Based on six years of research and development, the SOAR Literacy Teaching Frames provide California districts with both a protocol for informal or guided self-assessment of teaching practices and an observation rubric andassociated tools for formal evaluation of teaching practices. Formative assessment of teaching practices SOAR Literacy Teaching Frames SOAR Literacy Teaching Frames identify six specific practices with the highest impact on student outcomes in support of the CCSS. Supporting each high-impact practice are three common cross-cutting practices, as well as the foundational Designing Instruction for Disciplinary Thinking and Understanding practice. Designed in California Working with teacher leaders, administrators, literacy experts, education researchers, and other stakeholders across California, a team of researchers led by Susan P. O’Hara, from UC Davis School of Education, REED, and Robert Pritchard, from EPF for teaching, developed the SOAR Literacy Frames and associated rubrics.
