Benchmarking Activity Continues to Increase
• More than 3,600 C&I companies have committed to benchmark their portfolio of buildings.
• As of August 2010, – Over 19 billion square feet benchmark– Over 172,000 buildings are benchmarked– Over 11,000 buildings have qualified for the ENERGY
STAR label, EPA’s recognition for top energy performance
• 22 percent of the market has been rated

Mandatory State Initiatives
• CA: Assembly Bill (AB) 1103– Required all utilities to make available data for uploading
into Portfolio Manager upon the request of any commercial building owner
– In January 2011 requires the disclosure of an ENERGY STAR score and energy use data as part of commercial real estate transactions involving the sale, lease, or financing of a whole building
– Three-year phase-in for multi-tenant buildings >50,000 SF
• WA: State Bill 5854 - 2009-10– Benchmarking disclosure law very similar to CA law

Mandatory Local Initiatives
• City of New York: Greater, Greener Buildings Plan– Requires eligible privately owned buildings >50,000 sq.
ft. and all municipal buildings >10,000 sq. ft. to benchmark annually in Portfolio Manager
– 22,000 buildings affected
• Washington DC: Clean and Affordable Energy Act of 2008– Requires eligible privately-owned commercial buildings
to benchmark using Portfolio Manager on an annual basis.
– Phased in over three years. Applies to buildings >50,000 SF in 2013

Federal Executive Order (EO 13423 – January 2007)
• Requires agencies to reduce greenhouse gases through a reduction in energy intensity– 3% annually, 30% by the end of 2015
• Federal government owns approximately 445,000 buildings equal to more than 3 billion sq ft– Leases additional 57,000 buildings (374 million sq ft)
• EPA, DOE, and GSA partnered to create a checklist to comply with EO 13423– The checklist calls for all existing federal buildings to
track energy performance in Portfolio Manager

What is the Automated Benchmarking System (ABS)?
• A framework for exchanging data between EPA’s Portfolio Manager and a third party system such as a utility CIS
• Enables third party tools to deliver EPA benchmarking data as an alternative or in addition to a Portfolio Manger account
• Includes Web-based services using Extensible Markup Language (XML) to…– authorize data release– transfer energy and/or building data– report energy benchmarking results
• Utilities assist customers by providing the required 12 months of energy data for benchmarking automatically and monthly updates on an ongoing basis.
