcement or appeals authority at Center City.
RMS permit is valid 24 hours a day, seven days a week, in the Moore/Sanford U Lot on Highrise Road. RFID chip opens gates at Lot 15,ConeDeck,andCRIDeck(openingmid-September2012)at6PM.
Permits for Lot 8 (R8L), Lot 8A (R8A) and Lot MSU (RMS) will be available for online purchase. Parking and Transportation Services will be provided with the names of residents who qualify to purchase those permits. They will be sold on a first-come, first-served basis.
If someone not on the list attempts to buy an R8L, R8A or RMS zoned permit, the purchase will automatically change to a regular Resi-dent permit or the type of permit for which they are eligible. (Freshmen assigned to highrise residence halls are not eligible.)
Greek Village - GGreek Village permit valid 24 hours a day, seven days
a week, in Greek Village and orange color coded areas. RFID chip opens gates at Lot 15, Cone Deck, and CRI Deck(openingmid-September2012)at6PM.
Night - NNight permits are valid after 3 PM in all

Lot 27L27 permit is valid 24 hours a day,
seven days a week, in Lot 27 on Toby Creek Road near the Harris Alumni House. Lot 27 is a ‘walk-in’ discounted parking lot that is not served by the Campus Shuttle. During holidays and breaks when class is not in session and over the summer, vehicles with L27 permits are allowed to park in areas designated for Com-
muter permits.

PM, except for Fridays, weekends, holidays/breaks when class is not in session and during the summer.
The first Green Line Rt. 49 shuttle departs from Starlight Cinema’s parkinglotat6AM;thelastshuttledepartsfromtheStudentUnionat 5:45 PM. Green Line bus passes are issued with the purchase of an RP permit. Bus pass must be shown when boarding at Starlight; if not,
Charlotte Area Transit System will charge the normal fare.
Faculty/Staff- F/SFaculty/Staff permits are valid 24 hours a day, seven
days a week, in green coded lots, all yellow and orange Commuter color coded areas, and Resident-designated lotsexceptingLots8A,MSUorspacesinLots8and16that are not specifically marked for Faculty/Staff parking. The RFID chip will allow entry into all Faculty/Staff

FREQUENTLY ASKED QUESTIONS ABOUT PERMITSWhere can I purchase a permit?
Permits may be purchased online or in the Parking and Transportion Services Office (building #23 on Campus Map). Normal office hours are Monday through Friday from 8 AM - 5 PM. During the Fall and Spring registration periods, Student Permit pick-up and purchase sta-tions are set up in the Student Union and hours are extended.
What if I have to wait on a financial aid refund until I can buy a permit?
If you’re unable to purchase a permit before classes and permit en-forcement begins, you may buy a temporary permit from Parking and Transportation Services. Price is $5 per day.
Where can I park if I forget my permit?Visitor decks and parking meters are good places to park if you are
not displaying a valid permit. If you’ve bought a permit and just forgot it, a temporary permit can be issued at the PaTS Office. Permit holders may get up to ten (10) temporary day permits per year at no charge.
What if I’m graduating in December? Can I just buy a permit for a semester?
All full-time permits are for the academic year. But if you graduate or withdraw before April 15, return your permit for a prorated refund. The refund schedule is available at pats.uncc.edu/permits.
FREQUENTLY ASKED QUESTIONS ABOUT PERMITS CONTINUEDAre permits required on weekends?
Permits are required at all times but they are currently not enforced after 4 PM Friday through 8 AM Monday.
What should I do if I have lost my permit?File a complaint with the Campus Police and attach it to the affidavit
available with Parking and Transportation Services for a replacement permit. A $15 replacement fee will be charged.
Can I use a permit I have found?No. Permits are registered to a specific person and vehicle. Using
a found permit may subject you to fines and other penalties. Return found permits to the PaTS Office or Campus Police.
Will I lose my parking privileges if I get too many tickets?Parking and Transportation Services has the authority to tow or
boot a vehicle if violation tickets total four (4) or more or unpaid deck vouchers total seven (7) or more. All parking privileges will be revoked and your vehicle will remain on the Tow List until the account is cleared.
What should I do if I change cars?Notify PaTS right away so that the vehicle can be added to your

What should I do if I temporarily need to drive another car to campus?
In circumstances where you have a rental or need to use another vehicle for a few days, go to the PaTS office, provide us with the substi-tute vehicle’s information, then get a temporary permit. All UNC Char-lotte parking permit holders are allowed to get up to 10 days worth of temporary hangtags per year, at no charge.
Are there special permits for carpools?Carpools need to be registered with PaTS; each carpool uses a single
hangtag with multivehicle registration. Each person in a registered car pool is given the privilege of getting 10 temporary day permits at no charge for those exceptions when a carpool member needs to drive separately. For more information about carpools, please visit or call the PaTS office for details. ShareTheRideNC.org offers free carpool partner matching.
Are there special permits for motorcycles?Motorcycles have electronic permits. They can be registered alone or
may be added to a multi-vehicle permit (but only one vehicle registered to that permit is allowed on campus at a time). Please visit or call the PaTS office for more details.
Are permit refunds available if I withdraw from or leave the University?
People who return permits may receive a prorated refund based on the date of purchase and date of return. Night permits may not be re-funded after the second week of class that semester. For more informa-tion, refer to the list of prorated refund amounts.
What determines the price of a permit?The primary factor that determines permit price is the cost of new
deck construction and replacing flat lots with decks. It’s expensive to build and maintain new parking decks necessary to accommodate enrollment and demand. Existing surface lots make way for new build-ings; those spaces must be replaced with decks.
How are the proceeds from permits spent?The majority of the permit proceeds and Visitor Parking fees goes
towards construction of new decks, to pay debt on existing decks, and for repairs and maintenance of all decks and lots. A small percentage is used for operations such as utilities to light the decks and lots, trash collection, grounds upkeep, personnel, equipment, etc.
Is it true that more permits are sold than the University has spaces?Yes. If permits were sold on a one-decal-to-one-space system, thou-
sands of students would be denied the privilege to park while lots and decks would sit half empty. Few students occupy a space for more than five or six hours a day. Also, not everyone has classes or works here
every day. Therefore, parking spaces turn over constantly. Sure, conve-nient, close-in parking is at a premium during peak class hours, but so far, Parking and Transportation Services has maintained an acceptable percentage of open spaces. That’s why measures like sales limits and excluding freshmen have so far been avoided.
Will the price of permits continue to rise?Yes, that’s expected, unless/until demand for parking on campus de-
creases significantly.

FAQS ABOUT CITATIONSWhere do I pay citations?
Citations may be paid by mail or in person at the PaTS Office. Citations paid within 10 days are automatically reduced by 50% (with the exception of False Registration and parking in a space or accessibility ramp reserved for the disabled).
What if I don’t agree with the citation?A written appeal must be filed within ten
(10) business days. An online appeal form is also available. A response will be mailed to you.
How are the proceeds from citations spent?According to North Carolina law, the University is only allowed to
retain 20% of the money collected from parking citations. The remain-ing 80% must be remitted to the state to support local public schools (elementary, middle and high schools).
The 20% that UNC Charlotte is allowed to keep is earmarked to cover operating costs for citation collections. Unfortunately, the cost of the enforcement and collections program significantly exceeds this amount.
Can I park at a malfunctioning meter?Sorry, no; you may get a ticket for that. Move your vehicle to an-
other meter and please report the malfunction to Parking and Trans-portationServices,704-687-0161.

I wasn’t driving my car at the time of the citation. Do I have to pay it?
The person to whom a permit is issued is responsible for parking violations cited to the vehicle for which the permit is issued. If there is no permit, the registered owner of the vehichle is responsible.
What if I need to park near a building just to unload something?For short-term loading/unloading, use any emergency blue light
telephone and give your vehicle information and location. You will be given 15 minutes and will be asked to have a licensed driver attend your vehicle.

SAFERIDE WEEKDAY ACCESSIBILITY TRANSPORTDuring daytime hours, SafeRide provides disability transport
throughout the inner core of campus for those with ongoing mobil-ity impairments who have registered for the service. Services require preregistration. The SafeRide Disability Medical Verification Request Form is available at saferide.uncc.edu.
SafeRide is also available to those who need assistance on a tempo-rary basis (such as recent surgery, lower limb injuries, visual impair-ments, or chronic diseases that impact stamina). This is also arranged throughtheOfficeofDisabilityServices,Fretwell230(704-687-4355).After completion of the required form, Disability Services will verify and send email confirmation of eligibility (usually processed within 24 hours or less).

dark, providing reliable, scheduled stops all around campus every 15 minutes:

SafeRide’s evening safety transport has been expanded to point-to-point service with consistent scheduling. Three
SafeRide vans will travel a fixed route from 6 PM - 2:30 AM, seven days a week.

In order to reliably accommodate the population SafeRide is designed to serve, disability transport requests must be prearranged. On-demand dispatch is no longer available.
Requests are processed and transport is scheduled quickly, usually within 24 hours.

Hertz on Demand™ at UNC Charlotte offers qualified drivers, ages 18 years and up, environmentally friendly vehicles to rent at a low rate – by the hour or the day.
Members access cars using a Smart Card and only pay for the time they rent the car.
Three vehicles are parked on campus and available to you for just $8 - $10.50 per hour (depending upon model). Need the car longer than a few hours? Hertz on Demand™ offers low daily rates, too.
