The Victorian Energy Efficiency Target (VEET) is a Victorian Government initiative to reduce greenhouse gas emissions and encourage the efficient use of electricity and gas among other objectives.

A number of energy efficiency improvements are currently included in VEET, ranging from the installation of high efficiency hot water systems, air heaters/coolers, lighting, draught proofing and window treatments through to the purchase of high efficiency appliances like refrigerators and televisions. A selection have been grouped into four categories and analysed within this report. They are:

Lighting Shower roses Water heating Space heating

Accredited entities create Victorian Energy Efficiency Certificates (VEEC) when helping consumers make selected energy efficiency improvements to their homes. Revenue generated through the sale of VEECs in turn enables consumers to be offered those improvements at reduced costs.

The Victorian Department of Primary Industries (DPI) commissioned the Australian Bureau of Statistics (ABS) to help inform the socio-economic distribution of selected home energy efficiency improvements under VEET during the scheme’s first two and a half years.

This ABS report highlights:

Lamps & shower roses generally had a higher uptake in the Melbourne Statistical Division compared to Balance of Victoria

Water & space heating generally had a higher uptake in Balance of Victoria compared to the Melbourne Statistical Division

Uptake for all activities has decreased during January 2009-June 2011

The following report analyses the Victorian Energy Efficiency Target (VEET) Program administrative dataset. This dataset contains two and a half years’ records from the creation of Victorian Energy Efficiency Certificates (VEECs). The energy efficiency improvements (also known as Prescribed Activities) selected are grouped into four categories1:

Lighting Shower roses Water heating Space heating

In order to understand the socio-economic status of those consumers (households) who have participated in a VEET supported energy efficient improvement to their home, the Socio-Economic Index for Areas (SEIFA) score for the area in which their home is located was applied.

SEIFA is a suite of four summary measures that have been created from Census information. Each index summarises a different aspect of the socio-economic conditions in an area, and therefore summarises a different set of social and economic information. The indexes can be used to explore different aspects of socio-economic conditions by geographic areas. For each index, every geographic area in Australia is given a SEIFA number which shows how relatively ‘disadvantaged’ that area is compared with other areas in Australia.

The four indexes in SEIFA 2006 are:

Index of Relative Socio-economic Disadvantage (IRSD); Index of Relative Socio-economic Advantage and Disadvantage (IRSAD); Index of Economic Resources (IER); and Index of Education and Occupation (IEO).

For the purpose of this analysis, the Index of Economic Resources (IER) was used to determine if the participation in energy saving activities associated with the VEET program could be related to access to economic resources. The IER reflects the economic resources of households within an area and includes measures that capture both ‘low’ and ‘high’ relative access to economic resources. There are 15 variables included to measure a wide range of concepts, such as: household income, housing expenditure and wealth (see Appendix 1 for full list of variables).

In order to analyse the data, households were aggregated at the Statistical Local Area (SLA) level2. Each respective SLA SEIFA IER score was then attached. SLAs were subsequently

sorted by IER rank and split into quintiles (a quintile contains an approximately equal one- fifth of SLAs) across Melbourne and Balance of Victoria.

Lower quintiles indicate a relative lack of access to economic resources in general. Higher quintiles indicate relatively greater access to economic resources in general.

Due to the differing nature of urban versus regional areas, the data was separated into Melbourne Statistical Division (MSD) and Balance of Victoria (BoV) for analytical purposes.

SEIFA is a useful general measure which supports informed decisions based on relative socio-economic disadvantage, though will be most effective when complemented with other intelligence not included in the index but relevant to understanding households' uptake of energy efficient home improvements.

Finally, while households with similar access to economic resources tend to be clustered together, it is important to recognise that SEIFA is an average measure for households in an area. This report measures the VEET activities attributed to households in all SLAs according to SEIFA quintiles and the economic resources available to those households is likely to vary within each SLA.

Between 1 January 2009 and 30 June 2011, 405,807 Melbourne households received low energy lamps as part of the VEET program.

Graph 1 demonstrates the consistent uptake in quintile 4 (19%) across the VEET program as compared to the other quintiles which had variable distributions.

Overall, the proportion of households which received low energy lamps in the Melbourne Statistical Division (MSD) was greater in areas with a relative lack of access to economic resources.

In 2009, around 30% of households in areas that generally have a relative lack of access to economic resources received low energy lamps, compared to 14% of households in areas that generally have greater relative access to economic resources. The SLA with the highest level of uptake was in quintile 1 – Darebin - Preston with 10,197 households.

The 2010 data follows a similar pattern. Around 29% of households in areas that generally have a relative lack of access to resources received low energy lamps, compared to 13% of households in areas that generally have greater relative access to economic resources. The SLA with the highest level of uptake was in quintile 1 – Brimbank - Sunshine with 4,331 households.

For January 2011-June 2011, the highest proportion of households which received low energy lamps (27%) fell into quintile 2. Quintiles 1 and 2 contain the two SLAs with the highest uptake with 153 households each – Hobsons Bay - Altona and Mornington Peninsula - South.

Between 1 January 2009 and 30 June 2011, 131,901 Victorian households (outside of Melbourne) received low energy lamps as part of the VEET program.

Overall, the proportion of households which received low energy lamps as part of the VEET program in Balance of Victoria (BoV) was greater in areas with a relative lack of access to economic resources. Graph 5 shows the proportion of households which received low energy lamps decreasing as the relative access to economic resources for the areas increase.

In 2009, the proportion of households which received low energy lamps in Balance of Victoria (BoV) was greater in areas with a relative lack of access to economic resources. Around 10% of households in areas that generally have greater relative access to economic resources received low energy lamps, compared to 28% of households in areas that generally have a relative lack of access to economic resources. The SLA with the highest level of uptake was in quintile 1 – Corio - Inner with 5,605 households.

While the 2010 data also shows the proportion of households in the lowest quintile as being higher than the proportion of households in the highest quintile, the distribution of uptake across quintiles 1-3 is relatively equal. Quintiles 2 and 3 contain the highest proportion of uptake at 24% closely followed by quintile 1 at 23%. The SLA with the highest level of uptake was in quintile 2 – Greater Shepparton - Pt A with 2,660 households.

For January 2011-June 2011, the highest proportion of households which received low energy lamps (35%) fell into quintile 3. The SLA with the highest level of uptake was in quintile 3 – Wodonga with 278 households.

In 2010, the proportion of households in the lowest quintile is again more than twice the proportion of households in the highest quintile. Around 33% of households in areas that generally have a relative lack of access to economic resources obtained shower roses, compared to 13% of households in areas that generally have greater relative access economic resources. The SLA with the highest level of uptake was in quintile 1 – Melbourne- Remainder with 761 households.

While the 2009-10 quintiles showed a similar distribution in quintiles 1 & 5, the January 2011-June 2011 data shows a larger proportion in quintile 1 (58%) with only 3% of households in quintile 5. The SLA with the highest level of uptake was in quintile 1 – Hume - Broadmeadows with 908 households.

Between 1 January 2009 and 30 June 2011, 31,222 Victorian households (outside of Melbourne) obtained shower roses as part of the VEET program.

The proportion of households which obtained shower roses as part of the VEET program in Balance of Victoria (BoV) was greatest in quintile 2 (28%). Graph 13 shows the proportion of households which obtained shower roses decreasing from quintile 2 as the relative access to economic resources for the areas increase.

In 2009, the proportion of households which obtained shower roses as part of the VEET program in Balance of Victoria (BoV) was greater in areas with a relative lack of access to economic resources. Around 28% of households which obtained shower roses fell into quintile 2, closely followed by quintile 1 with 27%. The SLA with the highest level of uptake was in quintile 1 – Corio - Inner with 1,242 households.

While in 2010 the proportion of households in the lowest quintile was more than twice the proportion of households in the highest quintile, the highest proportion of households (30%) fell into the second quintile. This was followed by quintile 3 with 28% of households which obtained a shower rose. Quintile 5 contained the least households with 9%.The SLA with the highest level of uptake was in quintile 2 – Greater Shepparton - Pt A with 809 households.

The difference between the proportions in quintiles 1 and 5 is the greatest in January 2011 – June 2011 the proportion of households in the lowest quintile ten times the proportion of households in the highest quintile. The SLA with the highest level of uptake was in quintile 1– Latrobe - Moe with 135 households.

Between 1 January 2009 and 30 June 2011, 8,218 Melbourne households carried out prescribed energy efficient water heating activities, such as:

decommissioning low efficiency water heating products and installing high efficiency products, or

installing solar pre-heaters or retrofit kits.

Over this time, the areas with the largest amount of activity were Mornington Peninsula and Yarra Ranges (959 and 723 households respectively). Other areas with large numbers of households included Darebin (434) and Casey (423). Of these areas, only Darebin contains an area (Preston SLA) where households have the least relative access to economic resources (quintile 1).

The socio-economic distribution of water heating VEET activities over the first two and half years of the scheme indicate 16% (1,316) of households were from areas with a relatively lack of access to economic resources in general (quintile 1), while 18% (1,463) of households were from areas with the greatest relatively access (quintile 5).

Numerically more households are located in areas with the least relative access to economic resources in general (quintile 1) when compared to areas with the greatest relatively access (quintile 5). As such, within each SEIFA quintile the percentage of all potential households who undertook energy efficient water heating activities was lowest in areas of least relative access to economic resources (0.36% for quintile 1 compared with 0.68% for quintile 5).

During 2009 the proportion of households who carried out prescribed water heating activities (13% from quintile 1) was lowest among households from areas with the least relative access to economic resources. Of the 616 households from these areas, Frankston - West(74) and Greater Dandenong (LGA) (136) were the areas of highest uptake.

From the 8,218 households between 1 January 2009 and 30 June 2011 who carried out prescribed energy efficient water heating activities, approximately 59% (4,859) undertook these activities during 2009. A further 33% (2,762) occurred in 2010. However, the numbers of households from areas with the least access to economic resources remained consistent (616 in 2009 compared to 609 in 2010 for quintile 1). As a consequence, 22% of all households during 2010 were from these areas (quintile 1).

Between 1 January 2009 and 30 June 2011, 20,384 Victorian households (outside of Melbourne) undertook a prescribed water heating activity as part of the VEET program.

In 2009, the proportion of households which undertook water heating activities as part of the VEET program in Balance of Victoria (BoV) was highest in quintile 2 (25%). The SLA with the highest level of uptake was in quintile 2 – Mildura – Pt A with 728 households.

Quintile 1 contains the smallest proportion of households (15%) in both 2010 and January 2011-June 2011. The highest proportion of households which undertook water heating activities in 2010 was quintile 2 with 26%. This was followed by quintile 3 with 22% of households. The SLA with the highest level of uptake was in quintile 2 – East Gippsland - Bairnsdale with 147 households.

While the 2009-10 data showed a similar distribution with quintile 2 containing the highest proportion of households, the January 2011-June 2011 uptake is highest in quintile 3 with 24% of households. The SLA with the highest level of uptake was in quintile 4 – Baw Baw - Pt B West with 70 households.

For 2010, the highest proportion of households which undertook a prescribed space heating activity (41%) fell into quintile 2.

Quintile 2 again contains the highest proportion of households which undertook a prescribed space heating activity (36%) in January – June 2011.

1 Dataset from the Essential Services Commission (ESC) contains addresses as well as the types and quantity of various items.

8 The 2006 SEIFA is the most recent version available. The SEIFA index used was the Index of Economic Resources.

9 The SLAs within Melbourne SD and Balance of Victoria were then ranked according to their IER score.

These households represent 30% of the total households that accepted low energy lamps as part of the program.

Quintile 5 comprises of 16 SLAs which contain 41,468 households that have accepted low energy lamps as part of the program in 2010. These SLAs had the 16 highest SEIFA IER rankings in Melbourne. These households represent 14% of the total households that accepted low energy lamps as part of the program.
