About Standup India Best practices undertaken in

Standup India aims to empower every Indian and enable them tostand on their own feet. The programme recongnizes thechallenges faced by Scheduled Caste (SC), Scheduled Tribe (ST)and women entrepreneurs in setting up enterprises, obtaining loansand other support needed from time to time for succeeding inbusiness. The programme, therefore, endeavours to create anecosystem which facilitates and continues to provide a supportiveenvironment for doing business. The objective of the Stand-UpIndia scheme is to facilitate bank loans between INR 10 lakh andINR 1 Crore to at least one SC or ST borrower and at least onewoman borrower per bank branch without collateral for setting up aGreenfield enterprise.The focus areas, with regards to implementation of Standup India,are listed below. Increasing number of loans sanctioned and disbursed by

BackgroundBurhanpur district, situated on the north bank of the Tapti River, has53 scheduled commercial bank branches.

Approach AdoptedThe district has adopted easy processes in considering theapplications of Women/SC/ST at sponsoring agency level and atbank branch level. The application is examined by a Task ForceCommittee of the district. Thereafter, it is sent by the District Officeto concerned banks who undertake an interview of the beneficiaryfollowed by physical visit. CIBIL screening and market enquiries aredone to assist the beneficiary in preparing DPR of the project (if thesame is above 50 lakhs). Thereafter, the KYC application is filledup. After 30 days of application, the loan is sanctioned anddisbursal is done within a period of 45-60 days.

District Magistrate, Lead District Manager, GMDIC & other officialsvisit the units financed under the programme regularly to know thechallenges faced by them. The district embraced State Governmentpolicies for tax relaxation and other facilities. Under the programme,banks maintains transparency for early disposal of applications..…….

Awareness Generation

Handholding SupportThe district has set up dedicated portals providing end to endservices across the district and beyond. “Jansunvayi”, a forum heldevery Tuesday from 11 A.M. to 1 P.M. allows applicants to raise anyqueries/issues faced after sanctioning of loan. Besides, there is aCM’s helpline, wherein beneficiaries can directly interact with CM’sOffice for query resolution. Applications can be made through eitherof www.mponline.gov.in, www.kvionline.gov.in andwww.mpmsme.gov.in portals.

Awareness GenerationThe district has involved Panchayti Raj Institutions (PRI)/ Local SelfGovernment to generate awareness about the programme.Seminars and workshops are also conducted at various locations ofthe district. Banks helped in publicizing the scheme by distributionof pamphlets. Training programs were arranged for development ofEntrepreneurship and Digital India at Rural Self EmploymentTraining Institutes (RSETI) & Centre for EntrepreneurshipDevelopment Madhya Pradesh(CEDMAP). Meetings were alsoconducted with Rotarians at Engineering/Polytechnic College.Swarojgar Sammelan and Bank loan mela were organized at 4locations, which witnessed participation of Honorable CabinetMinister, Local MLA’s, Janpad Adhayaksha, Zila PanchayatSadasya, Bankers, 500+ beneficiaries, among others. The districthas used MPonline government website, MSME website, electronic& print media, district website and social media like Facebook,WhatsApp etc. for successful implementation of the program. 15Task force Committee meetings and 5 District level CoordinationCommittee meetings were organized in the presence of publicrepresentatives.

Convergence with other SchemesStandup India program in Burhanpur has been interlinked withMukhyamantri Yuva Udyami Yojana (MMYUY), Prime MinisterEmployment Generation Programme (PMEGP), MSME andMukhya Mantri Sadak Yojana (MMSY).

Financial Literacy and CreditCounseling (FLC) Camps are organized in every village to helpcreate awareness and publicity on Standup India. Main topic ofdiscussion in these camps includes need for development ofentrepreneurship, skill development, recovery of loans andinformation on various Government social security schemes.

BackgroundHyderabad district, situated along the banks of the Musi river, has1396 scheduled commercial bank branches.

Approach AdoptedAs part of the Standup India programme in Hyderabad, bankersencourage potential borrowers and assist them in setting upprofitable businesses. A lead time of 15-20 days is taken bybankers to process the application received online. Based on theresponses in the application a borrower is classified as Traineeborrower or Ready borrower. Trainee borrower is advised to seekhandholding support and accordingly co-ordinate with help centers.

Handholding Agencies such as Andhra Pradesh Industrial andTechnical Consultancy Organization Limited (APITCO), Dalit IndianChamber of Commerce & Industry (DICCI) and WomenOrganizations also help borrowers in preparation of necessaryproject reports and provide handholding support. The progress ofthe programme is monitored independently by various stakeholdersviz. SIDBI, APITCO.

Awareness GenerationFinancial Literacy Camps (FLCs) are conducted at SC/ST areas tocreate awareness among youth and to familiarize them with theprogramme. Bank branches have conducted awareness camps to

provide handholding support for SC/ST and women to realize theirdreams and uplift their economic and social status.

SIDBI & NABARD along with various associated banks andassociations like DICCI, APITCO Ltd, Confederation of WomenEntrepreneurs (COWE) etc. had also conductedseminars/workshops at various locations for SC/ST and Women. AJob mela was conducted where the member banks handed oversanction letters to the beneficiaries under the Standup Indiaprogramme. The event was widely covered in press and electronicmedia.

Convergence with other SchemesIn Hyderabad, the district administration has interlinked the StandupIndia programme with existing schemes of State Government andGovernment of India (e.g. SIDBI Capital Subsidy, etc.) to provideeconomic support for addressing the needs of the poorestcommunities.

ImpactUnder the programme, 208 branches have sanctioned loans toSC/ST and women entrepreneurs. In the District, loan amount ofRs. 104 Cr. has been sanctioned to 462 accounts, of which 393 arewomen, 46 are SC and 23 are ST. • District Administration coordinated with Audhyogik Kendra VikasNigam (AKVN) Indore, Indore Development Authority (IDA),District Industries Center (DIC) Indore, all nationalized andprivate banks, Start Up community of Indore and Indore ITCompanies Associations to conduct seminars, meetings etc. forcreating awareness about Standup India

• District Administration continuously followed up with bankcoordinators and government sponsored agencies to acceleratethe implementation of Standup India programme.

• A number of cluster based schemes were started in the district byBanks to ensure focused approach.o Readymade Garments cluster was identified for Old Indore

Area, for which Bank has identified 4 branches situated in thearea to extend credit facilities to the potential borrowers.

o New Loha Mandi has been identified for Iron and Steel furnitureand Fabrication Work and BoI has identified 5 branches of samearea for extending credit facilities to beneficiaries.

o 6 branches were allotted to Ranipura Electronics complex forthe creation of employment in the manufacturing of electricaland electronics goods in the district.

BackgroundIndore is the most populous city of Madhya Pradesh and is locatedon the southern edge of Malwa Plateau. The district has 549scheduled commercial bank branches.

Approach AdoptedWhen a potential borrower applies for a loan on Standup Mitraportal, the bank branch makes all efforts to handhold and ensuresthat the proposed beneficiary has sufficient space, skill, access tothe market etc. This ensures that the loan given to the beneficiary isefficiently and successfully utilized for setting up a profitablebusiness which creates employment for number of individuals.

Monitoring and evaluation is done at the level of District Collectorwith the help of Lead District Manager (LDM), General manager inDistrict Trade and Industries Center (GMDTIC) and FinancialLiteracy counselor etc. Regular monitoring and evaluation is donein District Level Consultative Committee (DLCC) and Block LevelBankers committee (BLBC). Banks has started cluster based schemes to extend creditfacilities for manufacturing in the following clusters: Readymade Garments Iron and steel furniture and fabrication work Electronic goods Pharmaceutical Transport Agriculture

Awareness GenerationDistrict authorities rolled out advertisements to promote awarenessabout the programme. Seminars/workshops have been conductedby different organizations like National Bank For Agriculture AndRural Development (NABARD), etc. District also conducted 14seminars, 4 Rojgar melas and 22 other orientation programs toeducate people about the Standup India programme.

• Other platforms used for generating awareness about the programme included Vigilance Awareness Week, MSME awareness drives, Financial Literacy drives by NRLM, Meetings towards digitisation, etc.

BackgroundJorhat is known as the ‘Educational and Cultural Capital’ of Assam.The district has 100 scheduled commercial bank branches.

Approach AdoptedStandup India programme was initiated through a District levelworkshop, which was jointly conducted by NABARD, AssamRegional Office and SIDBI. The workshop served as the basis fordesigning action plan for implementing the programme in thedistrict.

In general, residents of the district are inclined towards agriculturalactivities and possess low entrepreneurial aspiration. Despite this,Standup India has gained momentum due to diligence of the bankofficials and district administration. Bank officials have physicallycollected applications from the beneficiaries and persuaded them toavail benefits under the programme. ‘Grahak Mitra’, a singlewindow clearance mechanism is used by the district to advice andcounsel the potential borrowers about Standup India. District LevelBank Committee (DLBC) meetings are conducted on regular basisto monitor implementation of the programme.

District Level workshops were conducted by SIDBI to demonstratethe functionalities of Standup Mitra portal to District Data Manager(DDM) and Lead District Manager (LDM).

UnitedBank of India conducted an awareness program on credit deliveryand on Standup India. Visual aids, like banners and flexes, weredisplayed at several places to enhance awareness of theprogramme. Vigilance awareness week, MSME awareness drivesand Financial Literacy drives by National Rural Livelihoods Mission(NRLM) were organized for wider publicity.All bank branches of Jorhat were encouraged to provide loansunder the programme and give impetus to social empowerment.District has a WhatsApp group of all branches for interaction andco-ordination. Various branches at the LDM Jorhat office alsoestablished regular contact with residents of the district to spreadthe word.

BackgroundMarred by harsh weather and typical demography, Kullu district ispredominantly rural/semi-urban area which primarily depends onagrarian and forest resources for livelihood. The district has 89scheduled commercial bank branches.

Approach AdoptedKullu adopted a multi-thronged strategy which required budging andprodding at multiple levels to motivate the target strata of society.District Level Consultative Committee (DLCC) was formed underthe chairmanship of Deputy Commissioner with Lead DistrictManager (LDM), District Development Manager (DDM) NABARD,General Managers District Industry Centers (GMDIC) and officialsfrom Khadi & Village Industries Board (KVIB), Himachal PradeshSC-ST Development Corporation, Himachal Pradesh Mahila VikasNigam as members.

DLCC meetings were conducted on regular basis to reviewprogress made under the programme. All the Government agencieswere advised to take apt measures to popularize the programme,identify aspiring entrepreneurs and provide assistance to them.

Success Stories

A sustainable business growth model has been adopted whichencourages beneficiaries to share their experiences and solveproblems amongst themselves. Continuous hand-holding andsupport is being provided by the respective agencies and banks tothe beneficiaries.

Awareness GenerationBlock Development Officers were advised to spread informationabout the programme and identify potential beneficiaries.Information about the programme was disseminated at village levelthrough Panchayat Secretaries in Gram Sabhas and other forums.Institutes imparting vocational trainings like RSETI etc. were alsoinvolved. Tailor made trainings were conducted to spreadawareness for specific activities.

ImpactUnder the programme, 20 bank branches have sanctioned loans toSC/ST and women entrepreneurs. 24 loans have been sanctioned,amounting to Rs. 4.53 Crore. Employment has been generated forover 2000 youth through implementation of the scheme.

Several entrepreneurial success stories have come out in thedistrict by means of Standup India Scheme. Disbursement of loan ishassle free and loans are disbursed within 15-20 days from the dateof application.

BackgroundNicobar district has 3 scheduled commercial bank branches. Tribalsin the district are known to be traditionally shy to seek loanassistance and most of their livelihood depends on naturalresources. Due to limited connectivity and resources, there islimited scope for establishing manufacturing industries in thedistrict. Unavailability of internet connectivity for Standup Mitraportal is also a key challenge in the implementation of theprogramme.

Approach AdoptedA Standup India Implementation Unit has been established and hasbeen operating smoothly to provide service to residents of theIsland. Support meetings are also organized by the officials postgrant of loan to the beneficiary.

It is anticipated that with increase in number of applications,assistance shall be provided in convergence with Prime Minister’sEmployment Guarantee Programme (PMEGP) of the IndustriesDepartment. In future, it is also proposed that in convergence withNational Rural Livelihood Mission (NRLM), individual SHG groupsconsisting of women members shall be formed which may beprovided loan assistance under Standup India programme.

and of Line Departments such as Fisheries Department to addressthe requests related to support, queries and hand holding ofrelevant beneficiaries after sanctioning of loan.

Handholding Support

A grievance cell at the District HQ office serves as a hotline forproviding support to the beneficiary as and when required.

Awareness Generation

Training and awareness campaigns were organized in coordinationwith the State Bank of India and Department of Industries, CarNicobar. Information pertaining to the procedures and modalities ofthe programme was disseminated to approximately 800 personsthrough village awareness and training camps. A stall on StandupIndia was set up at CWC Grounds, Car Nicobar during the CarNicobar festival organized in January 2017 to promote theprogramme. Village wise awareness camps were also organizedthrough “Adarsh Gram Kinyuka”. The programme was alsoadvertised through local dailies. Banners/posters have been put upat public locations such as markets, local transports, andGovernment offices across the district to create awareness amongentrepreneurs/ unemployed youth for availing financial assistancefor their ventures.

ImpactUnder the programme, 1 bank branch has sanctioned loan to anentrepreneur. Employment was generated for over 10 personsthrough the business set up by the beneficiary.

BackgroundNorth and Middle Andaman district is one of the 3 districts ofAndaman and Nicobar Islands located in the Bay of Bengal.The district has 8 scheduled commercial bank branches.

The district has 97% rural population, none of which areclassified under SC/ST. The UT is therefore promoting theprogramme by encouraging more women towardsentrepreneurship.

Approach AdoptedBanks in the district help entrepreneurs in filling up of loanapplications and in preparing project proposals coveringdetails of product, process, market and viability of thebusiness. Identification of local business needs has been doneby the bank managers.

Awareness GenerationUT has extensively used mass media such as radio andDoordarshan to promote the scheme. With the help of districtoffice, 20 awareness camps have been conducted all overNorth & Middle Andaman District to motivate unemployedyouth to avail financial assistance under Standup IndiaProgramme for entrepreneurship. Special kiosks have beensetup in beach festivals and melas. Women entrepreneurs arealso being engaged through Whatsapp.

BackgroundStandup India was officially launched in Raipur on 24th June 2016in a State Level Workshop which witnessed a participation of 5000+entrepreneurs. The district has 494 scheduled commercial bankbranches.

Approach AdoptedThe district devised a Standard Operating Procedure (SOP) forhandling requests made by applicants on Standup Mitra portal. TheSOP details various steps required to be taken for processing ofapplications under the programme. The district has also prepared alist of Frequently Asked Questions (FAQs) to address anticipatedqueries of the borrowers/applicants. A Single window system hasbeen set up by the district where an applicant is asked a fewquestions, to assess his requirement and accordingly his request isforwarded to the bank or concerned department/organization. Theresponse time for handling requests is less than 15 days in theDistrict. Based on the project, applicant is advised about theclearances required and he/she can apply for the same through theportal.The request for handholding, training, infrastructure andcertifications support are received both online and offline.Thereafter, the borrower is redirected/advised to contact thefollowing institutions/organizations:

A Special Monitoring Committee for Standup India under theChairmanship of District Collector has been constituted. Thecommittee with CEO - Zila Panchayat, Lead District Manager ofBank (LDM), Chief General Manager (CGM) District IndustriesCentre, banks and other stakeholders holds periodic meetings formonitoring the implementation of the programme including requestsfor handholding.

Nine district level workshops have been conducted under theChairmanship of District Collector wherein all stakeholders(beneficiaries/ banks/ industry department/ Standup India HelpCenters etc.) met and discussed issues related to disbursement ofloan and further providing help required by beneficiaries in setting-up of enterprises. District Level Committee has been set up underthe Chairmanship of Collector for considering the matters of interestand capital subsidy. Task-Force committee for Prime MinisterEmployment Guarantee Programme (PMEGP) and MukhyamantriYuva Swarojgar Yojana (MMYSY) holds meetings in presence ofpublic representatives.

Handholding SupportUdyami helpline (1800-233-3943) has been established for helpingentrepreneurs who wish to seek information about Standup Indiaand other schemes, including the procedure eligibility formalities tobe completed etc.

Awareness GenerationIn the district ,the programme was publicized by holding State levelWorkshop. Advertisements are published in print and electronicmedia. 5 District level workshops have been organized toencourage and educate women and SC/ST population.

140 Standup India Help Centers (SUHCs) have been set up in thedistrict. The programme was also publicized through use of socialmedia including WhatsApp groups, brochures, posters andbanners. Camps and stalls of Standup India are put up at eventssuch Collectorate Jan Darshan (every Monday), Lok Suraj Abhiyanand Jan Samasya Nivaran Shivir (twice in a month), Digi DhanMela etc.

Convergence with other SchemesOne of the key initiative undertaken by the district is convergence ofStandup India programme with other State Government schemes.Standup India cases has been made eligible for incentives underthe category of priority sector (selected sunrise sectors identified bystate) through State’s Industrial Policy. The margin money underMMYSY (Mukhyamantri Yuva Swarojgar Yojana) is being used forStandup India cases. Similarly, all Standup India cases are eligibleunder weaker section and priority sector lending for banks as perRBI guidelines.

Lead Bank, District Shahdara, in consultation withrevenue officers and bank branches organized 47 meetings duringthe period wherein approximately 7700 clients/ prospectiveborrowers, participated. Action is initiated by bankbranches within 48 hours of receipt of the application under thescheme. BackgroundUjjain district, situated on the eastern bank of the Kshipra River, has202 scheduled commercial bank branches.

Approach AdoptedUjjain 'Standup India' has been locally rechristened as ‘UMANG’.The District administration has laid down well defined proceduresas per the Standup India Guidelines. On receipt of onlineapplication, the proposal is reviewed by a team of three officers, viz.Lead District Manager (LDM), NABARD, District DevelopmentManager (DDM) and SIDBI. Thereafter, the applications aresegregated as Ready borrower and Trainee borrower. In a readyborrower case, the application is forwarded (online / offline mode) tothe concerned Line Department for preparation of DPR. After DPRpreparation, the Line Department forwards the proposal to theconcerned bank for sanction and disbursement and provides help tothe borrower/beneficiary in banking procedures. .

For a trainee borrower, Training Need Assessment (TNA) form isfilled. Depending upon the training needs of borrower, he/she is re-directed to one of the 17 designated training centers of the Ujjaindistrict. The district used innovative ideas, such as Catch themYoung, for targeting young beneficiaries to avail the scheme.

Handholding SupportDedicated public grievance helpline has been established forhelping entrepreneurs.

Awareness GenerationStandup India in Ujjain has been given wide publicity under thename of Umang. Hoardings and flexes have been put up in bankinginstitutions throughout the district. Vernacular Urdu languagepamphlets were used for wider coverage. Social media campaignslike Whatsapp groups and Facebook were used for creatingawareness. A dedicated Mobile App “Hello Ujjain” has been rolledout for better implementation of the programme. Local bodies,business groups & communities, women associations and Rotaryclubs were involved for in the implementation of the programme.Free training programmes were organized for the beneficiaries ofPMEGP which also included the entrepreneurs of Standup India.Awareness programmes were conducted through ITIs, particularlywomen ITIs. Workshops were conducted by SIDBI and NABARDfor creating awareness. Bank camps in Chief Minister Kisan MahaSammelan campaign were organized for marketing. Free debitcards were distributed to beneficiaries for promoting cashlesstransactions.

Convergence with other SchemesStandup India has been interlinked with existing schemes of StateGovernment and Government of India. Benefits of schemes suchas Chief Minister’s flagship scheme of ‘CM VUVA Udyami’, PrimeMinister’s Employment generation Programme (PMEGP) and RuralSelf Employment Training Institutes (RSETI) from NABARD arealso provided to entrepreneurs under Standup India. Preference isgiven to the beneficiary of Standup India in setting up of enterpriseunder Farmer Producer Organization (FPO) fund of NABARD. TheDistrict administration also plans to give preference to StandupIndia beneficiaries in government procurement.

ImpactUnder the programme, 31 bank branches have sanctioned loans toSC/ST and women entrepreneurs. 83 loans have been sanctionedto 50 women and 33 SC/ST entrepreneurs.
